In this paper it is noted that the important problem of the existing economic relations in the agrarian sphere is the choice of forms of management. The practice of reforms in agriculture has shown that more than 80% of gross output in Kazakhstan is currently produced by "households" and peasant (farmer) farms which provides further increase in the production of agricultural products namely crop production and increase its economic efficiency. Currently the agricultural sector has a tendency to small-scale production. As the situation has shown one of the main factors negatively influencing investment activity is financial instability of the majority of agricultural producers, low level of its profitability and significant risks.  Factors of low profit growth of the agricultural sector are related to the peculiarities of demand for agricultural products and seasonality of production in this industry. The analysis of the structure of gross agricultural production of the Republic of Kazakhstan by categories of farms, the returnability of agricultural production for 2012-2016 shows the impact of the price and yield of grain on the level of farm income. Proposals for further improvement of grain pricing are given.

The main objective of the paper is the analysis of changes on the level of income of agricultural producers, which took place in Poland in the early years of the accession to the EU, as well as a determination of the scale of the impact of financial support under the Common Agricultural Policy on the farm income situation. Poland’s membership in the EU gives rural farms opportunities to improve their economic situation. Financial aid, mainly in the form of a direct payment, has been the main factor determining the economical status of rural farms, whilst the other income making factors, such as improved productivity and increased agricultural production have played a much smaller role. The increase in revenue has enabled farmers not only to increase current expenditures, but also to carry out modernization efforts, which will determine the future economic and structural situation of the Polish agricultural sector and its competitiveness. However, a strong differentiation in terms of the economic situation of rural farms according to their size and specialization in production was also noticed. As a result, there is a still large number of farms in which the revenues received by farmers are insufficient to assure them adequate life standard. Therefore such farms are not able to both develop and invest. Only economically strong rural farms with high production potential have such opportunities, meaning that EU support will never be able to fully minimize the effects of small-scale production or to offset the insufficient efficiency and productivity of production factors.

The article presents materials of theoretical and empirical studies on the state support measures in agricultural production as an element of the imports demotivating policy in the industry. The problem of demotivating imports is connected both with determining the actual ratio of domestic production to the demand and imports of certain types of food, as well as determining the opportunities and conditions for the competitiveness of domestic producers. The study presents an analysis of the production of importsubstituting agricultural products in crop production (vegetables, fruits and berries, potatoes) and animal husbandry (by animal species: meat of cattle, pigs, poultry, and milk) from 2010 to 2019 as a ratio of the actual volume of production by types to the needs of the country’s population. The tendencies of their change are revealed. The volume of dynamics of imports of basic agricultural products from 1990 to 2019 is presented. An overview of the current measures of state economic support of the agricultural sector of the economy from subsidies (compensating and stimulating) and lending at the stage of production and consumption with the amount of financing, as well as the formation of a list of systemically important enterprises of the agricultural sector is given. The article presents the result of an expert sociological survey of the final participants in the process of import substitution in the agro-industrial complex, according to their assessment, the impact of government support measures on the possibility of demotivating imports in the industry This survey revealed the shortcomings of the support system in the opinion of agricultural producers. The practical significance of the results obtained lies in adjusting the existing measures of state support for the production of import-substituting food, taking into account the expert opinion of the subjects interested in the successful development of the agricultural sector.

The purpose of the article is to study the main problems of lending to agro-industrial enterprises with state support in market relations and propose measures to implement a new mechanism of subsidized and compensatory budget support for agriculture, aimed at its effective functioning. Historically, Ukraine is an agro-industrial country with rich natural resources and opportunities. However, to make a decent profit, the agro-industrial complex needs regular cash infusions and complete modernization. Given these factors, farmers in Ukraine are increasingly resorting to such an ancillary method as a loan for agricultural development. The long history of the Ukrainian economy, multiplied by current trends in crop production and animal husbandry, forces banks to consider lending to agriculture as a promising profitable business, which can and should be lent. The urgency of the study is due to the growing need to address one of the priority sectors of the economy-agriculture, by increasing the role and availability of credit for farmers, improving lending conditions, improving the efficiency of monetary institutions lending to agricultural enterprises, as well as development forms of their support. Problems of improving the lending system, investment activity of enterprises, lending mechanism and state regulation in the field of agriculture were covered in the works of a number of scientists and practitioners: G. Bezorna, H. Borkhunov, I. Buzdalov, A. Gataulin, A. Golovanov, A. Gordeeva, L. Kolichev, K. Koroleva, A. Kupavykh, D. Murzin, E. Mezentsev, A. Ponomareva, E. Sagaidak, A. Sidoruk, Y. Trushin, D. Epstein and some others. In the foreign economic literature, the main attention is paid to the forms of state support for agricultural producers, assessment of the impact of subsidies in terms of efficient use of public funds and the functioning of agricultural banks, but at the level of microfinance. These problems are reflected in the works of foreign authors: N. Gow, K. Hoff, M. Zeller, A. Sarris, J. Swinnen, J. Stiglitz, J. Yaron, M. Schreiner, Le Min Tu, and others. The changing conditions of the market environment pose new challenges to the subjects of credit relations, and then there are problems of agricultural lending in the changing conditions of the country’s economy, which need to be addressed. Formulation of the goals of the article (task statement). The purpose of the article is to generalize the theory and practice of agricultural lending when there are new economic relations, financial and credit opportunities of the Ukrainian economy.

The evolution of enterprise in the West Kazakhstan region is subject to fluctuations due to both the general cyclical nature of economic development and the impact of various external and internal factors on this industry, as also fluctuations unavoidable in the evolution process. The priorities for sustainable evolution of the regional agro-industrial complex of the West Kazakhstan region should be identified through analysis. The goal of the research is to study the effective and sustainable development of the agro-industrial complex of the West Kazakhstan region. Through studies this topic, the statistical-economic method, analysis and synthesis were used. Sustainable development of the agro-industrial complex of both a particular region and the country as a whole is impossible without the stable functioning of its core - agriculture, the final product of which is used by the processing industry, whose goal is to provide the population with high-quality products in volumes that meet their requirements. Current state of agricultural production, as the analysis shows, is characterized by an increase in the influence of unfavorable factors on production, first of all natural ones, which cause annual differences in the production of gross crop production, which, in turn, convey fluctuations to the livestock industry and, as a result, affects the processing industries. it is the raw material of the industry. In the course of the study, it was found that, since 2015, in the territory of the West Kazakhstan region, there has been a sharp decline in agricultural production, which led to a decrease in the stability of production in general, and in the fields of crop and livestock production, which continues to the present. A decrease in the sustainability of production in the raw materials sector of the agro-industrial complex entailed an increase in fluctuations in the production of products of the processing industry, which ultimately resulted in the emergence of an instability in the supply of food to the population. Further development of the agro-industrial complex of the West Kazakhstan region, aimed at increasing the productivity and profitability of its industries, requires the modernization and re-equipment of production, the development of its infrastructure and the formation of industry clusters.

The impact of rapidly escalating input prices of farm income, agricultural production, production adjustments, the general price level, the cost of living and capital requirements in the agricultural sector is a source of increasing concern to farmers, suppliers of capital to agriculture, and consumers of agricultural products. Record prices for agricultural commodities, such as feed grains and soybeans, partially masked the effects of a 52 percent increase in the index of prices paid for production items on net farm income during the period 1971–74. As agricultural machinery and farm buildings are replaced, world stocks of agricultural commodities are replenished, and domestic prices begin to decline, the magnitude of these cost increases will become more apparent.

In this paper, the authors analyze the current situation of agricultural production in Vietnam and affirm that fragmentation is one of the basic causes leading to ineffective potentials and low labor productivity. Based on this, the authors propose a number of solutions to convert small-scale production to large-scale production in order to improve labor productivity and optimally exploit resources in the agricultural sector in Vietnam today.

Agriculture is an important sector in South Africa, and the impact that education and human development would have made in this sector via non-white small scale farming was limited through biased policies of the apartheid era. Due to apartheid laws, South Africa found itself with high levels of unskilled labour force. This study seeks to find the impacts of literacy rate and human development indices on agricultural production using Auto Regressive Distributed Lag (ARDL) Bounds Test approach to co-integration. A long run relationship among the variables, agricultural production (agriculture GDP), literacy rate and human development indices were found. Literacy rate has a positively significant effect on agricultural production in the long run while Human Development Index has a positive and significant impact in the short run. This indicates that the apartheid regime fell short in recognizing the positive effect of education in the agricultural sector by denying a descent education to the majority of non-whites which were farm labourers or small scale farmers. This study provides some policy recommendations.

The risks associated with increasing climate variability pose technological and economic challenges to societies which are dependent on agriculture for their livelihood. In Southwestern Cameroon the natural variability of rainfall and temperatures contribute to variability in agricultural production and food insecurity. This paper explores the impact of climate variability in Southwestern Cameroon on food availability. It examines farm household's vulnerability to food availability relating to climate, and reviews the interplay of climate, agriculture, and prospects for food security in the region. An econometric function directly relates farm income and precipitation, in order to statistically estimate the significance of farm-level adaptation methods. The results reveal that precipitation during growing and adaptation methods through changes in soil tillage and crop rotation practices have significant effects on farm returns. An essential precondition for food security and overall agricultural development in Southwestern Cameroon is a dynamic agricultural sector brought about both by steady increase in agricultural production and by greater efforts in farmer support, to enable farm households to take advantage of the opportunities and to minimize the negative impacts of climate variation on agriculture.

The article examines the results of the impact of the COVID-19 pandemic on the global economy and the economy of the Russian Federation at the end of 2020. The quarantine measures introduced by the countries continue to negatively affect the economic situation in the world and the economies of individual countries. There is an acute shortage of seasonal workers in the agricultural sector of the countries of the world. The introduction of restrictions on the export of goods reduced the volume of imports. In Russia, the growth rate of imports from non-CIS countries has decreased. In January 2021, compared to January 2020, imports for food products and raw materials for their production decreased by 4.2%, and for vegetables – by 11.5%. According to the Federal Customs Service, the export of vegetables increased 3 times in terms of physical volumes and only 11% in terms of value. The growth in the physical volumes of export of products of the agro-industrial complex of the Russian Federation did not lead to a corresponding increase in revenue. The prices for vegetables imported into the country were 2.5-3.4 times higher than the prices for exported ones. Despite some difficulties, losses in this area due to the pandemic were minimal. The gross harvest of vegetables in the country as a whole amounted to 13.8 million tons, which is 1.7% below the level of 2019. At the same time, the gross harvest of vegetables in open ground decreased by 3.1%, vegetables in protected ground increased by 6.6%. Difficulties encountered in implementation. During the crisis period due to the COVID-19 pandemic, the demand for vegetables fell by 30%. Consumers, in an effort to improve their immunity, began to buy more environmentally friendly and healthy products, including vegetables. The demand for organic products has grown by 15-20%. To accelerate the economic recovery, it was necessary to take additional measures on the part of states to support producers and consumers, restore purchasing power and help businesses, expand access to credit resources, stimulate investment activity, and reduce the tax burden on businesses and the population. In Russia, financial support for the main measures of state policy in the field of the agro-industrial complex is carried out within the framework of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food.

The economic behavior of business structures in agriculture directly depends on the organization of their cooperation in the economic activity process. The aim of the article is to study the features of modern economic behavior of agricultural producers in Ukraine. To do this, the author identified the distribution factors of organizational and legal forms of agricultural production by economic behavior type, as well as organizational and legal features of individual models of economic behavior of agricultural production in Ukraine. Materials of thematic scientific publications, as well as empirical methods (observation and comparison) and theoretical methods (analysis and synthesis, modeling) were used to highlight the features of the object of study. The influence of the oligarchic model of the national economy of Ukraine on the structural transformation of agricultural production entities in the form of subordination of the interests of the state to the interests of individual social groups and the low effectiveness of antitrust legislation is investigated. The author found that in Ukraine the dual structure of agricultural entities was formed, in which two models of their economic behavior were simultaneously developing. The corporate model is represented by large commodity production of agricultural products based on utilization of the resource potential of the reorganized collective agricultural enterprises. Individual small-scale model is presented in agricultural production using the resource potential of private households and farms. The author found out that the organizational and legal forms of agricultural business entities will be determined by their participation in the contract system, the feasibility of cooperation or their integration. Prospects for further research in this area are a comparative analysis of the role of behavioral economy in the economic growth of organizational forms of agricultural producers in Ukraine, as well as assessing the impact of innovative technologies on the evolution of management approaches in the agricultural sector.
