Washing hands is a process to remove dirt and germs that cause diseases found on the skin of the hands by using water and soap. Washing hands is done because hands are often germ-carrying agents and cause pathogens to move from one person to another, either by direct contact or indirect contact. Washing hands with soap is very useful to kill germs on the hands. Clean hands will prevent transmission of diseases such as diarrhea, cholera, dysentery, typhus, intestinal worms, skin diseases, acute respiratory infections (ARI), bird flu or Severe Acute Respiratory Syndrome (SARS). Community service activities carried out at Almujahidah Foundation, located at Jalan Bilal Gang Makmur Lingkungan I, Sari Rejo sub-district, Medan Polonia in the form of training in making Handwash with the addition of chitosan as an antimicrobial. This activity is carried out with several methods, namely an initial survey of partner problems, conducting socialization about the importance of having a clean lifestyle by always washing hands using soap, conducting training on handwashing and monitoring and evaluation. During the public service process and evaluation and monitoring it has been concluded that students at the Almujahidah Foundation school have been able to make handwashes independently and continuously with the assistance of supervision from the teachers

Dynamic development of society, they want the public bureaucracy to be able  to provide the public services more professional, effective, simple, transparent, open, timely, responsive and adaptive. With excellent public service, to build a human quality in the sense  of  increasing  the  capacity  of  individuals  and  communities  to determine actively its own future. Actualization of democratic precepts in the public services delivery in Indonesia starting point on the importance of community participation ranging from formulating criteria for the services, how the delivery   of the services, arranging each engagement, public complaints mechanism set up   by the monitoring and evaluation of the implementation of the public services in order to co-together build a commitment to create quality of the public services. It’s all been contained in the Law 25 of 2009 on Public Services, certainly it has been based on the precepts of the democracy of Pancasila. Rembug of the public services as an actualization of the public services based on the democracy of Pancasila.

Improving the efficiency of public service is an important area for overcoming the crisis in relations between the state, society and a citizen. Modernization of civil service of Canada is carried out in a number of ways. Changes were made in a recruitment order for civil service by means of expansion of the powers of persons competent to solve these issues in ministries and government departments. One of the directions for improving the quality of the civil service was an increase in the level of training of public servants. Coordination of the educational process in various government departments is carried out by the Canadian School of Public Service. The system of human resources planning has been introduced. The quality of public services provided is improved with help of timely providing them in compliance with all requirements of a particular government department, and taking into account the rights of citizens by achieving a balance between the services provided and the money spent for this purpose and regular monitoring and evaluation of the dynamics of the providing process of services. One of the areas of modernization of the public service is the introduction of strict control over of public servants’ ethical standards. Actions that lead to a conflict of interest are legislatively prohibited. Strict bans in Canada are implied regarding the employment of persons who replace public office after the end of their career. As a result of the measures taken to fight corruption, including a sphere that is largely susceptible to corruption risks, Canada is among top ten countries with the least corruption. Achievement of positive results in the activities of civil servants became possible due to the state’s special attention to the issues of its modernization.

                                                         AbstrakKegiatan program pengabdian masyarakat dari Lembaga Pengabdian Pada Masyarakat (LPPM) Universitas Muhammadiyah Sumatera Utara ini bertujuan untuk melakukan Pembinaan Pengelolaan Manajemen Usaha dan E-Marketing pada Pelaku Usaha Industri Mikro Pengrajin Sepatu di Kecamatan Medan Denai.  Kegiatan pengabdian masyarakat ini melibatkan pengrajin Sepatu yang akan menjadi Mitra pengabdian masyarakat yaitu Jondy Shoes dan Whindy Shoes. Pengabdian masyarakat ini dilaksanakan selama 8 (delapan) bulan dengan target luaran utama adalah publikasi jurnal ilmiah pengabdian masyarakat, memperoleh ijin usaha, mempunyai website dann peningkatan wawasan dan keterampilan. Metode yang digunakan dalam kegiatan pengabdian masyarakat  ini adalah  pendekatan partisipatif, pendekatan kognitif, pendekatan afektif dan pendekatan keterampilan dan tahapan tahapan yang digunakan adalah persiapan, investigasi, transformasi. Incubation, verification, implementation, evaluasi, pengembangan secara bertahap yang dimulai dengan Plan, do, action, check. The online learning system is still having problems. As a result of the observations of the USU team, several obstacles were felt not only by the teachers at MIN 2 Serdang Bedagai but also by students and parents. The problems that occur are quite diverse. Starting from limited signal, limited devices suitable for online learning, to the lack of technological knowledge of teachers and students on online applications that support the teaching and learning process. There are various online applications available today, such as Google Classroom, Zoom, Google Meet, Youtube, and others. These various online applications play an important role in helping students and teachers in the distance learning process. The USU team conducted training using the online application Google Classroom and Zoom. Google Classroom and Zoom were chosen because they are easier for the teacher to implement, besides that the two online applications facilitate coordination and communication between teachers and students, so that the material being taught can be discussed more easily, more freely and can be updated more quickly. In this community service, Online Learning training was conducted for the Elementary School / Madrasah Ibtidaiyah Level with Various Online Applications at MIN 2 Serdang Bedagai. This community service has reached the implementation stage of training which begins with the initial survey stage, provision of training modules and also training. The next stage is monitoring and evaluation and feedback.

As an intervention mechanism to improve service delivery, the concepts of Monitoring and Evaluation (M&E) is recently growing in popularity among countries, including South Africa. To this end, questions are posed in this article to establish the effect of making use of M&E in the South African public service. These are posed in view of the fact that South Africa has established a number of sound regulatory frameworks in the past, which should serve as a ‘fertile’ environment for effective service delivery. On this basis, attempts are made to investigate the answers to such questions, and then the body of knowledge through literature review was consulted so as to contextualise and conceptualise arguments and recommendations that could be made at the end of the article. Monitoring and Evaluation could be seen as a critical tool for government institutions to be effective towards achievement of their goals and objectives, as well as making an impact on the lives of South African citizens. In view of this, much needs to be done to several unresolved issues, particularly issues around the organisational/operational culture, peculiar public servants’ attitudes, inefficiency and incompetence, as well as non-compliance with relative legislation. Recommendations with regard to the required actions and behaviours in the public service are, therefore, proposed for consideration.

This Community Service activities are carried out using the substantive developing database approach to assertions - accounting management assertions of intangible assets recorded in the State - Owned Financial Management Information System (SIMAK BMN) of the Public Service Agency of Universitas Negeri Jakarta. The substantive developing database carried out includes assertions - occurrence assertions, completeness, valuation, right and obligation and disclosure. The results of the substantive developing will be used as follow-up material from the recommendations of the findings of the Republic of Indonesia Supreme Audit Agency to the Republic of Indonesia Ministry of Technology and Higher Education where the Public Service Agency of Universitas Negeri Jakarta is one of the entities that sampling BPK RI. The Community Service activity is also an alternative discussion to be a guideline for the existence of a research gap in the implementation of the PSAK (Statement of Financial Accounting Standards) Number 19 concerning intangible assets that adopt the basis of IFRS (International Financial Reporting Standards) where financial reports on assets become reliable, must be assessed based on fair value. PSAK 19 regulates the appraisal time to be carried out at the latest 3 years and at the latest every 5 years. This is where a phenomenon occurs, where if the appraisal is carried out in the 5th year while the amortization period of the intangible asset has been completed before 5 years, then the audit cannot be carried out based on the audit management assertions and make the asset the subject of audit findings potentially affecting audit opinion if material.Participants were given training on tips for managing a procurement of intangible fixed assets, both in the context of procurement by the university or by other units in certain circumstances, and systematically recording the SIMAK BMN UNJ after first carrying out asset reconciliation regular with the accounting and reporting section.

This study concerns the ad texts from the perspective of discourse structure. At a specific layer, it reveals the superstructure of a five-type public service advertisement text discourse taken from Youtube. The five advertisements in question are “Diet Kantong Plastik”, “Polusi Plastik Multimedia SMKN 1 Surabaya 2018/2019”, “Kampanye Sosial Menguragi Sampah Plastik”, “Kurangi Sampah Plastik” and “Polusi Sampah Plastik”. Achieving this goal was done by making use of a qualitative research design. The data were collected through several procedures namely finding, downloading, filtering, taking notes and researching the data to discover the text superstructure. Data were analyzed using padan method, or identity method. Then the results of data analysis are presented in the form of a description. The study addresses the issue of discourse structure with the superstructure (Dijk, 1980) theory approach. The results of the data analysis showed that each adver- tisement had four sequences of structures, namely introduction, body, closing and conclusion. These four com- ponents are the ones that form the fifth superstructure of the public service advertisements reviewed in this paper. By chance a service advertisement is indeed of many analysable aspects. The present study is only re- stricted to plastic trash community service ads on Youtube. However, public service announcements or adver- tisements can also be obtained from other electronic media such as TV or radio and from the print media. For the futher studies, it is necessary to explore the community service advertisements on plastic waste that are displayed through these media.

Public service management reforms have not yet contributed to poverty eradication and generally socio-economic development of many African countries. The reforms suggested and implemented to date still prove to be weak in addressing the many challenges faced by the public service in delivering goods and services to the population. The failure of the current public service management calls for a consideration of business-driven approaches and practices that facilitate effectiveness, efficiency, competitiveness and flexibility in goods and services provision. The critical social theory methodology and the literature review technique described and raised awareness on service delivery chaos in South Africa. A public service reform that focuses on operations and quality management is one of the ways of improving and sustaining service delivery in South Africa. Operations management is an essential tool for the planning, execution, control, monitoring and evaluation of production processes. Quality management, in the other hand, is essential to ensure best quality of goods and services produced by the public service within acceptable time and available resources to meet or exceed people’s expectations. The operations and quality management framework proposed in this article is a potential alternative to the current service delivery crisis in South Africa.

The majority of mothers who have toddlers in Karangrejo Sub-Village, Karangnongko, Tirtomartani Village, Kalasan Subdistrict come to the baby shaman to massage the baby and provide herbs to increase appetite in her child. The public also does not have knowledge of complementary therapies to address mild health complaints without chemical drugs such as cupping, accupoint and herbal therapy. The purpose of community service is to initiate the formation of complementary villages in Karangrejo Sub-Village . The activities carried out are complementary cadre training, baby healthy food movement, toddler and breastfeeding, healthy toddler movement and healthy living community movement with the use of herbs. Monitoring and evaluation are carried out with assistance to motivate the sustainability of the program. The result achieved is (1) The partner has formed and has a complementary village manager; (2) The partners have complementary cadres (3) The partners have carried out complementary village activities, namely healthy food movements for infants, toddlers and nursing mothers, monitoring growth and healthy community movements with the use of herbal plants
