Indonesia memiliki ragam suku bangsa suku bangsa yang banyak. Setiap suku bangsa memiliki adat istiadat dan kebudayaaqn yang berbeda seperti lagu, tarian, rumah adat dan lain sebagaimya. Pulau Samosir merupakan salah satu destinasi wisata yang dikembangkan oleh pemerintah. Desa ini adalah salah satu desa yang berada di Pulau Samosir. Desa ini masih memiliki panorama alam yang indah dan sosial budaya yang sangat menarik dikembangkan dalam mendukung pariwisata. Desa Sitamiang ini belum mempunyai fasilitas yang belum memadai yang layak dan belum tersebar merata baik fasilitas umum maupun fasilitas sosial sehingga diperlukan pembangunan fasiltas secara merata unntuk mendukung Desa Sitamiang menuju Desa Wisata.Penelitian ini meenggunakan penelitian deskristif kualitatif data Primer diperoleh dengan metode observasi , wawancara, dan dokumentasi foto lapangan. Setelah melakukan hasil survey dan menganalisanya maka Penulis membagi Desa Sitamiang menjadi 3 Zona yaitu Zona 1, Zona 2, dan Zona 3. Dari pembangian tiga Zona tersebut, akhirnya dapat merancang fasilitas sosial di Desa Sitamiang yang akan memudahkan Penulis merencanakan fasilitas-fasilitas lainnya. Indonesia has many diverse ethnic groups. Each ethnic group has different customs and culture such as songs, dances, traditional houses and so on. Samosir Island is one of the tourist destinations developed by the government. This village is one of the villages in Samosir Island. The village still has beautiful natural and socio-cultural panoramas which are very interesting to be developed in supporting tourism. Sitamiang Village does not yet have adequate inadequate facilities and has not been spread evenly either public facilities or social facilities so it is necessary to build equitable facilities to support Sitamiang Village towards Tourism Village. This research uses qualitative descriptive research Primary data obtained by observation, interviews, and field photo documentation. After conducting the survey results and analyzing it, the writer divides Sitamiang Village into 3 Zones, namely Zone 1, Zone 2, and Zone 3. From the construction of the three Zones, finally it can design social facilities in Sitamiang Village that will facilitate the Author to plan other facilities.

Desa Sitamiang adalah Desa yang terletak di Kecamatan Onan Runggu Kabupaten Samosir Sumatera Utara. Desa Sitamiang merupakan salah satu desa dengan daya tarik wisata yang tinggi karena terletak di pinggiran Danau Toba dalam keadaan ini Desa Sitamiang ini belum mempunyai jaringan jalan transportasi yang layak dan mempuni.  Jalan Desa hanya berupa tanah dengan lebar 3,5 m dan panjang 2,8 Km. Sehingga perlu disegerakan Pembangunan jaringan jalan, dengan rancangan jalan mempunyai lebar 7 m dan panjang 2,8 Km. Penelitian ini merupakan penelitian deskristif kualitatif data Primer diperoleh dengan metode observasi , wawancara, dan dokumentasi foto lapangan. Setelah melakukan hasil survey dan menganalisanya maka Penulis membagi Desa Sitamiang menjadi 3 Zona yaitu Zona 1, Zona 2, dan Zona 3. Dari pembangian tiga Zona tersebut, akhirnya dapat merancang jaringan transfortasi jalan di Desa Sitamiang yang akan memudahkan Penulis merencanakan fasilitas-fasilitas lainnya. Sitamiang Village is a village located in Onan Runggu District, Samosir Regency, North Sumatra. Sitamiang Village is one of the villages with a high tourist attraction because it is located on the outskirts of Lake Toba. In this situation, Sitamiang Village does not yet have a proper transportation network. The village road is only a land with a width of 3.5 m and a length of 2.8 Km. So it needs to be rushed Development of the road network, with the design of the road has a width of 7 m and a length of 2.8 Km. This research is a qualitative descriptive study Primary data obtained by observation, interviews, and field photo documentation. After conducting the survey results and analyzing it, the author divides Sitamiang Village into 3 Zones, namely Zone 1, Zone 2, and Zone 3. From the construction of the three Zones, finally the road transportation network design in Sitamiang Village can be made which will facilitate the writer to plan other facilities.

Coronavirus new which caused the outbreak of pneumonia and caused the closure of tourist destinations and caused many SMEs products to be returned by the souvenir center and SMEs production stopped during the Covid-19 pandemic. Banyuwangi Regency has also experienced the closure of tourist destinations starting March 2020 and has an impact on SMEs in Banyuwangi Regency, one of which is Ratu Manis SMEs. After the closure of tourist attractions, 70% of Ratu Manis SMEs products that were entrusted to the souvenir center and tourist attractions were returned. The number of SMEs Ratu Manis production has also decreased. Many exhibition events at every festival held in Banyuwangi Regency have been canceled due to the Covid-19 pandemic. Ratu Manis SMEs is trying to rise from the impact caused by the Covid-19 pandemic through synergy from various parties with the help of the government, academics, media and the community using the pentahelix approach. The research approach used in this research is descriptive research. The data sources used in this study are secondary and primary data sources. The data were collected using data collection techniques, namely observation and interviews with the source triangulation strategy for data validity. With penta helix synergy of industry, government, academia, media and the community sweet queen SMEs can survive to face the pandemic covid-19 and may even improve the quality of the products and sales turnover also increased from 20 kg to 40 kg per day.

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan.   Kata kunci: pemberdayaan pesisir, kesejahteraan, kelompok nelayan   ABSTRACT This study aims to analyze the effectiveness of economic empowerment activities of coastal communities that have been done by the government of Banten province, thus to find out the most effective model of economic empowerment for coastal communities in the province of Banten. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. The most appropriate  pattern of empowerment is the empowerment pattern that involves all stakeholders using partnership schemes such as: the role of local government, universities, DPRD, and private / corporate   Keywords: coastal empowerment, welfare, group of fishermen

Implementation of the Village Teaching Movement in Increasing Literacy Rates and Average School Length in Bogor Regency, , West Java Province . The Bogor District Government formed the Village Teaching Movement with the aim of increasing the accessibility of education and providing education services on non-formal channels. This study aims to find out how the implementation of the Village Teaching Movement Program in Increasing Literacy Numbers and the Average School Length in Bogor Regency, supporting and inhibiting factors, and efforts made by the government in overcoming these obstacles. This research was conceptualized based on the implementation theory proposed by George Edwards III with qualitative descriptive research methods and inductive approaches. Data obtained by using data collection techniques through interviews, observation, documentation, and triangulation. Data analysis techniques are used through data reduction, data presentation, and data verification. The results of the study show  that the implementation of the Village Teaching Movement in Increasing Literacy and the Average School Length in Bogor Regency has been going well but has not been maximized. In the implementation of this program there were a number of obstacles including changes in policy, uneven socialization and low public participation. For this reason, the Bogor District Education Office seeks to improve the quality of education services and increase the establishment of junior high schools in a number of districts. BUMDes is an institution managed by the community and village government to strengthen the village economy and is formed based on the needs and potential of the village. BUMDes performance must make a significant contribution to improving the welfare of citizens. This study aims to find out how the Government of Panggungharjo Village, Bantul Regency in Strengthening Village Institutions (BUMDes). The method in this research is qualitative descriptive research and research results emphasizing the meaning of generalization. BUMDes Panggung Lestari, Panggungharjo Village as an effort to utilize the potential of the village has become an entity and can lift the economy of its community by establishing economic business development and social services, and establishing BUMDes institutional strengthening programs

The Core Country Plantation (PIR) is the government program to improve the welfare of smallholders. The purpose of this research is to identify the state of the development of Core Country Plantation (PIR) in Keerom district. This research is qualitative descriptive research. Data collection in this study with two types of data is primary data and secondary data. The results of the identification show that the factors that caused a decline in welfare have an impact on the socio-economic dynamics caused by the low yields of palm oil production. As a solution, the government provides a nucleus plantation program (PIR), to overcome socio-economic dynamics in the Papua border area of Keerom Regency.

Law No. 32 of 2004 on Villages that gives villagers the opportunity to organize and take care of their own households, which is organized by promoting the principles of democracy, participatory, equalization, justice and paying attention to the potential diversity of the region is the starting point of the development change from the periphery. And strengthened by government policy in 2015 the government issued the Village Fund policy, which was marked by the publication of PMK No.49 in 2016. The reforms are a form of seriousness from the government in trying to build the country through the village. But the goodwill is certainly not all can run in accordance with expectations given the competency conditions of human resources and various conditions. Therefore, in this study will evaluate the success of the use of village funds that have been given by the government, whether it has a positive impact on the community economy. This research will be conducted in Pelepat Ilir sub-district with case studies in Maju Jaya Village and Tirta Mulya using quantitative and qualitative descriptive methods. While the data used is primary data and secondary data obtained from interviews, questionnaires and literature from the village. The analytical tools used in this study are models of effectiveness, average difference testing and SWOT analysis. With the ultimate goal of wanting to get the results of the evaluation of the successful use of the Village Fund. The results showed that judged to be successful in the management of village funds, this was shown with an effectiveness rate reaching 100 percent (very effective). Furthermore, the use of Village Funds also has an impact on improving public services and health services but has not had an impact on improving the community economy.

Abstrak: Penelitian ini bertujuan untuk mengetahui peran pemerintah desa poto tano terhadap pengembangan Objek wisata pulau kenawa dalam membangun ekonomi masyarakat. Dalam penelitian ini metode yang digunakan adalah kualitatif deskriftif. Sumber data dalam penelitian ini ada dua yaitu menggunakan data primer dan sekunder. Teknik pengumpulan data yang dilakukan adalah dengan menggunakan metode wawancara, observasi, angket, dokumentasi, dan library research. Hasil penelitian peran pemerintah Desa Poto Tano terhadap pengembangan objek wisata pulau kenawa dalam membangun ekonomi masyarakat. Bekerjasama dengan dinas kebudayaan dan pariwisata sumbawa barat dan instansi lain dalam mengadakan event acara Wild West Sumbawa Cruise untuk mempromosikan pulau kenawa. Meningkatnya taraf ekonomi masyarakat Desa Poto Tano menjadi lebih baik dan mampu menciptakan lapangan kerja baru. Faktor penghambat menurut pemerintah karena belum adanya ijin dari kementerian lingkugan hidup dan kehutanan melalui dinas lingkungan hidup dan kehutanan kabupaten sumbawa barat. Belum lengkapnya sarana dan prasarana penunjang pariwisata bagi wisatawan. Faktor pendukungnya adanya kesadaran dari masyarakat desa poto tano untuk mengelola dan menjaga pulau kenawa sebagai aset yang menguntungkan di wilayah mereka. Abstract This study aims to determine the role of the village of Poto Tano government towards the development of Kenawa Island attractions in developing the community's economy. In this study the method used is qualitative descriptive. There are two sources of data in this study, namely using primary data and secular. The data collection technique used is using the method of interview, observation, questionnaire, documentation, and researc library. The results of the research are the role of the village of Poto Tano on the development of Kenawa Island tourism objects in developing the community's economy. Collaborate with the Sumbawa West Culture and Tourism Office and agencies to hold the Wild West Sumbawa Cruise event to promote the island of Kenawa. Increasing the economic level of the people of Poto Tano village has become better and able to create new jobs. The inhibiting factor according to the government is because there is no permit from the environment and forestry ministry through the environmental and forestry services of Sumbawa Barat District. The incomplete facilities and infrastructure supporting tourism for tourists. The supporting factor is the awareness of the people of Poto Tano village to manage and maintain the island of Kenawa as a profitable asset in their area.

Fisherman Village Development in Tambak Lorok is one of the maritime tourismdestinations which is the step of the Semarang City Government to improve the welfareof the people in Tambak Lorok Village. This study aims to examine the implementationof tourism policies in the village of Tambak Lorok, Tanjung Mas Village, SemarangCity. The method used: qualitative descriptive research methods, gatheringinformation using observation and interview techniques, determining informantsusing snowball sampling technique. The results of the study: (a) The government hasfacilitated the establishment of marine tourism villages in Tambak Lorok (b) patternsof community behavior are difficult to change so that it can hinder development and(3) cooperation between actors in the development of maritime tourism is not optimal.The recommendations that can be given are: the need for an increase in jointcommitment and subsequent researchers are advised to take a different focus fromthis research.

Nowadays the needs of the house are difficult to obtain, although the government is always active and strives to carry out housing development. In the midst of the limited ability of the government, has led to business opportunities to meet the needs of community housing, commonly referred to as developers. Developers in providing homes often do not provide clear information relating to the specification conditions of the house to the consumer. The problems discussed in this thesis writing is, first how the form of legal protection of the consumer for misleading housing ad information? Second, how is the business actor's responsibility for misleading home advertising information? This research is an analytical descriptive research, with normative juridical approach as main approach and empirical juridical as supporter. The data used are secondary data and primary data collected through literature study and field study with interview technique. The analysis is done qualitatively and presented in the form of qualitative descriptive. Based on the results of research that has been analyzed it can be concluded, firstly, forms of legal protection of misleading housing ad information, for the actions undertaken by developers PT. Bangun Persada Sejatera to Villa Anggrek housing consumer, the consumer as an injured party can make various legal efforts to fight for his rights through: the settlement of consumer dispute through litigation and settlement of non-litigation consumer disputes. Secondly, the business actor's responsibility for misleading housing advertising information is that the consumer is entitled to submit his / her complaint relating to the house in the maintenance warranty period of 100 (one hundred) calendar days. Developers as business actors will seek every improvement that complained by consumers. If the consumer feels aggrieved by the business actors, the entrepreneur shall be obliged to provide compensation, compensation and / or reimbursement for loss caused by the user, user and the utilization of the goods and / or services that have been traded.
