It was found that the development of communities provides improved social and economic conditions in the area. It was systematized the mechanism of increasing efficiency in communities and strengthening the influence of the state through local authorities on the ground on the basis of methods of influence. Problems of state regulation in the context of components of sustainable development are identified. The purpose of regulating the development of community territories is determined. It were given the components of ensuring effective state regulation for achieving welfare growth of territorial communities on the basis of the model of welfare analysis of territorial communities. It is determined that the system of state regulation should contribute to the enhanced provision of public goods in the community, improvement of social infrastructure and support of territorial economic development. Strategic mechanisms and functions of state regulation are singled out. The basic system of principles which is necessary for effective state regulation of the territorial communities’ development is outlined, and the directions of government action within the principles are determined. Today's communities need to move from a development model to an innovation model. It was formed the model of effective state regulation of the welfare growth of territorial communities. The necessity of using social partnership and introduction of innovations in the communities’ activity as factors of successful realization of decentralization is substantiated. It is emphasized that social partnership as a tool to increase the communities’ welfare provides: increasing the level of population income, reducing poverty and developing social assistance. In particular, the priority way to improve state regulation of the welfare growth of territorial communities is the legislative implementation of a development strategy of smart specialization on the ground which provides comfortable living conditions that characterize the modern welfare of territorial communities’ citizens.

Relevance. The development of modern mechanisms for state regulation of regional processes, including those related to investment support for certain industries (e.g. the Spatial Development Strategy in Russia), requires a research-informed choice of ‘priority’ specializations. At the same time, such choice should meet the requirement of resilient economic development of these regions if the development of these specializations is supported on the national level. Research objective.The goal of this study is to assess the current structure of the Russian regions’ economy. We aim to identify the regions that have a specialization and thus can ensure resilient development and transition to smart specialization. Data and methods. The study proposes a methodological approach to identify the region’s smart specialization. The approach is based on the calculation of indicators that characterize the regions’ industries according to Russia’s national classifier of types of economic activity (OKVED2). Regions with pronounced industrial specialization are thus identified. The methodological approach has been tested by using statistical data for 84 regions. Results.43 regionswith industrial, export-oriented and extractive specialization were identified. We revealed nineregions that had sufficient prerequisites for the transition tosmart specialization and 11 regions that need to strengthen their knowledge-intensive component. Conclusion.The resulting list of Russian regions that can act as pioneer territories for the introduction of structural changes into the practice of state regulation can be of interest to policy-makers.

The meanings of the term "public and private partnership" and its fundamental difference from other types of interaction between the state and the private sector are defined. The role of levers of state regulation of PPP in the conditions of growing globalization and related objective and subjective factors of economic, political and social transformations and diversity of forms of ownership in a market economy is described. Theoretical developments of neo-Keynesianism, the concept of "public goods", neo-institutionalism, which initiated a mixed economy, and later the introduction of the principles of state partnership are determined. It is shown that in today's world practice the most common form of cooperation between the state and private business, which is used in the implementation of large projects, is a concession. The provisions of the Law of Ukraine "On Public and Private Partnership", which provided the organizational and legal framework for the interaction of state and business, as well as the basic principles of PPP on a contractual basis are analyzed. Examples of the experience of the European Union and rapidly developing countries have been identified and proposed for use. The place of big business, especially small enterprises in the processes as being characterized by flexibility and opportunities to easily adapt to changing market conditions is assessed. It is stated that in Ukraine the disparity in the status of private partners should be eliminated through the provision of additional legal and economic guarantees by the state. It is argued that in a situation of inadequate public administration, insufficient financial support, prosperity of corruption at this stage, a specific form of PPP needs special attention, although in the long run the institutional form is more long-lasting and perfect. It is proved that the introduction of mechanisms and types of social partnership as a component of public and private partnership in our country is interrelated with the level of consolidation of society, development strategy and the situation in economic growth.

The tendencies of state regulation of the labor potential of rural territories are revealed, which prove the lack of effective mechanisms of its reproduction. Mechanisms to increase the efficiency of state regulation of the labor potential on rural areas, aimed primarily at creating jobs and the number of people employed in the segment of small and medium-sized business are proposed. Thanks to public-private partnership in this area, it is possible to reduce budget expenditures on the development of social infrastructure.

Introduction. Article reviews the current state and key aspects of financial policy in higher education and it’s innovative development in Ukraine. Through education institutions achieved increase of social standards, needs and increase welfare, increase the competitiveness of the state as a whole. Purpose. The purpose of this paper is to determine the characteristics of the development strategy of financial policy of innovative development of higher education and finding ways to improve its implementation. Results. The article deals with the importance of an innovative approach to the development of financial strategy in higher education. The ways to improve the effectiveness of the financial policy of innovative development of higher education are defined. Today an important form of state regulation of the economy is macroeconomic planning and forecasting. Conclusion. Innovative development of higher education is the foundation of economic growth of the economy and improvement of social standards. The financial policy of the state in this area is aimed, ultimately, to ensure the welfare of all members of society. Achieving high rates of innovation in the field of higher education facilities by building efficient system of economic mechanisms of financing. Important direct result of providing innovative educational services not only to order the state or the employer, but also on the personal needs of citizens in their development. The level of education is a key factor the ability of the workforce to adapt to new conditions, increase overall efficiency, etc.

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.

The smart specialization concept was implemented in the EU in 2014, stating that regions have to specify specialization areas for development of innovations. Economic specialization reveals a comparative advantage in that field. However, there are different arguments linking specialization to economic development. This study analyzes these arguments and aims to investigate the impact of economic specialization on regional economic development and to give insights into identifying prospective areas in regional economies. A panel fixed effect estimation of industry-level regional data suggests that economic specialization in broader regional employment, called relative specialization, is ambiguously associated with economic development. Our findings suggest that neither economic specialization nor economic diversity are a clear-cut solution for ensuring economic growth. Economic structure in EU regions differs, and there is no one answer for which approach is better for economic development. Specialization measures, particularly the location quotient, cannot fully capture the dynamics in the industry structure that could be essential for formation of regional development strategy.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

The most important task of the successful development and implementation of the regional development strategy is the adoption and implementation of well-grounded and timely management decisions aimed at increasing the attractiveness of the territory for target audiences. One of the directions of this realization is the creation and development of the competitive advantages of a particular territory. The steps taken in this direction in the regions of Ukraine are of a non-systemic nature and, as a rule, do not solve the problem comprehensively. This is due to the lack of both theoretical groundwork, on the basis of which it would be possible to develop a comprehensive strategy for the region, and an effective toolkit that ensures the systematic participation of stakeholders in the development and implementation of such a strategy. An important research topic is the consistency of the selected priorities with the goals of sustainable development, corresponding innovations within the framework of technological progress, which makes it relevant to use marketing tools to expand the analytical and communication tools of smart specialization. The purpose of this study is to analyze the possibilities of using strategic marketing for smart specialization tasks. Strategic marketing must be seen in the context of smart specialization, which is an innovative approach aimed at stimulating growth and job creation, allowing regions to define and develop their own competitive advantages. In the context of the practical implementation of the components of smart specialization as a process, strategic marketing can be considered as an active process with a long-term orientation, aimed at exceeding the average indicators in other regions by systematically pursuing a policy of creating a system of solutions that ensure the satisfaction of the needs of (current and prospective) stakeholders (current and potential) territories in a more efficient way than is possible in other regions. In the course of the study, it was determined that strategic marketing in the context of the practical implementation of smart specialization should be considered as a process of planning, developing and implementing strategic steps to gain a competitive advantage in selected areas. This process is necessary to map out the main goals of the region and find the most effective ways to achieve them.

Introduction. The development of the tourism industry significantly affects the development of the country's economy as a whole. Its role is determined not only in the financial contribution, but also in stimulating other related industries that perform both ancillary and independent functions. The modern Ukrainian tourist market is undergoing many changes, so one of the current problems today is the use of effective tools for finding and systematizing the necessary information to forecast the development of the tourism industry. The purpose of the paper is to define the concept of monitoring the tourism industry as a means of improving the efficiency of state regulation of the economy, proving the importance of monitoring research, identifying problems of monitoring and ways to solve them. Results. The main purpose of tourism monitoring is to assess and forecast the state of tourism. Tourist services are localized and specialize in meeting the socio-economic needs of the population directly at the municipal level and are one of the main sources of funds coming to the state budget and ensure the reproduction of social infrastructure. In order to analyze trends in tourism and tourism in Ukraine, as well as assess the socio-economic effect of the implementation of measures of state support for domestic and inbound tourism, the central executive bodies of state regions of Ukraine, carrying out executive and administrative activities in tourism, the state of the tourism industry is being monitored. Given the large recreational and tourist potential in Ukraine, there is no full-fledged system of monitoring the market of tourist services by the state. This is due to the lack of an independent executive body in the field of tourism, endowed with certain powers, and a single system of statistical indicators of the market of tourist services. Modern statistics, both at the state and regional levels, do not give a complete picture of the state of tourism. Monitoring of tourist resources, objects of the tourist industry should give a clear picture of interaction of various branches of economy of the republic for the purposes of a complex estimation of directions of improvement and efficiency of functioning of the connected branches, exclusion of interbranch disproportions which negatively affect general development. Conclusion. To increase the growth rate of the tourism industry, the formation of a positive tourist image of the region, increase its visibility requires constant monitoring of the state and development of the tourism market. Monitoring will allow tracking the trends of the tourism market in the dynamics and promptly make changes to the developed programs and plans for the development of the tourism industry, develop recommendations for their adjustment, increase the effectiveness of tourism management.
