In the era of rapid development of the information society, there is a problem of accumulation and rational use of intellectual capital, as well as the need to ensure its development. Now it is impossible to carry out the effective activity of enterprises without technologies, know-how, inventions, knowledge and experience of workers. Since world globalization and rapid transformation of the domestic economy led to some kind of economic and financial instability, which leads to an increase in interest in the research and use of information, it becomes necessary to study the possibilities of providing intellectual capital development in entrepreneurship and in the country. It should also be noted that sufficient funding for the development of intellectual potential leads to increased competitiveness of the country as a whole. Therefore, intellectual capital in a society with information as the main source holds key positions and is at the centre of a number of issues related to the development of entrepreneurship in the country, the development of the information society, the knowledge society, and the digital economy. Taking into account the cultural and value aspect and the explicit and implicit problems of multi-agent interaction in the information society, we believe that the approaches to the definition of the “information society” should not be antagonistic to each other, but symbiotic, and integrate the workings of each area of research of scientists, taking into account rapid development, globalization and informational synergistic effects that arise in recent years, it can be argued that the concept will be repeatedly transformed. It is investigated that, in the context of the information society, the concept of “intellectual capital” appears. We determine that intellectual capital is an aggregate of knowledge, experience, skills, creativity, abilities, relationships, accumulated in the process of intellectual activity, that have economic value and are used in the process of production and exchange for the purpose of obtaining income. The conducted research allows generalizing the conclusion that exactly the development of information and communication technologies has led to the emergence of an information society, which was an impetus for the development of e-economy, which precisely determined the emergence of e-commerce as its inherent part. It is proven that financing for the development of intellectual capital is required for many reasons; however, one of the keys is to raise the level of competitiveness not only of enterprises but of the state as a whole. Thus, the intellectual potential of citizens is aimed at the economic, technical, and cultural development of enterprises and their own state. Therefore, the support and development of the information society and its main good, namely, information and knowledge, should be actively implemented in enterprises for further development of entrepreneurship, the economy of the country and the state. That is why the research of models of financial provision of intellectual capital, which was carried out in the article (investment, crowdfunding, innovative), are defined as perspective directions of development of science and practice.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

The rapid development in the world of information and communication technologies makes it possible to say that now they are one of the most common ways of teaching. These technologies influence the formation of methods and methods of pedagogical activity, open up new opportunities for communication and obtaining information. Informatization and computerization of education acts as a component of the general trend of global processes of world development, as an initial information and communication basis for the harmonious development of the individual and social systemic information. Preparing a student for an active and fruitful life in a modern digital information society is one of the main tasks of the modern stage of modernization of the education system.

The article presents a study of the current state and development of key elements of intellectual capital in the Russian economy. Assessment of intellectual capital based on analysis of system indicators, including usage of information and communication technologies in organizations, structure of ICT specialists. According to the results of the analysis, the author concludes that the existing level of intellectual capital development in the country does not fully realize its potential. The author proposes a mechanism to improve the efficiency of the development and use of intellectual capital, including regulatory tools and involving active state participation.

Education is the driving force for economic development and raising living standards. As an active factor of production - a sophisticated person determines the socio-economic development of a country. Truly, there are many factors hindering the rapid development, of which solution in a relatively short time is impossible (f.ex. returning of occupied territory); However there exist other kind of problems (development of infrastructure in a short time, cost saving on maintaining the state bureaucracy and leaving more money for the economy; having reliable money in circulation; an effective social assistance system, etc.), which can be eliminated in a short time. Among such important problems, the most important is to raise the level of human education, so, the qualitative level of human capital development. In order to make the country attractive in the conditions of rapid competition, it is necessary to create an innovative, creative atmosphere for the introduction of the updated education system, for the improvement of human capital. That should ensure the continuous update of the knowledge obtained at the higher Education institutions in parallel with the scientific and technical progress improved level. All this requires a lot of private initiatives, less regulation by the state and in the right direction of finances, reasonable and targeted spending. In Summary, the goal of the ongoing education reform is to make education not just as as a business but to make it more as a public good. Since education is the most significant sphere for accumulation of human capital and dissemination of knowledge in modern digital economy, it is necessary to increase the role of the state in improving this field. The article analyzes the issues of improving the use of information and communication technologies in the prevention of offenses on the basis of studying the norms of national legislation, the opinions of domestic and foreign scientists. It is noted that today, cardinal changes in the information sphere at the global level are carried out through the rapid development and dissemination of new information and communication technologies. An increasing influence on the economy, politics, international relations and culture is exerted by the development and improvement of global networks, which open up endless possibilities of direct communication between people in real time. All these advances in the information field create the preconditions for moving towards a completely new type of society - the information society and information space. On the basis of the study, scientifically grounded proposals and recommendations were formulated aimed at improving this area.

The article analyzes the peculiarities of the interaction of special bodies, services and units in the field of cybersecurity. The specificityof information resources in the cybernetic space, which manifests itself in the rapid development of information and information and communication technologies, is singled out. The problem of national security is multifaceted, one of the most important areas of its support is the creation of an effective law enforcement system that can withstand negative trends in the administrative and legal sphere of public relations. Also, noting the importance of the aforementioned problematic issue, a set of tasks related to ensuring cyber security was identified, with the definition of the role and place in this process of administrative and legal means of regulation. The primary task of all branches of state power at the present stage of the development of the information society is formulated, which consists in the introduction and implementation of mechanisms for generating adopted decisions in the field of cyber security. The adoption of the State Target Program for the Cyber security of Ukraine, which will serve as a starting point for the real interaction of the subjects of the cyber security of Ukraine, is proposed. The peculiarities of the State Target Program for Cyber security of Ukraine, which consist in determining the specific areas of the state policy on counteraction to cyber threats, are characterized, the main among which should be a conceptual change in the philosophy of administration in the field of cyber security, from coordination of activities of public authorities and law enforcement agencies to the operational management of them; the development of public-private partnerships, in terms of giving private business and the public real leverage on the state of cyber security. The article focuses on the aforementioned direction, which can be implemented by the inclusion of cybersecurity entities by public institutions and independent experts; implementation of business projects in the direction of modernization of information and information and communication infrastructure to the level of international standards; implementation of measures aimed at increasing the literacy of cyber-citizens at all levels of education.


The article discusses the factors and conditions for the development of the information society in the Russian Federation. The new conceptual elements of the state information policy that were established in the Strategy for information society development in the Russian Federation are analyzed. The main characteristics of the knowledge society and the digital economy are revealed. Their importance in transforming of state and public life is emphasized. The author believes that in modern digital space the signifi cance of reliability of information considerably arises. The author also identifi es some problems. First, for many people a digital space of knowledge remains inaccessible. Second, enhancement of the opportunities provided by the Internet increases the number of cyber-attacks against the interests of states, society, and individuals. Third, development of computer technologies has encouraged the shift of peoples’ perception of the world from scientifi c, cultural, and educational information to entertaining and how-to-do information. Implementation of the goals and objectives of the Strategy is intended to adress these challenges

Purpose - describing scientifically the origin and evolution of the specific and different aspects of the information economy to justify its special role in finding a foundation of the information society and the global economy. Methodology - retrospective, comparative methods and factor analysis; Findings: finding its global rapid development of the information economy doomed to convert segmental global economic system and the formation of new economic relations. Research limitations - continuation of the general approbation of the information economy and the incompleteness of its cycle. Practical implications - in expanding the use of research in the direction of the concept of knowledge-based economy as a business and research activities, as a theoretical source of information and communication technologies. Originality - study the information economy as the basis of the information society, and this "economy of human capital" approach, based on knowledge, high innovative technology, intellectual work.

The article examines the development of public management in the process of establishing e-democracy and e-governance in Ukraine, which will contribute to the achievement of key goals of sustainable development of the region in the 21st century, with a revolutionary breakthrough in human resources development. The main purpose of the study is to influence the formation of leadership qualities in the subjects and objects of innovative management in the context of public administration and e-democracy as a key communicative problem of e-government. The systematization of literary sources and approaches to solving this problem shows that the scientific discourse has not yet touched upon the sphere of e-government. The urgency of developing the human resources leadership potential is driven by the rapid progress of universal globalization, which is based primarily on marketing and innovation management in public administration. The logical sequence of the research involves the analysis of the practical achievements of the progressive countries of the world in the field of e-governance and the study of the innovative role of managers in public administration; identifying the benefits of e-democracy; generalization of the sociology of leadership in the context of information society formation and competence of public administration managers; research of elite component of public management and definition of strategic guidelines of the state policy on formation of the information society in Ukraine. The methodological basis of this research is the concepts of marketing and innovation management in public administration, e-democracy, the information society; known theories of sociology of leadership. The subject of the study is Ukrainian public management in the conditions of formation of e-government in accordance with the standards of the European Union, the course for membership in which is enshrined in the Constitution of Ukraine. Accordingly, the author's vision of strategic approaches to managing organizational changes in management structures related to the implementation of modern information and communication technologies of e-governance, strategic directions of the state personnel policy for the development of leadership potential as a key factor in the success of not only managers of all management is presented. of spheres and levels, but also of civil society as a whole, as well as exploration of the further development of the theory of sociology of leadership in the context of the transformation of industrial society into information (post-industrial). The research confirms and theoretically proves that human resource development is key in innovation processes. The pragmatic results of this study should contribute to the intensification of the introduction of e-democracy and e-governance in the field of public administration, thanks to the development of leadership potential of all participants in this process, even in the architectural conditions of modern Ukraine.

In the early 2000s, the new term "Unicorns" appeared in the economic literature, uniting startups with a market capitalization of more than $ 1 billion. in five years. In today's highly globalized market, public management is interested in ensuring the rapid development of powerful, competitive companies that stimulate the growth of the national economy. Powerful startup companies of interest to both national and foreign investors. The purpose of the article is to formulate the main stages of assessing the competitiveness of "unicorns" and create conditions for improving its level in the postSoviet space. General scientific methods of analogy and comparison, induction and deduction, modeling, hypothetical, historical and logical methods have been used. The scientific novelty of the obtained results is as follows: approaches to the selection of potential startup projects "unicorns" have been economically justified; a practical approach to creating a social climate and legal framework that will promote the emergence and reproduction of "unicorns" has been proposed; approaches to determining the stages of "death", "resuscitation" and "resurrection" of "unicorns" have been formulated. The practical significance of the obtained results lies in the formation of proposals of an applied nature aimed at the development of startup companies in Ukraine. It has been concluded that for the birth and effective functioning of "unicorns" it is necessary to combine human, structural and consumer capital, which will increase the capitalization of the enterprise. It has been determined that the environment of origin and functioning of "unicorns" is not limited to software, but covers all areas where intellectual capital can be increased. It has also been concluded that innovations and startups are a kind of activity that requires not only great knowledge, but also a specific talent sharpened for this type of activity. The ability to propose new solutions is a source of renewal, implementing the principles of intellectual capital, which is becoming dominant in the XXI century. Further research will be aimed at clarifying and improving the proposed options for creating conditions to increase the level and number of "unicorns" in Ukraine.
