Background. The development of the national brand correlates with the development of the country, its economic condition and political system, cultural and social development, the level of national security, geostrategic priorities, and integ­ration aspirations. The rapid development of Ukraine as a full-fledged partner of international economic relations is manifested in strengthening its position in the world market of goods and services, actualizing the development of the national brand. Analysis of recent research and publications has shown that despite the existence of some scientific achievements, an important scientific and practical problem of the institutional components of a brand-oriented economy remains unresolved. The purpose of the article is to explore the areas of institutional support for the formation of brand-oriented economy of Ukraine, as well as on their basis to propose management decisions for further formation of a comprehensive system of state incentives for brand-oriented industries. Materials and methods. The methods of scientific research were used: analysis, synthesis, comparison, grouping, generalization, statistical methods of estimation of dynamics and structure. The information base contains scientific publications of domestic scientists (monographs, scientific periodicals), regulations of Ukraine. Results. The analysis of directions of institutional support of formation of brand-oriented economy of Ukraine is carried out. Based on the results of this study, a set of proposals was developed, in particular: introduction of simplified customs procedures for import for own use of production equipment that is not manufactured in Ukraine; creation on a voluntary basis at the expense of enterprises of funds to support export production; introduction of preferential lending for brand-oriented industries; creation of a system of specialized insurance companies; providing real assistance to industrial enterprises to save jobs through partial unemployment benefits, simplifying the mechanism for obtaining it; regulatory and legal support for confirmation of the fact of force majeure during the COVID-19 pandemic; creation of a system of protection of intellectual property rights, etc. Conclusion. In the conditions of the whole complex of factors that determine the state and prospects of the domestic national brand, there is a need for urgent steps to further form a holistic system of measures of state stimulation of brand-oriented industries. This, on the one hand, will contribute to the effective overcoming of existing problems and obstacles in their financial and economic activities, on the other hand, will maximize the positive changes in the economy and foreign economic policy of Ukraine in the interests of national brand development. These provisions require further research on the mechanism of institutional support for the formation of a brand-oriented economy of Ukraine, which will determine the European and international mechanisms of state regulation of brand-oriented industries. The active position of the state in these issues, along with the effective use of existing competitive advantages in the policy of promoting brand-oriented production, will allow Ukraine to form a decent competitive national brand to ensure the balance of mutual interests in order to consistently strengthen Ukraine’s geoeconomic position.

The problems of formation of new institutional conditions of territorial alignment in the context of the need for transition of the country to inclusive development, which requires the inclusion of all members of society in socio-economic processes and their humanization, are investigated. It has been determined that inclusive development has broader goals than GDP growth, and aims at compre-hensive human development, increasing its well-being and reducing poverty and inequality, and requires active participation in the human resource economy. It is revealed that the economic literature covers the concepts of "inclusive growth", "inclusive innovation", "inclusive development", "inclusive economy", etc. There are also many definitions of the term "inclusive develop-ment". Thus, World Bank scholars have identified: inclusive development is the sustainable rapid development of all sectors of the economy, which attracts a large part of the country's labor resources and is characterized by equal access to the labor market and resources. The priority of inclusive development is to improve the quality of life of the population through the formation of a high-employment economy and a society with a minimal separation. Achieving these goals is not possible only through the efforts of the state. They should be shifted to the regional level, but subject to effective regional policy, expansion of local authority, creation of financial conditions for innovative development of regions. The importance of strategic state regulation of regional development, which has to be systematic, indirect and advisory, needs to be clearly defined strategic goals and objectives of long-term socio-economic development, development of anti-crisis state policy, establishment of optimal ratio of all branches of power, support of regional economic security, proven implementation of fiscal and monetary policy, non-interference in the operational activities of local authorities. Such important factors as achievement of the goals of inclusive development are considered, as decentraliza-tion in management and development of regions, features of "domestic model of decentralization", formation of new institutional unit - united territorial communities and formation of their innovative structures, and directions of development of effective economic policy of the state and regions. to implement the concept of inclusive development. An urgent task in the field of public administration of non-banking financial services markets is to improve the regulation of the insurance market. On the example of the insurance services market, the problems of the functioning of the financial market regulation system are highlighted. Suggestions for its improvement are presented to increase the competitiveness of these markets. The development of the Ukrainian insurance market after 2015 to the present has a positive trend, which indicates the effectiveness and managerial ability of the state regulation system. The indicators of the state of the insurance market of Ukraine in comparison with similar indicators of such markets in the countries of the European Union are considered. The dynamics of concentration of the insurance market of Ukraine over the past 15 years has been analyzed. The main trends in the development of competition in this financial sphere have been identified. The necessity of state regulation of the concentration of the insurance market is substantiated. Views on the methodology and tools used in the study of the concentration and competitiveness of the insurance market are presented. Suggestions for improving the methods are given. It is shown that from 2012 to 2019 the Herfindahl - Hirschman index for risky types of insurance and for the insurance market as a whole has been increasing. It is established that according to the gradation of financial market concentration levels using the Herfindahl - Hirschman index, the insurance market of Ukraine corresponds to the degree of low concentration. According to the value of the Herfindahl - Hirschman indicator, the concentration of the life insurance market during 2003 – 2019, with the exception of 2015, is moderate. But the total share of gross insurance premiums collected by the three largest insurance companies in 2017 – 2019 exceeded 50 % of all gross insurance premiums. According to the Ukrainian law, such a market is considered a monopoly. It is shown that when analyzing the state and development of the insurance market of Ukraine, it is advisable to supplement the values of the Herfindahl - Hirschman index with corrective coefficients that take into account regional characteristics of the market, types of insurance, additional indicators of its functioning efficiency. Measures are proposed to accelerate the development of the insurance market of Ukraine by improving its regulation system.

Ukraine lags behind the developed countries in technological and economic spheres, by average income per capita, by renovation of production equipment, etc. Instead, comparatively high level of labour resources’ qualification and intellectual capacity remain to be the competitive advantage. Based on the theory of competitive advantages and current EU smart specialization strategy, it is possible to focus on technology-intensive industries oriented on exports to secure the countries’ sustainable development. The state of innovation activity of enterprises of industry, entrepreneurship sectors and regions is considered. The structure of the types of innovative activities of Ukrainian industrial enterprises for 2010-2017 includes internal and external impacts, such as the purchase of equipment and software, training of employees, etc. Statistical, table, questionnaire, factor analysis methods were used. The comparative analysis provides an innovative index of Ukraine and its 10 components (human resources, attractive research systems, innovation friendly environment, finance and support, firm investments, innovators, linkages, intellectual assets, employment impacts, sales impacts) calculated by EU economic experts according to the methodology The European Innovation Scoreboard. Based on the answers of the managers of small businesses, the bottlenecks of innovation management are grounded: internal (qualifications of managers and specialists), limited financial resources, risk of activities diversification) and external (corruption, formal approach of authorities and institutional infrastructure). The paper proves the reasonability of the state policy of further investment development and stimulation of the IT sector due to its low material resources, proper system of education of specialists, legal support and fiscal policy. The record high growth rate of the information services market and the corresponding high-intellectual cluster of specialists allows predicting the integration of the national industry into the international division of labor from the angle of geopolitical smart specialization.

Increasing the competitiveness of enterprises in the world and domestic markets will make a huge contribution to the effective development of the country as a whole based on strategic analysis. It should be noted that the competitiveness of enterprises of this industry and their products depends not only on the conditions of the world market, but also on the degree of Organization of production of enterprises within the country. An important source of solution to this problem is the support of the state in the implementation of effective methods of industry management, new approaches to the organization of production, achievements of Science and scientific and technological progress in production. In the context of limited opportunities of society, despite the maximum support of the state, it remains a serious problem to increase the resource potential of enterprises based on strategic analysis, increase the material and technical level, its industrialization, and use of intensive innovative technologies in the near future. Thus, all of the above determined the relevance of the topic of the scientific article and its importance in the development of the country's economy. At the same time, despite the high relevance of the issue and the depth of scientific research, there is a lack of systematic approach and a lack of comprehensive consideration from a modern economic point of view. Also, in many theoretical aspects, only individual studies are devoted to the methodological and practical aspects of the formation of market conditions. Therefore, in order to replace it, there is a need to solve the issues of improving the economic efficiency of industrial enterprises by improving the economic mechanism for increasing the competitiveness of enterprises.

Objectives The aim of the study is to identify the development directions for industrial production in the regions of the Russian Federation under the conditions of ongoing sanction pressure.Methods Systemic and situational approaches, as well as the modelling of economic processes and phenomena, are used as research methods. The graphic images method is used in order to visualise the analytical data and the results.Results The development features of industrial production in the country's regions are examined; in particular, those of the Volga Federal District and the Perm Krai. Generally positive trends associated with production volumes – as well as a slight decrease in prices and production volumes in metallurgy caused by sanctions and unfavourable external market conditions – are revealed. Due to increased demand for certain types of products,Metallurgical production in Russia is developing in different directions;however, as a consequence of restrictions imposed on some of them, there is a need to develop compensatory mechanisms based on state regulation of pricing and salespolicies. Despite the sanctions, export of the products of the industry under review is increasing;nevertheless, the stability of exporting enterprises is affected by volatility in world prices. The relevance of state complex support measures is substantiated; these consist in the formation of an anti-crisis management mechanism based on approaches that have been proven in industries experiencing problems of the world market situation.Conclusion Taking into account the performed analysis, an anti-crisis management mechanism in the metallurgical sector, which can be adapted to the regional and branch features of operating industrial enterprises, was proposed.

The following paper deals with the state and development tendencies of trade and industrial sectors of Samara at the end of the 19th - the beginning of the 20th centuries. The research was conducted on the basis of archival materials analysis (results of trade and industrial institutions checks, reports of Samara inspectors, data about the number of the issued trade and industrial documents and certificates of various categories) and the statistical data that were found in calendars and memorable books of the Samara province. The author defined groups of Samara trade institutions and industrial enterprises, revealed main kinds of trade and industrial activity of Samara. The paper contains changes and development tendencies of the groups allocated by the author. The conducted research showed that at the end of the 19th - the beginning of the 20th centuries the trade sphere of Samara unambiguously prevailed over an occupational sector by quantity of institutions. The study of activity kinds of trade and industrial institutions also unambiguously demonstrated rapid development of the Samara economy at the end of the 19th - the beginning of the 20th centuries - new kinds of activity, steady increase in the number of enterprises and institutions as well as their relative integration.

Recently economic analysis of health care is demanded and actual due to becoming more and more urgent need for restructuring and a choice of priorities for this boundary section of medicine. In the article are considered strong and weaknesses of health system models, including in option of a so-called transitional economy on the example of federal N. N. Petrov Research Institute of Oncology. Now the N. N. Petrov Research Institute of Oncology can call establishment of national health system with state regulation of programs of general obligatory medical insurance. In this model of health care the state obliges employers and citizens to deduct part of the income on the health insurance, and producers of medical services to provide the population with medical care, including with mediation of insurance companies within obligatory medical insurance. Introduction of this model allowed to provide citizens with full medical care at the expressed reduction of expenses (to 8-12 % of gross domestic product). In the majority of medical institutions medical care is “free”, therefore, to maintain market balance at increase in demand for service, "waiting lists" are entered, patients with “priority” diseases are exposed to treatment, often there are complaints to the unfriendly attitude towards patients. The ideal health system has to provide medical services in unlimited volume without insurance premiums, deductions or individual share at a full freedom of choice of the doctor. Common problem for all systems, mentioning in no small measure functioning of oncologic establishments, is uncertainty of a state role and involvement of each of participants (the state, insurance companies, suppliers of medical services) in realization of various potential functions and problems of health care.

The purpose of the article is to carry out a scientific generalization of the state of agricultural innovations and their state regulation in Ukraine on the example of scientific institutions. Research methods. The methodological basis of the research is the systemic method. A monographic method was used - for examining scientific publications of researchers on the problems of agricultural innovations and their state regulation; empirical, systemic and comparative analysis and synthesis, graphic methods - to assess the current state of science financing; statistical method - to assess the degree of government regulation and research funding; abstract-logical - for theoretical generalizations and conclusions. Research results. A review of scientific research on state regulation of agricultural innovations in Ukraine and the world is carried out. Shows the innovative position of Ukraine in international ratings. The state regulation of innovations through the analysis of the dynamics and efficiency of expenditures on agricultural science is investigated. Scientific novelty. The definition of state regulation of agricultural innovations was further developed as the choice of a certain model of organizational, regulatory, management measures for the creation and transfer of new technologies aimed at the formation of interrelated mechanisms of institutional, resource support for the support and development of innovative activities in agriculture for the purpose of socio-economic development. The substantiation of dependence of dynamics and efficiency of expenses on agrarian science and other spheres of economic activity in interrelation with macroeconomic indicators was deepened. Practical significance. Conclusions are made about the need to form a strategy for innovative development of the agricultural sector by supporting innovation and the IT industry; further cooperation between manufacturers, scientific institutions and the state. It is recommended to borrow foreign experience in terms of processing the state's strategy for regulating innovation in the agricultural sector, depending on the phase of economic development and budgetary opportunities. It is argued that the European practice of smart specialization is based on partnerships between business, government, scientific and technical institutions, and the public for the development of key sectors of specialization in the region aimed to stimulate intellectualization and digital transformation of regional economies. The shortcomings of the processes of intellectualization and digitalization of regional economies in Ukraine are identified, in particular, in the following aspects: the number of new technological processes introduced in industrial enterprises, the level of the Internet use, export and import of telecommunications, computer and information services. The results of the content analysis of strategic and program documents related to the innovative development of certain sectors of the economy adopted in Ukraine in the period 2013-2020 are summarized. Perspective goals and tools of regional strategies of smart specialization in the focus of a new vision of Ukraine's development are identified. The scientific novelty of the research results lies in the substantiation of the system and tools of regional strategies of smart specialization in the focus of new perspectives of innovative and digital development of Ukraine differentiated for the regions that are innovation-oriented, partially innovative, and backward in terms of innovation. Accordingly, with such an approach it is possible to achieve higher efficiency of the state policy for intellectualization and digitalization of regional economies within the strategy of smart specialization of regional development. The practical significance of the research is that the implementation of selected tools of the regional policy will result in the intensification of the processes of intellectualization and digital transformation of regional economies and society in Ukraine. Implementation of own smart specialization strategies by regions of Ukraine will not only increase regional competitiveness, create new jobs and improve the quality of life, but also draw additional financial resources for regional development, including priority sectors of the economy, by increasing investment attractiveness.

the review of scientific publications by foreign and Russian authors on the issues of state regulation of tourism identifies elements of policy and different models, their specific features, as well as factors and conditions as a prerequisites for the organization and management of tourism. The special role of the state policy is emphasizes in regulating certain types of tourism, in particular domestic, as well as tourism for social categories of citizens. The goal is to identify the general and special views on the problem of state regulation of tourism by foreign and Russian authors, received results and prospects for the development of the industry. Methodology of the study: comparative (comparative) and systemic methods were used in working with the texts of the research and models of state regulation of tourism. The results of the study: noting different scientific views on the state regulation of tourism, the authors focused on the representations of tourism as a subject of regulation and its economic and social significance. The preferred form of tourism organization with the participation of the state is based on socio-economic criteria and indicators, as well as legal documents, targeted programs, social projects, etc. Comparative analysis of models of tourism regulation, advantages and disadvantages, as well as examples of individual countries are considered from the point of view of their acceptability in Russia. Scope: are significant and can be applied in future studies of state regulation of tourism as a socio-economic system, taking into account social, economic and socio-psychological approaches, as well as the relationship of tourism policy with other areas of tourism, which creates conditions for integration of administrative and management relations.
