Modern directions of formation of the global economic, informational and financial space define fundamentally new tasks for the formation and development of forms and methods of management of regional systems. The article is aimed at substantiating the need to transform regional management to ensure sustainable development of Ukrainian regions in the context of globalization. The article develops theoretical approaches to the interpretation of the concept of «region» and presents an author’s own definition of this concept as an open holistic system, the unity of which is secured by a number of factors (of geographical, political, social and economic nature), the elemental composition of which is characterized by a wide range of elements (including regional institutions), which as a result of constant interaction and mutual influence acquire new qualities and characteristics and cause qualitative changes in the system. The main features of the regional system include: the ability to self-reproduction; purposeful nature and dependence of its functioning and development on the composition and completeness of resource provision. The content of the concept of «globalization» is closer defined. It is proved that globalization puts forward new requirements for regional management, restrictions on modern economic development are outlined as well. Regions of Ukraine are actively involved in the processes of international and interregional integration, and the foreign economic activity of the regions has significant prospects. At that, the degree, depth of involvement of the region in the international integration process, the success of its foreign economic activity directly depend on the focus on innovative conduct of financial-economic activities, complementarity in financing, the use of the mechanism of public-private partnership. The main challenges of sustainable development of the regions of Ukraine (except for the pandemic) include: involvement of economic agents; development of engineering infrastructure; construction and renovation of housing stock; ordering land use; high-level support of employment; urgent ecological problems. Ensuring the sustainability of both regions and the State in modern conditions is possible by strengthening the horizontal links of interregional interaction. The latter expands the capabilities of regional governing bodies in terms of increasing the internal potential of the regions, creates conditions for more effective problem solving in the economic, social and political spheres. Prospects for further research in this direction are the development of theoretical principles of regional management and the development of practical recommendations for its improvement, taking into account the challenges of globalization.

Forecasting plays a significant role in organizing the economic activities of executive authorities using the example of customs authorities, since this is associated with the ongoing policy of optimizing customs payments administered by customs authorities, ensuring the economic security of the state, improving the quality of customs services and compliance with customs legislation. A wide range of forecasting methods allows them to be applied on the basis of assessing the feasibility of applying one method or another to forecast the main economic indicators of the activities of executive authorities. The analysis of the scientific and methodological base made it possible to form and propose a generalized algorithm for forecasting the indicators of the economic activity of executive authorities. Goal is to develop a generalized algorithm for predicting the indicators of the economic activity of executive authorities using the example of customs authorities.

The purpose of marine economic activities is to obtain economic, social, scientific, political, military and other types of effect to ensure sustainable development of Ukraine. The article discusses the characteristic features of marine economic activities, substantiates the need to clarify the widely used concept of "marine activity", given in the "Marine Doctrine of Ukraine for the period up to 2035", offers a more correct interpretation of this concept. The necessity of coordinating the actions of the entities operating in the sea space and in the coastal zone, which carry out various types of marine economic activity, is proved, possible types of marine economic activity are given. It is proposed to use the National Classifier of Ukraine "Classification of Economic Activities Types" to create a classification scheme for types of marine economic activities. The advantages and disadvantages of its application are presented, as well as the possibility of forming on its basis a detailed classification of types marine economic activity. The necessity of integrated management of marine economic activity is substantiated in order to remove existing and prevent future contradictions, as well as to coordinate the actions of economic entities. It is shown that integrated management will fully ensure the rational use of the marine environment, its resources and sustainable development of seaside regions. Particular attention in the article is paid to the issues of ecologization of the marine economic complex on the basis of the inclusion an ecological factor in the financial-economic relations of marine economic activity and the stimulation of the rational use of marine resources. The priority tasks for the construction of an economic mechanism for marine nature-exploitation have been formulated, taking into account the peculiarities of the development the seaside regions of Ukraine, the national marine policy and types of marine activities. A system of tools is presented, which are the basis for the formation of an economic-ecological mechanism of marine nature-exploitation.

Any economic activity carried out by an organization, can generate a wide range of environmental implications. Particularly important, must be considered the activities that have a significant negative effect on the environment, meaning those which pollute. Being known the harmful effects of pollution on the human health, the paper presents two models of utmost importance, one of the material environment-economy interactions balance and the other of the material flows between environmental factors and socio-economic activities. The study of these models enable specific conditions that must be satisfied for the economic processes friendly coexist to the environment for long term, meaning to have a minimal impact in that the residues resulting from the economic activity of the organization to be as less harmful to the environment.

The article considers the main features of managing the sustainable development of the region's economy, which includes a predominant type of economic activity (PVCC). It is shown that in the current conditions, firstly, the process of planning the development of the regional economy is based on cascading, and secondly, when creating a scheme for interaction between the subjects of the economy, the main tasks are focused on improving the sustainability of the region's development, taking into account the resource restructuring of the dominant type of economic activity; thirdly, in order to involve PVCD in sustainable development of the region, the possibilities of using this type of activity as the driving force of changes are taken into account. Also, the article describes the enlarged list of ways to manage the sustainable development of the region's economy with PVC, presents a map of approaches to managing sustainable development of the economy of the Lipetsk region, with the predominance of the type of economic activity "Processing industries", and an author's algorithm for selecting the priority direction for the development of the region's economy with PVC. The analysis of the stability of products according to the types of economic activity of the Lipetsk region was carried out, on the basis of which a conclusion was made about the prospects of economic activities for balancing PVC. The most widespread restrictions of development of economy of region with prevailing type of economic activity are presented.Purpose; to formulate recommendations on the analysis of economic activities and the choice of products that will reduce the dependence of the region's economy on PVC.Methods: the scientific results are based on the main provisions of the neoclassical institutional theory, the principles of sustainable development and the basic postulates of the regional economy. The article uses comparative, analytical and economic-statistical methods.Results: formed a consolidated list of ways to manage the sustainable development of the region's economy with PVC, described the opportunities for choosing approaches to managing sustainable development of the economy of the Lipetsk region, with the predominance of the type of economic activity "Processing industries'", an algorithm for selecting the priority direction for the development of the region's economy with PVC, transformer rolling, anonymous expert questioning of the sustainability of economic activities of the Lipetsk region, the most common restrictions on the development of the region's economy with the predominant type of economic activity are revealed.Conclusions and Relevance: the practical importance of the developed methodological provisions lies in the possibility of their application to analyze possible directions for improving the sustainability of economic development in specific regions. In particular, for the Lipetsk region, the most potential for sustainability are the types of economic activities "Transport and Communication", "Agriculture, Hunting and Forestry".

The article evaluates the influence of a wide range of socio-demographic, job and company-related characteristics on the likelihood of low earnings by applying logistic regression on a broad range of Labour Force Survey data. We evidenced that the average impact of the company-related characteristics is three times stronger than the impact of personal characteristics. We also found that working full-time considerably decreases this risk of low wages, but company-related and personal characteristics (except for the kind of company’s economic activity) have not provided a rent (benefit) from working full-time. The underlying conclusion is that reforms decreasing the size of the low-wage sector in the former transition countries should be focused on targeted employment programmes enhancing transitions to more profitable economic activities instead of possibly maintaining the unprofitable industries at all costs. Additionally, the reforms should be concentrated on introducing employment regulations to harmonise the rules of employment among all contract types, which would put the part-timers and the underemployed on a more equal footing with fulltime workers especially in terms of pension schemes and access to training.

The purpose of the paper is to consider the mechanism of share repurchases in the context of the coronaeconomy and the COVID-19 pandemic. The English- and Russian-language publications discussing share repurchases from the perspective of the stakeholder approach in corporate governance are reviewed. The practice of the Russian firms implementing share repurchase programs is analyzed, with the focus on the companies included in the Sustainable Development Ranking-100. It is concluded that share repurchases should be studied with regard to the impact they have on the interests of a wide range of company’s financial and non-financial stakeholders, and to the mutual influence of buybacks and parameters of sustainable economic development.

Abstract. Modern views on the economic nature of countering raiding are a permanently important prerequisite for the stable development of the enterprises and the formation of a system of their effective management as the basis for ensuring economic security through the development and implementation of scenarios for countering raiders. The presented article is aimed at the use of the analytical and methodological tools regarding the introduction into the activities of the enterprise to ensure economic security in terms of countering raiding. Using the methods of forecasting and modeling the risk of raider seizure of the enterprises, scenarios for countering raiders (intensive, extensive and complex) have been developed for specifying and selecting the appropriate tools for making management decisions to ensure economic security. The results of forecasting of the enterprises activities showed a significant influence of the environmental factors (financial, economic, social, etc.) on the risk of raider seizure of the representative enterprises within the formed groups. This became the scientific basis for justifying the choice and implementation of the comprehensive scenario for preventing the risk of raider seizure which combines the strategic alternatives. The outcomes have confirmed the importance of the justification to support the choice and implementation of a comprehensive scenario for the risk preventing of raider seizure through the prism of the problems of ensuring the economic security of the enterprises in a transition economies. The comprehensive scenario of prevention of raider capture for the enterprises-representatives of the first group provides carrying out the constant analysis of financial and economic activity, introduction of mechanisms of stimulation of management and financing of risk protection. The following alternatives are proposed for the second group of enterprises with a high level of risk of raider capture, in particular: restructuring and separate accounting of the property complex, constant analysis of financial and economic activities, inclusion of government representatives in the board of directors, risk protection financing. The practical value lies in the formation and implementation of preventive and stimulating measures to counter raiding to ensure the economic security of the enterprise. This will allow the managers to use the tools to protect against raiding and strengthen of the economic security of the enterprise. A global imperative that is especially relevant for Ukraine in view of the social, environmental and economic challenges of sustainable development is to ensure sustainable development. Therefore, addressing the topic of prospects for the development of infrastructure in the country's regions, given the fact that Ukraine is currently moving towards the implementation of a wide range of reforms aimed at improving the welfare of the population is a very important topic. First, because the components of the infrastructure are the main principles of quality of life, which affect the level of satisfaction of citizens. Secondly, a highly developed infrastructure complex is able to bring the country to a whole new European level of development. In terms of infrastructure development, the following priority areas are: housing and communal services, transport and communications, medicine, education, recreation system, ecology, social security, culture, as the most important systems that ensure the gradual sustainable development of each region, and the country as a whole. Despite the sufficient attention of state and regional authorities to the development of infrastructure in many regions of the country, there are still problems of existing infrastructure facilities, such as - educational, cultural, sports, medical, preschool educational institutions and schools, hospitals, etc. The degree of wear of which sometimes reaches 60%. In addition, there are problems with the provision of urban and regional transport to meet the existing needs of residents of the city and its remote areas, which provokes significant time to travel, and so on. In general, the quality of most social infrastructure facilities leaves much to be desired, which determines the high degree of relevance of the topic of this article. The article analyzes the current state of educational institutions, health care and transport infrastructure of the Dnipropetrovsk region, identifies urgent problems. In addition, the problems of the development of transport infrastructure (insufficient number of transport units, its unsatisfactory technical condition, frequent breakdowns, high level of wear, etc.) are highlighted, which requires taking measures to increase the level of accessibility and comfort of transport in the region.

Понятие «менталитет» становится предметом широкого научного дискурса и тяготеет и в отечественной, и в зарубежной литературе к междисциплинарному пониманию. Это сопряжено с широким составом понятий, которые входят в его структуру, и прикладными особенностями его развития - историчностью, устойчивостью/изменчивостью, идеологической лояльностью культур и т.д. Дальнейшая его разработка требует выработки схем описания его структурной композиции, уточнения базовых теоретических концепций, операциональных схем эмпирического анализа и структурирования различных его видов. Проблемы изучения экономического менталитета связаны с содержанием базового понятия и его спецификой - он представляется структурным компонентом российской полиментальности и требует психологического анализа различных его аспектов: сущности и характера его влияния на экономическое поведение личности, корпоративное взаимодействие и экономическое развитие страны в целом. Изучения требуют взаимное проникновение психологических и экономических факторов, прогнозирование их влияния на экономические показатели государства, выделение его функциональных характеристик, а также интенсивность и выраженность психологических свойств и условий культурного развития различных обществ. Выявлен ряд связанных с ним феноменов: взаимовлияния качества жизни и чувства экзистенциальной безопасности; влияния общественного сознания на темпы роста экономики; взаимозависимости качества жизни и субъективной удовлетворенности жизнью; различий в представлениях о причинах бедности преимущественно обеспеченных и нуждающихся слоев населения. Показано, что системно-структурный анализ информационных процессов в интернете (анализ запросов в Google) отражают психологические закономерности возникновения и развития интереса к экономическим явлениям. Предлагаемые подходы позволяют обоснованно считать, что возможно выявление новых знаний об экономическом менталитете. The concept of «mentality» is becoming the subject of a broad scientific discourse and tends, both in domestic and foreign literature, to interdisciplinary integration in the study of the psychology of peoples. It was revealed that the broad interpretation of mentality is associated with a wide range of categories that are included in its structure, and applied features of development - historicity, variability, ideological loyalty of cultures, etc. It seems that further development of the concept requires the development of schemes for describing the structural composition of the mentality, clarification of basic theoretical concepts, operational schemes of empirical analysis and structuring of its various types. The paper describes the problems of studying the economic mentality, which naturally has both problems associated with the study of the basic concept itself, and its own specificity. The economic mentality appears to be a structural component of Russian polymentality and requires an in-depth psychological study of its various aspects: the essence, the nature of the impact on the economic behavior of the individual, corporate interaction and the country's economic development. It was shown that the study requires the mutual penetration of psychological and economic factors, predicting their impact on economic results, highlighting its functional characteristics, identifying the intensity and severity of specific psychological characteristics and conditions of cultural development of societies. It was presented that within the framework of various theoretical approaches and studies, many facts were revealed: the mutual influence of the quality of life and the feeling of existential security; the influence of public consciousness on the rate of economic growth; codependency of the quality of life and subjective life satisfaction; found differences in the perceptions of the wealthy and needy strata of the population about the causes of poverty. It was shown that the systemic and structural analysis of information processes in Google, in particular, the analysis of queries, will make it possible to clearly see that in economies of various types there are certain psychological patterns of interest in economic phenomena that have yet to be substantiated. The proposed approaches make it possible to hope for the identification of new knowledge in the study of economic mentality.

Introduction. One of the priority tasks for our country is to activate the innovative activity of domestic enterprises. The most important modern tool for increasing the activity of innovative development is digitalization. To achieve high efficiency of digital transformation processes in the context of innovation, it is necessary to determine the most promising option for implementing digitalization processes in order to activate and maintain a high level of efficiency in the development and implementation of innovations at domestic enterprises. Theoretical analysis. Existing theoretical approaches to the concept of digitalization define it as a driver of innovative development. The transition to digital technologies transforms the innovative activity of the enterprise, providing a wide range of opportunities, both by improving the efficiency of processes, and by developing and launching new products or services to the market. While there is a lack of scientific interest in issues complementing the digital transformation of the management system, whereas the concept of balanced digital transformation of production and management systems of the enterprise is not considered that determines the low performance of the initiated change processes of innovation. Empirical analysis. It has been revealed that currently the transition to “digital” is carried out mainly in the production sector. At the same time, there is no relationship between digital technologies used in the management system and the production system, which negatively affects both the effectiveness of current and innovative activities, while research by foreign authors shows an increase in profitability as a result of the synergistic effect of simultaneous digital transformation of the management system and production. Results. A conceptual approach to digitalization of innovative activities of domestic enterprises has been proposed, based on synchronous, dynamic, complementary digital transformation of the production and management spheres. It will ensure the achievement of the goals set.
