The realization of Ukraine's innovation potential is permanently hampered by a number of political and socio-economic factors. However, despite numerous problems in the economy, innovative entrepreneurship in the form of startup projects shows stable growth. The Ukrainian startup sector has become one of the few sectors of the economy that has been developing dynamically in recent years. International experience indicates that the state is an important player in building the national startup ecosystem. In particular, the state plays a leading role in preventing the outflow of startups to other world ecosystems. The purpose of the article was to establish the features of the state support for the national startup ecosystem and outline the ways to strengthen this support. Based on the analysis of international experience, the existing approaches, methods, and tools used in the world practice to support the startup ecosystems were identified. In terms of the development of the startup ecosystems, two major types of state policies are outlined: proactive policy and reactive policy. The paper provides key characteristics of theses types of policies. The analysis of government support for national startup ecosystem was conducted. Although the development of innovative entrepreneurship was defined as a strategic priority of Ukrainian government, the speed of implementation of practical measures aimed at achieving this goal is insufficient. Positive tendencies in the state support of Ukrainian startups as well as the main directions for state stimulation of the domestic startup ecosystem were highlighted.To stimulate the development of the domestic startup ecosystem, the following areas of state support were considered: legal regula-tion, startup investment, human capital development, competence centers, infrastructure development, media and event management. The factors that inhibit state support for startups were identified. In addition, the role of the private sector in building the national ecosys-tem of startups was outlined. Promising area of further research is the analysis of trends in the global startup industry and comprehension of international experience to elaborate efficient tools for domestic startup ecosystem support. У статті розглядається роль держави як суб’єкта формування вітчизняної екосистеми стартапів. На основі аналізу міжнарод-ного досвіду визначені існуючі у світовій практиці підходи до формування державної політики підтримки екосистеми стартапів, напрями та практичні інструменти стимулювання стартапів. Висвітлені відмінності між проактивною та реактивною політикою стимулюванння екосистеми стартапів. Проаналізовано сучасний стан державної підтримки стартапів в Україні. Хоча в Україні розвиток інноваційного підприємництва визначений як стратегічний пріоритет державної політики, однак темпи імплементації практичних заходів, спрямованих на досягнення цієї мети, є недостатніми. Визначені інструменти державного стимулювання вітчизняної екосистеми стартапів, що відносяться до державно-правового регулювання, інвестування стартапів, розвитку людського капіталу, створенння центрів компетенцій, інфраструктурного забезпечення, медіа та івент менеджменту. The subject of research. This article determines that in conditions of global transformational processes, the sphere of innovation activity becomes of particular importance in the economy of advanced countries. Its development provides socio-economic growth of local companies and a state, in general, requiring significant financial resources. Consequently, the subject of this study is the management of innovation activities at the enterprise with the achievement of maximum effectiveness, as well as the identification of interconnection between innovations and investments. Methodology. Conducted research shows, the condition of development of domestic technologies is unsatisfactory: Ukraine occupies the last place among European countries. Innovative activity is associated with investments, whose government support in our country is rather small in the context of the state’s GDP. Content analysis is carried out on materials of works of domestic and foreign scientists using information from Ukrainian legislation and statistical data provided by experts. In the process of preparing the paper, the following general scientific methods of research are used: logical analysis, observation, formalization, synthesis, abstraction. The purpose of a study is to analyse the nature of the innovation activity of companies, to establish its unbiased relationship with investment processes in order to identify areas for improving the innovation and investment situation in Ukraine. Important is to substantiate the expediency of improving the innovative management of Ukrainian enterprises in the focus of implementation of new projects by finding the necessary sources of financing. As a result – effective management of the company is capable of satisfying consumer demands and increase profits. Conclusions. Thus, the analysis of the relationship between innovations and investments has shown that the situation in Ukraine is characterized by a deficit of state support in the investment and innovation sector, and difficulties in attracting finance. The latter is directly related to the political situation, instability, the lack of clear legislative rules of direct action, as well as insignificant pay for the work of inventors. At the same time, the positive direction of innovation development in Ukraine is the tendency to increase venture companies (with the use of foreign experience), which directly provides investment in the latest local finds. Improving the investment and innovation situation in Ukraine is possible by creating a set of incentives for attracting investment, further investing in human capital, raising wages for researchers; growth of inflow of foreign investments; providing tangible state support to enterprises and more favourable lending conditions for them, etc. It is important to ensure transparency of legislation, to perfect the conditions of functioning of business space and the state of market infrastructure, to take measures to improve the state of the environment.

In view of their features, as well as the low level of production, agricultural producers need government support. It stands out in different directions according to the state program. At the same time, there is support to novice farmers in the form of grants from the state, the purpose of which is to help develop business in any branch of agriculture: in breeding horses, cows, sheep, goats, pigs, poultry, growing potatoes, grain crops, vegetables in the open and closed ground, fruits and berries, fishing, beekeeping. Grants are provided to persons registered as an individual entrepreneur for at least a year who have a business plan for expanding or modernizing the economy. Support is provided 1 time, for 10 years. Assistance to novice farmers is provided in two main areas: the creation (development) of the economy 1.5–3.0 million rubles; help for the device of life up to 250 thousand rubles. The purpose of the study is to examine the theoretical aspects of state support, analysis of assistance to novice farmers, as well as the development of recommendations for the provision of grants. The article uses abstract logic and design methods. Analyzed the activities of agriculture at the federal and regional levels. The concept of “state support for agriculture” was clarified and supplemented: state budget funds aimed at developing the industry and rural areas in certain areas; direct increase in their profitability, through the production of necessary agricultural products; the main criterion for which remains the effectiveness of the use of this support. The state farmer beginner state support program has been improved, recommendations on introducing changes to this program have been developed.

Education is the driving force for economic development and raising living standards. As an active factor of production - a sophisticated person determines the socio-economic development of a country. Truly, there are many factors hindering the rapid development, of which solution in a relatively short time is impossible (f.ex. returning of occupied territory); However there exist other kind of problems (development of infrastructure in a short time, cost saving on maintaining the state bureaucracy and leaving more money for the economy; having reliable money in circulation; an effective social assistance system, etc.), which can be eliminated in a short time. Among such important problems, the most important is to raise the level of human education, so, the qualitative level of human capital development. In order to make the country attractive in the conditions of rapid competition, it is necessary to create an innovative, creative atmosphere for the introduction of the updated education system, for the improvement of human capital. That should ensure the continuous update of the knowledge obtained at the higher Education institutions in parallel with the scientific and technical progress improved level. All this requires a lot of private initiatives, less regulation by the state and in the right direction of finances, reasonable and targeted spending. In Summary, the goal of the ongoing education reform is to make education not just as as a business but to make it more as a public good. Since education is the most significant sphere for accumulation of human capital and dissemination of knowledge in modern digital economy, it is necessary to increase the role of the state in improving this field. Currently, agriculture is one of the priority sectors of the Russian economy. In view of the requirements for quality, quantity of products and the presence of specific features of business activities, agricultural producers need government support. The aim of the work was to assess the state support provided for agriculture in Russia, regions of the European North of Russia, and mainly in the Vologda region. It has been proposed, when providing state support, to take into account such areas as the formation of a comfortable environment for work and life in rural areas in order to attract personnel to the industry; in order to consolidate the actions of the state and business, it was proposed to organize “round tables” with the participation of persons interested in the development of the industry; Also of interest is the development of a system for acquiring agricultural equipment on the terms of leasing, hiring, and rating due to the poor state of the material and technical base.

Abstract. Purpose of the study is improving the mechanism of state regulation of agricultural producers, due to the need to overcome the pandemic and prevent the recurrence of similar scenarios in the future. The object of research is an agricultural producer, belonging to the category of small business. The subject of the study is the relationship between the object of study and the state represented by government bodies and institutions involved in the provision of state support that may arise in the process of overcoming the consequences of the COVID-19 pandemic. Research Methods. A theoretical analysis was used to identify threats from the coronavirus pandemic to agriculture and the agro-industrial complex as a whole. Comparison as a method of cognition was used when comparing the requirements of small businesses for state support and measures actually taken by the government. A systematic approach and modeling were used to summarize the experience of the functioning of the economy in a pandemic and to create patterns of behavior of small agribusiness entities. The method of scientific abstraction made it possible to present the most probable state of small business in the agro-industrial complex, depending on the provision or refusal of state regulatory influence on the economy in order to eliminate the damage caused by the pandemic. The rule of combining historical and logical in their unity allowed us to look at the coronavirus pandemic not as a unique phenomenon in the history of modern economics, but as a negative phenomenon that will potentially be reproduced in the future and the logic of counteraction which requires active intervention at the state level, and in the future - generalization, analysis and improvement of the experience gained. The theoretical and methodological basis of the study is composed of statistical data on the state of the world economy, consumption, unemployment, publications of news agencies and government officials on measures taken to deal with the consequences of the pandemic, existing programs for the development of the digital economy, as well as publications of leading scientists in the agricultural sector on digital problems economics. Results. Within the scope of this study, there were characterized the most negative consequences of the pandemic for the agro-industrial complex, there was carried out the analysis of announced and already taken measures to support entrepreneurship and were described behavior models of small agribusiness entities in the current situation. Scientific novelty. The authors have developed a new method for the rapid diagnosis of a small agribusiness subject, claiming to receive state support for regional and industry programs.

This study empirically examine the impact of government expenditure on education on human capital development in Kaduna State over the last 15 years (2000-2015) using econometrics model with Ordinary Least Square (OLS) technique.The paper test for presence of stationary between the variables using Augmented Dickey Fuller (ADF) and autocorrelationusing Durbin Watson statistics. The results reveals all the variables were not stationary in levels except capital expenditure (CE) and Primary schools enrolment (PE) while the rest were stationary at second difference. DW shows presence of serial correlation. The regression results indicated that government expenditure on education have significant impact on human capital development in Kaduna State. It could therefore be recommended that the state government should increase its capital and recurrent expenditure on education, ensure proper management and monitory of funds made for the teachers, constant payment of teachers salaries and allowances in a manner that it will raise the state production capacity. The state should construct addition primary and secondary schools across the state, with modern facilities, and employ more teachers.

The current stage in the development of civilization is characterized by the development and practical implementation of advanced technology, particularly innovative information technology, which affects all areas of society. Digitalization of the economy forms new competitiveness factors for business structures and calls for a comprehensive consideration of all competitiveness factors in managerial decision-making.Aim. The study aims to determine the effects of digitalization of the economy on the competitiveness of business structures and to identify additional factors that need to be taken into account during its assessment.Tasks. The authors determine the specific features of digitalization of the economy, reveal the integral factors of the competitiveness of business structures, and identify the specifics of consideration of competitiveness factors in the context of digitalization of the economy.Methods. The study is based on the dialectical systems approach as well as logical and factorial analysis using the theoretical framework of analysis of economic processes. The analysis is based on the international scientometric database Scopus and the bibliographic database of the Russian Science Citation Index (RSCI).Results. The authors substantiate the need to make allowance for additional specific factors of competitiveness of business structures under modern conditions, particularly in the assessment of the competitiveness of business structures, financial factors, and the level of human capital development in addition to the factors of operating efficiency, strategic positioning, and innovation potential.Conclusions. During the assessment of competitiveness of business structures, particularly in the context of digitalization, it is advisable to make allowance for return on assets, indicators of innovation potential, integrated human capital development index, and integrated indices of financial sustainability, variability and at the same time stability of the financial state of a business structure.

Today, domestic scientists are carefully studying the process of development of the newly created united territorial communities, analyzing their main problems and challenges. However, it would be appropriate to combine such analysis with best international practices, which should help to increase the efficiency of the decentralization process in Ukraine and increase its effectiveness by taking into account both the advantages and disadvantages of international experience of community development in the frameworks of decentralization. Thus, the main tasks of the article are: to study the process of development of territorial communities of the European Union, to identify long-term areas for implementing the best international practice in Ukraine and to develop recommendations for human capital development at the local community level in the frameworks of decentralization. Although the active process of decentralization began in Ukraine in 2014, our country is still in the process of reforming local self-government and decentralization of powers, which makes it especially important and relevant to study the experience of other countries. The issue of decentralization remains a key issue for the further formation of Ukraine's strategic development, however, the adoption of international models requires taking into account the specifics of the development of the state by itself. Since the current system of territorial community’s operation in Ukraine is not perfect and still at the initial stage of its development, studying the experience of foreign countries will allow us to draw some conclusions about the prospects for further local communities development in Ukraine and to identify key areas of effective operation of territorial communities in Ukraine.
