Economic security of the state: legal instruments and mechanisms to ensure

The monograph is devoted to the study of topical issues of ensuring national economic security in the context of the globalization of the world economy, the activation of international integration processes, the increase in the volume of transactions and external borrowing in the world financial markets, as well as currency and investment flows from one country to another. Economic security is considered from the position of the most important national priority of any state, assuming invulnerability to possible external and internal threats and influences. The monograph analyzes the strategic orientation of the external and internal functions of the Russian state, conditioned by objective needs and expressing the legal, economic and social purpose of the state, its essence, providing ample opportunities to justify the choice of priority areas for the development of the state and society at the appropriate stage; identifying the nature of the state's activities and the level of its organization. The article deals with the development of the concept of subsidiary liability as a tool for improving the efficiency of the functioning of the institute of bank-ruptcy and ensuring national economic security; it presents the content characteristics of the institute of insolvency (bankruptcy) in the Russian Federation. The regional economic security of the integration association is considered as a kind of inter-national economic security, which includes systemic relations with the totality of the national eco-nomic security systems of the participating countries, appropriate institutions for coordinating and regulating common and national economic interests, with the unconditional primacy of integration legislation.

The task of the authors was to identify the role of country economic security in the Eurasian integration. To this end, the approaches to economic security in Europe, Russia and Asian countries are analyzed. The differences in the systems of national economic security and in the key approaches to its provision are primarily due to the historically established internal economic and geo-economic conditions. There is a fairly wide range of paradigms of national economic security, primarily the differences between the European approaches and the approach of Russia. Information on the state, principles and mechanisms of organization of national economic security systems in Asian countries is practically absent in Russian science. It was also necessary to analyze the typology of threats in order to clarify the prospects of integration of national economic security systems. The authors substantiate the position that ensuring national economic security is an important imperative of integration and development in the Eurasian space, competitiveness and economic sovereignty of countries. The article systematically organizes the facts about the types of organization of national economic security, explains the need for the countries of Eurasia active system of economic security as a response to the challenges of our time. The authors formulate the basic principles of Eurasian integration in the field of national security, involving both sovereignty and harmonization of national systems aimed at protecting economic interests.

Situation and value of the African continent on the economic and social cardmap of the world dynamically changes and will continue to change throughout all the 21st century with strengthening of the Africa positions in the world. In Russia all the complex of threats and problems which arise owing to political and economic transformation of Africa is not adequately estimated. The scientific literature on economic security issues presents an expanded set of internal and external threats to the national economy that goes beyond the traditional areas of the shadow economy, corruption, economic crime and related segments, including the internal economic stability of the national economy and inter-country competition, the quality of state strategic management, studies of the specifics of ensuring economic security in the conditions of the sixth technological order, intercultural communication and their impact on the economic relations between countries, etc. Incomplete use of such approach to strategy for the countries of Africa creates additional threats and risks for Russia. An analysis of security problems in Africa revealed that studies of economic security in the context of African development trends in Russia are conducted in an unsatisfactory volume, not always taking into account the results of new developments in the field of ensuring economic security. Even the large shifts happening on the African continent, forecasts of this dynamics sometimes are poorly known to experts of a profile of economic security, and many experts of an economic profile including working in the African subject often do not accurately distinguish problems of “economic cooperation” and “the Russian – African relations”, on the one hand, and “economic security of Russia” – with another. In this regard the new scientific problem is proved: need for deeper analysis of trends of economic and social development in Africa as an important component of a system of ensuring national economic security of Russia in the current period and in the future into account the new developments in the sphere of economic security. The main directions of activating scientific research and concentration of practical efforts to increase national economic security, neutralize threats and reduce risk for Russia in the designated context are formulated.

The task of the authors was to develop a certain control system to identify the role of country economic security in the Eurasian integration. To this end, the approaches to economic security in Europe, Russia and Asian countries are analyzed. The differences in the methods of controlling the national economic security and in the key approaches to its provision are primarily due to the historically established internal economic and geo-economic conditions. There is a fairly wide range of paradigms of controlling system implemented in national economic security, primarily the differences between the European approaches and the approach of Russia.  Given information based on mentioned control systems revealed that principles and mechanisms of organization of national economic security systems in Asian countries is practically absent in Russian science. It was also necessary to analyze the typology of control monitoring system in order to clarify the prospects of integration of national economic security systems. The authors substantiate the position that ensuring national economic security is an important imperative of integration and development in the Eurasian space, competitiveness and economic sovereignty of countries. The article systematically organizes the facts about the types of organization of national economic security, explains the need for the countries of Eurasia active control system of economic security as a response to the challenges of our time. The authors express a certain control syste, of Eurasian integration in the field of national security, involving both sovereignty and harmonization of national systems aimed at protecting economic interests.

The problem of ensuring the economic security of the state is quite urgent. This study examines theoretical approaches to defining this definition, as well as the structural elements of the concept of economic security. The aim of the study is to identify the theoretical and methodological substantiation of the economic security of the state and the development of strategic directions for ensuring the economic security of the Russian Federation in the face of modern global challenges. The stages for assessing the level of economic security of the state are determined. Based on the existing methods for assessing the economic security of the state, a methodological approach to this assessment is proposed, taking into account the totality of macroindicators, industry, financial and social indicators. The calculation of the indicators of the economic security of the Russian Federation showed that the indicators do not go beyond the threshold values. The results of constructing an econometric model made it possible to determine the indicators of national economic security that have the most significant impact on the level of economic development of the state, as well as to identify internal and external threats to the Russian Federation. Thus, we can conclude that the economic security of the state can be represented as the state of protection of the national economy from external and internal threats, which ensures the progressive development of society, its economic and socio-political stability, despite the presence of unfavorable external and internal factors; ensuring national economic security and neutralizing all possible threats is the fundamental task of the state government. The level of economic development of the country as a whole and the quality of life of its citizens depend on the success and effectiveness of countermeasures.

Purpose. The aim of the article is description of the interdependencies of the development of informatization of society and the improvement of public administration in overcoming the economic threats to the existence of the state of Ukraine. Methodology of research. Achieving this goal is based on the use of the research methodology of the innovative and informational type of economic development and public (state) management. The following specific methods are used: systematic – to disclose the directions of the influence of information transformation on all spheres of the functioning of society; ecumenical (interdisciplinary) – to disclose institutional changes in public administration due to new threats to territorial integrity and economic security; analysis – to characterize the trends in the application of information technology in economics and management; statistical methods – to assess the magnitude of economic threats to the functioning of society and the substantiation of anti-crisis measures by the state. Findings. It is established that the study of the interaction between informatization of society and new public administration for the purpose of localization of economic threats to statehood necessarily implies the use of systematic analysis, ecumenical (interdisciplinary) approach, theories of institutional changes and systemic crisis of civilization. The principles of the mechanism of interaction “informatization of society – new public administration – guarantees of national economic security” are substantiated, based on the following logic: the fundamental instinct of self-preservation of the person leads them to unification in the state as the highest and long-lasting social, legal, political and economic forms of joint activity of people; and the state, first and foremost protecting the interests of the people who shape the public interest as a whole, is obliged to protect them as national in the international arena, including national economic security. It is proved that the rapid development of information transformation and new innovative products in the economy undermines the hierarchy of relationships, contributes to the active expansion of network structures that radically change human values, the format of interaction of citizens (consumers) with business and the state, puts new requirements for the game from the state. It is revealed that the new public administration is characterized by productivity, marketing approach to studying the needs of citizens and threats to their lives; decentralization; reporting on the results that is possible under the conditions of introduction of electronic governance and changes in the legislative field. It is substantiated that strategic goals of implementation of electronic government are overcoming information inequality, restructuring of relations with citizens, improvement of technology of public management and administration in order to ensure transparency, accessibility and convenience of receiving public services by citizens, which opens the possibility of their real participation in making public management decisions in order to localize corruption, shadowing, raiding as factors of economic threats to statehood. Originality. The scientific novelty of the study is to substantiate the author’s approach to the dialectics of the interaction of “informatization of society – the new public administration – national economic security” in the context of continuous information transformation, institutional changes and global challenges. Practical value. The theoretical approaches developed by the authors to the analysis of the influence of informatization of society, new public administration and national economic security can become the fundamental basis for the development of anti-crisis policies in Ukraine with the aim of ensuring territorial integrity, the safety of citizens and their well-being. The article deals with topical issues of defining the essence of the categories of «state regulation», «public administration», «mechanisms of public administration», «mechanisms of state regulation», including in the sphere of economic security. It is established that the system of public administration has a managerial influence form and exercises through the appropriate mechanism. The concepts of «mechanisms of public administration» and «mechanisms of state regulation» are delimited. It is established that the object of public administration is public relations, systems; the subject of state regulation are human activities and economic relations. It is proved that the key difference between «government» and «state regulation» is the interests of those subject groups that these processes provide. Taking into account the specifics of the current political and economic situation in the country, the state of the security and defense sector, the situation with the temporarily occupied territories of Ukraine has improved the definition of mechanisms of state regulation in this area, in particular organizational, legal, economic, social, information and security: organizational mechanism. The key principles of economic security are identified, among which are: the rule of law while ensuring economic security; maintaining the balance of economic interests of the individual, family, society, state; mutual responsibility of individual, family, society, state for ensuring economic security; timeliness and adequacy of measures to prevent threats and protect national economic interests; the priority of contractual (peaceful) measures in resolving both internal and external economic conflicts; integration of national economic security with international economic security. The author noted that the above list of economic security principles is not exhaustive, so the system is complemented by the following principles: targeted consistency (approval of short, medium and long-term plans at the state, regional and local levels in the process of policy-making by the public administration bodies in the specified sphere taking into account the state of affairs in the field of economic security of the country, the priority and hierarchical subordination of the goals in the specified sphere in order to achieve the desired results and to achieve state policy on the basis of efficiency and quality development of the state), security and defense orientation (combination of defense and realization of national interests and processes of state regulation of the sphere of security and defense, strategic planning of actions with the purpose of effective streamlining in a certain sphere and adjustment of the system of vital security), criterion threats to the field of economic security (pursuing public policy in the defined field based on defined criteria, based on a system of indicators c indicating the predictive, qualitative and quantitative values that would reflect the situation in the state, determining the qualitative characteristics and effectiveness of public policy in the field of economic security, taking into account the strategic direction of socio-economic development of the state); competences of non-state actors for ensuring economic security (establishing effective interaction of civic institutions societies with state authorities, local self-government bodies, legal entities and individuals in the part of active participation in the implementation of policy in a certain field); openness and consistency of the policy of counteracting the threats to the national interests of Ukraine in the field of economic security (ensuring unimpeded access of citizens, public institutions and other subjects of economic security to information on the investigated sphere, efficiency, legitimacy and transparency of state-administrative decisions in a certain sphere). It is determined that in order to protect the national interests in the sphere of economic security and to effectively implement the mechanisms of state regulation of counteraction to threats in the specified sphere, the levers of ensuring the economic security of Ukraine in the conditions of external aggression and globalization transformations should be rationally applied. These levers include: organizational, legal, socio-economic and political-diplomatic.
