In-depth study of the relationship between religion and the State (Politics) until now is considered to be very relevant, because until now and even in the future this issue has the potential to continue to have heated debates and could become the root of conflict from various groups, both at the level world countries, large institutions as well as in small communities in every corner of the village. Because the issue of both relation is still considered to be turbulent with diverse human understandings, K.H. Zainal Arifin Abbas, known as an Islamic politician and charismatic Islamic thinker from North Sumatra, negated that ideally the relationship between Religion and State should be integrated in each country, because according to him this relationship is interlocked, in religious teachings (Islam) teaches a lot of the concept of ethics in the state or (politics), then in carrying out political activities very much needed ethics or ways of doing politics.

<p class="IIABSBARU">This research describes the formulation want state politics and religious ties with the country according to Yusuf al-Ulama Qardhawy and Classical. The results of the analysis of their thinking as outlined in his works, can be explained that Yusuf al-Qardhawy reformulate the concept of the relationship between religion and the state as well as the state political through and isti'ab syumuli method, a problem of how to resolve the impasse in state politics as well as the relationship between religion and state product classical scholars thought. Reformulation of the concept of the relationship between religion and the state is the solution to the stagnation (stagnation) patterns of thought classical scholars. The concept of state politics by Yusuf al-Ulama Classical Qardhawy and there are points in common with the Indonesian state politics in the context of the present though not totally, so that some can be implemented to control the practice of politics in Indonesia lately away from religious ethics.</p><p class="IIABSBARU" align="center">***</p>Penelitian ini ingin menjelaskan formulasi politik kenegaraan dan hubungan agama dengan negara menurut Yusuf al-Qardhawy dan Ulama Klasik. Hasil analisis dari pemikiran mereka yang dituangkan dalam karya-karyanya, dapat dijelaskan bahwa Yusuf al-Qardhawy mereformulasi konsep hubungan agama dan negara serta politik kenegaraan tersebut melalui metode <em>shumulī</em> dan <em>isti’ab, </em>suatu cara menyelesaikan kebuntuan problematika politik kenegaraan serta hubungan agama dan negara produk pemikiran ulama klasik. Reformulasi konsep hubungan agama dan Negara tersebut merupakan solusi atas stagnasi (ke­jumud­an)<em> </em>corak pemikiran ulama klasik. Secara teoritis, konsep politik kenegaraan menurut Yusuf al-Qardhawy dan Ulama Klasik terdapat titik kesamaan dengan politik kenegaraan Indonesia dalam konteks sekarang meskipun tidak secara total, sehingga sebagian dapat diimplementasikan untuk mengendalikan praktik perpolitikan di Indonesia yang akhir-akhir ini jauh dari etika agama.

The publication includes V.Ya. Bryusov’s letters to his fiancée I.M. Runt (1876 –1965) from June 9 to September 9, 1897. 11 correspondences, including the final telegram sent from Kursk, were written and sent from Aachen (Germany), Moscow and several Ukrainian localities. The letter 10 is accompanied by the full text of I.M. Runt’s only surviving letter to Bryusov, sent from Moscow to the village of Bolshye Sorochintsy and received by the poet a few months later at home. The relationship between the young people before the wedding were complicated. While the poet was preparing for the wedding in Moscow, he summed up the past contacts with “mes amantes”, and his state of mind was painful. Shortly before meeting his future wife, Bryusov broke up with the former governess of his family E.I. Pavlovskaya, who was terminally ill. A few days before the wedding he decided to go to say goodbye to Pavlovskaya to her homeland, Ukraine. In his letters to the future wife the poet tried to smooth out the tension of the situation, perhaps anticipating that he would be bounded with I.M. Runt 30 Литературный факт. 2021. № 2 (20) by a long-term relationship, where life and literature are closely interconnected. The letters are published for the first time.

Significant geopolitical changes taking place in the modern world in recent decades urge us to take a fresh look at the role of Islam and the clergy in the political processes of a number of countries of the Muslim world. This perspective is especially relevant vis--vis Afghanistan where a fierce war is being waged under the slogans of Islam for more than four decades. The purpose of this research is an in-depth study of the relationship between the state and the Muslim clergy, Islamic institutions in the development of political processes in Afghanistan since the mid-70s of the last century. The article reflects shaping of the Islamic opposition and its efforts to stand up to innovations and reforms during attempts of the Soviet stile modernization in 1978-1992, and then the efforts to democratize Afghan society, undertaken in Afghanistan since the end of 2001 with the assistance of the international community. The work is based on the study of factual historical material, a chronicle of the events of the last decade and personal observations of the author during his work in Afghanistan during the mentioned period. Analytical materials published on the pages of English and Russian mass media were used. The methodological basis of this study is the comparative historical method; the article is based on the principles of historicism, reliability and scientific objectivity. The author concludes that the conflict is based on mistakes and underestimation by the state the role and influence of the Muslim clergy and Islamic institutions of the country. It has been noted that the recently reached US - Taliban agreements, as well as the assistance of such influential players as Russia, sparkle hope for the launch of a direct inter-Afghan negotiation process, which most likely will not be as simple but thorny.

Many audio watermarking techniques presented in the last years make use of masking and psychological models derived from signal processing. Such a basic idea is winning because it guarantees a high level of robustness and bandwidth of the watermark as well as fidelity of the watermarked signal. This chapter first describes the relationship between digital right management, intellectual property, and use of watermarking techniques. Then, the crossing use of watermarking and masking models is detailed, providing schemes, examples, and references. Finally, the authors present two strategies that make use of a masking model, applied to a classic watermarking technique. The joint use of classic frameworks and masking models seems to be one of the trends for the future of research in watermarking. Several tests on the proposed strategies with the state of the art are also offered to give an idea of how to assess the effectiveness of a watermarking technique.

This paper is the first ever in-depth study of the econometric practice of quantitative economists outside academia. It goes further, to examine empirically the often-heard proposition that academic and nonacademic economists nowadays seem to analyse the same applied quantitative problems in markedly separate ways. Nine indicators of separation between the approaches of ‘town’ and ‘gown’ economists are developed. The study rests on detailed interviews with 50 nonacademic economists drawn widely from a single area of professional activity: the Australian housing sector. These economists' use of econometric methods, and their views on the value of these methods, are documented and compared with the academic approach to applied econometric work, as reported in the scholarly literature. The evidence on the nine indicators supports the existence of a state of separation. The paper points to some undesirable consequences of separation and concludes with practical ideas on what should be done about it. There are lessons in the findings of this study for the future of other quantitative disciplines that are widely practised in government, business and industry.

This paper reflects on the dichotomy of state and culture through ‘certain groups of people’, impacting their behaviour and wants towards their own health. Analysis commences with a brief commentary on pre-independence India, whereby the rhetoric of nationalism was imprinted on individual bodies through the call for maintaining the health of a nation. This argument is then extended to include the present day-scenario of the state, whereby, the state sees itself as something beyond the individual; where it is the hub of ‘know-how’ of maintaining its population, yet at the same time distant from it. Second section presents the control of culture through community on the bodies of individual members (women). The two arguments are based on the review of an in-depth study by Jeffery and Jeffery (2010) in a village in Uttar Pradesh on the perceptions of the village population on national health policies. The article is concluded, with the necessity to understand and discover discourses of not state vs. culture (or community), but also of state and culture vs. agency vis-à-vis health and health care provisions.K

At first glance, the relationship between philosophy and theory of law is not applied but is considered a purely theoretical aspect. This thesis is not correct due to the adoption of the European legal standard of human and civil rights, the role of philosophy of law, the foundations of the theory of state and law in the training of lawyers, the formation of future lawyers of high philosophical and methodological culture.In this article, based on the analysis of the history of philosophy of law and the general theory of state and law and their development, the authors justify as an autonomous status in the jurisprudence of the two disciplines, their relationship and vice versa - differences.To do this, the authors explored the historical excursion of world philosophical and legal thought, grouped scientific and theoretical views on the relationship between philosophy of law and theory of state and law and provided an argument for the close intersection of philosophy of law and theory of state and law, mobility between scientific disciplines.Close contact between philosophy and jurisprudence contributes to the understanding of law not only as a function of the state but also the essence of human spirituality.The authors concluded that the in-depth study of scientific and theoretical aspects of the relationship between philosophy, philosophy of law and theory of state and law is the result of bridging the gap between theory and practice and will further focus on expanding the interaction of philosophy, theory and law results of the functioning of the state and law.Emphasizing the relevance of the topic in terms of bridging the significant gap between theory and practice, between the declarative provisions of laws and their actual implementation, the legal, scientific community is increasingly expanding to enter the plane of the practical application of philosophical - theoretical thought.

<pre><em>This study aims to see and analyze the relationship between religion and the state towards the Here Krisna sect as a spiritual movement found in Hinduism. This research uses a qualitative method with a case study approach. The problem in this study is whether there is a religious politics that occurs in Hinduism and how the relationship between religion and the state. In this regard, the points that will be elaborated by researchers include the background of the emergence of Here Krishna, the teachings conveyed, the vision of transformation, religious politics, and the relationship between religion and the state. The research results obtained that the emergence of the Here Krina stream does not become a problem for the PHDI because its existence does not make people uneasy about Hindus in general, as well as the relationship between religion and state philosophically the first precepts that read the Almighty God is based as a philosophical basis for national life and state. From the results of this study it can be understood that the Here Krisna stream can exist because it is based on Hinduism, which is an official religion and its social norms do not interfere with social life and its teachings do not conflict with the ideology of the nation as the basis of the state.</em><em></em></pre>

Law of the Republic of Indonesia No.36 of 2009 concerning Health, article 17 paragraph 1 states that the government is responsible for the availability of access to information, education and health service facilities, one of which is the Maternity Insurance Program (Jampersal). This is what researchers do about how it is implemented in the Municipality of Tanjungbalai, North Sumatra. Implementation evaluation is carried out on the objectives, accountability and input provided for improvement in the future. The results showed that the implementation of childbirth insurance in Tanjungbalai City has not been running optimally so it needs improvement in the future both in structural synergy, namely the relationship between central and regional as well as in harmony, namely functionally between other related agencies in the Tanjungbalai City Government. From the SWOT analysis carried out, namely analyzing the Internal Strengths and Weaknesses and the External Opportunities and Threats factors, it shows the position of the Tanjungbalai City Government is in Quadrant I (first) with an Aggressive Strategy, namely using existing strengths to take advantage of the opportunities available.

Discourse on the relationship between religion and state seems to be a discourse that never ends to be discussed. The emergence of a statement of President Jokowi on March 24, 2017 which discourse the separation between religion and politics immediately launched a public reaction. Some agreed, but many also criticized. For those who agree with the statement Jokowi reasoned that religion is often used as a politician tool that has the potential to divide the nation. But for those who reject Jokowi's statements argue that the separation of religion from the state is the same as denying the basis and philosophy of the state which has historically been extracted from the values of the religiosity of the Indonesian nation itself. Using historical, sociological and political approaches, this article intends to analyze how discourses on the relation between religion and state taking place in Indonesia in the historical perspective, as well as the problems it causes. This paper proves that although experiencing ups and downs, judging from the historical geneologi, the life of the nation and the state of Indonesia can not be separated from the values of religiosity. Both are always symbiotic mutualism. Putting the Godhead of the One Supreme God as the first principle in Pancasila, is in fact an acknowledgment of the importance of religious values in the life of the nation and the state.---Diskursus tentang relasi antara agama dan negara seolah menjadi wacana yang tak pernah usai untuk dibahas. Munculnya statemen Presiden Jokowi pada 24 Maret 2017 yang mewacanakan pemisahan antara agama dan politik segera menyeruakkan reaksi publik. Ada yang mengiyakan, tapi banyak juga yang mengecam. Bagi yang setuju dengan statemen Jokowi beralasan bahwa agama sering kali dijadikan sebagai alat politisasi yang berpotensi memecah belah bangsa. Namun bagi mereka yang menolak statemen Jokowi berargumentasi bahwa upaya pemisahan agama dari negara sama halnya dengan mengingkari dasar dan falsafah negara yang secara historis justru digali dari nilai-nilai religiusitas bangsa Indonesia itu sendiri. Dengan menggunakan pendekatan sejarah, sosiologis dan politik, artikel ini bermaksud menganalisis bagaimana diskursus tentang relasi antara agama dan negara yang terjadi di Indonesia dalam perspektif sejarah, serta problematika yang ditimbulkannya. Tulisan ini membuktikan bahwa meskipun mengalami pasang surut, dilihat dari geneologi kesejarahan, kehidupan berbangsa dan bernegara Indonesia tidak bisa dilepaskan dari nilai-nilai religiusitas. Keduanya senantiasa bersimbiosis mutualisme. Diletakkannya Sila Ketuhanan Yang Maha Esa sebagai sila pertama dalam Pancasila, sejatinya merupakan  sebuah pengakuan akan pentingnya nilai-nilai religiusitas dalam kehidupan berbangsa dan bernegara.
