The results of the researches published in the article will be useful to specialists who study the problems of the organization and synthesis a complex organizational and technical systems (COTS) and their management. The article discusses the existing approaches to determining the forms of applying and methods for completing tasks of the COTS in various industries (fields) of activity. The analysis of the mutual relations among the forms of applying and methods for completing tasks of the COTS with their levels, tasks and capabilities is carried out. The main dependencies between the forms of applying and the ways of completing the tasks of COTS are determined. A new methodological approach to the synthesis and formalization of the structure, the definition of forms of applying and ways for completing tasks of SOTS is proposed. Based on the analysis of existing views on the research topic, it was determined that the lack of a unified approach does not give a clear answer how the functioning conditions, volume of tasks, available capabilities of COTS and its elements affect the definition of the forms of applying and ways of completing tasks at different levels of the COTS structure in each specific industry (sphere) of activity. The published results indicate that the effectiveness of the COTS functioning will depend of the industry (sphere) of activity, the forms of its applying and methods of completing tasks, which, in turn, is the realization of the capabilities of the system and its elements of a certain level of structure. It is determined that the discrepancies in the capabilities of the COTS elements to perform a certain amount of tasks are the basis for justifying the direction to improvement (adaptation) of the COTS existing structure. Based on the proposed methodological approach, the directions of further research are defined: the creation of tasks system for COTS elements at all levels in various industries (fields) of its activity; the formation a single system for COTS forms of applying and all its elements, taking into account the tasks defined for each specific industry (sphere) of activity; study of the mutual relations between tasks, opportunities, forms of applying, the influence of internal and external factors, as interacting entities, with the aim of determining ways to complete tasks by the COTS elements of various levels.

Component-based development can be addressed from two different fronts, or more precisely, from two different levels. One of them regards the technology used for system implementation, and the other is a previous and more abstract level, where the focus is set to the logical structure of the solution and where technological issues are not considered. Model Driven Architecture promotes such separation by distinguishing platform independent models from platform specific models. In alignment with this approach, this article proposes a mapping from the tiered and platform independent architecture for information systems resulting from the application of a widely known methodological approach, to the available constructs in the J2EE platform. This mapping allows the definition of transformations between platform independent models, resulting from the referred methodology where it is possible to abstractly reason about the solution, and platform specific models which are aligned with technological constructs and are directly implemented.

Introduction. Modern trends of home economics are characterized by its components diversity, a dynamic structure of evolution and a certain imbalance caused by permanent crises, increased economic, political, cultural, environmental risks, as well as significant social tensions. Further, the aftermath may be unpredictable for countries with thoroughly different levels of development. Affecting various areas of public life, fiscal space asymmetries belong to the most controversial relevant field-related issues. Meanwhile, a definition of asymmetries is often equally applied to describe the concepts of national economy’s regional or intersectoral imbalance, destruction of economic or social processes, still remaining an objective phenomenon. The issue of destructive increase is associated with incompetence of employing asymmetries in an attempt to balance and improve a socio-economic situation in the country. The purpose is to argue a notion of fiscal space asymmetry in order to define the fiscal theory key concepts and classification, to discuss a dualistic nature of their content. Results. The article reviews theoretical fundamentals by foreign and domestic scientists in the asymmetries domain, provides a detailed analysis of related elaborations, based on which the author's fiscal space asymmetry definition is suggested. Also, their influence on the optimal tax system formation is clarified. Conclusions. Fiscal space, under the asymmetries’ systematic influence, conditioned by a number of internal and external factors, is subject to certain inconsistencies that affect social advancement in different ways. It appears essential to determine the causes as well as to identify differences in question to effectively manage fiscal tools, in particular, the fiscal space asymmetries, to minimize risks, imbalance and chaos of economic development, and to reduce social tension.

An approach to the system assessment of the danger and safety of complex technical systems is considered. It is assumed that security is not a property similar to the definition of reliability. Safety is the state of a system when it is present or functioning in a certain environment, in which there are no negative impacts on composite objects within this system or on other objects located in this environment. A methodological approach to the qualitative and quantitative determination of danger and safety, as well as the risks of dangerous situations, is presented. The potential loss function depending on the vector of all phase coordinates of the complex technical system (CTS) is considered. In the general case, a potential loss function is presented that depends on the vector of all the phase coordinates of the CTS, and not only its spatial position. The criteria defining dangerous (or unacceptable) states of the system should be dynamic in the sense that they should depend on the stage of the system functioning. The approach to assessing the safety of the system operation consists in identifying a set of unacceptable values of the vector of system parameters and the vector of unacceptable phase coordinates. The approach to the assessment of the safety of the functioning of the STS according to the requirements of ensuring the required level of operational efficiency is considered. The evaluation of the effectiveness of the system, taking into account the safety conditions, is determined. The identification of the set of acceptable values of the vector of CTS parameters by the criterion of efficiency for the intended purpose is carried out. The indicator of the effectiveness of the functioning of the CTS is determined, taking into account the requirements for safety and aggressive influences from the external environment.

Collective intelligence (CI) has become a popular research topic over the past few years. However, the CI debate suffers from several problems such as that there is no unanimously agreed-upon definition of CI that clearly differentiates between CI and related terms such as swarm intelligence (SI) and collective intelligence systems (CIS). Furthermore, a model of such CIS is lacking for purposes of research and the design of new CIS. This paper aims at untangling the definitions of CI and other related terms, especially CIS, and at providing a semi-structured model of CIS as a first step towards more structured research. The authors of this paper argue that CI can be defined as the ability of sufficiently large groups of individuals to create an emergent solution for a specific class of problems or tasks. The authors show that other alleged properties of CI which are not covered by this definition, are, in fact, properties of CIS and can be understood by regarding CIS as complex socio-technical systems (STS) that enable the realization of CI. The model defined in this article serves as a means to structure open questions in CIS research and helps to understand which research methodology is adequate for different aspects of CIS.

Abstract:In 1987, the American Rheumatism Association issued a set of criteria for the classification of rheumatoid arthritis (RA) to provide a uniform definition of RA patients. Fuzzy set theory and fuzzy logic were used to transform this set of criteria into a diagnostic tool that offers diagnoses at different levels of confidence: a definite level, which was consistent with the original criteria definition, as well as several possible and superdefinite levels. Two fuzzy models and a reference model which provided results at a definite level only were applied to 292 clinical cases from a hospital for rheumatic diseases. At the definite level, all models yielded a sensitivity rate of 72.6% and a specificity rate of 87.0%. Sensitivity and specificity rates at the possible levels ranged from 73.3% to 85.6% and from 83.6% to 87.0%. At the superdefinite levels, sensitivity rates ranged from 39.0% to 63.7% and specificity rates from 90.4% to 95.2%. Fuzzy techniques were helpful to add flexibility to preexisting diagnostic criteria in order to obtain diagnoses at the desired level of confidence.

This article covers several stages of the work of Pichon-Rivière. In the 1950s he introduced the hypothesis of "the link as a four way relationship" (of reciprocal love and hate) between the baby and the mother. Clinical work with psychosis and psychosomatic disorders prompted him to examine how mental illness arises; its areas of expression, the degree of symbolisation, and the different fields of clinical observation. From the 1960s onwards, his experience with groups and families led him to explore a second path leading to "the voices of the link"—the voice of the internal family sub-group, and the place of the social and cultural voice where the link develops. This brought him to the definition of the link as a "bi-corporal and tri-personal structure". The author brings together the different levels of the analysis of the link, using as a clinical example the process of a psychoanalytic couple therapy with second generation descendants of a genocide within the limits of the transferential and countertransferential field. Body language (the core of the transgenerational link) and the couple's absences and presence during sessions create a rhythm that gives rise to an illusion, ultimately transforming the intersubjective link between the partners in the couple and with the analyst.

Managerial competencies, defined as the “underlying characteristics of an individual that have a causal relationship with effective or superior performance in the job” (Boyatzis, 1982, p. 12), are key to achievement of productive purposes in the Huila department, in Colombia. The present article, as an investigative result, seeks to identify those managerial competencies, both current and required, of the organizational leaders in the Passifloraceae productive sector in the Huila department, in Colombia. The epistemological paradigm used in this article is that of interpretivism. The reasoning method is deductive, and the methodological approach is mixed. The unit of analysis for this study consists of the directors of the associative organizations of Passifloraceae producers in the productive chain, where two types of players are identified: thirteen (13) leaders of organizations producing passion fruit, and five (5) representatives of institutions in the Huila department that influence the sector. The study concludes with the definition of the map of current managerial competences of organizations in the passionfruit productive sector, and is then contrasted with the map of competences required from these. It also highlights the importance of associativity for small producers, the need to continue conducting research in the sector, and the need to intervene through social outreach projects, so as to generate appropriation and training processes for a set of managerial competencies identified herein, which will strengthen management skills and competitiveness in this type of organization, and ensure, over time, generational change within the sector.

En un contexto general de especulacióninmobiliaria, por la que se encarecen los precios de alquileres y terrenos, y depolíticas de vivienda selectivas y acotadas, los sectores populares acceden aun espacio en la ciudad mediante tomas de tierras. Frente a estos conflictos,el Estado, en sus diferentes niveles y poderes, despliega una forma deintervención basada en la criminalización de las luchas por tierra y vivienda.Al mismo tiempo, el poder ejecutivo nacional crea la Secretaría de Acceso alHábitat, para posibilitar la intervención política orientada a la regularizaciónde los asentamientos. In front of these conflicts, the Statein its different levels and powers, displays a form of intervention basedon the criminalization of struggles for land and housing. At the sametime, the national executive creates the Secretariat of Access to Habitat,oriented to allow political intervention for the regularization of settlements.However, this intervention tends to re-register the housing problems in thepolitical arena, reducing it to a conflict “between parties” and eluding theresponsibility of the State.From a qualitative methodological approach, we selected as empirical referencethe case of the settlement of Villa Obrera in Fiske, Menuco (GeneralRoca). This chapter introduces the problem of “reform capacity” (the ability of political decision-makers to adopt and implement policy changes that benefit society as a whole, by adjusting public policies to changing economic, social, and political circumstances). The chapter also reviews the long-standing discussion in political science about the relationship between political institutions and effective government. Furthermore, the chapter explains why the possibility of compensation matters greatly for the politics of reform; provides a precise definition of the concept of reform capacity; describes the book's general approach to this problem; and discusses the ethics of compensating losers from reform; and presents the book's methodological approach.

Purpose Considering working in the digital age, questions on the consequences for the individual workers are, so far, often neglected. The purpose of this paper is to deal with the question of whether the digital competences of the workforce is a research topic. The authors argue for the thesis that it is indeed a research topic. Design/methodology/approach In addition to a literature analysis of the top IS, HR, and learning publications, non-scientific sources, as well as the opinions of the authors, are included. The authors’ thesis is challenged through a debate of corresponding pros and cons. Findings The definition of digital competences lacks scientific depth. Focussing on the workforce is valid, as a “lifelong” perspective is not mandatory for research. Digital competence research is a multidisciplinary task to which the IS field can make a valuable contribution. Research limitations/implications Although relevant references are included, some aspects are mainly driven by the opinions of the authors. The theoretical implications encompass a call for a scientific definition of digital competences. Furthermore, scholars should focus on the competences of the workforce, including occupations, roles, or industries. The authors conclude by providing a first proposal of a research agenda. Practical implications The practical implications include the alignment of multiple stakeholders for the design of “digital” curricula and the integration by HR departments of the construct of digital competences, e.g. for compensation matters and job requirements. Originality/value This paper is one of very few contributions in the area of the digital competences of the workforce, and it presents a starting point for future research activities.
