Analysis of wars and armed conflicts in recent years and the performance of tasks by military units (subunits) in a United Forces operation (anti-terrorist operation) confirms that the success of the troops (forces) in performing tasks will depend on the performance of the logistics system. The availability of military units with serviceable weapons and military equipment (WME) ensures the fulfillment of the mission and the advantage over the enemy. At the same time, the timeliness of providing military units (subunits) with serviceable weapons and military equipment depends on the efficiency of the logistics system, namely, on the recovery subsystem, which is its component. However, as studies have shown, there is currently insufficient sufficiency of the recovery system. All this is related to the definition of the composition of forces and means and the structure of the WME recovery system at different levels of the hierarchy. Therefore, in the article, it is considered that for the WME recovery system, the main parameter is the allowable time of WME recovery, differentiated by levels of complexity of tasks. Determination of this parameter for the basic variant of construction of WME recovery system is proposed using the average indicator of the intensity of the flow of possible volumes of tasks on the WME recovery. To determine the rational structure of WME recovery system and to calculate its main parameters the combined method of optimization of WME recovery system was used. Containing two stages: on the first - based on the requirements to the permissible terms of WME recovery system, the rational structure of the recovery system is defined, and on the second – using the method of statistical modeling, the parameters of the structure and composition of forces and means of the WME recovery system at each level of the hierarchy are defined.

Abstract The article analyses the role of institutions in the determination of income inequality in a sample of OECD countries. Basing on the seminal approach by Amable, the article discusses the theoretical definition of model of capitalism. The basic idea is that each model of capitalism is defined by the cobweb of complementary relationships established among different institutions. Using a set of statistical indicators of the operation of institutions in two different years, 1995 and 2010, the empirical analysis points out five models of capitalism and exhibits how their composition has changed in this lapse of 15 years. In the following sections of the article, we investigate the role played by the model of capitalism in the determination of income distribution, measured through a standard Gini index. After controlling for a set of variables, the econometric evidence shows that different models of capitalism present significantly different levels of income inequality.

The article considers a number of main factors that determine the probability of damage to the elements of the engine and combat compartment of lightly armored vehicles under the influence of fragmentation munitions. Also, the technique of calculation of probability of defeat of an element by one fragment is given. As a result, the idea of a graph- analytical method for determining the probability of hitting an element by one fragment is presented, which is that the set of possible flight of the fragment to the element is divided into subsets by the number of walls of the engine and combat compartment of lightly armored vehicles. Then the required value of the probability of damage to the element by one fragment is determined.One of the main striking factors is the rapid flow of fragments that hit lightly armored vehicles, thus reducing the combat readiness of the unit. At present, the question of calculating the probability of damage to the elements of lightly armored vehicles of general military units is insufficiently studied.During the calculations of the graph-analytical method for determining the probability of damage to the elements of the engine and combat compartment of lightly armored vehicles, attention was focused on determining the required value of the probability of damage to the element by one fragment, which has not been proposed so far.The idea of a graph-analytical method for determining the probability of damage to an element by a single fragment is as follows. The whole set of directions of possible flight of the fragment to the element is divided into subsets by the number of walls of the engine and combat compartment of lightly armored vehicles. Within each subset, all directions are divided into parts, within each of which the value hijs is constant.The values of Sijs and hijs are determined for each part. The value of Sijs determines the probability of impact of the fragment from these directions, and the value of hijs - the probability of breaking the protective barrier.Then the required value of the probability of damage to the element by one fragment is determined. Thus, the use of a graphical-analytical method to determine the probability of damage to the elements of lightly armored vehicles of all-military units will increase the possibility of evacuation and restoration of weapons and military equipment after destruction by shrapnel munitions.And reducing the time for evacuation, speeding up the process of restoring damaged equipment in combat and increasing the intensity of the recovery system from recovery to use will increase the likelihood of using recovered equipment and, consequently, increase combat readiness.

The results of the research published in the article will be useful for logistics specialists who are engaged in the organization of the provision of resources (material and technical means) for the processes of operation and renewal of armament and military equipment (AME). The article discusses existing approaches to logistic support of operations (combat actions) and methodological approaches to assess the effectiveness of its operation. The influence of factors and problematic issues on the creation of a modern logistics system of the Armed Forces of Ukraine is analyzed. The scientific substantiation of determination of indicators of efficiency of delivery of resources in the system of logistic support is offered with the purpose of improvement of functioning of the system of delivery of resources for further consideration during planning of activity. According to the results of the analysis, the urgency of making a quick and correct decision in managing the provision of necessary resources was determined. The dependence of resource efficiency on the type of resources, the intensity of applications for their use, and the capabilities of the system to create and replenish resources have been established. The basic concepts and typical structures of the resource delivery system for working out of the research materials are clarified. Based on the analysis, it was found that the evaluation of the efficiency of the system of maintenance of the processes of operation and restoration of AME resources should be carried out by the results of the evaluation of the efficiency of providing the resources of each type individually and further determination of the system performance indicators as a whole, taking into account the corresponding total costs for providing the resources, which allowed to offer methodological an approach to assessing the effectiveness of operating processes and the renewal of AME resources themselves, which allows to take into account the implemented strategy of replenishment of resources and rationality of the selected transport network in the conditions of both peacetime and fighting.On the basis of the proposed methodological approach, the directions of further researches were determined concerning: determination of the list of initial data for determining the characteristics of the routes of resource delivery; determining the number of characteristics that are being optimized; forming a methodological approach for determining a rational transport network in the logistics system.

Introduction. The article considers a systematic approach to assessing the effectiveness of the preparation and use of fire-fighting vessels. Using the Pattern method, a study of the use of a fire-fighting boat for solving problems of extinguishing fires on water transport was conducted. Goal and objectives. The purpose of the study is to improve the methodology for determining the effectiveness of the preparation and use of fire-fighting vessels according to the selected evaluation criteria, with the determination of the impact of each criterion on the overall effectiveness of fire extinguishing. Methods. In the article, the process of evaluating the effectiveness of the preparation and use of fire-fighting vessels can be divided into two stages. At the first stage, a verbal presentation of the research task is carried out with the identification of the most "weak" training measures and during the application of fire-fighting vessels using the Pattern Method. At the second stage of the study, an assessment of the state of the identified "weak" measures is carried out with the definition of measures to improve the technical readiness of the material part or organizational and technical measures during the operation of fire-fighting vessels. Results and discussion. The author obtained a particular analytical solution for improving the efficiency of operation of fire-fighting vessels for the case of using a fire-fighting boat. A method for calculating the evaluation criteria is proposed. Conclusions. Thus, the proposed modification of the model of preparation and application of fire-fighting vessels consists in the representation of organizational and technical processes in the form of a logical "tree of goals". The directions of further research in terms of the development of the results obtained in the analysis of the operation of fire-technical equipment on fire-fighting vessels and fire-fighting vessels themselves are determined. Terrorism, as a social and legal phenomenon, is one of the most dangerous challenges both for the Russian Federation and the global community. It is acquiring more and more diverse forms and its scale is threatening. Russian legislators describe terrorism as an ideology of violence and a practice of influencing the decision-making of bodies of power at different levels or of international organizations through the intimidation of people and (or) other forms of illegal violent acts. The article is devoted to the criminological description of the causes and conditions of terrorist activities. The authors note that the emergence of terrorism has certain historical prerequisites. The causes and conditions of terrorist activities are connected with both internal and external (political, economic, religious, psychological) factors, including those common for all countries. The key factors that produce terrorism at present are, according to the authors, the severe character and complexity of various social and political contradictions. Another factor, or rather the consequence of the first one, is wars and armed conflicts. It is noted that one of the reasons for the persistence of modern terrorism (both its ideology and infrastructure) are gaps in international and national legislations. Besides, there are contradictions between states in their assessment of terrorists and their definition of terrorism. According to the authors, the absence of the concept «terrorism» in corresponding international legal documents is one of the reasons for the existing situation and for its escalation as the number of terrorist acts increases. The authors stress that the subjective reason for terrorist activities is the motivation of its subjects. It is a subjective reflection of the possible complex of objective causes and existing contradictions. The authors conclude that the «multifaceted character» of terrorism makes it possible to single out comprehensive causes and conditions of terrorist activities, however, the researchers present its typical manifestations.

When deposited on land the vinasse can promote improvement in fertility, however, often fertilizer application occurs in areas considered homogeneous, without taking into account the variability of the soil. The objective of this study was to evaluate the effect of vinasse application on potassium content in two classes of soils cultivated with sugarcane, and characterize the spatial variability of soil using geostatistical techniques. In the 2010 and 2011 crop year, soil samples were collected from an experimental grid at 0-0.2 and 0.2-0.4 m depth in three soils cultivated with sugarcane, totaling 90 samplings in each grid, for the determination of pH, calcium (Ca), magnesium (Mg), potassium (K), phosphorus (P), aluminum (Al) and potential acidity (H + Al). The data have been submitted to analysis of descriptive statistics and the K attribute was subjected to geostatistical analysis. The coefficient of variation indicated medium and high variability of K for the three soils. The results showed that the spatial dependence of K increased in depth to FRce and decreased to PHlv, indicating that the attribute could have followed the pattern of distribution of clay in depth. The investigation of the spatial variability of K on the surface and subsurface soils provided the definition of management zones with different levels of fertility, which can be organized into sub-areas for a more efficient management of the resources and the environment.

The main objective of this work is to present a reverse task of the dynamics of discrete vibratory mechanical systems. This task is reverse to analysis and is called structural and parametric synthesis. As a result of performing the synthesis one obtains a structure and values of individual parameters of the system of required properties. Such properties refer to the determination of individual frequencies of the system vibration. Synthesis is divided into two stages. The first stage consists in definition of the structure as well as the values of parameters of a passive system without vibration reduction. In the second phase, one selects a method of vibration reduction as well as system structure and parameters with vibration-reducing elements. In case of already-existing systems, the first stage consists in the identification of the system and its analysis. There are no changes in the second stage (Figure 1) [. Another objective of this work is to use mechanical elements in the form of kinematic excitations as the implementation of active reduction of vibration as well as to check the influence of this subsystem on the basic system. The application of the synthesis presented in this work enables the correction of the already-existing machines and devices as well as the modification of newly-created systems with the view of their future functioning.

As long as distinct legal regimes apply to international and non-international armed conflicts, the determination of the nature of the conflict by a court of law directly impacts on the criminal responsibility of the accused for war crimes. As this article shows, the approach traditionally used in international criminal law to characterise mixed conflicts is not sufficiently reliable for the addressees of penal norms. Low-ranking perpetrators have generally little chance of being aware of the international character of the conflict. This article argues that the principle of individual guilt requires establishing the mens rea regarding the nature of the conflict. Accordingly, a mistake of fact, or alternatively, a mistake of legal element should be admissible defences. Furthermore, it is submitted that both the method of conflict characterisation and the definition of the corresponding mental element are not compatible with the requirements of the principle of legality.

The subject matter of the article is the functioning process of the armored weapons and military equipment recovery system during combat operations in modern conditions. The goal of the study is to justify of recommendations for improving the functioning of the recovery armored weapons and military equipment under the order to reduce the time of work and rational use of forces and resources. The tasks to be solved are: to present the process of functioning of the system of armored weapons recovery and military equipment as a list of events and works that comprehensively reflect its essence and the interrelations between individual actions; to build a network graphical model of functioning of the armored weapons and military equipment recovery system of the assigned units; to analyze the critical path of network grapHhics; to identify critical work requiring closer scrutiny and identification of issues and risks that may impact the functioning of the whole recovery system, by analyzing and optimizing the network schedule make suggestions for improving the operation of the recovery armored weapons and military equipment system. General scientific and special methods of scientific knowledge are used. The following results are obtained. It was simulated the functioning of the armored weapons and military equipment recovery system of military units in performing their tasks by constructing a graphical network models critical path. Analysis network diagram allowed us to determine directions of improvement of functioning of system of recovery of armored weapons and military equipment under the conditions of limited material and nonmaterial resources and regular information updates. Conclusions. The network graphic model of the for restoring armored weapons and military equipment recovery of during combat operations it possible to present the entire scope of work, their logical and chronological relationship and to adjust plans taking into account the limited time and insufficient number and training of personnel. Analysis of the critical path of the network schedule makes it possible to conclude that if there are several battalions in the brigade, the repair of samples of armored weapons and military equipment with a labor intensity of more than 200 people / hour is on the critical path because the forces and means for the restoration of armored weapons and military equipment not enough in modern conditions. The network schedule for the recovery of armored weapons and military equipment with the functional distribution of the volume and list of works is optimal for the length of the critical path. The practical implementation of proposals to improve the functioning of the armored weapons and military equipment recovery system is possible by creating separate logistics units of the appropriate hierarchy levels and implementing an interspecific territorial system for providing military units

An analysis of the qualitative and quantitative state of mobile repair equipment, which are armed with repair units (military units), shows that the existing park consists mainly of samples that were designed in the 70's. The main disadvantage of these is the physical and moral aging and the lack of compliance with the requirements for weapons renewal systems and military equipment. Accordingly, there are drawbacks and inconsistencies between the need for repair work and the production capabilities of rolling stock. Therefore, the article proposes a technique for substantiating the tactical and technical requirements for mobile weapons repair and military equipment operating at different levels of the hierarchy. All indicators considered in this methodology have their own specifics in the development of different types of equipment. However, they can be expressed by such groups of requirements as tactical, technical, operational, production and economic. The application of this technique will provide an opportunity to obtain technical outlines of mobile repair equipment for battalion, brigade, operational, strategic levels. As base platforms for mobile repair tools, it is proposed to create base platforms built on a modular basis. These base platforms must allow for the placement of the control module, the power unit, the transmission module, the chassis module, in addition, the platform base must contain cells for mounting those modules to allow for the rapid replacement of damaged modules, the possibility of mounting container modules with process equipment. For placement of technological equipment it is proposed to use bodies built on a modular principle. Assembly of such bodies with modules of technological equipment and their subsequent use will be possible depending on the intended purpose of the movable means of repair. In this case it will be possible to largely solve the problem of standardization and specialization of equipment.
