Life that comes from food must inevitably be fulfilled, the involvement of the local economy will inevitably bring serious challenges. So it is reasonable to say that globalization will bring benefits if the response of national and local governments can properly mobilize local resources. The resources that are owned in relation to farming groups cannot be separated from the role of local governments in efforts to improve a decent life for farmers and the farming groups themselves. The research was carried out at the Food Crops, Horticulture and Plantation Service of Sorong Regency against the Farmers Group in Salawati District from June to September 2020. This research used descriptive methods by survey and cross sectional methods which used samples from the Department of Agriculture and farming groups in the District. Salawati. The analysis used is a Likert scale and a frequency table. Based on the results of the analysis, the role of the Agricultural Instructor as Motivator, Facilitator, Communicator and Innovator is in the very good category, while the participation of farmers in the role of the Dinas is in the Good category. Thus the suggestion that is conveyed is the active role of every institution involved both as extension workers and farmers who are pro-active in carrying out their duties and responsibilities. This score or number will be at 100 percent if all parties can carry out the function properly.

State and local governments frequently invest in policies aimed at stimulating the growth of new industries, but studies of industrial policy and related economic development initiatives cast doubt on their effectiveness. This article examines the role of state-level industrial policies in contributing to the different economic trajectories of two U.S. metro areas—Pittsburgh, Pennsylvania, and Cleveland, Ohio—as they adapted to the decline of their legacy industries. Comparative case studies show that industrial policies in Pittsburgh, which empowered research universities as local economic leaders, contributed to the transformation of the local economy. In Cleveland, by contrast, state industrial policies invested in making incremental improvements, particularly in legacy sectors. The article concludes that by empowering new local economic actors—such as universities—industrial policies can foment political change that enables structural economic change to follow.

Brazil is a federal country in which local governments have become the main providers of universal social services funded by the three tiers of government. The chapter presents the general characteristics of the country´s local governments and its position in the federal system, describes the distribution of revenue and governmental functions, shows the incremental increase in local resources and their earmarking for social policies, the complex system of funding and regulation created and discusses the role of local governments in the provision of universal social services. The argument put forward is that local governments have become the hub of the provision of universal social services while the federal government is in charge of policies targeting the poor. Local governments, however, are dependent on funding from other levels of government raising concerns about the sustainability of the provision and the expansion of universal social services as well as concern about improving their quality.

The lack of sustainable development strategies of the tourist resorts from Romania caused the structural dynamics of their economy to record large fluctuations under the impact of determinants with unpredictable developments. The spectacular dynamics have led to developments difficult to predict, in many situations that generate environmental conflicts, where the economic pressure has exceeded the support capacity of the natural environment. In this study, we aim to analyze the dynamic relationship between tourism and the other components of the economy, from each resort from Romania. The significant growth of tourism in recent years requires new approaches, relevant for understanding the role of tourism in increasing the complexity of the local economy. Measuring the role of tourism in the development of local economy was achieved by building an economic database for all tourist resorts from Romania (according to Government Decision No. 107 of 2018), at the four-digit NACE code level (Classification of National Economy Activities), for the economic indicators considered relevant: number of companies, number of employees, and turnover and profit, for the period 2000–2016, as well as at territorial administrative unit level. Detailed analyses revealed very different structural dynamics, the spectacular dynamics, lacking a coherent strategic framework, led in all situations to the emergence of environmental conflicts. Tourist resorts in which tourism has become an essential component of economic development have based their development on capitalization of local resources, which led to multiplication effects, materialized in a spectacular evolution of the local economy, and an increasing pressure on the natural environment.

Banyuwangi Children Center (BCC) is one of city mayor’s effort to prevent children’s sexual abuse. However, the community felt the role of BCC in preventing children’s sexual abuse was not optimal since 2016. Stakeholder’s engagement may play an important aspect to support BCC in preventing children’s sexual abuse. The objective of this study was to analyze the role of stakeholders in supporting BCC in the prevention of children sexual abuse. This study used a qualitative design with in-depth interview to all related to the prevention of children sexual abuse (Police department, women and children protection bureau, women empowerment and family planning bureau, and BCC. The results showed the role of the BCC was supported by the existence of policies on child-friendly areas from the local government, positive responses from active community involvement in reporting incidents of sexual violence against children, and good coordination by cross-sector in the socialization and handling of cases of sexual violence against children in Banyuwangi. Therefore, it can be concluded that stakeholders provide positive support in the role of the BCC but still need attention from local governments to provide facilities for cross-sectoral so that all cases of sexual violence against children in Banyuwangi can be handled properly. Tujuan penelitian adalah menganalisis peran stakeholder untuk mendukung peran BCC dalam upaya menurunkan kekerasan seksual pada anak di Banyuwangi. Penelitian ini adalah penelitian kualitatif dengan desain cross-sectional. Data penelitian ini diperoleh dengan wawancara mendalam pada tujuh informan yang memiliki kapasitas dalam memberikan informasi tentang perannya dalam mendukung BCC yaitu Kepolisian Resort Banyuwangi, Pusat Pelayanan Terpadu Perlindungan Perempuan dan Anak (P2TP2A) Kabupaten Banyuwangi, Badan Pemberdayaan Perempuan dan Keluarga Berencana (BPPKB) dan Banyuwangi Children Center. Hasil penelitian menunjukkan peran BCC mendapat dukungan dengan adanya kebijakan tentang kawasan ramah anak dari pemerintah daerah, respon positif keterlibatan aktif masyarakat dalam melaporkan kejadian kekerasan seksual pada anak, dan koordinasi yang baik oleh lintas sektor dalam sosialisasi dan penanganan kasus kekerasan seksual pada anak di Banyuwangi. Oleh karena itu, dapat disimpulkan bahwa stakeholder memberikan dukungan yang positif dalam peran BCC namun masih perlu perhatian dari pemerintah daerah untuk menyediakan fasilitas bagi lintas sektor dan meningkatkan sosialisasi bagi masyarakat Banyuwangi agar seluruh kasus kekerasan seksual pada anak di Banyuwangi dapat tertangani dengan baik. Hospital service quality is an assessment of services obtained from patients with cost-efficient and results from the organization's organizational performance. Free market competition requires us to improve quality in all fields, especially in health services to be recognized internationally, the phenomenon of people prefering to seek treatment abroad is a big challenge in improving the quality of hospital services. The purpose of this study was to determine the relationship of Teaching with the services quality in Padang City Islamic hospitals. The study design used was descriptive correlation with cross sectional design. The sample of this study were 325 inpatients. The results of this study prove that there is a relationship between teaching and service quality in Padang City Islamic hospitals (P = 0.006). This study recommends hospitals to increase the active role of nurses in improving service quality with the COPA model approach, which is teaching that can be applied in hospitals.

 Abstrak Program Perencanaan Persalinan dan Pencegahan Komplikasi (P4K) merupakan program pemerintah dalam penurunan angka kematian ibu dan bayi baru lahir. Angka kematian bayi (AKB) di Indonesia masih tinggi dimana Kabupaten Probolinggo merupakan salah satu penyumbang tertinggi. P4K merupakan tanggung jawab bidan, ibu hamil, suami, dan keluarga. Masih tingginya kematian neonatal di Kabupaten Probolinggo, diduga karena kurangnya peran aktif ibu, suami, dan keluarga dalam penerapan P4K. Penelitian ini bertujuan menganalisis pengaruh penerapan P4K terhadap kematian neonatal di Kabupaten Probolinggo. Rancang bangun penelitian adalah crossectional dengan populasi seluruh ibu yang mempunyai bayi lahir hidup atau mati (usia 0-28 hari) yang mendapatkan stiker P4K. Teknik sampling menggunakan accidental sampling. Sampel penelitian ini adalah sebagian ibu yang mempunyai bayi lahir hidup atau mati (usia 0-28 hari) yang mendapatkan stiker P4K. Pengumpulan data menggunakan kuesioner dan wawancara. Uunivariat, bivariat dan multivariat digunakan dalam menganalisis data. Hasil penelitian menginformasikan sebagian besar ibu, suami, dan keluarga kurang berperan aktif. Sehingga ada pengaruh penerapan P4K terhadap kematian neonatal. Untuk itu, diperlukan peran aktif kader posyandu dalam memotivasi dan mendampingi ibu, suami dan keluarga dalam penerapan P4K sebagai upaya menurunkan kematian neonatal.  Kata kunci  : P4K, kematian neonatal, stiker  Abstract           The Maternity and Complication Prevention Planning Program (P4K) is a government program in reducing maternal and newborn mortality. The infant mortality rate (IMR) in Indonesia is still high where Probolinggo District is one of the highest contributors. P4K is the responsibility of midwives, pregnant women, husbands and families. The high neonatal mortality rate in Probolinggo Regency is allegedly due to the lack of active role of mothers, husbands, and families in implementing P4K. This study aimed to analyze the effect of P4K application on neonatal mortality in Probolinggo District. The research design was cross-sectional with the population of all mothers who had live or dead babies (aged 0-28 days) who received P4K stickers. The sampling technique used accidental sampling. The sample of this study was that some mothers who have babies born alive or dead (age 0-28 days) who got P4K stickers. Data collection used questionnaires and interviews. Univariate, bivariate and multivariate were used to analyze the data. The results of the study informed that most mothers, husbands, and families were less active. Therefore, there was an effect of applying P4K to neonatal mortality. It is suggested for posyandu cadres to have an active role in motivating and assisting mothers, husbands and families in implementing P4K as an effort to reduce neonatal mortality.Keywords    : P4K, neonatal mortality, sticker

With rapid urbanisation and the pressure on urban areas for service delivery, the role of urban local governments is undoubtedly becoming important and, here, their financial capacity can hold the key. At the same time, there are several issues in urban governance that need to be addressed yet. Delegation of decision making powers to urban local bodies (ULBs), which are traditionally considered as a part of the system of State government and acting on behalf of it, is one of them. The constitutional mechanisms like inter-governmental fiscal transfers were an attempt to reduce the gap of ULBs, but they were not effective in implementation at ground. It has become imperative now to understand the financial position of ULBs in order to move forward with the new means of fund flow. This paper presents a cross sectional analysis of the finance of 27 ULBs in North 24 Parganas District of West Bengal, India in terms of their financial base and its adequacy vis-à-vis norms, and their revenue and expenditure performance. Using certain ratios, the relative performance of municipalities on dependency measures was also assessed. The implications of finances of ULBs, in terms of raising resources, improving inter-governmental transfers and charting new mechanisms are also discussed. Lastly, an approach has been made to develop an index, i.e. Urban Governance Index (UGI) to a better understanding of the per-capita expenditure scenario of ULBs.

<p><em>This study has purposes to find out how the mechanism of land procurement for the public interest in local governments, find out the obstacles and solve the problem of land procurement for the public interest on a small scale. Land procurement by the local government sometimes always collides with the stages of land procurement which is a very long process, but the land is needed immediately to support development. Small-scale land procurement is carried out on an area of no more than 5 hectares. Land procurement on a small scale for the public interest can be carried out without going through the determination of the location. The legal consequences are not being able to deposit compensation in court. This study uses a sociological juridical method, namely the discussion based on the provisions of the legislation. The results of this study are that the mechanism for land procurement for the public interest is carried out with accurate research and socialization so that the community understands the positive impact of development for the public interest and counseling so that the community understands the benefits of the project and participates in the success of project development for the public interest. Another obstacle in the implementation of land procurement is the existence of incomplete land ownership data or documents or no land ownership rights, the bureaucracy that guarantees legal certainty that the settlement of these obstacles is carried out with the active role of agencies that require land.</em></p>
