Customs authorities as a subject of ensuring economic security in the context of the formation of the digital economy

The article examines the role of customs authorities in ensuring economic security, determines the nature of the impact of the digital economy on the specifics of the functions performed by customs authorities, and analyzes possible risks and challenges, as well as potential ways to neutralize them. In the current conditions of the intensive desire of states to make the rapid transition to the technologies of the V and VI technological structures, it is natural to form a set of elements of such a way of organizing economic relations as the digital economy. In this context, the impact of the developing components of the digital economy on the directions and specifics of the activities of not only private organizations, but also state bodies, including customs, is obvious. The article shows that in the context of the formation of the digital economy, customs authorities, being one of the subjects of ensuring the economic security of the state, continue to implement their main functions and tasks, while adjusting the used methods in the direction of an increasingly deep application of ICT. The general change in working methods caused by the development of the digital economy, as it was mentioned above, leads to the transformation of the chosen ways of solving the set tasks and performing the assigned functions, but does not affect their semantic essence.

Subject. The article is an attempt to evaluate how the COVID-19 pandemic influences the economic development in Russia, illustrating the case of the tube rolling industry. Objectives. I examine and evaluate how adverse crisis implications of the COVID-19 pandemic could possibly be eliminated in the tube rolling industry, ensuring the economic security of Russia. Methods. The study involves methods of empirical and theoretical research, such as systems and empirical analysis, formal characterization, abstraction, observation, generalization, assessment, and partial methods of economic and statistical analysis. Results. I generally describe the economic situation during the COVID-19 pandemic, evaluate the impact of ties between the oil and tube rolling industries on the economic sovereignty and security of Russia, role of the tube rolling industry in the economic security of the State. I analyzed the impact of the COVID-19 pandemic on the goods circulation in the tube rolling industry and found probable implications of economic destruction for Russia due to the COVID-19 pandemic, and proposed possible solutions for the tube rolling industry. Conclusions and Relevance. The economic security of the tube rolling industry during the current pandemic is exposed to the destruction of foreign trade between countries exporting tube rolling products, price drop and a reduction in the consumption of energy resources worldwide, capital flight, a decrease in labor resources, slowing business activity and restricted transportation tube rolling products, growing uncertainty on the consumption of tube rolling products. The menacing threats can be eliminated given the State intervenes and regulates the Russian tube rolling industry so as to create favorable conditions for the beneficial economic operations.

The article explores new global external challenges to the development of national economies around the world. The impact of COVID-19 on a country’s economy and society through the prism of rapid implementation of digital technologies in all spheres of public life. The scientific-theoretical and regulatory framework for the development of the digital economy in Ukraine is defined. The total digitalization of Ukrainian society is seen as one of the positive consequences of the spread of the COVID-19 coronavirus, has stimulated an unprecedented growth of digital transformation of all sectors of the economy and public administration. Separate legal acts establishing the fundamental basis for the development of the digital economy and society in Ukraine are analyzed. Specified ways of development of electronic economy through the use of information systems, networks, resources and modern information and communication technologies of new forms of social and economic relations. An analysis of the conceptual and categorical apparatus in the area under study is presented. The legal definitions of “digital economy”, “electronic economy” and “electronic commerce” are commented. The modern trends of economic activity paradigm changes in the development of digital economy, result economy, sustainable socio-economic and environmental development are highlighted. Risks caused by the COVID-19 pandemic can be minimized by developing an effective state anti-pandemic policy aimed, first and foremost, at protecting national interests of Ukraine and ensuring social and economic security of digital and economic development. The conclusions about the ways and strategic tasks of formation of effective state antipandemic policy of the country are made. It is stated that the current stage of global socio-economic development is characterized by the significant impact of digitalization. The current research revealed that digitalization of all spheres of society is a global trend; the COVID-19 pandemic has influenced and continues to influence the economic situation in all countries of the world.

The choice of the hierarchical principle of the structural organization of the mechanism of ensuring socio–economic security is consistent with the presentation of the role of its components in the regulation of financial and economic processes. Thus, in the performance of the functions of defence, the role of the components of the mechanism in the schemes of direct and current relations, information channels, management conclusions and administrative work is inevitable. Apart from this, the inter-element relations of the mechanism of ensuring social and economic security are mediated by financial and economic relations and, first of all, commodity–money, which is based on the coordination and specific subordination of financial and economic interests. This means that the process of ensuring social and economic security must not be strictly subordinate to the hierarchy of public administration, and be one of its intensive components, which plays a dual role. On the one hand, it has the ability to be needed as the 1st of the methods of implementation of the state financial and economic interests. But, on the other hand, the method is intended to act as a “signal link” to adjust the provisions of the financial and economic policy in an environment of large-scale dangers, which to some extent refutes its subordination to the previously adopted management conclusions. For example, the study of the structuring of the mechanism of ensuring social and economic security implemented in the Republic of Belarus shows its obvious subordinate nature in the system of public administration. In particular, the element distribution of the presented mechanism was made in coordination with the hierarchy of the management system of economic entities. This means that its capabilities are used only to some extent due to the level of restrictions in the implementation of socio-economic security. Level limitation of the control system leads to the fact that financial and economic regulators of the state and functioning of mesostructures have all chances to be “included” in an absolute measure at the macro level and only partly — at the micro level.

Digitalisation of the economic sphere of Ukraine is one of the priority areas of social development, which should be reflected in the economic and legal policy of the state. Therewith, a considerable gap exists in the statutory consolidation of the fundamental principles of such a policy, in particular the lack of relevant provisions on the digital transformation of the economy in the Commercial Code of Ukraine. Despite the fact that the state has adopted some acts on the development of the digital economy, there are significant gaps in the legislation, especially with regard to the role of digitalisation in the economic and legal policy of the state. The purpose of the study is a theoretical analysis of the general principles of such a policy in the modern period. As a result, the impact on the economic and legal policy of the state of the process of digitalisation of the economic sphere of the country is determined. The necessity of co-regulation is substantiated, which constitutes a combination of state regulation with self-regulation by participants of digitally-targeted markets. The role of digital resources (on the example of public registers) and electronic financial services is analysed. It is established that the modern legal support of the digital economy needs to be reformed, first of all, by supplementing the Commercial Code of Ukraine with provisions on digitalisation, including the relevant direction of economic and legal policy of the state. Subject. The emergence of new ways of interaction between sellers and buyers, the formation of new sales channels and product promotion based on the use of digital economy tools is at the heart of improving the business processes. Social networks became a tool for development; their rapid growth necessitates theoretical understanding and identification of potential application in enterprise's business process digitalization. Objectives. We explore the role of social media in the digitalization of business processes, systematize the impact of social networks on business processes of enterprises in the digital economy. Methods. The theoretical and methodological analysis of social networks as a tool for digitalization of company's business processes rests on the content analysis of domestic and foreign scientific studies, comparison, generalization and systematization. Results. We highlight the key effects of the impact of social networks on the business processes of the company; show that the digitalization of business processes should be considered in the context of a value-based approach, aimed at creating a value through the algorithmization of company operations. We determine that social networks are one of the most important tools for digitalization of company's business processes, as they have a high organizational and management potential. We also systematize the effects of social media on company's business processes. Conclusions. We present theoretical provisions of the impact of social networks on business processes of enterprises, which will enable to model and organize ideas about the development of digital ecosystems and the formation of business models.

Digital technologies have changed the relationship between the society and business entities, taxpayers and the state. Ceteris paribus, the ability to effectively manage financial flows and make administrative decisions depends on the correct and established interaction between the state and taxpayers. This study aims to form and develop a taxpayer’s understanding of the digital age with all its features and opportunities for information and communication technologies, including mathematical modeling methods that form the basis of the digital economy for building and sustaining business development, improving the systemic vision of business processes. The research hypothesis is that the further development of economic entities management in the digital context, as well as the coordination of these entities’ interests, is possible only in the partnership of the key economic participants, with the taxpayer at the forefront. That will allow identifying the areas for improving tax trajectories. Using polynomial approximation, the authors have obtained the models of tax trajectories of companies that allow predicting tax burden. The data for approximations are obtained using the previously constructed mathematical model of the optimal tax path. The main input data of the model are fixed assets and human resources, the totality of which form the production function. The analysis of the transformation of tax paths shows ways for achieving a balance of interests between both the state and the taxpayers. Finding this balance will help to overcome the crisis of confidence in the authorities, the development of adaptability and creativity of Russian society to new tax changes. A number of parameters determines the scale of this task. They include the complexity of the object of study, the long-term and multi-aspect nature of the impact which modeling the digital economy has on adaptation to the new digital realities of the state and taxpayers, as well as the absence of significant analogues of the solution to this problem in global and Russian economics.
