This article discusses about the development of management skills and leadership potential of the higher education institutions and these establishments play an important role in improving the quality of education, effective organization of scientific and innovative activities in the country. Priorities have been identified for the development of proposals and recommendations on the meaningful and targeted organization of work on training, retraining, advanced training and development of scientific and innovative activities of teachers in the higher education system.

Annotation: The article discusses the current state of quality management systems in universities of Kyrgyzstan, their main characteristics, and also offers some recommendations for improving the quality management of education based on the QMS. Special emphasis is placed on the premises of the formation of a quality management system in the conditions of development of the higher education system of the Kyrgyz Republic. It is noted that until now there are no regulatory documents regulating the choice of one of the models of the quality management system in higher education. Educational institutions have the right to choose a model for the formation of a quality management system. The authorselected the main problems of the current state of education quality management in higher educational institutions of the Kyrgyz Republic. Based on the analysis, were proposed specific ways and directions of work in order to improve the quality of education based on quality management. It is emphasized that in modern conditions the introduction of a quality management system guarantees the quality of education and increases the competitiveness of universities.

Currently, cooperation between business community and higher education institutions is a priority trend of the Russian higher education system. We consider the European practices of cooperation between universities and potential employers which is being implemented in the Russian HEIs within the project “Evaluation of Quality of Cooperation in Education Ecosystem as a Mechanism for Building Professional Competencies - E3M” approved for funding within the European Commission Tempus IV in 2013. The paper dwells upon the state of cooperation between Nizhnevartovsk State University and local business community, considering new market conditions, and offers solutions to the challenges of productive cooperation with potential employers with the view of the best practices implemented by European partner universities and project consortium members. In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. The low quality of education in Indonesia is actually a long-standing discussion. But until now permasalahn the quality of education is also finished. Quality education is the expectations and demands of all stakeholders in education. Everyone will certainly prefer menntut science at an institution that has a good quality. On this basis, schools / educational institutions should be able to provide good service and quality in order not to be abandoned and unable to compete with other educational institutions. From a variety of views, criteria and indicators that we can take that quality education could be improved if the school has one) support from the government, 2) Leadership Principals effective, 3) Performance good teacher, 4) relevant curriculum 5) graduates quality, 6) culture and climate of effective organization, 7) the support of the community and parents. Implementation of management in improving the quality of education is a real solution is to be hope in order to manage the indicators of the quality of education to create a synergy in efforts to improve the quality of education. Abstrak Rendahnya mutu pendidikan di Indonesia sebenarnya merupakan diskusi yang telah lama ada. Namun hingga saat ini permasalahn mutu pendidikan tidak juga kunjung selesai. Pendidikan yang berkualitas merupakan harapan dan tuntutan seluruh stakeholder pendidikan. Semua orang tentunya akan lebih suka menntut ilmu pada lembaga yang memiliki mutu yang baik. Atas dasar ini maka sekolah/ lembaga pendidikan harus dapat memberikan pelayanan dan mutu yang baik agar tidak ditinggalkan dan mampu bersaing dengan lembaga pendidikan lainnya. Dari berbagai pandangan, kriteria serta indikator yang dapat kita ambil bahwa pendidikan yang bermutu dapat ditingkatkan apabila sekolah memiliki 1) dukungan dari pemerintah, 2) Kepemimpinan Kepala sekolah yang efektif, 3) Kinerja guru yang baik, 4) kurikulum yang relevan, 5) lulusan yang berkualitas, 6) budaya dan iklim organisasi yang efektif, 7) dukungan masyarkat dan orang tua siswa. The article analyzes some general trends and outlines strategic benchmarks of the domestic dimension for reforming the educational sphere. In the context of modern theoretical paradigms, globalization, innovation, quality of education as trends that actualize and cause reform educational processes in Ukraine are distinguished. Globalization poses a challenge for education in general and for national educational systems, in particular, a number of problems that require a speedy response both at the state level and at the level of civil society institutions. The answer to them should be the leitmutif of further reform of the domestic educational sector, where the key position is not the unification of higher education, but wide access to the diversity of educational, scientific and cultural achievements of other countries, a deep combination of educational and scientific activities. We are talking about a new philosophy of education and science, learning and education, new approaches, goals and priorities, that is, a new paradigm for the development of higher school. In terms of innovation, the education system must change the paradigm of building and functioning, steadily moving into a river ahead of education, when scientific knowledge, changing its orientation from technogenic and economic to humanistic and environmental, outpaces the transformative activities of people. The quality of education is seen as a significant step towards European integration, because, first of all, promoting European cooperation in ensuring the quality of education is a requirement of the Bologna process; secondly, quality assurance of education is one of the leading conditions that promotes mobility, connectivity and attractiveness of the higher education system of any country, the main component of the prestige of higher education institutions; thirdly, the main responsibility for quality assurance lies with the institution of higher education in accordance with the principle of institutional autonomy.

Quality assurance is an important part of the higher education system which ensures that the effort to achieve quality is in accordance with the quality standards set by the government. The problem of the low quality of human resources of a nation is a manifestation of the inability of the quality assurance system to work effectively. Application of a model that is less effective in quality assurance, will have an impact on achieving the quality of Education. In Indonesia, various changes in the regulation of the quality assurance system began in 2006 - until now, basically both conceptually but not optimally in implementation. Internal and external quality assurance of higher education (HE) institutions has not produced satisfactory results, with the still low competitiveness of HE graduates and the competitiveness of the nation's human resources.

The article is devoted to the development of higher education system in the interests of modernization of the country´s economy. The author considers the negative trends affecting the development of the national economy, in particular, unfavorable demographic situation, labour aging. The article shows a well-established model of the educational process, which cannot be used without change in these circumstances. The author presents the renovated model and technology of the learning process of higher education experts, which should be action-oriented and remain professional, and analyzes the necessary conditions for the implementation of the proposed model. An important feature of training in the intensive growth of the economy should be the cooperation of the teaching staff of educational institutions with technical staff, experts of enterprises and organizations - consumers of prepared graduates. Today employers´ requirements to future specialists are increasing. This makes it necessary to improve the quality of interaction between educational institutions and industrial organizations. The author recommends to extend the information communications of educational institutions with interacting companies and organizations, and offers some ways to improve the quality of training specialist through direct interaction with employers and changes in the system of relations between teacher and student.

This article considers the perspective of the key social actors (students, teachers and university management) regarding distance education development in Russia. In the modern information and digital age, distance education – based on the possibility of disseminating knowledge through modern computer technologies – is being actively introduced into the Russian higher education system. The pace of implementation is increasing in Russia, yet its assessment as a new form of learning and teaching is ambiguous. There are clear advantages to this form when compared with traditional face-to-face classroom instruction including: the accessibility of education to a wide audience; the possibility to earn a degree irrespective of place of residence; variability of learning time selection; relatively low tuition fees. At the same time, however, many believe that the quality of education received by distance students is lower than that received via face-to-face teaching, due to both the lack of student’ readiness and the difficulties related to pedagogical process organization and management. This study considers whether distance higher education will continue to develop in Russia. The answer to this question depends to a large extent on the perspective of the key social actors. The study analyses their attitudes to distance education and make the following conclusions: 1) University management generally accept this form because of its economic advantage and attitudes of the higher education authorities. Students also vote in favour, because it allows them to earn a degree without giving up work, family and home-related commitments. The most negative assessment is given by teachers who conduct classes at a distance and can compare distance learning outcomes with those in the traditional face-to-face classroom instruction. Приведение институционального влияния системы высшего образования в соответствие с требованиями к компетенциям специалистов, предъявляемыми предприятиями и организациями экономики и социальной сферы в условиях социально-экономической модернизации России, будет способствовать совершенствованию системы управления высшими учебными заведениями, повышению качества образовательных услуг и конкурентоспособности вуза на отечественном и мировом рынке высшего образования.The relevance of the proposed article is due to the issues of massive improvement and expansion of the business environment that universities can use in the process of transition from the traditional model of education to the innovative model. Bringing the institutional impact of the higher education system in line with the requirements for the competencies of specialists imposed by enterprises and organizations of the economy and social sphere in the context of socio-economic modernization of Russia will contribute to improving the management system of higher educational institutions, improving the quality of educational services and the competitiveness of universities in the domestic and world higher education market.
