Language as Proxy in Egypt’s Identity Politics: Examining the New Wave of Egyptian Nationalism

Mariam Aboelezz

This article, written by Mariam Aboelezz’s, focuses on the period following the overthrow of Egypt’s Islamist president Mohamad Morsi in 2013. Concurrent with this was a government-supported emphasis on ‘Egyptian identity’. Using the concept of alterity as highlighted by Suleiman, as well as acknowledging Suleiman’s contribution to the study of the role of language as proxy in identity politics, Aboelezz examines how language is used as proxy in this new wave of Egyptian nationalism. She demonstrates how old motifs have been revived by the government – for example, the use of ʿāmmiyya and the rejection of fuṣḥā as proxies for promoting an Egyptian identity – and establishes a convincing link between language and identity through processes of distanciation, differentiation and identification.

Abstract Historical politics is usually an institutionalised top-down phenomenon, in which the government or the cultural elites selectively formulate a historical narrative to unify and homogenize the imagined nation-state. Yet, there are also grassroots movements in the public sphere, which participate in the uses and abuses of history for identity politics. We focus on one such case: the football supporters’ commemoration activism. While football supporters’ social activism and the role of football matches as lieux de mémoire have received significant scholarly interest, their commemoration activism is as yet poorly described. In this paper we investigate how two regional newspapers of differing political position report this issue. The DHA-inspired qualitative analysis shows that Gazeta Wyborcza writes about it relatively rarely and views it as an appropriation of collective memory. Głos Wielkopolski on the other hand constructs football supporters as a rejuvenating force in local identity and memory politics.

The declaration of Belgian independence in 1830 constituted a major turning point in Belgian language history: French was almost instantly installed as the only official language in public offices and judicial cases, which left the majority of Flemish citizens unable to understand or reply to official documents. While the monolingual French authorities quickly recognized the necessity of providing Flemish translations of laws and decrees, numerous Flemish jurists and officials criticized these official translations for being inadequate, since they contained several errors in syntax and legal terminology. This criticism led to a flow of new translations and ideological commentaries, especially in newly created Flemish legal journals. My contribution seeks to point out the key role of these journals in the process of emancipation and standardization of the Flemish legal language and in the creation of a proper Flemish legal culture. My focus is on the first volume of the legal journal Rechtskundig Tijdschrift voor Vlaamsch-België (1897–98), which actively supported the coming into being of a Flemish legal language and identity. This journal published translations of important francophone judgements, annotated translations of laws and decrees as they appeared in the government journal Moniteur belge, and numerous discussions of jurists on the Flemish legal language.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

This article explores the role of visuality in the identity politics of fin-de-siècle Catalonia. It engages with the recent reevaluation of the visual, both as a source for the history of modern nation-building, and as a constitutive element in the emergence of civic identities in the liberal urban environment. In doing so, it offers a reading of the mutually constitutive relationship of the built environment and the print media in late-nineteenth century Catalonia, and explores the role of this relation as the mechanism by which the so-called ‘imagined communities’ come to exist. Engaging with debates on urban planning and educational policies, it challenges established views on the interplay between tradition and modernity in modern nation-building, and reveals long-term connections between late-nineteenth-century imaginaries and early-twentieth-century beliefs and practices.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.
