Qanun Jinayat is a legal product established with the aim of reducing the number of violations of Islamic law in the city of Banda Aceh. But the facts show that the implementation of this qanun over the past five years has not reduced violations of Islamic law. This is interesting to do research considering the presence of the qanun as the norm that enforces Islamic Sharia has not been able to reduce the level of violation. For this reason, this research would like to describe the implementation of the Qanun Jinayat and the factors that cause the qanun become ineffective.             This research uses qualitative method with descriptive approach. The Research data collected were using interview and documentation study technique.             Research findings reveal that the process of implementing Qanun No. 6 of 2014 concerning Jinayat Law has not gone well. Factors that cause the ineffectiveness of the implementation of the Qanun Jinayat in Banda Aceh City are human resources that lack adequate quality, management of financial resources that are not optimal and the availability of facilities and infrastructure that have not been good.   Keywords : Implementation, Qanun Jinayat

The total potential for zakat profession is IDR. 139.07 trillion, or 59.5 percent of Rp's total national zakat potential. 233.8 trillion. Meanwhile, the realization only reached IDR. 3.9 trillion or 2.8%. This study aims to analyze the zakat profession from the sharia and regulatory dimensions. This study uses a qualitative method with a descriptive approach and literature study. The research data was obtained by collecting and reviewing previous research results that were relevant to the theme. The results showed that zakat profession from the sharia dimension is obliged to follow the text of the Alquran and the fatwas of the ulama to meet the ‘nisab’ limit. Meanwhile, on the regulatory side, professional zakat is comprehensive. It is indicated by the presence of regulations at the macro, meso, and micro levels. Thus, professional zakat has strong legitimacy and can encourage optimizing the collection and distribution of zakat.

The development of political communication relies on multidisciplinary based on concepts in communication, political science, journalism, sociology, psychology, history, rhetoric, and others. This study deals with commitment of political communication in the mayor of Banda Aceh, Indonesia. Constructivism paradigm is used in this study to discuss the perceptions on truth, explanation, beliefs and views about the world. The result shows that the mayor paradigm in building the Banda Aceh city area referred to the concept of the Prophet's development in Medina, and the Aceh Sultanates in building the area. Success in building the country and region are basically fully committed to carrying out and enforcing Islamic law in order to be strong and reside in the souls of the people. Therefore the mayor believes and is committed to continuing to build the city of Banda Aceh as a civil city model that is inseparable from building Islamic law in a consistent manner.

Tujuan ditulisnya artikel ini untuk mengidentifikasi jejak Hindu Kuno di Kawasan Menara Kudus Jawa Tengah. Metode yang digunakan dalam riset ini adalah deskriptif analitik yakni cara mendeskripsikan dan menganalisa data berupa bangunan kuno berupa Menara Masjid Al-Aqsha, Makara/Kalla, dan dua gapura (kori) di Masjid al-Aqsha. Riset ini mendeskripsikan, menganalisis, dan menginterpretasi data berdasarkan observasi danliteratur. Hasilnya,kondisi benda cagar budaya yang menyerupai peninggalan Hindu di Kawasan Menara Kudus(1) Menara hasil renovasi erakolonial tahun 1880, 1913, 1933, dan oleh BPCB Jawa Tengah tahun 1980, 2011, 2013, dan 2014.Kondisinya kini tidak lagi asli karya masa lalu tapi bentuknya tetap utuh, 80 persen hasil renovasi BPCB Jawa Tengah akibat Menara mengalami kerusakan diterpa hujan, cuaca/iklim/angin, dan getaran akibat pengguna jalan di depan Menara yakni mobil dan sepeda motor.Rekomendasi BPCB Jawa Tengah sejak tahun 2018 mobil umum dilarang melintas jalan di depan Menara oleh Pemda Kudus hingga kini, (2) dua gapura (kori) di serambi dan di dalam Masjid Menara Kudus kondisinya baik dan utuh, dan (3) kala/makara posisinya ada di tempat wudlu.Untuk merawat kesinambungan Kawasan Kauman Menara Kudus agar lestari, Pemda Kudus perlu mencanangkannya sebagai kota pusaka.   This article identifying the Kuno Hindu Trail in Region Kudus Minaret Central Java. This research data were descriptive analysis a by interview, participatory observation, and literature review. Data collection was analyzed using a qualitative descriptive approach. Data collection was observationand literature. Research result, condition culture reserve relic Hindu in Kudus Minaret (1) minaret, renovation colonial era in the year of 1880, 1913, 1933 and BPCB Central Java 0f 1980, 2911, 2013, and 2014. The condition is now not original after renovation although the shape is still intact. The minaret is damaged because get rained on, weather, vibration due to the car. The recomanded BPCB until 2018 the car prohibited from passing in front of minaret, (2) two gate (kori) in the masque al-Aqsha good condition and intact, (3) kala/makara in ablution place. To preserve holy government Kudus need to schedule the city heritage.

This study aims to determine the suitability of the study program at the Community Academy for the potential of the region and to know the interest of secondary school graduates continuing to the Community Academy. The research method used is a qualitative method with a descriptive approach. The data and information in this study were collected through Focuss Group Discussion (FGD) and questionnaires. The conclusion in this study is that the Community Academy study program in the city of cianjur is still not in accordance with regional potential, because the study program only represents the needs of the workforce in general and the Cianjur City Community Academy gets considerable interest from secondary school graduates.

This research presents the latest information on the analysis of Islamic law on the practice of fulfilling the rights of wives and children in the household among the Tablighi Jama'ah. This research is presented in a qualitative form with the approach of sociology of law (Islamic law). This study uses Islamic law (mashlahat theory) as an analysis tool in analyzing research data. In the end, this study concluded that the rights and obligations of husband and wife and children in the household among the Tablighi Jama'ah were actually subject to and did not differ from the provisions of Law No. 1 of 1974, KHI and so from the opinion of Imam Shafi'i, although in reality related to the Tablighi Jama'ah policy, especially when selecting members who want to leave the khuruj still needs to be improved so that there are no more members of the jama'ah who are mentally incapable, especially financially making khuruj, so this does not impact on the non-implementation of the obligations of the husband in the household and the poor image of preaching khuruj in the midst of society, especially the city of Medan.

ABSTRAK Pesatnya perkembangan teknologi media sosial membuat kepopuleran mudah didapat. Evie Effendi merupakan salah satu da’i populer di media sosial Youtube dilihat dari banyaknya jamaah, kalangan muda khususnya. Ia da’i nyentrik dan mempunyai ciri khas dalam dakwahnya yaitu mengenakan pakaian modis kaum muda serta selalu menambahkan humor dalam ceramahnya. Tujuan penelitian ini yaitu untuk mengetahui, menganalisis dan mengkontruksi proses penyusunan retorika dalam dakwah Evie Effendi di video Youtube.  Penelitian ini menggunakan beberapa teori seperti, teori retorika yang diungkapkan oleh Aristoteles tentang seni untuk mempengaruhi orang lain (the art of persusasion) menggunakan prinsip ethos, pathos dan logos.  Teori retorika Jalaludin Rakhmat tentang imbauan persuasi dalam berpidato. Metode yang digunakan dalam penelitian ini  adalah metode kualitatif dengan pendekatan deskriptif. Data yang diperoleh melalui observasi, dokumentasi dan sampling. Data-data dianalisis dan dideskripsikan sesuai dengan teori-teori terkait. Hasil penelitian membuktikan bahwa  retorika yang diterapkan oleh Evie Effendi meliputi ethos, pathos, dan logos, serta lima imbauan persuasi. Gaya bahasa yang digunakan Evie Effendi dalam dakwahnya meliputi, ta’lim dan tarbiyah (pengajaran dan pendidikan), tazkir dan tanbih (pengingat dan penyegaran kembali), targhib dan tabsyir (penggemaran amal sholeh dan penampilan berita pahala), tarhib dan inzar (menakut-nakuti dan menyampaikan berita siksa), qashash dan riwayat (penampilan kisah atau cerita masa lalu), serta amar dan nahi (perintah dan larangan). Kemudian,  humor yang digunakan adalah humor exaggeration, parodi, burlesque, dan belokan mendadak. Kata kunci : Retorika; Evie Effendi; Dakwah; Youtube ABSTRACT The rapid development of social media technology has made it easy to get popularity. Evie Effendi is one of the popular da'i on Youtube social media seen from the many worshipers, especially young people. He was quirky and had a characteristic in his preaching which was wearing fashionable clothes for young people and always adding humor in his lectures. The purpose of this study is to find out, analyze and construct the process of preparing rhetoric in the preaching of Evie Effendi on Youtube videos. This study uses several theories such as the rhetorical theory expressed by Aristotle about art to influence others (the art of persuasion) using the principles of ethos, pathos, and logos. The rhetorical theory of Jalaluddin Rakhmat about the appeal of persuasion in speeches. The method used in this study is a qualitative method with a descriptive approach. Data obtained through observation, documentation, and sampling. The data are analyzed and described in accordance with related theories. The results of the study prove that the rhetoric applied by Evie Effendi includes ethos, pathos, and logos, and five persuasion calls. The language style used by Evie Effendi in her preaching included, ta'lim and tarbiyah (teaching and education), tazkir and tanbih (reminders and refreshes), targhib and tabsyir (good charity and news reward appearance), tarhib and inzar (scare and news torture display), qashash and history (Appearance of stories or stories of the past), and amar and nahi (orders and prohibitions). The problem of poverty in Aceh, with various factors, has made Aceh the poorest region in Sumatra in 2021. One of the efforts to overcome it is by developing the MSME sector. Therefore, the existence of financing at Bank Aceh Syariah is expected to be able to effectively overcome these problems. This study aims to determine the effectiveness of murabahah financing for Micro, Small, and Medium Enterprises in Aceh in poverty alleviation efforts, specifically for the City of Banda Aceh. The method used in this research is qualitative with a descriptive approach. The data sources used were primary and secondary with the techniques of observation, interviews, and documentation studies The results showed that the murabahah financing at PT. Bank Aceh Syariah Operational Headquarters for MSMEs is effective in poverty alleviation efforts, it can be seen that after receiving financing, MSMEs are able to increase income, develop businesses, and create jobs.

The interpersonal communication of beggars involves the beggars’ interaction with their donors, and interaction among beggars. This communication incorporates symbols that have been given meaning, both verbal and non-verbal. This study aims to determine the motives that encourage someone to become a beggar in Banda Aceh, the effectiveness of the city government’s policy in handling the begging activities and to find out the process of interpersonal communication of the beggars. This study applies the descriptive qualitative method with phenomenology approach, to describe the meaning of some people’s lives. The research subjects are the beggars who are willing and able to provide the required information in-depth. The result shows that the interpersonal communication process among the beggars and the beggars with the donors are conducted through symbolic interaction by using language and symbols, and role-play performance creating condition and atmosphere which gave certain meanings. The communities performing such interactions had the ability to utilise symbols to create an impression that attracted the attention of donors. The actions raised people’s sympathy who will give charities to them in any expected feedback. The understanding of this issue is important for the realization of the implementation of the regulation but still maintaining the aspirations of the citizens who uphold Islamic values, the concept of giving to the people in need.

This study describes the challenges of implementing the National Program for Community Empowerment (PNPM) Mandiri in East Kalimantan in the perspective of community participation. Qualitative method with descriptive approach used in this study. The research findings show that the challenges of implementing PNPM Mandiri are described from internal and external aspects. Community participation in planning is still at the level of consultation, and implementation is still limited to physical participation not at the level of ideas, due to various limitations.Keywords: challenges, PNPM, participation.

This research is a field research which is sampling study. The sample is taken from by using porpusive sampling technique as many as 50 people with sample distribution as many as 10 people from 5 districts in Banjarmasin. Data collection technique is done by conducting interviews to the respondents, which then analysis is done qualitatively. From the results of the study note that from 50 respondents who are the authors carefully, then their perceptions can be categorized in two groups of opinions. The first group consists of 38 respondents who argue that broadcasting Islamic da'wah through private television in the city of Banjarmasin is a new pattern in Islamic da'wah. Because most da'wah in the past done only by using simple media, ie through direct meeting or assembly taklim. So someone who wants to follow an Islamic da'wah activities should come to the place of da'wah. This second group consists of 12 respondents who argue that broadcasting Islamic da'wah through private television in Banjarmasin City is a new pattern in da'wah Islamiyah, in the local context. But not enough, and need to be upgraded in the packaging or form of lecture, which is more compressed on the interactive form. The reason of the first group that the da'wah through media tekevisi broadcast by private television in the city of Banjarmasin, shows dakwah in Banjarmasin is a significant increase. According to this first group, private television programs broadcasting propagation programs such as TV Ambassador and Banjar TV are good enough, because the material of dakwah is quite varied, such as ketauhidan, Islamic law, and morals. Then there is also a commentary of the hadith of the Prophet Muhammad SAW. but according to this second group, the da'wah broadcast by private television in Banjarmasin city is good enough, but still need to be improved again its dakwah program. Like more interactive dialogue compared to da'wah in the form of non-interactive religious lectures.
