The Central Government has designated North Penajam Paser Regency as one of the new capital areas. The aim of the Government to move the capital city from Java Island is for equitable development and economic growth. The existence of limited regional funds requires local governments to arrange the priority of economic sectors which have to be developed in their regions. Mistakes in selecting priority sectors will cause waste of funds and underdevelopment of the regional economy. The purpose of this research is to identify and analyze the leading sectors of North Penajam Paser Regency. This research uses Location Quotient and Shift Share analysis methods with Gross Regional Domestic Product for 2015 to 2019. The results showed that the construction and real estate sectors were the leading sectors.

The Covid-19 pandemic has spread out in Indonesia include in Hulu Sungai Tengah Regency. In 2020, this pandemic caused a deep economic contraction that needs to be a concern for local governments. This study aims to determine the potential sectors of the Hulu Sungai Tengah Regency during the Covid-19 pandemic to be able to rise from economic contraction. The data used are sourced from BPS-Statistics including Gross Regional Domestic Product at constant prices 2010 by industry, PDRB at current prices by industry, population, the share of economic sectors, Economic Growth during 2016-2020. The analysis used was Typology Klassen Analysis and Location Quotient which resulted that the Agriculture, Forestry, and Fisheries; Information and Communication sectors becoming the potential sectors that lead the economy of Hulu Sungai Tengah Regency during the Covid-19 pandemic. Based on information technology and focus on potential sectors, the growth of other sectors such as Manufacturing; Trading; Accommodation, Food, and Beverage will grow to increase the added value of the regional economy of Hulu Sungai Tengah Regency.

<p>Today the world has entered the era of modern air transport where human movement needed to support facilities and infrastructure that support for the movement of activity. The number of routes and flights are always growing by leaps and bounds every year.</p><p>In Indonesia alone by more than 10 of the largest airliner in which two, namely Garuda Indonesia and Lion Airline, based on data in 2012 each have no less than 50 routes per day and more than 4,000 flights per week [1] (web magazine ZonaAero). To support the security and safety of air transport, the government through the aviation authorities are trying to build an adequate infrastructure. A number of local governments and central government together with Angkasa Pura and Airnav Indonesia (LPPNPI) has a lot to develop the airport terminal, lengthen and widen the runway, install instrument flight (radar, DVOR, ILS etc.), and make the regulations more guarantees The good level of a security and aviation safety.</p><p>However, for things that are not desirable that may occur as aircraft accidents, it is necessary to support the system also prepared to facilitate the search for the location of the accident. Still clear in our memory how when, on May 9, 2012 a plane Sukhoi Superjet 100 has crashed in the promotion and demonstration flights. It takes more than one day to find the crash site in the area around Mount Salak located less than 100 kilometers from the capital city of Jakarta [2] (Indonesia Wikipedia).</p><p>The distance of time ranging from a loss of communication with the aircraft until the discovery of the accident scene will be very good if it can be reduced to as small as possible. This will help Basarnas and NTSC accelerate the process of investigation and to provide certainty for the families of the victims as well as those of other interested parties.</p>Location tracking system of aircraft accident would be able to find the location of a plane crash just a few moments after the breakdown of communication between the aircraft control tower / flight controller.

<p><em>The implementation of regional autonomy resulted in each region to be able to manage their finances independently. This is one way the central government to remove the dependency of local governments to the central government. Thus requiring local governments to explore the sources of local revenue in order to finance regional development. In an effort to increase local revenues derived from the PAD is determined by economic factors or economic potential which has the prospect to be developed for each area. While the economic progress of a region heavily dependent on the development efforts undertaken by the government in providing public facilities to support economic activity. so it needs to be studied further economic growth in East Java, which increased from year to year, is also accompanied by an increase in revenue (PAD) as one source of income in financing regional development. The result indicates the role of the revenue (PAD) in the Regional Budget (APBD) of East Java Province indicates that there is still very small, with an average of 15.47% of the total revenue budget. This means that the level of dependence of local governments on the central government is still high. Although the results of regional revenue projections indicate that component has been great in their contribution of the reception area, which amounted to 69.52%. Using the ordinary least squre method, the result of regression correlation are insignificant. This means that the regional gross domestic product does not have an effect on revenue of East Java Province. If an increase or decrease in regional gross domestic product will not increase or decrease revenue amount. This means that there is no significant relationship between economic growths towards the reception of the revenue.</em></p><p align="left"><em> </em></p><p><strong>Keywords: </strong>economic growth, revenues (PAD), Regional Budget (APBD), Gross Domestic Product (GDP).</p>

The objectives of this paper are to analyze economic growth through the GRDP (Gross Regional Domestic Product) figure which leaves a problem of regional disparity between districts/cities in Gorontalo Province and aims to identify potential sectors in districts/cities in Gorontalo. The analytical method used is location quotient, Klassen typology, Williamson analysis, and Gini ratio. The findings in this paper are where Gorontalo City is the center of economic activity, so it can be said that of the 17 (seventeen) Gorontalo provincial national income sectors, 15 (fifteen) of them are based sectors, 2 sectors are agriculture, forestry and the fisheries and mining and quarrying sector are not the basic sectors in Gorontalo City. Gorontalo City has 15 (fifteen) basic sectors, 3 (three) sectors that have the highest value for the base sector including the water supply sector, the sector of providing food and drinking accommodation, and the real estate sector. Another case with other districts that are hinterland areas for developed regions. High inequality in developed regions (Gorontalo City) and hinterland areas such as Gorontalo Regency, Bone Bolango Regency, North Gorontalo Regency, Boalemo Regency, and Pohuwato Regency are caused by backwash effects so that financially cannot focus on funding investment in its superior sectors. Leading sectors in Gorontalo Regency have 9 (nine) leading economic sectors, Bone Bolango Regency has 11 (eleven) leading economic sectors, North Gorontalo Regency has 6 (six) leading economic sectors, Boalemo Regency has 1 (one) leading economic sector and Regency Pohuwato has 6 (six) leading economic sectors.

Economical housing in China is targeted at the housing needs of middle and lower‐middle income urban households. Subsidies and other preferential policies for the provision of such housing are extended by the government. Economical housing is viewed by the Chinese central government as a fundamental component of the new housing system, which was set up in 1998 following the end of the old public housing system. It has also been used as the main driver for economic growth by the Chinese central government in the past five years. In each of those years, billions of RMB from the national budget has been invested in building economical housing, with the aim of eliminating the large gap between housing prices in the open market and public affordability, as well as to support economic growth. The issue of economical housing in China is intimately tied up with political and social issues. This paper presents a thorough study of the evolution of economical housing from 1998 to 2002 in China. Beijing is chosen as a case study because it is the capital city and has one of the most important real estate markets in the country. Recommendations are also given on the future development of economical housing.

Economic development in Batu City cannot be separated from economic growth, while economic development encourages economic growth and vice versa economic growth accelerates the process of regional development. This study aims to determine the leading economic sectors in Batu City in 2012-2018. The results of the study are based on a combined analysis of Static Location Quotient (SLQ) and Dynamic Location Quotient (DLQ) obtained as sectors that are classified as leading economies, namely agriculture, mining, and fisheries, air procurement, construction, wholesale trade and trade, supply accomodation, real estate and other services. Mainstay economic sectors are the manufacturing sector, electricity and gas procurement, as well as transportation and warehousing. Prospective economic sectors are the information and communication sector, financial services and insurance, government administration, education services, as well as health services and social activities. And the lagging economic sector is the mining sector, and corporate services. Using Shift-Share (SS) analysis, the contributing sector is growing fast and is being developed for the manufacturing, construction, wholesale and retail, transportation and warehousing sectors, transportation, information and communication, financial services, real estate, corporate services, education services and health services. While the results of the analysis using the Klassen Typology sectors that are classified as fast-moving and fast-growing are the construction sector, wholesale trade and trade, the supply of goods and beverages, communication and information, and other services.

China has adopted a transfer-based fiscal decentralisation scheme since the mid-1990s. In the 1994 tax sharing reform, the central government significantly raised its share of government revenue vis-à-vis local governments by taking most of the newly created value-added tax on manufacturing. One aim for the adoption of the transfer-based fiscal scheme was to channel more funds to less developed regions and rural areas, and to alleviate growing interregional inequality and urban–rural income disparity. In 2002 and 2003 the Chinese central government further grabbed 50% and 60%, respectively, of the income taxes previously assigned only to local governments while providing more fiscal transfers to the country’s poor regions and the countryside. Utilising the 2002–2003 change in China’s central–local tax sharing regime as an exogenous policy shock, we employ a Simulated Instrumental Variable approach to causally evaluate the effects of the policy shock on growth, interregional inequality and urban–rural disparity. We find the lower local tax share dis-incentivised local governments and led to lower growth. Although higher central transfers helped to reduce interregional inequalities in per capita GDP and per capita income, the equalising effects were only present for urban incomes. We argue that transfer-based decentralisation without bottom-up accountability was detrimental to economic growth and had limited impact on income redistribution.

Purpose of the study: Within 10 years, the central government of Indonesia has granted the special autonomy fund to Aceh as a strategy to improve the welfare of Acehnese. Contrary, the special autonomy funds that cannot be implemented properly-affected to the poverty in Aceh-is not significantly decreased. This study aims to determine the failure of special autonomy funds to decrease poverty in Aceh. Methodology: This research used descriptive qualitative methods by conducting the primary data through interviews, also secondary data through books, journals, newspapers, and other related sources. The analysis data is doing by using Transactional Political Theory. Main Findings: The results of this study indicate that asymmetric decentralization can be seen from the weak Regional Economic Growth Rate and the slow improvement of the Quality of Human Development Index (HDI). Thus the failure was caused by two things, namely: the thick Political Content of The Local Political Elite and the Domination of Local Political Elite in the Management of Aceh's Special Autonomy Fund in the Compilation of Planning and Work Programs. The absence of control in the management of special autonomy funds is based on project performance without good planning, and the existence of interest-based planning in the management of special autonomy funds that based on populist activity programs following the wishes of politicians which have an impact on weak regional economic growth, slow index improvement of human development quality, high poverty rates, and high unemployment in Aceh. Applications of this study: The finding of this study offered the evaluation systems for the government of Aceh to strengthen better local government governance, especially in increasing budget planning and implementation efficiency and strengthening regulations, and implementing an e-planning system to select program activities from the Aceh special autonomy fund. Novelty/Originality of this study: Based on the literature review conducted, there were limited publications which are focusing on the failure of autonomy funds in Aceh. Therefore this research will enrich the publication that concerns the failure of managing special autonomy funds in Aceh.

Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. The relationship between the Central Government and Local Government in Financial Management for the Handling of the Covid-19 Pandemic is fiscal decentralization. Independence of Regional Development in regional autonomy is the ability of local governments to self-finance government activities, development, services to the community and manage regional finances, especially Regional Original Income (PAD) and Economic Growth Levels without relying mostly on assistance from the central government. This study aims to determine the effect of local taxes, levies and the level of economic growth on the independence of regional development in CIAYUMAJAKUNING regencies / cities for the 2011-2018 period, either partially or simultaneously. The variables used in this study are Local Taxes, Retribution, Economic Growth Rate and Regional Development Independent Ratio obtained from the website of the Directorate General of Financial Balance (DJPK) and the website of the Regency / City Central Statistics Agency (BPS) in West Java. The analytical method used is descriptive analysis method and verification. The sample selection in this study used the saturated sample method, and the samples from this study were 5 districts / cities, namely Cirebon City, Cirebon Regency, Majalengka Regency, Indramayu Regency and Kuningan Regency in the 2011-2018 period so that 40 sample data were obtained. The analytical tool used in this research is simple linear regression analysis. The results of this study indicate that Retribution has a significant effect on the Independence of Regional Development.
