The main events in the work of the XXV anniversary International Scientific and Technical Conference “Geoforum”, which took place on June 9–11, 2021 in Lviv – Bryukhovychi – Yavoriv, are covered. Preparation and holding of the conference, grand opening, work of plenary sessions, scientific sections and presentations, a powerful exhibition of new technologies and equipment, unique measuring systems, software products, etc. are considered. The state and prospects of development of geodetic, topographic, cartographic and cadastral works are estimated.

В статье проводится описание алгоритмов и методики создания универсального контрольно-измерительного программного комплекса, применяемого в высокотехнологичном судостроении при монтаже и наладке бортового оборудования изделий. Комплекс решает задачу импортозамещения подобных программных продуктов для Российской промышленности. Проводится расшифровка применяемого в сети протокола, с помощью авторского программного монитора, и передача данных по состоянию каждого элемента бортовой системы на авторский визуализатор, где информация по состоянию элементов отображается в цифровом, графическом или анимационном виде. Комплекс строится на базе отечественных компонентов оборудования (адаптеров сетевых протоколов). Рассматриваются, предложенные автором, концепция и принципы компоновки программных модулей и новый алгоритм обработки данных циклического буфера примененных адаптеров. Приводятся результаты сравнительного анализа информационного потока комплекса и графиков реального изменения показаний датчиков контролируемых величин, подтверждающие адекватность работы созданного программного обеспечения. The article describes the algorithms and methods for creating a universal control and measuring software complex used in high-tech shipbuilding during the installation and adjustment of onboard equipment of products. The complex solves the problem of import substitution of similar software products for the Russian industry. The protocol used in the network is deciphered using the author's program monitor, and data is transmitted on the state of each element of the on-board system to the author's visualizer, where information on the state of the elements is displayed in digital, graphic or animation form. The complex is built on the basis of domestic equipment components (network protocol adapters). Considered, proposed by the author, the concept and principles of the layout of software modules and a new algorithm for processing the data of the cyclic buffer of the applied adapters. The results of a comparative analysis of the information flow of the complex and graphs of the real change in the readings of the monitored quantities, confirming the adequacy of the work of the created software, are presented.

AbstractNew communication technologies allow patients to communicate with their physicians from anywhere using computer or smartphone. Adding video to the mere phone call optimizes the personal contact between patient and physicians regardless of distance. Legal and reimbursements requirements must be taken into account, especially only certified software products must be used. In addition, patient consent is needed and confidentiality must be assured. The video patient consultation can be reimbursed by the health insurance companies. As with all new technologies, the introduction of these video consultations faced some challenges. Although patients and physicians have expressed great interest in this technology, it has been rarely used so far. The current COVID crisis increased the need for video consultations resulting in an increasing use of video patient consultation. It can be expected that this demand will still exists after the COVID crisis.

The almost instantaneous access to information provided by technological advances has revolutionized the behavior of people and of the classrooms too. Teachers had to adapt themselves to new technologies to maintain students interested and attentive to the discipline being taught. In this work, the behavior of the students of the 6th grade of elementary school II during class was observed. The school chosen is a public school in the State of São Paulo (Brazil). The research was based on data collection. The students were observed by being filmed during six months. The results showed that the students were interested in the classes and committed to the activities. The place that the student chooses to sit in the classroom influences the behavior of the teacher, because the more distant the teacher, the less he participates in the class.

States are commonly blamed for wars, called on to apologize, held liable for debts and reparations, bound by treaties, and punished with sanctions. But what does it mean to hold a state responsible as opposed to a government, a nation, or an individual leader? Under what circumstances should we assign responsibility to states rather than individuals? This book demystifies the phenomenon of state responsibility and explains why it is a challenging yet indispensable part of modern politics. Taking Thomas Hobbes' theory of the state as a starting point, the book presents a theory of state responsibility that sheds new light on sovereign debt, historical reparations, treaty obligations, and economic sanctions. Along the way, it overturns longstanding interpretations of Hobbes' political thought, explores how new technologies will alter the practice of state responsibility as we know it, and develops new accounts of political authority, representation, and legitimacy. The book argues that Hobbes' idea of the state offers a far richer and more realistic conception of state responsibility than the theories prevalent today and demonstrates that Hobbes' Leviathan is much more than an anthropomorphic “artificial man.” The book is essential reading for political theorists, scholars of international relations, international lawyers, and philosophers. It recovers a forgotten understanding of state personality in Hobbes' thought and shows how to apply it to the world of imperfect states in which we live.

Abstract In the twenty-first century, ageing of population, having become a global phenomenon, raised questions about the need to consider the social services of the elderly from an institutional perspective. Thus, the number of Russians over the age of 100 in 2018 exceeded 15.7 thousand people. In Moscow, as in the mega polis, in 2018 more than 3.4031 million people (27.2%) are older than working age. Different countries have their own characteristics of social service systems, models and policies, it depends to a large extent on the traditions of assistance, sources of financing, the space of responsibility assumed by the State, society, the family and the individual himself. New technologies to be applied for working with the elderly in Russia. Transition to the establishment of a system of long-term care at the level of multidisciplinary cooperation (reform of the residential care system; development of community based services, formation of Social Support Services for 75+, foster family for the elderly).Development of active longevityChanging the role repertoire of an older person (formation of new types of social roles previously characteristic of younger ages; changing of intergenerational link formats, etc.).The growing social responsibility of the State contributes to a more effective interaction between health and social care authorities, as well as a more active involvement of the NGO sector in addressing the problems of older persons.The increase in the number of older persons leads to the creation and active development of a silver economy that contributes to improving the well-being of people.Transfer of retraining and advanced training systems to the competent level according to professional standards (independent assessment of qualifications, personnel diagnostics, formation of individual trajectory of education, training of multiple disciplinary teams).

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

In today's market economy factors concerning knowledge, new technologies and innovative solutions are essential for economic development. However, the Polish economy, despite its high innovation potential compared to other European Union countries, is characterized by a very low level of innovativeness. Implementing this potential is conditioned with an appropriate economic policy of the state and rational approach to its resources and legal solutions. One of the possibilities of such an action is the use of public procurement instrument through which it is possible to more effectively create demand for innovative products and services. As shown by literature studies, the achievements of the subject literature associated with the creation of demand for innovations by public administration in Poland have been very modest. This gap is recognized the article and it attempts to build a model for assessing the innovativeness of these units. Network thinking methodology was used to build the model. As a result, after the identification of factors affecting the conduct of an innovative public procurement, a network of links was established between them and examined in terms of type, intensity and duration of exposure. Building a model according to the methodology, the opinions of experts have been used along with long-term observations conducted in the course of participation in all kinds of conferences and trainings. The model was also subjected to validation in two selected units.

Advances in neurotechnologies and artificial intelligence have led to an innovative proposal to establish ethical and legal limits to the development of technologies: Human NeuroRights. In this sense, the article addresses, first, some advances in neurotechnologies and artificial intelligence, as well as their ethical implications. Second, the state of the art on the innovative proposal of Human NeuroRights is exposed, specifically, the proposal of the NeuroRights Initiative of Columbia University. Third, the proposal for the rights of free will and equitable access to augmentation technologies is critically analyzed to conclude that, although it is necessary to propose new regulations for neurotechnologies and artificial intelligence, the debate is still very premature as if to try to incorporate a new category of human rights that may be inconvenient or unnecessary. Finally, some considerations on how to regulate new technologies are explained and the conclusions of the work are presented.

In modern conditions of global transformations and the growth of crisis phenomena in the global economy, the question of finding and developing alternative economic models becomes urgent. As a tool for stimulating economic development and a new source of growth, innovations and the results of scientific and technological activities were chosen. This approach was theoretically developed and described at the beginning of the last century, but it has become in demand only now. The development of the innovative sector of the economy leads to the emergence of qualitatively new technologies and is non-linear. The complexity of management objects, the dynamism of innovative processes, which, in turn, transform the economy, markets, institutions, are growing. Changing management objects require new scientific theories, management technologies and tools. In this article, the author analyzes modern economic and technological trends, identifies the main scientific theories that describe these processes, identifies trends in changes in management sciences. The article discusses the classification of models of innovative development, outlines the main directions of changes in the state management of innovative development and innovative infrastructure. Based on the study, the systematic changes in the role of the state in building an innovative economy are systematized, the emerging formats of managerial structures and the institutions for the development of innovative infrastructure are described.
