The perspective from the parents of non-university students is essential in determining inclusive education in a school. The Index of Inclusion is one of the most widely used self-assessment tools and strategies to help teaching teams self-assess their political cultures and practices from the perspective of the values and principles of educational inclusion worldwide. For this reason, the present study intends to show evidence of validity of the Index for Inclusion questionnaire for parents of non-university education students, in a quantitative way, through a confirmatory factor analysis (CFA). In this study, 108 fathers and 500 mothers took part, aged between 21 and 62 years (M = 43.59; SD = 6.64), whose children belonged to educational institutions throughout Spain. The results revealed adequate adjustment rates, showing invariant structure with respect to sex. The Index for Inclusion for families of non-university education students was shown to be a robust and adequate psychometric instrument to assess the degree of development of inclusive education in educational institutions from the perspective of the parents of said student body. The family is a basic pillar in the education of children and a reference for them. In addition, parents of non-university education students are configured as fundamental participatory elements of the child’s educational institution thus; making the family a fundamental element that favors inclusive education. Precisely because of all this, the future administration of this questionnaire (to the parents of these students) is recommended.

Abstrak "Pendidikan adalah kesadaran untuk mengembangkan kepribadian dan kemampuan di dalam dan luar sekolah dan berlangsung seumur hidup", yang dilaksanakan di dalam lingkungan keluarga, sekolah dan masyarakat. Suatu lembaga pendidikan pasti mengharapkan tercapainya tujuan pendidikan yang mana dapat membantu terwujudnya tujuan nasional. Keterpaduan pendidikan baik keluarga, sekolah dan masyarakat sangat menentukan keberhasilan dalam dunia pendidikan. Keluarga merupakan lembaga pendidikan tertua, yang pertama dan utama dialami oleh anak dan lembaga pendidikan yang bersifat kodrat. Sekolah sebagai lembaga pendidikan formal hakekatnya merupakan lembaga yang mendapat kepercayaan dari orang tua untuk mendidik anak-anaknya dengan tanggung jawab yang terbatas, sesuai dengan fungsi dan tujuan lembaga pendidikan tersebut. Orang tua khususnya ibu mempunyai andil keberhasilan anaknya. Ibu adalah pendidik pertama, utama dan kodrat. Metode Penelitian yang digunakan adalah deskriptif kuantitatif. Data of the hygienic assessment of the nutritional structure of students in the age periods that are critical for the formation of proper eating behavior is presened. The purpose of the study was to study the structure, nutrition regimen, dietary habits in the family, the nature of the physical activity of students. The questionnaire “Study of medical and social reasons for the formation of deviations in health and diseases in children” was used. 70-80% of students in Moscow schools have been established to be at risk in terms of lifestyle factors, among which a significant factor is a nutrition. The structure of their nutrition is characterized by insufficient consumption of biologically valuable food in 27-70% of children. The diet of 20-40% of respondents is depleted in the content of fermented milk products, vegetables, and fruits. Children exclude first courses (68-70%), breakfast cereals, fish, vegetables (35-40%), oils and eggs (29%) from their meals at an educational institution. Most schoolchildren outside educational institutions consume foods that are not intended for children food: chips, fast food, confectionery, sweet carbonated drinks.

As one of the protagonists in education, the perspective of the students is fundamental in the determination of inclusive education in an educational center. The Index for Inclusion is an instrument and strategy for self-evaluation. One of their questionnaires, the questionnaire for compulsory secondary education students, is intended for students and has become one of the most used instruments to help teaching teams to self-assess their political and practical cultures from the perspective of the values and principles of educational inclusion worldwide. Some of the questionnaires included in the Index have been used in many studies, mainly in a qualitative way. For this reason, the present study intends to show evidence of validity of the Index for Inclusion questionnaire of students in a quantitative way through an exploratory factor analysis (EFA) and a confirmatory factor analysis (CFA). In this study, 727 secondary school students (359 boys and 368 girls) aged between 13 and 19 years (M = 13.89; SD = 1.35) took part. They belonged to six educational centers in the province of Almeria. To analyze the temporal stability of the Index for Inclusion student questionnaire, a second independent sample of 81 secondary school students was used, aged between 15 and 18 years (M= 16.14; SD = 0.78). The results revealed adequate adjustment rates, showing the invariant structure with respect to gender. The Student Inclusion Index was shown to be a robust and adequate psychometric instrument to assess the degree of development of inclusive education in schools from the perspective of secondary school students, and therefore, its future application to students in schools is recommended.

The article discusses the formation of legislation on higher education in Russia. The sphere of education is the most important condition for the spiritual, professional formation and development of the individual, the social well-being of society, political and economic formation of the state. An analysis of the historical and legal experience of regulating public relations is a prerequisite for building modern legislation in the field of education. The relevance of the study of the Russian features of legislation on higher education of the XVII-XVIII centuries is that modern social relations in the field of education are not fully regulated. This is evidenced by a range of legal problems. Particular attention should be paid to the legislative regulation of certain powers of participants in public relations in the field of higher education, by-law legal regulation, as well as the implementation of certain legal norms of the Federal Law of 29.12.2012 № 273-FZ. The need to resolve these problems updates the relevance of theoretical problems. The answer to the above questions is an analysis of the historical foundations of Russian legislation on higher education. In the pre-revolutionary Russia, sufficient experience in managing higher education, as well as regulating relevant social relations was in place. The completeness of the study of the subject of public relations in the field of education in the historical context is closely related to the analysis of the activities of Russian universities. The article considers the reasons for the appearance of educational institutions in Russia. The first domestic educational institutions appeared at the end of the 18th century - at a historical moment when the expansion of Western European ideas for organizing university education reached the Russian state. Russia had an urgent need to train specialists in the field of public administration - officials, theologians - to strengthen the Orthodox faith, teachers - to educate and promote morality. The authorization of the first regulatory and legal sources in the field of higher education was associated with attempts to create the Slavic-Greek-Latin Academy in Moscow. The revival of the ideas of education in Russia objec'tively accelerated the process of creating domestic educational institutions. The further development of legislation on higher education is associated with the implementation of new ideas about the establishment of universities under Empress Elizabeth Petrovna and Catherine the Great . In the final part of the work, it is noted that in connection with the creation of the first educational institution in Russia, the first normative legal act regulating legal relations in the field of higher education is published - "Privilege for the Academy." During the XVII-XVIII centuries Russian legislation on higher education contained personal regulatory legal acts. They were strictly targeted and regulated the activities of the educational institution, its officials, teachers, students, as well as other participants in academic social relations.

The dilemma between general pedagogical offer and individual needs of every student has been topical in all ages and now, too. An inclusive education now has been considered a new hope and a possible solution for the pedagogical dilemma – how to provide educational and development necessities of every child at comprehensive school. Teacher is a crucially essential person in the practice of inclusive education. The teachers mostly have to be professionally competent in order to reveal varied necessities, individual academic achievements, the social and culture environment, where these students live, of every student; and it provides an opportunity to find out how to facilitate academic achievements of every student most efficiently. The research reveals the work conditions of Latgale region teachers through the implementation of inclusive education at educational institutions of different level.

Тhe relevance of the topic is due to the need to expand the financial autonomy of higher educational institutions (hereinafter referred to as the HEI) in Ukraine, the need to maximize the generation of their own cash receipts by providing paid services of the HEI, to improve the management efficiency of the HEI in a market economy. The market, with its industries, is in a state of flux. We observe how the needs of sectors of the economy for resources and the level of training of specialists are changing. There is a change in the influence of factors on economic processes, the role of the segments of the regional economy participating in economic processes is changing. The educational complex should contribute to the formation of not only the labor resource of the country. To implement in the field of education and science support of the labor resource at the required level, effectively based on the needs of the regional economy and other resources - industrial. By predetermining the priority sectors in the development of the regional economy, the educational infrastructure of Ukraine should set the vectors for the development of the labor market of the economy as a whole, and not only serve the existing infrastructure of the regional economy. To maximize the satisfaction of the needs of both consumers of educational services and the needs of the regional economy in production resources. The article formed the author's understanding of the concepts of "market", "educational service", "market of paid services that can be provided by HEI", presented the features of the market of paid services that can be provided by HEI in Ukraine, carried out an analysis of the regulatory framework for the provision of paid services by HEI, identified a generalized composition of participants, which are divided into generally recognized and proposed, and developed a road map for the introduction of paid services by HEI. After conducting research in the direction of the chosen topic, it was determined that the formation and development of the educational services market is taking place in accordance with certain global trends, namely: 1) the desire for a democratic education system, that is, the availability of education to the entire population of the country and the continuity of its stages and levels, provision of autonomy and independence to educational institutions; 2) ensuring the right to education for everyone (the opportunity and equal chances for each person to get an education in an educational institution of any type, regardless of nationality and race); 3) the significant influence of socio-economic factors on education (cultural and educational monopoly of certain ethnic minorities, paid forms of education, manifestation of chauvinism and racism); 4) an increase in the range of educational and organizational activities aimed at both satisfying diverse interests and developing the abilities of students; 5) the growth of the educational services market; 6) expanding the network of higher education and changing the social composition of the student body (becoming more democratic); 7) in the field of education management, the search for a compromise between rigid centralization and full autonomy; 8) education is becoming a priority object of funding in the developed countries of the world; 9) constant updating and adjustment of school and university educational programs; 10) a departure from the orientation towards the "average student", an increased interest in gifted children and young people, in the peculiarities of the disclosure and development of their abilities in the process and by means of education; 11) search for additional resources for the education of children with developmental disabilities, children with disabilities. According to the results of the study, the authors proposed to expand the structures characteristic of the educational services market. Insofar as the market for educational services includes many national educational systems, each of which has its own management model, structure, goals, objectives and problems, and the profit from the activities of such structures can also be expanded.

Abstract Children and students with functional disorders are one of the target groups of the inclusive education. Students with functional disorders can adapt in general education schools faster if their intellectual development is within the normal range. This group usually consists of disabled students, but they are able to master general education programmes successfully with an assistant’s support. The purpose of the article is to explore the problems of assistants’ support for students with functional disorders in general education schools. Adaptation of these students to general education schools would facilitate their development and enable them to undertake further studies not only in vocational education, but also in higher educational institutions. Assistant’s support would promote the adaptation of these students to the class environment and ease the daily life of their parents. Having assessed the current situation, the authors conclude that the assistant’s support will be effective if the assistant’s functions and roles are recognized and if training of assistants for students with functional disorders in general education schools is ensured.

Today there is a downward trend in the credibility of the humanities in university education including philosophy, it is evidenced by the reduction of popularity and the number of teaching hours. Nevertheless, according to students and professors, philosophy is an interesting and necessary discipline for specialists of various knowledge areas. The article is devoted to the study of the basic purpose and features of teaching philosophical disciplines at tertiary educational institutions. Training specialists in various fields in times of urgent need for total revision of the educational paradigm and principles of teaching not only in tertiary education but also throughout the entire system of Ukrainian education as a whole. In the course of the investigation, the methods of interdisciplinary approach, system analysis, social-cultural method, social-activity and concrete-historical approach have been applied. In the framework of the study conducted, the basic functions of philosophical disciplines have been identified that make them an integral part of the educational process at the tertiary educational institution, namely: a) philosophy as a system of world perception formation; b) philosophy as a methodology of scientific research; c) philosophy as the grounding of moral and ethical education; d) philosophy as the basis for critical thinking formation. In the course of investigation it was possible to identify some of the most important general formation principles of the required competences while studying philosophical disciplines, which are further necessary for the comprehensive learning of educational material at a sufficient level. Innovative principles and technologies of modern education help create the relevant matrix of pedagogical design, which makes it possible to better understand the processes and phenomena studied in different disciplines, to comprehend them, to conduct reflection. In the article it was possible to analyze the value of philosophical education for students of tertiary educational institutions of all training areas, to prove the need for such knowledge for the formation of professional, scientific, research, political and social competences of a future adult human, a responsible worker and a concerned citizen.

Recently, the discipline "Physical Education" is losing its popularity, position, prestige among pupils and students. The younger generation uses all the opportunities in order to avoid physical exertion within the framework of the subject matter both in schools and in higher educational institutions. There are enough reasons for such behavior: attitude to physical education and sports in the family, outdated scheme of conducting and stereotyped lessons, insufficient practical qualifications of teachers, lack of creative teaching and modern directions in the educational process. In this situation, young people have extremely few motives for regular, conscious attendance of physical education classes and effective work on it. Taking into account all the above, the task of physical education teachers is to raise the prestige of the discipline “Physical Education” and give motives to students to get physical activity both within the academic discipline and outside educational institutions. In this work, we tried to identify ways to increase student motivation in this matter.
