Digital communication technology has created a world in which media are capable of crossing national boundaries as never before. As a result, language is increasingly the salient category determining individuals’ media consumption. Today, a single social media post can travel around the world, reaching anyone who speaks its language. This poses significant challenges to combatting the spread of disinformation, as an ever-growing pool of disinformation purveyors reach audiences larger than ever before. This dynamic is complicated, however, by the diversity of audience interpretations of message content within a particular language group. Both across and within national boundaries, a single message may be subject to a variety of interpretations depending on the cultural experiences and identities of its recipients. This study explores that dynamic through analysis of French language anti-vaccine and COVID-denialist disinformation. Using qualitative coding methodology, a team of researchers empirically identify common and far-reaching patterns of Francophone COVID disinformation narratives and rhetoric. These narratives and rhetorics are then subjected to hermeneutic close reading to determine likely variations in their reception across different French-speaking cultures. Data were gathered and analyzed between the dates of 24 March 2021 and 27 April 2021. Results of this study indicate the need for awareness on the part of public health officials combatting COVID disinformation online, for both the transnational reach of disinformation targeting speakers of a single language and for variations in meaning and salience across cultures within that language group.

The teachers and students' engagement on Facebook, Instagram, WhatsApp, Telegram, and other online and offline platforms for the purpose of teaching and learning are considered as digital citizenship in education. These social media have also exposed the users to admit several rights and mutual values. However, the enhancement of technology has motivated these citizens not only to communicate across the world but also to build platforms to practice and learn new knowledge and skills. This article is proposed to review the impacts of digital citizenship on teachers and students' educational development. Therefore, a critical review of the literature is conducted. The data is collected using Google Scholar with the scope of the topic and the criteria mainly between 2011 to 2021. The data analysis procedure and identifying codes, patterns, and similar themes have motivated the authors to present and discuss the results and findings thematically. The results show that the fundamental elements of digital citizenship are the internet, technological tools, social media, and responsible behaviors of the users on the platforms. The findings also indicate that the development of information communication technology and virtual practices are serving digital citizens to be involved in many related and unrelated activities which need to be controlled by an authentic policy. Since the growing technology of the world is transforming the paradigms including the students' needs, the layout of the classrooms, and the stakeholders' requirement for employability. Investigating these continuing needs contributes to the efforts to lead the information communication technology integration into educational circumstances and address the local and national policies, facilitating the infrastructure, enhancing the educational settings, cybersecurity issues, and privacy accountability among educators and the learners.

We examine questions of historical formation of the International Organization of La Francophonie as an institutional system (1950–1980). The characterization and analysis of the initial stages of the International Organization of La Francophonie institutionalization allows a better understanding of its historical and modern ideological principles. It is noted that the world system of Francophonie begins to take shape in the middle of the 20th century. We analyze various projects for the creation of the International Organization of La Francophonie, which influenced the legal structure of the organization, its traditions, as well as relations with french-speaking states and other linguistic associations (International Association of French-Speaking Journalists and Press, The Union of French Culture, The Conference of Ministers of National Education of French-Speaking States, etc.). It shows the importance of both Western European and African countries and their political leaders in the development of the Francophonie project as an international organization, as well as the leading role of France. It is noted that the whole Francophone space became the springboard of the Union’s actions, and the goal was to protect and spread the French language and Francophone culture in the world. We conclude that the process of institutionalization of the International Organization of La Francophonie has played a huge role in maintaining the status of the French language and the role of France in the global space.

Fake news becomes a phenomenon in the Kurdish social media. The easiness of use and the political and social environmental crisis of northern Kurdistan besides non-professional dealing by a number of journalists worsen the situation. Despite the fact that fake news does not stemmed from the modern technology of information and the advent of using media for psychology and propaganda war but, the easiness of accessing social media makes the online platforms to be the main mediums of disseminating fake news. The openness of northern Kurdistan towards new communication technology and the semi-freedom of journalistic working and partisan activities help this part of the world to be a spot area for spreading fake news phenomenon; which became an interesting topic for many scholars around the world mainly after the presidential elections of United States of America in 2016. In this exploratory study, focus group interview used for collecting data and thematic analysis approach adopted for analysing it. Results show that spreading fake news through the Kurdish social media becomes a prevailing phenomenon. Various political and economy purposes can be identified behind disseminating fake news. Adding to increasing activity of variety of pages and accounts created with this respect through different names. Although of prevailing of the phenomena, a number of procedures can be taken in order to put a line for common of the phenomena including covering fake news through creating parasite account and pages and detecting the source of such piece of information.

On the basis of interviews, we highlight important historical elements with potential traumatic implications in order to understand some of the psychological roots of the current conflict-ridden relationship between French-speaking and Flemish Belgian citizens. We suggest that this conflict has a complex psychodynamic structure. Due to former experiences of shame, humiliation, disdain and contempt, two concomitant but asymmetrical defensive processes can be observed: repression in the French-language group, dissociation or rejection in the Flemish group. In particular, we hypothesize that the war experiences traumatized the Flemish identity in a complex way, generating an internal defensive pressure characterized by dissociation. The impact of these psychological processes on the current political situation is explored.


The paper demonstrates the role of globalization and localization in the process of Vietnam’s interaction and integration with other cultures, causing changes in Vietnamese language. Globalization is defined as the free movement of goods, services and people of the worldwide scope across the borders of countries, resulted from the opening up of the global economy and advances of technologies. The increasing interconnectedness and integration of the economies of the world furnish more influx of information among countries which do not have anything in common and Internet and social media well contribute to such spread. Not only the pros but the cons of globalization are used to explain the part of localization as the entire process of adapting a product or content to a specific location or market. The paper indicates localization as the Vietnamese people’s endeavor to adapt Vietnamese language to the world while protecting and enhancing the national characters. The differences between localization and globalization are analyzed to demonstrate the value and requirements of localization in the present time. The influences of Sino-Vietnamese and French language are also found out as evidences of the phenomena. The changes of Vietnamese language from globalization and localization are illustrated with devices, ideas and images referring to the objects, actions or ideas.

In the wake of French colonization, exploration and trade throughout the world, the French language permeated cultures on five continents. Depending on the source of the statistics, today's world-wide French-speaking population numbers anywhere from 67 to 450 million people. It is estimated that in the year 2000 there will be 500 million French speakers. French is the world's twelfth language, but next to English, the only language to be spoken on all five major continents. From such statistics we might project a community, but do these figures represent a genuinely united people? And, why, if the francophone community is growing should French governmental and cultural organizations be so concerned about the preservation of French? Before examining these questions, let us briefly outline the evolution of ‘la francophonie’.

The conceptual motive behind the project is to develop a system which analyses about a topic searched on Twitter. It is designed to assist Information Analysts in understanding and exploring complex events as they unfold in the world. The system tracks changes in emotions over events, signalling possible flashpoints or abatement. For each trending topic, the system also shows a sentiment graph showing how positive and negative sentiments are trending as the topic is getting trended.
