Due to the advanced technologies, governments today are facing more challenges in the governance field than ever before. One of the serious issues is how to develop relationships with younger generations. As a purpose of smart governance, sustainability emphasizes the responsibility of government for building a stable association with future generations. This study is devoted to promoting sustainability in the smart governance field through e-government services. It seeks to understand the situation of local e-government use in a special group of future generations: undergraduate students. In order to achieve this objective, this research conducts a case study in Chongqing, the only inland municipality in China. Drawing upon data from a sample of 1046 respondents in 2019, the findings reveal that the way to interact with the government via e-government is by receiving a wide range of undergraduate students at the local level. In this sense, the role of e-government in linking government and younger generations is larger and more significant than previously estimated. Additionally, the results witness a rise of social media in e-government services among younger generations. Based on all these findings, it offers practical suggestions for the future development of e-government services in China.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

Research on social and environmental accounting (SEA) has mainly concentrated on disclosure of SEA by corporate bodies, where investigations on ones attitude towards SEA are rarely discussed. SEA is a medium that develops relationships between business and society, community and nature. In addition, SEA involves a concept of sustain ability; where natural resources need to be sustained for the needs of future generations (Alhabshi et al., 2003). SEA also tries to recognise the role of accounting in sustainable development and the use of environmental resources. There are arguments that the young generations today are not fully aware of preserving these natural resources as well as handling social and environmental issues wisely. This perhaps link closely to their belief and cultural background. Hence, this paper examines the influence of gender and belief factors on the undergraduate students’ attitude towards SEA. Four dimensions of belief (fixed ability, quick learning, simple knowledge and certain knowledge) proposed by Schommer (2005) were adapted to analyse how belief factors have influence on their attitude towards SEA. An independent sample t-test was used to examine the relationship between gender and students’ attitude towards SEA. Spearmen’s correlation was employed to show the relationship between belief and attitude towards SEA. The results revealed that gender differences did not show influences on their attitude towards SEA. It was found that there is a significant relationship between belief and students’ attitude towards SEA. Students who believe on the importance of SEA tend to report positive attitude towards SEA. Perhaps findings of this study may provide some information on the SEA education and further be incorporated in the syllabus.

Blockchain in government services has a wide range of application areas for various departments from legal document storage and management to healthcare benefits. Decentralized nature opens opportunities for a government that can achieve operations 24/7 and cut back office operations. A Blockchain system for government offers a potential solution to legacy pain points and establishes a secure storage for citizens and businesses. It also reduces intensive paper processes, excessive managing costs, and potential corruption and abuse. Instead, it greatly increases security of digital services and more importantly trust in the government. This chapter provides a detailed review of Blockchain solutions for three major government services: land registry, GDPR, and healthcare. For each service, a state-of-the-art is given, followed with the technical details of use cases and potential improvements for current problems.

With significant development in Internet technology contributing to daily lives in nearly every aspect, it is important that government websites and e-government services offered through them are used effectively, efficiently, and satisfactorily. Achieving accessible, usable, qualified, and readable e-government services that enable citizens to fulfill different users' requirements by everyone involved in the target group, implying a lack of equality between disabled and non-disabled people in benefiting from online governmental services regardless of time and location constraints, has become a global aim. This study investigated whether the websites of the state and local level e-government in the Turkish Republic comply with prevailing standards of accessibility, heuristic usability, mobile readiness, performance and, the readability of website content with six different indices and whether these qualities depend on the type of the government websites. After examining 77 state and 247 local e-government sites, the results indicate that the Turkish government websites have made many of the accessibility, usability, quality, and readability mistakes as predicted. In light of the study findings, this paper will present some recommendations for improving Turkish government websites, as well as discuss future implications.

While conciliation and arbitration tribunals have been at the forefront of Austral ian research on industrial relations institutions, numerous specialist tribunals enforcing individual workers' rights in employment have been virtually hidden from view. This paper examines the role of two such tribunals in New South Wales, the Government and Related Employees' Appeal Tribunal and the Equal Opportu nity Tribunal. It argues that although their most direct and public role is to resolve individuals' grievances, equally significant is the contribution of these agencies to the detailed regulation of employment relations and hence the increasing sophisti cation of labour management in public sector organizations since the late 1970s, and the institutionalization of management prerogatives and conflicts over an increasingly wide range of employment decisions.

This article examines the role of the multilingual education (MLE) teacher in the mother tongue-based MLE program for the Juangas, a tribe in Odisha, an eastern state of India, and is part of a broader study of the MLE program in the state. For the specific purpose of this article, I have adopted Welmond's (2002) three-step process: identifying culture-specific knowledge about the role of a teacher; examining the state's education objectives that influence teachers’ behaviour and experiences; and focusing on the behaviour and experience of teachers at the local level. These three steps constantly merged into one another during the examination of the subject under discussion. The paper recognises that the MLE teachers are not only first-generation teachers, but also first-generation practitioners of MLE, and therefore need to be resourceful and experimental in their classroom practices. However, given the national imperative to achieve universal elementary education by 2015, within the para-teacher framework adopted by the Government of India, the MLE teacher seems to be just a means to an end.

Since 2010, the Netherlands has led a wide range of initiatives promoting cybersecurity and stability. The government currently engages with variety of stakeholders – including the private sector, civil society, state actors, and intergovernmental organizations – across multiple fora and organizations. Rather than being a passive participant, the Netherlands has been a catalyst, driving change in the field of cyber security both domestically and internationally. Yet, the challenge which lies ahead for the Dutch government is to make sure their cyber efforts as a whole will become greater than the sum of its parts. It will require increased coordination and collaboration across initiatives to turn the current patchwork into a synergistic endeavor. Our argument is presented in four parts. The first part provides an overview of the national cyber security strategies published since 2011. It also addresses which key terms have been defined by the Dutch government. The second part discusses the Dutch government’s views on sovereignty, international law and international cooperation. Part three analyzes the role of the private sector in the Netherlands. The final part concludes.

This paper examines the role of the educational system in modern South Korea and its effects on young students. It takes a threefold approach: Starting off with a historical background about education as the backbone for South Korea’s rapid economic growth during the 70s and 80s, followed by an in-detail approach to the current educational system and its high-pressure context. Afterwards, the effects on youth deriving from this particular background are 24 MAP | REVISTA MUNDO ASIA PACÍFICO | Vol. 10, No. 18 explored from a social, cultural, and demographic standpoint, closing up with the actions taken by the government to tackle this national issue. Last, but not least, based on the quantitative and qualitative work of previous authors, this paper concludes with an insight of recommendations and the importance of addressing limitations and acknowledging gaps, as a step to effective measures that offer social welfare for future generations.

As a country with high risk of disasters, the people of Indonesia have to prepare and anticipate these calamities. One of the most important aspects of disaster risk reduction at the local level is social capital. This paper discusses the role of social capital in strengthening community disaster preparedness for effective respond and its potential for building back after recovery, focusing on local wisdom, prior experiences and re-establishment of community livelihoods. Local wisdom plays an important role in raising community efforts to find relief and recover from the impact of the earthquake in Bantul and floods in Jambi. The spirit of community-self, mutual help and fundraising help the Javanese in Bantul to be strong and care among neighbors. The community that supported by the local leaders and institutions agreed to set up priority for affected people who need more help. Meanwhile, experiences of the people in Jambi on regular floods made them aware and assisted them to develop self-efficacy beliefs in disaster preparedness, including making plans as well as increasing skill to get ready for and respond to this disaster. This paper also shows that in addition to economic recovery programs from the government and donor in Bantul and Aceh, the community in Jambi used floods as a source of their alternative livelihood through fishing and its related activities, and perceived floods as economic opportunities. This paper utilises empirical evidence from cases across Indonesia that are collected from my research results under LIPI and Human Ecology research activities. Data is also collected from secondary sources that largely rely on desk reviews of relevant books, documents, papers, and other references.
