The scientific literature and reports by international bodies recognise the importance of governance in tourism. This is a process whereby different stakeholders interact in order to solve problems and find opportunities for the different sectors involved. For the purposes of this article, different approaches have been analysed with the aim of understanding the full governance process among stakeholders. In order to validate the main findings, a panel of experts was set up to establish the characteristics a model should have when implementing the principles of good governance as a key tool for managing tourist destinations. This model is aimed at guaranteeing the sustainable development of tourism and enhancing competitiveness. There is a great consensus about how governance must be applied, establishing an open and participatory model which must be transparent and effective, capable of attracting the participation, coordination and collaboration among stakeholders using a clear methodology divided into different stages: diagnosis, planning and strategy, execution and monitoring, and evaluation.

Information and Communication Technologies (ICTs) have a tremendous potential to improve the quality of people’s livelihood in general and especially in the developing countries. They can boost business, support education and health systems and also enhance the governance that is a major and vital factor in the development process. It is commonly agreed that e-Government systems enhance governance, but, unfortunately, there is a lack of empirical evidence to build upon this hypothesis, which, legitimately, creates reluctance among key decision makers, slows down the dissemination of technology as a decision support tool and as development enabler/infrastructure and contribute to the very dangerous phenomena known as the digital divide. In the context of Fez e-Government Project, that is being led in Morocco, in a close collaboration with the municipality of the Moroccan city of Fez, authors have developed a pilot e-Government system that facilitates citizens’ access to governmental information and services. From the outset of this 30 months project, the goal was to collect and analyze experimental data in order to see how the development/deployment of e-government systems impacted the governance process. This research has set up a methodology that emphasizes good governance at each step of an e-Government project and enables the researchers to continuously assess the outcomes of the resulting e-Gov system on governance. The ultimate goal is to reduce, as much as possible, the reluctance of politicians and decision makers and to contribute in the dissemination of technology for development purposes thru a scientific and proven methodology that systematically links e-Government outcomes to good governance attributes. In this chapter, authors present the main phases of this methodology and lessons learned during the e-Fez Project. This approach may benefit similar projects, especially in developing countries that are willing to create and deploy e-Government systems for the benefit of their citizens.

Abstract:This article examines the digitization policy of Archives du Maroc (AdM), Morocco’s national archival institution, which was set up in 2011 and opened in 2013. Given its recent creation, the AdM lead us to question the particularity of digitization in archiving policies when included from the start rather than retroactively. Through an analysis of the creation and development of AdM as a public policy connected to national efforts at transparency and “good governance,” I argue that digitization has served as a way of performing modernity through technology and international standards, thus reinforcing the legitimacy of a nascent institution.

This article places the concept of community asset management (CAM), the focus of a DFID Knowledge and Research (KAR) project which has been described elsewhere, in the context of the broader concepts of participatory local governance and good practice, themselves the subjects of other recent KAR projects. It is contended herein that it is imperative to local development, service delivery and poverty reduction that these concepts are fully operationalised by the stakeholders involved in the governance process. The article argues that, not only is CAM as a community participation approach a good practice in good governance ‘in its own right‘, but the very practice of the CAM approach involves the operationalisation of other participatory local governance principles.

In 2015, the UN proposed the Sustainable Development Goals; they were accepted by 193 countries. Sri Lanka faces many challenges in implementing the SDGs. The lack of reliable and recent data is a serious issue. Another issue is the weak institutional capacity of Sri Lanka, which has led to poor governance and policy incoherence. There is no strong political will, and interministerial conflicts are rampant. Unless these issues are properly addressed, the yahapalanaya (good governance) government of President Sirisena may not contribute well to achieve the SDGs by 2030.

The important part of the increase of regional potential is the farming of the land fund. The economic conditions for its utilisation have been already prepared. They are based especially on the drawing of funds of the European Union, namely for the period after the accession of the Czech Republic to the European Union and for the years 2007–2013. The measures concerning the land are included in the prepared programme documentation, especially in the Horizontal Rural Development Plan (HRDP) and in the Operational Programme “Agriculture”. The farmers will obtain the direct payment per area (SAPS) in addition to supports on foregoing measures. The requirements for environment-friendly farming of land will be increased in the future. The economic conditions for next period will concentrate on these priorities. It will concern the securing of public benefit contributing to the sustainable development of rural areas. The project assurance of these trends and their regional monitoring and evaluation will be important.

The principle task of the sustainable development is the preservation of the genetic variety, which is similar challenge in the horticulture regarding the sublimation of fruit species. The breeders of the traditional fruit strains give stock to the sustenance diversity of the agro-environment on the species and landscape level. In 2009, hyperspectral images have been taken by AISA Dual sensors from the pear gene pool in Újfehértó, Hungary. The hyperspectral data cube (in the wavelength range of 400-2500 nm, with 1.5 m ground resolution) ensured possibility to make the spectral library of pear species. In the course of the simultaneously field work the spatial position and individual extent of all pear trees was defined to set up a detailed GIS data base. The water stress sensitivity of single species and the descriptive spectral curves were determined with common evaluation of the spectral and spatial data. Based on the unique methodology processing and the hyperspectral data base suitable strains can be chosen for agro-environment and let take adaptive stocks regarding climate change into the genetic grafting work. Furthermore we could determine and map the sparsely species in the region with the help of the hyperspectral data.

Abstrak Keberhasilan destinasi wisata tidak akan terlepas dari perencanaan yang dilakukan di awal. Kebutuhan masyarakat lokasi destinasi wisata menjadi hal yang pertama dan utama mengingat bahwa suatu program berkaitan erat dengan potensi dan masalah. Sehingga tujuan penelitian ini yaitu untuk melakukan analisis kebutuhan masyarakat desa Sidoluhur sebagai dasar dalam perencanaan program permberdayaan masyarakat. Penelitian dilakukan dengan menggunakan metode Participatory Action Research (PAR) melalui 3 strategi yaitu: sosialisasi, pelaksanaan, serta monitoring dan evaluasi program. Data dikumpulkan melalui teknik observasi, Focused Group Discussion (FGD), wawancara dan teknik dokumentasi. Berdasarkan strategi yang dilakukan kemudian dapat disimpulkan bahwa permasalahan utama yang dihadapi oleh masyarakat yaitu terkait dengan masih rendahnya wawasan masyarakat terkait dengan pengelolaan destinasi wisata dan belum semua elemen masyarakat aktif berpartisipasi. Berdasarkan hasil kebutuhan tersebut, maka upaya pengembangan diperlukan pembinaan secara berkala dan sinergi dengan program pemerintah agar dapat saling berkolaborasi. Abstract The success of a tourist destination will not be separated from the planning done at the beginning. The needs of the tourist destination location community are first and foremost considering that a program is closely related to potential and problems. So the purpose of this research is to analyze the needs of the community in Sidoluhur village as a basis for planning community empowerment programs. The study was conducted using the Participatory Action Research (PAR) method through 3 strategies: socialization, implementation, and program monitoring and evaluation. Data collected through observation techniques, Focused Group Discussion (FGD), interviews and documentation techniques. Based on the strategy carried out then it can be concluded that the main problems faced by the community are related to the still low level of community insight related to the management of tourist destinations and not all elements of society actively participate. Based on the results of these needs, the development effort needed for regular development and synergy with government programs in order to collaborate with each other.

Dynamic development of society, they want the public bureaucracy to be able  to provide the public services more professional, effective, simple, transparent, open, timely, responsive and adaptive. With excellent public service, to build a human quality in the sense  of  increasing  the  capacity  of  individuals  and  communities  to determine actively its own future. Actualization of democratic precepts in the public services delivery in Indonesia starting point on the importance of community participation ranging from formulating criteria for the services, how the delivery   of the services, arranging each engagement, public complaints mechanism set up   by the monitoring and evaluation of the implementation of the public services in order to co-together build a commitment to create quality of the public services. It’s all been contained in the Law 25 of 2009 on Public Services, certainly it has been based on the precepts of the democracy of Pancasila. Rembug of the public services as an actualization of the public services based on the democracy of Pancasila.

Abstract The field of sustainable development has global goals focused on the repletion of wants of natural resources for present-day generations in terms of sustainable consumption so that future generations can meet their needs. Sustainable development can be achieved by substantially transforming national agency systems. The aim of the research is to determine role of monitoring and evaluation in the system of sustainable development of the territory. The methods used in this study are general scientific techniques and methods – analysis, logical access method, monographic and other methods. Some international standards for sustainable development have been adopted today. Monitoring and targeted indicator ratings are measures that promote sustainable development. The following conceptual approaches to monitoring can be distinguished for the purpose of monitoring: 1) monitoring as information and analytical support for the management decision support system; 2) monitoring aimed at generating new knowledge; 3) monitoring as a system for tracking quantitative and qualitative changes; 4) monitoring as sequential activity algorithm; 5) object state on-line monitoring; 6) proactive monitoring. Aims should be set to manage the sustainable development process and evaluate the effectiveness of the tools used to achieve it. Sustainable development indicators are necessary to establish the degree of responsibility of their values to the criteria for sustainable development.
