Biofuels policy instruments are important in the development and diffusion of biogas as a transport fuel in Sweden. Their effectiveness with links to geodemographic conditions has not been analysed systematically in studying biogas development in a less urbanised regions, with high potential and primitive gas infrastructure. One such region identified is Gävleborg in Sweden. By using value chain statistics, interviews with related actors, and studying biofuels policy instruments and implications for biogas development, it is found that the policy measures have not been as effective in the region as in the rest of Sweden due to different geodemographic characteristics of the region, which has resulted in impeded biogas development. In addition to factors found in previous studies, the less-developed biogas value chain in this region can be attributed particularly to undefined rules of the game, which is lack of consensus on trade-off of resources and services, unnecessary competition among several fuel alternatives, as well as the ambiguity of municipalities’ prioritization, and regional cultural differences. To strengthen the regional biogas sector, system actors need a strategy to eliminate blocking effects of identified local factors, and national policy instruments should provide mechanisms to process geographical conditions in regulatory, economic support, and market formation.

Industrial Biotechnology (IB) is considered as a key technology with a strong potential to generate new growth, spur innovation, increase productivity, and tackle environmental and climate challenges. Industrial Biotechnology is applied in many segments of the bioeconomy ranging from chemicals, biofuels, bioenergy, bio-based plastics, and other biomaterials. However, the segments differ profoundly regarding volume, price, type, and amount of needed feedstock, market condition, societal contributions as well as maturity, etc. This article aims to analyse a set of five different value chains in the technological innovation system (TIS) framework in order to derive adequate policy conclusions. Hereby, we focus on quite distinctive value chains to take into account the high heterogeneity of biotechnological applications. The analysis points out that policy maker have to take into account the fundamental differences in the innovation systems and to implement differentiated innovation policy to address system weaknesses. In particular, market formation is often the key bottleneck innovation systems, but different policy instruments for various application segments needed.

The municipality of Marituba, Metropolitan Region of Belém - RMB, has suffered environmental impacts due to irregularities in the landfill operation implemented in 2015, which triggered social impacts perceived by all the population, including neighboring municipalities, such as Ananindeua and Belém Protests were carried out by the Movement Outside the Garbage that is constituted by the dwellings of the surrounding neighborhoods to the place where the embankment is located, of owners of commercial activities linked to the tourism and Non Governmental Organizations that interrupted several times the transit of the main route that interconnects the seven municipalities of the RMB and the entrance of the embankment, in order to draw the attention of the municipal public power to the problems that the population would have been facing ever since. From this, the following questions arose: What social impacts would people be making in these protests? Would such problems be directly related to the activities carried out in the landfill? And finally, what are the actions of the public authority and the company that manages the enterprise in the management of these social impacts? The relevance of this study concerns not only the identification of social impacts considering the fragility of this approach in the Environmental Impact Studies and concomitantly in the Reports of Environmental Impacts, but also, from the point of view of the debate about the licensing process of enterprises of this nature and employment and the need for the joint use of environmental and urban policy instruments, considering that RMB municipalities have not yet used sustainable alternatives for the reduction of solid waste produced in their territories, as well as the reduction of environmental impacts caused by dumps , and in the case of Marituba, of the landfill that operates outside the standards established by the Brazilian Association of Technical Standards - ABNT, which is responsible for the management and treatment of solid waste and the National Policy on Solid Waste - PNRSN.

AbstractA problem for a circular economy, embedded in its policies, tools, technologies and models, is that it is driven by the interests and needs of producers, rather than customers and users. This opinion paper focuses on an alternative form of governance—agreements, which thanks to their bargaining approach brings actors from across the value chain into the policy process. The purpose of this opinion paper is to uncover and analyse the potential of such agreements for a circular economy. Circular agreements aim at increasing the circulation of materials and are an emerging form of political governance within the EU. These agreements have different names, involve different actors and govern in different ways. However, circular agreements seem to work when other types of regulations fail to establish circulation. These agreements bring actors together and offer a platform for negotiating how advantages and disadvantages can be redistributed between actors in a way that is more suitable for a circular economy. However, circular agreements are dependent on other policy instruments to work and can generate a free-rider problem with uninvolved actors. The agreements may also become too detailed and long term, which leads to problem shifting and lock-ins, respectively.

ABSTRACTGovernment uses a wide variety of instruments to reach its policy goals, ranging from indirect methods, such as moral suasion and cash inducements, to more direct ones involving government provision of services. Although there has been a fair amount of writing on the nature and use of various policy instruments, there is very little work on either the meaning ascribed to these instruments by the decisionmakers who use them (or the experts who design them) or the processes by which some come to be favored over others. Characteristics of the political system, such as national policy style, the organizational setting of the decisionmaker, and the problem situation are all likely to have some influence over the choice of instruments. The relative impact of these variables, however, is likely to be mediated by subjective factors linked to cognition. Perceptions of the proper ‘tool to do the job’ intervenes between context and choice in a complex way. Efforts to account for variation in instrument choice, then, must focus not only on macro level variables but on micro ones as well.

Fruits and vegetables sectors are considered to be strategic in the European Union due to their contribution to a better human health. Among others positive effects, their intake increase reduce mortality and obesity, assuring in the same time harmonised development for young children. The present study thus focused to reveal the consistency of the measure implemented in the Common Agricultural Policy to support fruits and vegetables production in Romania in liaison with the policy objectives. The country is one of the main ten important European producers of horticultural products in terms of production volumes and acreage. Results showed that over the last seven years (2007-2014), the sectorial production drawbacks have not been ameliorated very much. Both sectors are dominated by small-size farms that can produce only seasonally and mainly for short-market chains. In the same time, the greenhouses area shrink to levels that made the country extremely dependent to imports especially for tomatoes. The analysis of the pillar one payments schemes revealed that the fruits and vegetables producers could have access to only one payment that was half from European averages. Moreover, almost half of the producers had low sizes that left them outside the eligible criteria. The measures designed for the second pillar also penalized producers through the selection criteria. These results showed that for Romania there was not a real consistency between the actual policy measures and the objectives assumed by policy makers. The future measures (2014-2020) seem to correct these negative findings being better tailored to the situation of the local fruits and vegetables producers.

This chapter examines how developing countries are managing the relationship between the environment and development. Despite being widely regarded as a threat to their economic development and prospects for growth, environmental issues have come to occupy a central place on policy agendas throughout the developing world. Driven by donors, public concern, and vocal environmental movements, responses to these environmental issues have taken a number of different forms as they compete for ‘policy space’ with other pressing development concerns. The chapter links global agendas to national policy processes, highlighting differences and similarities between how countries respond to various environmental issues. It also considers patterns of continuity and change in the politics of environment in the developing world, along with new policy instruments for environmental protection. It concludes by reflecting on the likely future of environmental policy in the developing world.

Abstract In this work, we assess whether and to what extent the latest Italian national policy initiatives intended, among others, to contrast favoritism and foster recruitment effectiveness have resulted in the desired effects. To answer the question, we propose two related analyses. One compares the research performance ratings of recruits in two subsequent five-year periods, before and after the introduction of the above policy measures. The second analysis compares the effectiveness of recruitment by all Italian universities, in the above two subsequent five-year periods. The results from the comparisons show a decline of both unproductive and high-performing recruits, and no overall improvement in the effectiveness of recruitment.

Trade agreements and trade measures are policy instruments thought to favour trade by providing a degree of harmonisation among members. We analyse how the agri-food trade and the incidence of Sanitary and Phytosanitary Standards (SPSs) have evolved within countries sharing agreements. We examine, through a regression discontinuity design, whether the approval of agreements affects the evolution of trade and SPSs over time, and quantify the trade effects of SPSs. We also provide differences before and after the introduction of agreements, and among the most regulated agri-food products. Findings show that trade agreements tend to favour the increase of trade and the reduction of policy measures between members. However, regulation inequalities exist across trade agreements covering different geo-economic areas: after the approval of agreements, the existence and the importance of SPSs become relevant among developing countries, whereas the pervasiveness of SPSs becomes less stringent between developed and developing countries. Our analyses also prove that trade agreements and trade measures are trade-enhancing only at aggregate level: product-specific analyses show that cereal is the only sector that benefits from the joint influence of trade agreements and SPSs. The harmonisation of SPSs within agreements may be determinant in avoiding distortions in favour of members.

AbstractThis article addresses an important and complex subject relating to the link between international law and economic development. There is broad agreement that trade liberalization and participation in foreign markets play an important role in economic development. Countries in Sub-Saharan Africa (SSA) have generally pursued a liberalization route over the past two decades, but their economic performance has been deeply disappointing. In this article, we look at seven countries in the Horn of Africa and examine, from legal and institutional perspectives, the central question of why these countries have failed to translate their comparative advantage, particularly in the livestock sector, into meaningful trade-led economic growth. In order to answer this question, we have reviewed the relevant legal and policy instruments and the literature, visited five of the seven countries, and interviewed different players in the livestock value chain. Analysis of the evidence reveals that the main impediments to trade relate to rising sanitary import requirements in foreign markets and weak institutional capacity within the Horn. The limited technical and financial resources available to these countries also reduce their capacity to meet these standards. Meaningful institutional change requires substantial involvement of local actors and it takes place incrementally and over the long term. International law can play a role in this process by promoting the rule of law and tackling corruption, facilitating capacity-building, and encouraging regional integration.
