Relationship between innovation subsidies and corporate strategic choices has been extensively studied. Public innovation subsidies are by no means a certain value, existing in the form of an effective range instead. This means that the public innovation subsidies existing within the reasonable range can achieve the same incentive effect. So, what is the reasonable range or the effective boundaries of public innovation subsidies to promote enterprises that adopt cooperation strategies? There is no definite answer. Based on classical game theory, a stochastic evolutionary game model is proposed in this paper, which takes into account the influence of random disturbance on the strategy evolution process. An effective boundary of public innovation subsidy is provided as the main contribution based on a mature game scenario. A set of experimental data is subsequently selected as the sample for numerical simulation and result verification. The results showed that the probability of noncooperation within the effective value range will successfully converge to zero, which also means that the agents will adopt a collaborative cooperation strategy. The regulation effect of the combination of multiple variables is also discussed.

Public health emergencies are more related to the safety and health of the public. For the management of the public health emergencies, all parties’ cooperation is the key to preventing and controlling the emergencies. Based on the assumption of bounded rationality, we formulate a tripartite evolutionary game model, involving the local government, the enterprises, and the public, for the public health emergency, e.g., COVID-19. The evolutionary stable strategies under different conditions of the tripartite evolutionary game are explored, and the effect from different factors on the decision-makings of participants for public health emergencies is also analyzed. Numerical analysis results show that formulating reasonable subsidy measures, encouraging the participation of the public, and enforcing the punishment to enterprises for their negative behaviors can prompt three parties to cooperate in fighting against the epidemic. Our work enriches an understanding of the governance for the public health emergency and provides theoretical support for the local government and related participants to make proper decisions in public health emergencies.

PurposeWith the growing demand for infrastructure and public services in recent years, PPP-UP have attracted a great deal of attention. However, while the user focuses on the payment for use and the private sector is concerned with its return on investment, the public sector pays more attention to the efficient utilization of public funds. In order to analyze the willingness of each stakeholder to join PPP-UP, an evolutionary game model involving the three parties is constructed.Design/methodology/approachAn evolutionary game model is established that considers the users and the public and private sectors in user-pay public-private-partnership projects (PPP-UP). Eight scenarios of equilibriums and the game's evolutionary stable strategies are analyzed, and the corresponding stability conditions are then obtained. A situation where all three players are willing to cooperate in theory is also examined. The key influencing parameters that affect cooperation behaviors are further discussed.FindingsFirst, the results illustrate that by properly adjusting the influencing factors, the cooperation status among the three parties can be changed along with certain evolutionary trends. Second, it is hard to modify unsatisfactory evolutionary stability by small changes in both the price compensation of and the construction and operation compensation. Third, it is necessary to involve the users in the decision-making process in PPP-UP and take their demands regarding benefits and payments into account.Originality/valueIn this paper, we focus on PPP-UP to research interactions among the public and private sectors and the users. Based on the analysis of the evolutionary game, to facilitate the successful implementation and development of a project, several conditions are needed to ensure tripartite cooperation. Several recommendations are then proposed for decision-makers in PPP-UP.

The three-party evolutionary game model of government, enterprises, and institutions of higher learning is established, and the dynamic evolution process of collaborative innovation behavior is discussed under the two strategies of “incentive” and “non-incentive” chosen by the government. The results show that under the premise of stronger innovation consciousness of the government and institutions and smaller the innovation cost of enterprises, the system is easier to reach the ideal state. The incentive degree of government should be controlled within a reasonable range to prevent enterprises from falling into a bad state because of the temptation of economic interests.

With the rapid development of mobile networks and citizen journalism, public opinion supervision has become an essential social supervision on engineering quality. They consider the dynamic characteristics of the spread process of public opinion and the game process of social supervision on engineering quality. The tripartite evolutionary game model of the government, contractors, and the public was constructed by coupling the Susceptible-Exposed-Infected-Removed (SEIR) model of public opinion spread and the evolutionary game model. Then, the influence laws of public opinion spread on the tripartite evolutionary game were analyzed and discussed through numerical simulation analysis. The results show that the public with more significant influence or authority is more able to restrain the quality behavior of government and contractors; increasing the probability of transforming ignorant into latent, the probability of converting latent into the communicator and topic derivation rate or reducing the direct immunization self-healing can improve the effectiveness of public opinion supervision; the true online public opinion can effectively restrain the quality behavior of contractors and urge the government to supervise actively. The research conclusions can provide a reference for improving the social supervision mechanism of engineering quality in the era of network citizen journalism.

The Sino-US trade friction since 2018 is an important turning point in trade relations between these two countries. As the world's two major manufacturing powers, the friction will have a profound impact on the world. This articlesorts out the comparison of economic and trade strength between these two countries in the past ten years, the dependence of import and export, and the changes in trade structure. Then we construct a dynamic evolutionary model of the strategic choices of these two countries in trade friction from the perspective of evolutionary game. Finally, we analyze the stability of the equilibrium point of the evolutionary game by copying the dynamic equation. The results show that when at least one of these two countries has a cooperative benefit less than the speculative benefits brought about by competition, (competition,competition) is the only evolutionary stable strategy combination, andboth of them will adopt competitive measures. The prerequisite for the combination of (cooperation, cooperation) strategies adopted by these two countries are that the net benefits obtained by the two countries' cooperation strategies are greater than the speculative benefits obtained when one side chooses to cooperate and the other side adopts competitive strategy. The probability that two countries choose cooperation strategy is directly proportional to benefits brought about by cooperation and inversely proportional to the cost of cooperation, the loss of sticking to the cooperation strategy, and the speculative benefits of abandoning cooperation. The trade policies of these two countries cannot be achieved overnight, but can gradually tend to be stable and balanced through mutual imitation and learning.

The government, investors, and the public have formed a dynamic multi-game relationship on the Public-Private-Partnership (PPP) project, but few studies include them in a system to study their win–win solutions. Firstly, we constructed a tripartite game model of the government, investors, and the public based on evolutionary game theory. Secondly, the evolutionary process of tripartite strategy behaviors was studied with the system dynamics (SD) model. Finally, the impact of changes in key factors on behavior strategies was studied through sensitivity analysis. The results show the following: (1) In the outsourcing of new energy and power construction PPP projects, the three parties will eventually reach the equilibrium state of {government supervision, public participation, investors effort}, the three parties achieve a win–win situation and the project benefits are the highest at this time, and the public participation will play an important role in promoting the smooth outsourcing of PPP projects. (2) The strategic choices of the government, investors, and the public are sensitive to changes in the corresponding exogenous variables. (3) The security factor plays a crucial role in the choice of public strategy. The public’s choice is not only affected by its own income and cost, but also by the amount of compensation promised by the government and the estimated damage caused by the investor.

To reveal the mechanisms of firms’ technological strategic choices between innovation and imitation, an evolutionary game model is proposed from the perspective of the behavioral biases. First, behavioral biases such as reference point dependence, loss aversion, and probability weighting can be defined and modeled based on the prospect theory. Second, according to the firm theory, a Cournot or Stackelberg game modeled with a technology spillover effect and intellectual property protection is applied to portray the interaction between firms. Third, an improved evolutionary game model is provided by incorporating behavioral biases into the framework of the decision-making process. Finally, the simulation analysis of some important factors, such as intellectual property protection, patent fees, innovation risks, decision-making attitudes, and consumers’ price preference on firms’ technological strategic choices, is presented. The corresponding results show that (1) innovation risk is an important factor affecting the technological strategic choices of firms, (2) increasing the intellectual property protection and the patent fee for technology transfer can effectively control the spillover effect of technology, (3) there is a partial U-shaped relationship between the consumers’ price preference and innovation, and (4) the behavioral biases such as reference point dependence, loss aversion, and probability weighting will change the perception of payoff and risk and will eventually induce firms to adopt the innovation strategy.

In this paper, we construct an evolutionary game model of government and real estate operators (long-term apartment rental companies) in the housing rental market in the context of financial institutions and public participation in regulation and analyze the effects of different regulatory levels of financial institutions and the public on the evolutionary results through model solving and numerical simulation. The results show that, under five different levels of supervision, financial institutions and the public have different evolutionary and stable strategies; financial institutions’ participation in supervision can effectively reduce the cost of government supervision and promote the government’s evolution towards strict supervision. It is difficult for real estate operators to evolve naturally towards keeping their promises when the probability of the social public or financial institutions participating in regulation is low. Only when the probability of social public and financial institutions participating in regulation reaches a certain level will real estate operators be inclined to keep their promises.

This paper introduces the variables of supervision and punishment, tries to introduce the smart contract as a powerful service guarantee, and analyzes the influence relationship of variables between the two players and their strategic choices. This paper analyzes the ESS of the system when the relationship among smart contract, revenue, supervision and punishment meets 8 different conditions. Finally, giving suggestions to optimize the after service in online shopping according to the results.

Performance appraisal is a key link in the performance payment mechanism of government-paid Public-Private Partnership (PPP) projects. As the performance appraisal of PPP projects is highly professional and complex, it is usually necessary to introduce a third-party performance appraisal institution to evaluate the project outputs of the private investor. However, driven by economic rent, the private investor has the incentive to seek rent from the third party in the performance appraisal process, leading to the low overall performance level of PPP projects and the inability to achieve the PPP performance appraisal goal effectively. To explore how to avoid rent-seeking in performance appraisal and improve the overall performance of government-paid PPP projects, a tripartite evolutionary game model between the behaviour, third party, and the public sector has been constructed. Based on the evolutionary game model, this study analyses the evolutionary stability of each player's strategy, discusses the influence of various factors on the strategy selection of the three-party, and further analyses the stability of the equilibrium point of the three-party game system. The findings reveal that the public sector can slow down the rent-seeking behaviour of the private sector by setting up a reasonable reward and punishment mechanism. The design of a reasonable reward and punishment mechanism must meet the following conditions: (1) the sum of the reward and punishment of all parties is greater than the speculative income; (2) the amount of performance fee withheld for the private investor is greater than the difference between the project operating cost saved and the speculation cost. The research provides technical support for the design of the performance appraisal mechanism of government-paid PPP projects.
