This study discusses the communication strategies of PKKP 2018 participants (Youth Care and Leadership Program) of the Department of Youth and Sports of Central Java Province in empowering rural communities, especially for youth who are included in the youth group and PKK in Tambakselo village, Grobogan, Central Java. village. Interest in what communication strategies are made by 2018 PKKP participants so that the community empowerment program in the Tambakselo village in Central Java Grobogan district can be established, realized and even transforms the community towards a brighter future. The purpose of this study was to obtain an overview of the communication strategies carried out by PKKP 2018 participants. The empowerment of village communities was decided on for Youth Organizations and PKK, which mostly consisted of young people and girls who had the enthusiasm to develop the village. Starting from the field of small and medium enterprises to the field of education that will be promoted in the village. The research approach used in this study is to use the case study method as one of the qualitative traditions. From the research it is known that community empowerment activities in Tambakselo, Grobogan district, Central Java have been carried out and have succeeded in changing the level of community awareness in developing their own regions through the PKKP program and other village programs.

One main goal of village development is to develop development or at least reduce poverty, improve a more decent standard of living. Village development must involve the majority of the population, the results of which can be enjoyed by the entire community. This research uses a qualitative research approach with a phenomenological research type. This is intended to find out and describe in detail and depth about the role of the village government in community economic empowerment in Alalak Island Village, Barito Kuala Regency. The data analysis technique used is an interactive model analysis consisting of data reduction, data presentation, and concluding. The results showed that community economic empowerment in Alalak Island Village Barito Kuala District was intervened by the local government. This is in line with the policy of two programs, namely the empowerment program for micro, small and medium enterprises (MSMEs). Empowerment of the capital sector in the village government is not involved in ever providing financial assistance in the form of empowerment in the capital sector. Factors that support the role of the government in increasing community economic empowerment in Alalak Island Village, Barito Kuala Regency, include the response of community members to village government policy programs. The awareness to participate in community economic empowerment, community members try to dig up information about the possibility of contributing to the implementation of community economic empowerment programs, community culture that can accept changes and developments in aspects of social life.

Co-opetition is cooperation and also the competition between businesses in the same industry or in other words between competitors. The phenomenon of co-opetition, which is also called ‘sleeping with the enemy’, is becoming increasingly important with the wider of global competition. The purpose of research presented in this paper is to analyze the co-opetition strategy among small and medium industries. This research was conducted in the form of case studies of small and medium batik industries in the region of Central Java, Indonesia. The right co-opetition strategy would promote growth and strengthen the sustainability of Central Java batik SMEs to face global competition.The research approach applied is action research. The location of this research is in six districts in Central Java, namely Banyumas, Cilacap, Purbalingga, Banjarnegara, Kebumen and Wonosobo. In those six districts, there are batik SMEs that have the potential to grow rapidly. The results of this study indicate that batik SMEs in the region of Central Java agreed to collaborate in the form of the Central Java Batik Society 'DjamurDwipa'. The batik SME entrepreneurs in Central Java realize that they are partners in the Society and they are also competitors engaged in the same industry. For small and medium scale entrepreneurs, their collaboration is expected to increase their capability, create and capture value, get the benefit of networking. The Central Java Batik Society 'DjamurDwipa' in this study becomes one of the case models of co-opetition among small and medium industries. Review of the co-opetition among small and medium industries in this study indicate that the competitors do not always have a negative impact. Collaboration with competitors, namely co-opetition, could be able to create a synergy that can encourage the growth of small and medium industries.Keywords: Co-opetition; Colaboration; Competitor; Batik; Small Medium Enterprises.

Olimoo’o village as a coastal village has abundant squid potential, so the group of women conducted the processing of dried squid products which are named "Cumkring O500". The problem that arises over time is that the business does not work as expected. The Community Empowerment Learning (KKN PPM) Real Work Lecture Program directs students to apply their knowledge to maximise community empowerment to develop the cumkring potential to become a superior product of the village which leads to an increase in the community's economy. Through this program the transfer of dried squid processing technology is carried out which aims to improve group skills in processing to product marketing, creating diversification of processed dried squid ready and improving the economy of the community. The method used is the active involvement of all group members through group learning techniques accompanied by mentoring and direct practice at all stages of the process. The output of this activity is an increase in group knowledge about the processing of dried squid, the creation of processed squid products with three levels of flavour, namely original, selow and hot issue and product socialisation. The long-term target of this activity is the Cumkring O500 product to become an icon of Olimoo’o Village, as expected by the government and society. Therefore, there needs to be a commitment from the group in cumkring processed innovation and group strengthening to create a sustainable production house, and develop it into Micro, Small, and Medium Enterprises (MSMEs) as a form of independence, equitable economic growth, and increasing community income.

ABSTRACTCommunity empowerment in the era of globalization is facing big challenges. Desa Kebontunggul also faces the same challenge. Desa Kebontunggul is one of the villages located in Gondang, Kabupaten Mojokerto, which becomes a concern for village community empowerment office in Mojokerto. This village has a lot of potential to be developed because its strategic geographical location on the slopes of Mount Anjasmoro. Desa Kebontunggul has some superior products to be developed such as family medicinal plants (toga), organic plants, mushrooms, tortillas, and eggs. Unfortunately, the popularity of those products could not be competed to its natural tourism which is Mbencirang Valley. This community service activity aims to provide training and assistance in making business plan, especially strengthening the marketing plan for micro, small and medium enterprises (MSMEs) in Kebontunggul. Through this training and mentoring, superior products of MSMEs in the village are expected having a good marketing plan, thus, they can increase the added value of the products.  ABSTRAKPemberdayaan masyarakat di era globalisasi sedang menghadapi tantangan yang besar. Kondisi ini juga tidak terkecuali untuk masyarat di desa. Desa Kebontunggul merupakan salah satu desa yang terletak di Kecamatan Gondang, Kabupaten Mojokerto yang menjadi perhatian bagi Dinas Pemberdayaan Masyarakat dan Desa di Kabupaten Mojokerto. Desa ini memiliki banyak potensi untuk dikembangkan karena letak geografisnya terbilang strategis di lereng Gunung Anjasmoro. Dari segi produk yang bisa dikembangkan, Desa Kebontunggul memiliki potensi produk unggulan diantaranya toga (tanaman obat keluarga), tanaman organik, jamur, tortilla, dan telur. Namun sayang, kepopuleran produk-produk tersebut belum bisa sebanding dengan wisata alam di Kebontunggul yaitu Wisata Lembah Mbencirang. Pengabdian masyarakat ini dilakukan untuk memberikan pelatihan serta pendampingan pembuatan proposal rencana bisnis khususnya penguatan pada rencana pemasaran kepada para pelaku usaha mikro kecil menengah (UMKM) di desa Kebontunggul. Dengan adanya pelatihan dan pendampingan ini, diharapkan masyarakat desa Kebontunggul, khususnya warga yang memiliki usaha di produk unggulan desa, akan memiliki rencana pemasaran bisnis yang baik sehingga dapat menambah nilai tambah dari produk yang dihasilkan.

There is a negative stigma toward Islamic boarding school (Pesantren) in the village suspected as supporting radicalism and the place of terrorist linked to bomb-blasting events in Indonesia between 2000-2017. The research used qualitative method of participatory learning action (PLA). Data were collected through interviews, and documentation, observation and focus group discussions and use participatory analysis technique. Informants heve been purposively selected namely community and religious leaders, groups of empowerment, village apparatus and Islamic boarding school management. The research took place in village of Pasuruhan, Cilacap in Central Java and village of Cikoneng, Ciamis in West Java. The results showed the community empowerment model could be mediation of trauma and disharmony through community-based economic activities of village resources potential, namely farming and livestock groups, business groups and cooperative business economy. The model of community empowerment should be developed to perform a comprehensive program ranging from the identification of the problem, the potential of human resources, natural resources and the economy of rural communities up to the analysis solution in the form of extension program, assistance and partnerships.

This study is motivated by the impact of the covid pandemic on micro, small and medium enterprises (UMKM). Closing of markets, closing of malls have significant impact on the ability of micro-entrepreneurs to conduct their business. One of the government's efforts to recover the economy matters and help micro-enterprises is with issue Assistance for micro-enterpreneurs (BPUM) program. 905,328 micro-entrepreneurs in Central Java were recorded to have received that government assistance program. However, the large number of BPUM recipients has not been able to fill the needs of  UMKM in Central Java. It can be seen from the large number of requests and complaints for BPUM registration, both those posted through the governor's report channel, email, or other social media. This study aims to analyze and describe the implementation of BPUM program in Central Java and also to analyze and describe the supporting and inhibiting factors based on the Van Meter and Van Horne’s policy implementation model. The type of this study is descriptive method with qualitative research approach. The results of this study showed that the implementation of the program needs to be improved due to the lack of communication and limited resources.Keywords: implementation, micro-entrepreneurs, BPUM, Covid-19 pandemic

The purpose of this study was to determine the role of the village government of Jambi luar kota in empowering rural communities in rural independence and development. As we know, The Village autonomy is genuine, round, and complete autonomy and is not a gift from the government. Instead, the government is obliged to respect the original autonomy held by the village. As a form of democracy, a village consultative body was formed in the village which functioned as a legislative and supervisory body for the implementation of village regulations, village income and expenditure budgets, and village head decisions. The village budget includes original village income, APBN allocation known as the Village Fund, part of the district/city revenue and tax, village fund allocation which is part of the balance funds received by the district/city, financial assistance from the provincial APBD and district / APBD cities, grants and non-binding donations from third parties. With so many funds for village development above, can the village government implement an independent village development and support the village development program launched by the central government or vice versa. This study was conducted using a qualitative research approach. This research was conducted in Jambi Luar Kota and in Muaro Jambi Regency. The results of this study found that the empowerment of Village Communities in Self-Reliance and Development in Jambi Luar Kota District even though it has been done, the results are not yet optimal. it is due to several factors: 1). Yogyakarta is a city and the capital of Yogyakarta Special Region in Java, Indonesia. It is renowned as a center of tourism, education and culture. Yogyakarta is one of the foremost cultural centers of Java. This region is located at the foot of the active merapi vulcano. Yogyakarta is often called the main gateway to the Central Java as where it is geographically located. It stretches from Mount Merapi to the Indian Ocean. This province is one of the most densely populated areas of Indonesia. Yogyakarta is popular tourist destination in indonesia after Bali. These have attracted large number of visitors from across Indonesia and abroad to the city. This status makes Yogyakarta is one of the most heterogeneus cities in Indonesia. In edition, Yogyakarta has attracted large number of people to reside in this city for business. One of these comers is small entrepreneurs with their market munchies enterprise (specially a traditional snack trader). This business is one of famous business in Yogyakarta, we will find rows of pavement vendors selling market munchies. The students and tourists are their main target customers. Market munchies enterprise is part of small and medium enterprises SMEs as livelihood activities. SMEs has an important role in economic growth of Indonesia. Therefore, it is very important to develop and strengthen the micro enterprise empowerment. Micro enterprise empowerment is one of strategy to reduce the poverty rate in Indonesia. Major challenger in implement this program are that micro entrepreneurs are conventional and have satisfied with their revenue. It is very important to develop a comprehensive and sustainable micro enterprise empowerment which consist of strengthen the quality of human resources, maximize the government’s roles, empower the enterprise capital and strengthen the partnership and autonomous. Micro enterprise autonomy will contribute to the economic and investment climate. Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

The study examines the determinant factors that influence financial inclusion among small and medium enterprises (SMEs) in Ethiopia. The study uses an explanatory research design and a mixed research approach with both primary and secondary sources of data. More specifically, the study adopts a multiple linear regression model. The finding of the study reveals that; supply-side factors, demand-side factors, market opportunity, and collateral requirements have a positive effect on the firm’s access to finance. On the other hand, institutional framework factors, and the costs of borrowing negatively affect the firm’s access to finance. This study suggests concerned bodies sustain rapid and inclusive economic growth and hence eradicate extreme poverty and hunger, the policymakers must build an efficient, strong, and well-functioning financial market system that provides affordable and sustainable financial service to SMEs.
