Indonesia's human development index is still low among ASEAN countries. This losing quality of human resources results in decisions taken often not in favor of the interests of the nation. The low quality of human resources has resulted in one of the national development agendas as stipulated in the National Medium Term Development Plan IV (RPJMN-IV) currently putting strong pressure on improving human resources. The independent campus policy is designed to reinforce the position of tertiary institutions as a center for superior Indonesian human resources, and at the same time challenge tertiary institutions to continue of building a sustainable education system which is directly related to economic, social, and environmental aspects, as well as 21st century life and work skills demanded.

AbstractAs the main asset of national development, human resource is always used as success indicator of quality development in the country. Indonesia ranked in position 111 out of 176 countries in the world, ranked number 6 out of 10 Southeast Asian (ASEAN) countries. Method used is rational review through literature review and logical thinking. To catch up health sector under development, there is a need for paradigm change from “health for survival” which is oriented toward sick people and prioritizing curative and rehabilitative approaches to “health for human development” which is oriented toward healthy people and prioritizing promotive and preventive approaches. Main assets of a nation include natural resources and human resources, however, human resources is deemed more important due to its role to manage the natural resources. In national development, quality is more important than quantity. Quantitatively, Indonesia ranked fourth after India, China, and USA as the most populated countries, but in term of rank of development index, Indonesia is positioned far below Singapore, Japan, and Korea which are less populated an inarguable evidence of low quality of Indonesia’s human resources. Keywords : Health, development, human resources.

The development of electro-mobility is one of the centerpieces of European country attempts to reduce carbon emissions and increase the quality of life in cities. The goals of reducing emissions from the transport sector and phasing out fossil-fueled vehicles in (urban) transport by 2050 present unrivaled opportunities to foster electro-mobility. This paper provides a comprehensive review of the literature and provides a detailed analysis of the current development of electro-mobility in Europe, assessing social, economic, and environmental aspects under a circular economy (CE) context. It also examines the existing challenges and suggests ways of addressing them towards improving the environmental performance of electro-mobility and the urban quality of life. The paper argues that a narrow technology-only agenda in electro-mobility will be less successful without the imperative of the CE, including not just materials and resources but also energy, to unlock the medium-term co-benefits of de-carbonization of both the transport as well as the building and energy sectors. The paper critically reviews some of the anticipated future developments that may guide the growth of this rapidly growing field into a CE.

The head of the madrasa is a leader who has a big responsibility to be able to improve the quality of education in an educational institution. The quality of the institution's education will be able to improve if the head of the madrasa is able to carry out tasks and work properly in accordance with the principal functions of leadership. The leadership function that must be possessed by the head of the madrasa includes Idealism, intellectual, caring and charisma. Improving the quality of education is one of the efforts that can be made to develop human resources for national development. Quality education institutions can be seen from three things, namely input (resources owned), process and output (graduates).
Hospitals today are not only socially managed but also as a health service business that considers aspects of service quality and environmental issues. Therefore, hospital human resources must be handled with Green Human Resources Management so that the quality of services becomes better not only from the business, social aspects but also from the environmental aspects. The role of Organizational Civilization Behavior for the Environment (OCBE) and Organizational Commitment is considered important as mediation. For this reason, this research will examine the Green HRM model in improving Service Quality with OCBE and Organizational Commitment as mediation in the Hospital of State-Owned Enterprises. This study answers the research gap of Green HRM research at the organizational level with more specific outcomes. This research also focused on Green HRM in hospital organizations to see its influence on service quality through OCBE and OC, which were rarely examined before. The application of the concept of Healthcare Service Quality (HEALTHQUAL) in the SQ Variable is also to support or deny the conceptual framework for which there is no empirical study when done in hospitals in Indonesia. Through the hypothesis of the research conducted can be in the form of a FrameWork concept as a basis for further research.
