Sebagai aset utama pembangunan bangsa, sumber daya manusia selalu dijadikan tolak ukur keberhasilan kualitas pembangunan suatu bangsa. Indonesia berada di urutan 111 dari 176 negara-negara di dunia, atau urutan ke 6 dari 10 negara-negara Asia Tenggara (Asean). Artikel ini bertujuan untuk membahas berbagai aspek ketertinggalan bangsa Indonesia di bidang kesehatan serta upaya untuk memperbaikinya. Metoda yang digunakan adalah kajian yang rasional melalui tinjauan pustaka dan pemikiran yang logis. Untuk mengejar ketinggalan di bidang kesehatan perlu dilakukan perubahan pradigma dari “health for survival” yang berorientasi pada orang sakit dan mengutamakan kuratif dan rehabilitatif kepada “heath for human development” yang mengutamakan orang sehat yang berorientasi pada promotif dan preventif. Aset utama bangsa meliputi sumber daya alam (SDA) dan sumber daya manusia (SDM). Namun, sumberdaya manusia berperan lebih menentukan karena peranannya dalam mengelola sumber daya alam. Dalam pembangunan bangsa aspek kualitas lebih penting daripada kuantitas yang telah menempatkan bangsa Indonesia peringkat keempat terbesar di dunia, setelah India, Cina dan Amerika Serikat. Urutan Indonesia yang jauh di bawah Singapura, Jepang dan Korea membuktikan bahwa kualitas sumber daya manusia Indonesia masih rendah.Kata kunci : Kesehatan, pembangunan, sumber daya manusia.AbstractAs the main asset of national development, human resource is always used as success indicator of quality development in the country. Indonesia ranked in position 111 out of 176 countries in the world, ranked number 6 out of 10 Southeast Asian (ASEAN) countries. This article aimed at discussing aspects relating to the slow and under development of health sector and efforts to accelerate it. Method used is rational review through literature review and logical thinking. To catch up health sector under development, there is a need for paradigm change from “health for survival” which is oriented toward sick people and prioritizing curative and rehabilitative approaches to “health for human development” which is oriented toward healthy people and prioritizing promotive and preventive approaches. Main assets of a nation include natural resources and human resources, however, human resources is deemed more important due to its role to manage the natural resources. In national development, quality is more important than quantity. Quantitatively, Indonesia ranked fourth after India, China, and USA as the most populated countries, but in term of rank of development index, Indonesia is positioned far below Singapore, Japan, and Korea which are less populated an inarguable evidence of low quality of Indonesia’s human resources.Keywords : Health, development, human resources.

The Investments in human capital are the same with improving the quality of human development. The success of national development can be seen from the health aspect in the form of measurement indicator of the Human Development Index. This research analyzes the effect of health complaints, unemployment, poverty and government expenditure on the Human Development Index in East Java Province 2015-2018. This research method uses multiple linear regression with a panel data approach. The results showed that health complaints, unemployment and poverty have a negative and significant effect on the Human Development Index in East Java Province. Meanwhile, government expenditure has a positive and significant effect on the Human Development Index in East Java Province. These findings imply 1) the necessity to improve health infrastructure and government expenditure especially in the health sector, 2) the necessity to increase employment opportunities for reducing poverty and unemployment.

Indonesia's human development index is still low among ASEAN countries. This losing quality of human resources results in decisions taken often not in favor of the interests of the nation. The low quality of human resources has resulted in one of the national development agendas as stipulated in the National Medium Term Development Plan IV (RPJMN-IV) currently putting strong pressure on improving human resources. The independent campus policy is designed to reinforce the position of tertiary institutions as a center for superior Indonesian human resources, and at the same time challenge tertiary institutions to continue of building a sustainable education system which is directly related to economic, social, and environmental aspects, as well as 21st century life and work skills demanded.

ABSTRACT                    Local Excellence (KL) is a process and realization of increasing the value of a regional potential so that it becomes a product /service or other work of high value, is unique and has a comparative advantage. The quality of the process and the realization of local excellence is greatly influenced by the available resources, which are better known as 7 M, namely Man, Money, Machine, Material, Method, Marketing and Management. The concept of developing local excellence is inspired by various potentials, namely the potential of natural resources (SDA), human resources (HR), geographical, cultural and historical. Natural resources (SDA) are the potential contained in the earth, water, and aerospace that can be utilized for various life purposes. Human resources (HR) are defined as humans with all the potential they have that can be utilized and developed to become social creatures that are adaptive and transformative and able to utilize the natural potential around them in a balanced and sustainable way. Geographic objects include, among others, formal objects and material objects. Culture is attitude, while the source of attitude is culture. Local excellence in historical concepts is historical potential in the form of relics of ancient objects and traditions that are still preserved today.

It is evident from scientific researches that ecological catastrophe brought about by climatic change is becoming unavoidable day by day. This climatic change has the potential to undermine human development and may even lead to a reversal of current development progress. Evidences show that change in climate will affect distribution and quality of India's natural resources, which will ultimately threaten livelihoods of most poor and marginalized sector of population who closely tied to India's natural resources base and count of such sector is almost 56%.

Human development index (HDI) is one of the benchmarks used to see the quality of human life as measured by looking at the level of human life quality of education, health and economy. This study aims to determine the effect of government spending from the education, health and capital expenditure sectors as well as income on the human development index. The data used is a secondary data in 7 districts in Lampung Province period of 2013-2018 which was obtained from the Directorate General of Fiscal Balance (DGFB Ministry of Finance) and the Central Statistics Agency (CSA) in Lampung province. The results of the analysis show that the government spending in the education sector and capital expenditure have a positive and significant effect on the human development index while the health sector spending as well as income have a negative and significant effect on the human development index.

In 2015 we have entered in a free trade system in the Southeast Asian region which is called frequently as ASEAN Economic Society (MEA). We have known that MEA aims to increase the economic stability in the ASEAN region and forming a strong economic area  inter-ASEAN countries. By implementing MEA in the late of 2015, the member country of ASEAN will sell goods and services easily to the other countries throughout Southeast Asia so that this can effect to the very intensive competition. In this matter, the significant thing which should be done by the Indonesian government especially city government of Lhokseumawe in facing the MEA is by preparing the quality human resources to be compete in the regional and international level. For increasing the quality of human resources is through the educational instituion at least by increasing the role of school supervisor to oversee and control toward the educational process. Without supports of supervising of school, education will not work optimally because the school supervisors responsible in controlling and giving advices for educational achievements.

National development that  lasts  all the  time,  then the  development of higher education is still prioritized by the government to continue to grow, including the role and  duties of lecturers. Strategy  setting is part  of long-term development. The goal is in the most appropriate way in the future to be able. Improving the quality of higher education can not be separated from the quality of human resources owned. Therefore, improving the quality of the behavior and behavior of lecturers as teachers through education channels and  effective training programs in their  work is needed. With qualified human resources, it is expected that  higher education will become an institution capable of effectively facing the challenges of the future.

AbstractIn the current era of globalization, competition between countries is getting stronger and is determined by the quality of their human resources. One of the benchmarks is the Human Development and Literacy Index. The better the HDI number, the better the quality of the country's human resources, thus also literacy rate. However, the country of Indonesia, which is so vast and consists of thousands of islands, leaves a serious problem, namely the high inequality of HDI figures and the low numbers literacy of the people.This paper offers a discussion and a solution for increasing the development of Human Resources and Literacy with equilibrium theory in microeconomics, to overcome inequality which is currently a serious problem. This is of course in accordance with the constitutional mandate of "Social Justice for All Indonesian People" as a reference paper based on authoritative literature with social, economic and educational analysis.Key word : Human Development Index, Literacy, Equlibrium Theory

Resource development is indeed quite basic as a target human development with all its physical and mental devices. Absorption natural resources and the environment without including source development human power, will result in the growth of excessive exploitation. Even will damage the environment, will also destroy potential sources for humanity's prosperity. But keep in mind that source development human power cannot be separated from community social development. Because what it means is the abundance of natural resources, without a form of society harmonious. Morally how it involves social spirituality in managing their social environment by utilizing existing resources. So the Islamic boarding schools must be more open and flexible in seeing social reality, nature and the environment and its institutional system, with all progress and the development of science and technology in practice must be able to educate and prepare qualified human resources in accordance with the demands of the times. In the life of the Islamic boarding schools there are values, ethos and culture in fact, it is very appropriate to develop a noble attitude. The values developed are for example: the values of monotheism, humanity, justice and honesty, concern for other beings, independence and unity and others. Islamic boarding schools with ethos that are carried, do good deeds according to the needs and aspirations of the community. On the basis of the aims of guiding and maintaining harmony, boarding schools appear and grow without waiting and hoping for rewards from anyone. This is what later gave birth to a large number of Islamic boarding schools with all their strengths and limitations

One of the manifestations of underdevelopment is malnutrition and unhygienic living conditions. These contribute to lowering productivity levels of labour thereby affecting both industrial and agricultural output. This gives rise to other problems such as unemployment, and underemployment which leads to falls in family income and a consequent decline in living standards. The cycle is then repeated. However, till the early 1970s most LDCs did not give due weightage to the improvement of health conditions as they felt that resources would be better utilised in the directly productive sectors of the economy, for example, agriculture and industry to name two. However, the last twenty years has seen, through the basic needs approach, the role that health can play in promoting development. Expenditures in the health sector came to be seen as investments in human capital. The benefits of such investment became apparent from the improvement in the quality of human resources which was reflected by increases. in productivity of the labour force as well as by increasing the length of the expected working life of labour. Thus the provision of better health facilities has a two-fold effect: first it increases the productivity of the existing labour force and, second it increases the quantity of human resources available in the future by increasing the length of working life. Keeping this in view, the Government of Pakistan's policy with regard to the provision of health can be summarised in a five-point agenda:
