STATUS AND PROSPECTS OF GERONTOLOGY AND GERIATRICS IN THE KYRGYZ REPUBLIC

В статье проанализирована ситуация, сложившаяся с развитием геронтологии в Кыргызской Республике. Подробно описывается долговременный процесс становления геронтологической службы в стране и ее достижения. Позитивным считается тот факт, что на проблему пожилых людей стали обращать внимание не только международные организации, но и государство, и само общество. Несмотря на определенные достигнутые успехи в развитии службы, указываются проблемы, которые требуют неотлагательных мер для решения, особенно это касается развития гериатрической службы, которая сегодня не соответствует современному состоянию постарения населения. Подчеркнута важная роль создания института геронтологии как координирующего органа в подготовке специализированных кадров, в развитии и выполнении скооперированных научных исследований и внедрения их результатов в практику здравоохранения. The article analyzes the situation with the development of gerontology in the Kyrgyz Republic. The long-term process of the formation of the gerontological service in the country and its achievements are described in detail. The positive fact is that not only international organizations, but also the state and society itself began to pay attention to the problem of older people. Despite the certain and achieved successes in the development of the service, problems are indicated that require urgent measures to resolve, especially the development of the geriatric service, which today does not meet the modern challenges of aging. The important role of creating the gerontology institute, as a coordinating body in the training of specialized personnel, in the development and implementation of cooperated scientific research and the implementation of their results in healthcare practice was emphasized.

This article gives a classification of securities. The investment activities and operations with securities of commercial banks, as well as the legal regulation of the activities of commercial banks in the securities market in Kyrgyzstan are examined. A review of the current state of the securities market in the Kyrgyz Republic is carried out. Volumes of debt securities are also presented. The volume of annual issue of securities for 3 years from 2017 to 2019, the volume of foreign investment in corporate securities is shown. During the review of the state of the securities market, it was concluded that commercial banks play a major role in the development of the securities market, acting as issuers, investors and intermediaries. A program for the development of the government securities market for both the medium and long term is proposed.

The essence of such concepts is “financial service”, “financial ser- vices market”, and “participants of the financial services market”; determined the purpose of state regulation of the financial services market; forms of state regu- lation of the financial services market; financial services that are present in the financial services market; the structure of state regulation bodies of the financial services market in Ukraine is given; The role of state bodies in the regulation of the financial services market was studied; to characterize the regulatory le- gal regulation of the financial services market in Ukraine; the main problems of functioning of the domestic market of financial services are revealed; ways to solve existing problems. It is grounded that the state regulation of financial ser- vices markets consists in the state’s implementation of a set of measures aimed at regulating and overseeing financial services markets to protect the interests of financial services consumers and preventing crisis phenomena. It is concluded that the financial services market is an important element of the development of the economy as a whole, in particular, it concerns not only the state but also society. We must understand that when this market is settled, that is, all bodies that carry out state regulation are competent in their powers, only then will we make informed, effective decisions about the normal and effective functioning of the RFP. It is important that the data of the subjects of control do not overlap, their activities should be fixed at the legislative level. It is also worth bearing in mind that appropriate conditions must be created to create compensatory mecha- nisms in the financial services markets by developing a system for guarante- eing deposits and providing for payments under long-term life insurance contracts, non-state pension provisions, deposits with deposit accounts to credit unions, etс.

Abstract This article contributes a securitisation-based, interpretive approach to state weakness. The long-dominant positivist approaches to the phenomenon have been extensively criticised for a wide range of deficiencies. Responding to Lemay-Hébert's suggestion of a ‘Durkheimian’, ideational-interpretive approach as a possible alternative, I base my conceptualisation on Migdal's view of state weakness as emerging from a ‘state-in-society's’ contested ‘strategies of survival’. I argue that several recent developments in Securitisation Theory enable it to capture this contested ‘collective knowledge’ on the state: a move away from state-centrism, the development of a contextualised ‘sociological’ version, linkages made between securitisation and legitimacy, and the acknowledgment of ‘securitisations’ as a contested Bourdieusian field. I introduce the concept of ‘securitisation gaps’ – divergences in the security discourses and practices of state and society – as a concept aimed at capturing this contested role of the state, operationalised along two logics (reactive/substitutive) – depending on whether they emerge from securitisations of the state action or inaction – and three intensities (latent, manifest, and violent), depending on the extent to which they involve challenges to state authority. The approach is briefly illustrated through the changing securitisation gaps in the Republic of Lebanon during the 2019–20 ‘October Uprising’.

The principles and norms adopted by the regime governing food aid in the 1950s have changed substantially during the subsequent three decades. Explaining the changes necessarily includes analyzing the efforts of an international epistemic community consisting of economic development specialists, agricultural economists, and administrators of food aid. According to the initial regime principles, food aid should be provided from donors' own surplus stocks, should supplement the usual commercial food imports in recipient countries, should be given under short-term commitments sensitive to the political and economic goals of donors, and should directly feed hungry people. As a result of following these principles, the epistemic community and other critics argued, food aid often had the adverse effects of reducing local production of food in recipient countries and exacerbating rather than alleviating hunger. The epistemic community (1) developed and proposed ideas for more efficiently supplying food aid and avoiding “disincentive” effects and (2) pushed for reforms to make food aid serve as the basis for the recipients' economic development and to target it at addressing long-term food security problems. The ideas of the international epistemic community have increasingly received support from international organizations and the governments of donor and recipient nations. Most recently, they have led to revisions of the U.S. food aid program passed by Congress in October 1990 and signed into law two months later. As the analysis of food aid reform demonstrates, changes in the international regime have been incremental, rather than radical. Moreover, the locus for the change has shifted from an American-centered one in the 1950s to a more international one in recent decades.

The implementation of the comprehensive national defense system in Latvia marks a new turning point in the relationship between the state and society – instead of being consumers of the security and defense provided by the state, every inhabitant of Latvia must become an active contributor to the natio-nal defense system. Thus, the society’s willingness to defend the state becomes an essential element in the successful implementation of the comprehensive state defense system. This article analyzes the different views of Latvian and Russian-speaking population on issues that affect the willingness to defend the state, as well as evaluates the role of intercultural communication for informing public and increasing the involvement in the comprehensive national defense system.

The article states the necessity of creating an economic chronicle of Alexander Pushkin’s life. His economic life includes four aspects: publishing activity, estate management, playing cards, and life in the city. It is mentioned that the existing literature lacks accurate data on Pushkin’s incomes and expenses. The article studies a notorious episode concerning Pushkin’s loan received from the Moscow Savings Treasury. It is shown that there are certain questions connected with distribution of the money received and with Pushkin’s deposit in the Moscow Savings Treasury. Besides, the article analyses Pushkin’s loans from the State Treasury. The role of Egor Kankrin, Minister of Finance, in providing to Pushkin his credit conditions, and the attitude of Emperor Nicholas I towards the poet are emphasized. They resulted in the lending conditions being extremely soft: the loans were long-term and interest-free. However, Pushkin still needed money and had to borrow large sums from private persons. After his death, debts to the State Treasury and to private persons amounted to 138,988 rubles 33 kopeks. The author raises the question: did Pushkin have a real opportunity to repay his debts? Data from a Pushkin Trust report concerning incomes collected from the posthumous edition are analyzed. The article provides calculations confirming that Pushkin’s financial bankruptcy was far from being inevitable. Had he survived after the duel with d’Anthès, Pushkin would have been exiled to his village. He would have continued his literary work and, according to the optimistic estimate, could have repaid his debts within approximately four years.

Sociologists commonly adopt a bifurcated understanding of the neoliberal state, showing how neoliberalism’s advance coincides with the growing authority of specific actors and ideas inside the bureaucratic state as others’ authority declines. This article complicates this view by probing the dynamics of non-neoliberal action inside the state, demonstrating the ways even demoted state actors can strategically muster power resources to forward distinct policy agendas. Taking a long-term perspective on social policy developments since the early 2000s, this article reviews the case of Israel, where neoliberal policies' new hegemony and adverse outcomes triggered counter-actions inside the state, ultimately leading to policy change. Paying particular attention to the role of ideas, this article argues that by rearticulating their policy mission to align with market conventions, non-neoliberal actors were able to persuade neoliberal actors to support their policy proposals, succeeding to advance creative policy alternatives under hostile political conditions. Highlighting this strategic capacity and ideational resilience and acumen in adapting to neoliberal critique reveals how demoted state actors can manage to sustain entrenched organizational goals and institutional motivations even as they help ease the adaptation of their historical mission to the neoliberal zeitgeist.

Инфекционные заболевания у пожилых людей значительно более часты и смертность от них выше, чем у молодых людей. Вакцинация является наиболее эффективной и наименее затратной профилактической мерой при ряде инфекционных заболеваний. Однако вакцины, которые эффективны у молодых людей, часто неэффективны у пожилых людей старше 65 лет, причиной чего является постепенное снижение функциональных возможностей иммунной системы, происходящее с возрастом и называемое иммуностарением. Связанные с возрастом изменения в клеточном и гуморальном иммунитете ухудшают первичный ответ на вакцины и ослабляют развитие долговременной иммунной памяти. Исследования последних лет дают основание предполагать, что одной из возможных причин возникновения и поддержания иммуностарения в организме могут быть миелоидные супрессорные клетки ( Myeloid-Derived Suppressor Cells, MDSC ). Многочисленными исследованиями установлено, что MDSC способны ингибировать функции клеток врожденного и адаптивного иммунитета посредством ряда механизмов. В настоящем обзоре приводятся сведения, подчеркивающие роль MDSC в ингибировании иммунного ответа на вакцины при старении, а также обосновываются возможные пути преодоления данного иммунного препятствия. Infectious diseases in older people are much more frequent, and mortality from them is higher than in young people. Vaccination is the most effective and least expensive preventative measure for a number of infectious diseases. However, vaccines that are effective in young people are often ineffective in older people over 65, which is a result of a gradual decrease in the functional capacity of the immune systems, which occurs with age, and is called «immunosenescence». Age-related changes in the cellular and humoral immunity worsen the primary response to vaccines and weaken the development of long-term immunological memory. Recent studies suggest that one of the possible causes of the occurrence and maintenance of «immunosenescence» may be myeloid-derived suppressor cells ( MDSCs ). These cells have been shown to inhibit the functions of innate and adaptive immunity cells through a number of mechanisms. In this review, we provide information that emphasizes the role of MDSCs in inhibiting the immune response to vaccines during aging, and also substantiates possible ways to overcome this immunological obstacle.
