Legal aid represent constitutional rights for every citizen in front of law which arranged in Act Number 16 Year 2011 concerning Legal Aid, specially to impecunious society (the poor). Researcher tries to investigate the problem of Legal Aid implementation in Indonesia. To answer the the problems used by method research of normatif yuridis, having the character of analytical descriptive, using justice theory, used data of sekunder of book study, with approach of legislation. Results of this research concluded that implementation giving of legal aid to the poor as arranged in Act Number 16 Year 2011 About Legal Aid not yet can walk it to, there still found by many resistance and constraint, like human resource factor related to amount and quality giver of legal aid, and related/relevant culture factor society itself the lack of knowledge of society about legal aid. Potency receiver of its amount legal aid very big, but run legal aid system in this time not yet as according to real requirement to legal aid. Access to legal aid program to society still limited especially because its minim of existence of organization giver of legal aid or access inaccesible region geographically. Factor enforcer of less owning law of integrity, moralitas, and idealism of profesionalitas. Factor is lack of budget or financing of Local Government, and lack of observation and control.

The purpose of this research was to determine the role of Legal Counselors in the Regional Office of the Banten Ministry of Law and Human Rights in the socialization of free legal aid for the poor. In this research the authors use a methodology with a qualitative approach. In the research to be conducted, researchers will use three data collection techniques, by interview, observation, and documentation. The results of this research are that legal aid regulated by Rule Number 16 of 2011 years concerning Legal Aid, is the state's obligation to provide the rights of every citizen to get legal protection and human rights, especially for the poor. The provision of legal aid as a state obligation to implement the constitutional rights of the poor is to provide funding to legal aid organizations with the State Budget. The state is present to provide legal assistance, one of which is by means of the Regional Office of the Ministry of Law and Human Rights Banten. The method of socialization about free legal assistance to the poor is done by legal counseling activities with direct and indirect methods; firstly, legal counseling is carried out solely by law enforcement officers from the Regional Office of the Ministry of Law and Human Rights Banten. Secondly, legal counseling is carried out by accredited legal aid organizations but with budgets derived from legal aid funds from the state  with the authority of budget users from the Ministry of Law and Human Rights.

<p>Undang-Undang (UU) Bantuan Hukum memberi ruang bagi daerah untuk mengalokasikan dana penyelenggaraan bantuan hukum dalam APBD. Apabila daerah berkehendak mengalokasikan dana bantuan hukum dalam APBD, maka pemerintah daerah dan DPRD harus mengaturnya dalam Peraturan Daerah (perda). Sampai saat ini, di Provinsi Sumatera Utara belum memiliki Peraturan Daerah yang secara khusus menjamin terlaksananya hak konstitusional warga negara tersebut, khususnya bagi orang atau kelompok orang miskin. Metode penelitian yang digunakan pada penulisan ini menggunakan metode penelitian hukum normatif, dengan pendekatan yuridis normatif ( legal research ). Sifat penelitian ini adalah deskripsi analitis yaitu suatu penelitian yang bertujuan untuk mendeskripsikan (menggambarkan) tentang fakta dan kondisi atau gejala yang menjadi objek penelitian, setelah itu dilakukan telaah secara kritis. Hasil Penelitian menunjukkan bahwa sampai saat tulisan ini dibuat, ranperda tentang bantuan hukum belum dilakukan penyusunan, masih sekedar dicantumkan dalam Prolegda 2013. Mengingat pentingnya perda tentang bantuan hukum sebagai landasan hukum bagi daerah untuk memenuhi hak-hak masyarakat miskin dalam mengakses keadilan dan perlakuan yang sama di hadapan hukum, dibutuhkan komitmen kuat dari DPRD maupun Pemerintah Daerah Provinsi Sumatera Utara beserta stakeholder untuk segera mengimplementasikan pembentukan perda Bantuan hukum serta mengalokasikan dana bantuan hukum dalam APBD sebagaimana amanat pasal 19 UU Bantuan Hukum.</p><p>The law on legal aid gave space for the region to allocate costs of legal aid in the APBD. When the region has an intention to allocate funds in the APBD, local government and the parliaments should be arrange it in regional regulation (Perda). Until now, the province of North Sumatra has not been having regional regulation which speci fi cally guarantees implementation of constitutional rights citizens, especially for people or poor society. Research method used on this paper is normative legal research with normative juridical approach. The nature of research is analytical descriptive that aims to describe about facts and condition or indication which became the object of research, aer was done critical studies. The result of research shows that up to thetime of writing, Ranperda on legal aid has not been drafting, just simply listed in Prolegda 2013. considering the importance of Perda on legal aid as a legal foundation for the region to ful fi ll the rights poor society in accessing justice and equal treatment before the law, it takes high commitment from the council and local government of the Province of North Sumatra and its stakeholders to implementing immediately the formation of Perda on legal aid and allocated in the budget as mandated by article 19 the law on legal aid.</p>

Article 19 of the Law on Legal Aid provides the authority to local governments to deliver legal assistance to the poor by allocating budgets in the Regional Revenue and Expenditure Budgets, all of which are subsequently regulated by Regional Regulations. However, some areas have not yet implemented the mandate of Article 19 of this Legal Aid Law, because there is still doubt that the fulfillment of legal aid for the poor is part of the absolute government affairs relating to the justice sector. This includes establishing a Judicial Institution, appointing Judges and Prosecutors, establishing human rights and immigration policies, granting pardons, amnesty, abolition, legislation, Substitutionary Rules of Law, Government Regulations, and other national regulations. Unlike Jember Regency, which has legalized the Regional Regulation of Jember Number 6 Year 2016 regarding Legal Aid for the Poor, this Regulation of Jember Regency cannot be implemented since there is no Regent Regulation that regulates the implementation of the Regional Regulation. This article discusses how to regulate the authority of local government in fulfilling legal aid for the poor, and how to fulfill legal aid for the poor in Jember.  This article concludes with a suggestion for the Local Government of Jember to immediately approve the Regent's Regulation as the implementing regulation of Jember District Regulation No. 6 of 2016 on Legal Aid for the Poor, and to provide opportunities for community participation in supervising the fulfillment of legal aid in Jember. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis efektivitas penegakan hukum terhadap praktik perdagangan anak perempuan di Polrestabes Makassar, dan untuk mengetahui dan menganalisis faktor-faktor yang menjadi penghambat tidak efektifnya penegakan hukum terhadap praktik perdagangan anak perempuan di Polrestabes Makassar. Penelitian ini dilakukan di Polrestabes  Makassar khususnya Unit Perlindungan Perempuan dan Anak. Tipe penelitian yang digunakan dalam penelitian ini adalah tipe normatif. Teknik pengumpulan data berupa teknik penelitian lapangan yaitu dengan cara melakukan wawancara dengan Kanit PPA Polrestabes Makassar, Penyidik dan Ketua Lembaga Swadaya Masyarakat Solidaritas Perempuan Anging Mammiri, dan penelitian pustaka yaitu data diperoleh dari bahan bacaan seperti buku, jurnal dan literatur lain yang berkaitan dengan penelitian. Hasil penelitian ini menunjukkan bahwa penegakan hukum pada PPA Polrestabes Makassar tidak efektif, karena sanksi yang sangat ringan karena PPA Polrestabes Makassar sering keliru dalam menentukan pasal pada pelaku, sehingga pelaku bebas dari Undang-Undang Nomor 21 tahun 2007 tentang Pemberantasan Tidak Pidana Perdagangan Orang. Selain itu perilaku pelaku ingin melakukan suap terhadap aparat penegak hukum. Adapun faktor tidak efektifnya penegakan hukum adalah faktor sumber daya manusia yaitu kurangnya personil, faktor masyarakat karena kurangnya pengetahuan sehingga takut melakukan laporan, serta faktor sarana yaitu kurangnya anggaran. The purpose of this study was to determine and analyze the effectiveness of law enforcement on the practice of girl trafficking at the Metropolitan Police Station (Polrestabes) Makassar, and to identify and analyze the factors that hinder the ineffectiveness of law enforcement on the practice of girl trafficking at Polrestabes Makassar. This research was conducted at Polrestabes Makassar, especially the Women and Children Protection Unit. The type of research used in this study is the normative type. The data collection technique is by studying several literatures, books, articles and lecture materials obtained. The form of the interview is a data collection technique by conducting interviews with the Head of PPA Polrestabes Makassar, investigators and the Chair of the Women's Solidarity Institute, Anging Mammiri and asking for data. The results of this study indicate that law enforcement at the PPA Polrestabes Makassar has not been effective, because in 2018-2019 sanctions were not implemented by law enforcers, and law enforcers often made mistakes in imposing articles so that perpetrators were free from Law Number 21 of 2007 concerning the Eradication of Human Trafficking Criminal Acts. Besides, the perpetrators often want to bribe. The factors for the ineffectiveness of law enforcement are the human resource factor, namely the lack of personnel, the community factor due to lack of knowledge so they are afraid to report, and the facility factor is the lack of budget.

ABSTRAK Penelitian ini bertujuan untuk mengetahui bagaimana implementasi manajemen sumber daya manusia pondok pesantren pagelaran II sumedang, dan mengetahui bagaimana hasil kinerja santri di pondok pesantren pagelaran II sumedang.Metode yang digunakan dalam penelitian ini adalah metode deskriptif, pengumpulan data dilakukan dengan menggunakan teknik observasi, studi dokumentasi dan wawancara.Hasil Penelitian ini menemukan bahwa peran manajemen sumber daya manusia dalam mengoptimalkan kinerja santri di pondok pesantren pagelaran II sumedang yang diawali dengan pengolaan dalam bentuk fungsi perencanaan dan operasional yang baru.Terutama pengrekrutan jajaran assatidz yang berdedikasi dan berpendidikan tinggi masuk ke pondok pesantren pagelaran II. Sehingga keberlangsungan pesantren akan berinovasi dan pengendalian selalu sesuai dengan perkembangan zaman. Sehingga dapat disimpulkan bahwa manajemen sumber daya manusia di pondok pesantren pagelaran II sumedang telah dijalankan dengan baik dan menunjukan keberhasilan dalam upaya menyiapkan insan kamil. ABSTRAK It aims to know how to implementation of human resources management hut pesantren by fire ii, and find out How did santri's performance result in the pesantren pagelaran 2 Sumedang. The method used in this study is a descriptive method, data collection is done using observation techniques, a documentary study and debriefing. This study found that human resource management's role in optimizing santri's performance in pondok pesantren pagelaran 2 Sumedang. That begin with processing in the form of new planning and operational functions. Particularly recruits for the dedicated, highly educated assatidz went into the pagelaran 2 Sumedang. So martial arts have continued to innovate and control always conforms to the development of The Times. So it is inadmissible that the human resources management at pesantren pagelaran 2 sumedang has been well run and show that is successful in preparing for the perfect human being.

This study focused on financial mismanagement of Internally Generated Revenue (IGR) in Ife South Local Government. It also identified viable sources of revenue in the local government and examined problems militating against effective collection of revenue. This study was necessitated by the need to ensure increased revenue generation in Ife South local government of Osun State, Nigeria. Primary and secondary sources of data were utilized for the study. The primary data were collected through structured questionnaires. Respondents were selected from career officers in GL. 03-16 in departments and units of finance and supplies, administration, primary healthcare, agriculture, town planning and estate valuation of the local government, thus 180 respondents were sampled representing 29.31% of 614 staff strength of these departments and units of the local government. The questionnaires were administered using descriptive statistical analysis such as frequency and percentage value. The study revealed that there are many viable and non-viable sources of revenue in Ife South local government, the myriad of problems militating against effective collection of the revenue and the poor financial management of internally generated revenue which aptly explains why the local government could not be developed. The study concluded that the share of local government from the statutory allocation be increased, routine auditing and post-auditing from the supervising ministry should be encouraged at the local government level and that the local government should also intensify her effort on increase revenue generation in order to withstand the challenges posed by the current global economic crisis.

The research is to examine the influence of the understanding of local financial accounting system, capacity of human resource and the utility of information tecnology toward the quality of financial report information of yogyakarta government.The used data for the research is primer data. It is the result from questionnaires spreading. The respondence of this research is manager of financial report of yogyakarta local government. The questionnair is spread to 90 respondents, meanwhile that can be proccesd are 63 questionnaires. The method of sample taking is using purposive sampling. Analytic technique of data in this research is using double linier regretion technique.The result of regretion test shows that the local government financial accounting system understanding and the capacity of human resource are not influenced significantly to the quality of local government financial report information, meanwhile the utility of technology is influenced positively to the quality of local government financial report information.keyword: the understanding of local financial accounting system, capacity of human resource, the utility of information technology and quality of local government financial report information.

This research was made with purpose to measure the capability of human resource and work management in PT. X using COBIT 5.0. In the assessment process, researcher applied 1 domain (align, plan, and organize) with 2 processed, Manage Human Resource APO 07) and Manage Service Agreement (APO 09). Data collection was obtained from the distribution of questionnaires to IT division (there were 127 items of the question and 10 respondents). The result of this research figured out that APO 07 stopped in level 2 with score 82.50 in level 3 and APO 09 ended in level 3 with score 84.10 in level 4. In conclusion, there were still few problems that made human resources in PT X unable to reach level 5.
