Abstrak: Pancasila bagi masyarakat Indonesia bukanlah suatu hal yang baru dan asing. Pancasila terdiri dari lima sila yang tertuang dalam Pembukaan UUD 1945 Alinea ke-IV dan diperuntukkan sebagai dasar negara Republik Indonesia. Di Indonesia, pelaksanaan  pendidikan nasional diatur dalam UU No. 20 Tahun 2003 Tentang Pendidikan Nasional. Pasal 2 UU No. 20 Tahun 2003  menyebutkan bahwa: “Pendidikan nasional berdasarkan Pancasila dan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Pada saat ini Pancasila seiring dengan perkembangan dan perubahan zaman yang begitu pesat dan kompleks yakni di era globalisasi ini,moralsiswa-siswi Indonesia mulai dipertanyakan. Di tengah hegemoni media, revolusi iptek tidak hanya mampu menghadirkan sejumlah kemudahan dan kenyamanan hidup bagi manusia modern, melainkan juga mengundang serentetan permasalahan dan kekhawatiran terhadap kepribadian bagi seluruh bangsa Indonesia khususnya dalam hal ini para siswa-siswa. Untuk itulah, pemberian materi tentang nilai-nilai Pancasila kepada siswa-siswi mutlak diperlukan supaya para siswa-siswa agar dapat memahami nilai-nilai yang terdapat didalam Pancasila itu sendiri sehingga dapat menerapkannya dalam kehidupan berbangsa,bernegara dan bermasyarakat.Abstrak: Pancasila for the Indonesian people is not something new and unfamiliar. Pancasila consists of five precepts contained in the 1945 opening paragraph of all IV and designated as the foundation of the Republic of Indonesia. In Indonesia, the implementation of national education stipulated in Law No. 20 Year 2003 on National Education. Article 2 of Law No. 20 of 2003 states that: "The national education based on Pancasila and the Constitution of the Republic of Indonesia Year 1945. At this time Pancasila along with the development and the changing times is so rapid and complex that in this era of globalization, moralsiswa-Indonesian student was questioned. In the center of media hegemony, a revolution in science and technology is not only able to present a number of conveniences and comforts of life for modern humans, but also invited a spate of issues and concerns about the personality of the people of Indonesia, especially in this case the students. For this reason, the provision of material about the values of Pancasila to students is absolutely necessary in order for the students to understand the values contained in Pancasila itself so that it can apply in the life of the nation, the state and society.

Following the collapse of the Ottoman Empire and the founding of the Republic in 1923 under the rule of Atatürk and his Republican People's Party, Turkey embarked on extensive social, economic, cultural and administrative modernization programs which would lay the foundations for modern day Turkey. The Power of the People shows that the ordinary people shaped the social and political change of Turkey as much as Atatürk's strong spurt of modernization. Adopting a broader conception of politics, focusing on daily interactions between the state and society and using untapped archival sources, Murat Metinsoy reveals how rural and urban people coped with the state policies, local oppression, exploitation, and adverse conditions wrought by the Great Depression through diverse everyday survival and resistance strategies. Showing how the people's daily practices and beliefs survived and outweighed the modernizing elite's projects, this book gives new insights into the social and historical origins of Turkey's backslide to conservative and Islamist politics, demonstrating that the making of modern Turkey was an outcome of intersection between the modernization and the people's responses to it.

Chapter 1 analyzes Schmitt’s assessment of democratic movements in Weimar and the gravity of their effects on the state and constitution. It emphasizes that the focus of Schmitt’s criticism of Weimar was mass democracy rather than liberalism. Schmitt warned that the combination of mass democracy, the interpenetration of state and society, and the emergence of total movements opposed to liberal democracy, namely the Nazis and the Communists, were destabilizing the Weimar state and constitution. Weimar, Schmitt argued, had been designed according to nineteenth century principles of legitimacy and understandings of the people. Under the pressure of mass democracy, the state was buckling and cannibalizing itself and its constitution. Despite this, Schmitt argued, Weimar jurists’ theoretical commitments left them largely unable to recognize the scope of what was occurring. Schmitt’s criticism of Weimar democracy was intended to raise awareness of how parliamentary democracy could be turned against the state and constitution.

Abstract This article contributes a securitisation-based, interpretive approach to state weakness. The long-dominant positivist approaches to the phenomenon have been extensively criticised for a wide range of deficiencies. Responding to Lemay-Hébert's suggestion of a ‘Durkheimian’, ideational-interpretive approach as a possible alternative, I base my conceptualisation on Migdal's view of state weakness as emerging from a ‘state-in-society's’ contested ‘strategies of survival’. I argue that several recent developments in Securitisation Theory enable it to capture this contested ‘collective knowledge’ on the state: a move away from state-centrism, the development of a contextualised ‘sociological’ version, linkages made between securitisation and legitimacy, and the acknowledgment of ‘securitisations’ as a contested Bourdieusian field. I introduce the concept of ‘securitisation gaps’ – divergences in the security discourses and practices of state and society – as a concept aimed at capturing this contested role of the state, operationalised along two logics (reactive/substitutive) – depending on whether they emerge from securitisations of the state action or inaction – and three intensities (latent, manifest, and violent), depending on the extent to which they involve challenges to state authority. The approach is briefly illustrated through the changing securitisation gaps in the Republic of Lebanon during the 2019–20 ‘October Uprising’.

The establishment of the Regional Representative Council of the Republic of Indonesia so called Dewan Perwakilan Daerah (DPD-RI) at least has two objectives. The first is to enhance justice for the people in the region. Secondly, to expanding and increasing the participation of local communities in national life. The process to form this state institution is done by amending the 3rd amendment of the 1945 Constitution of the Republic Indonesia. However, in doing that  amendment there was an internal conflict within the body of DPD-RI involving the old and the new leaders of this institution last year. The length of leadership tenure which was initially made 5 years was amended to became 2.5 years. The different length of leadership tenure was then canceled by the Supreme Court and it was decided to be the same as other institution such as The People’s Consultative Assembly and The House of Representative in that the leadership tenure should be in accordance with the electoral cycle of 5 years. However, although the regulation of DPD-RI has been canceled, the Supreme Court keeps sending its representative to guide the oath of position of the new DPD-RI leadership. The only regulation that has been introduced by the state was regulation toward conflict between state institutions and this conflict can merely be resolved by the Constitutional Court. Therefore, there is an urgent need for the state to seek solution to solve this problem to prevent the same thing happened to other state institution in the future.

The article is devoted to the consideration and study of the creativity of the most prominent representatives of the musical art of national ethnic groups, the role of the Assembly of the People of Kazakhstan, the identification of various criteria for the relationship of ethnic groups living in the territory of the Republic of Kazakhstan, the peculiarities of their life, way of life, spheres of life, their relationship and views on the modern State, created by the first President of the Republic of Kazakhstan – Nursultan Nazarbayev. The core of the projects completed in the period from 2012 to 2017 includes not only historical facts and materials found from the State Archives, Central Scientific Library and the National Library of the Republic of Kazakhstan, but also an overview of active participation in many events related to the Assembly of the People of Kazakhstan, to the 20th and 25th anniversaries of the Assembly of the People of Kazakhstan, associated with the considered ethnocultural centers and representatives of certain ethnic groups. Through the media, participation in international scientific and practical conferences, previously unknown facts of the studied ethnic groups were highlighted, and their relationship with the main population of the republic, their contribution to the multinational culture of Kazakhstan, which in turn confirms the prudent, orderly, and wise policy of Elbasy (The Head of the State). The authors use the following methods in the study: historical-chronological, source study, analytical, comparative, and interviewing. Since 2012, in Kazakh musicology, the musical heritage of ethnic groups inhabiting Kazakhstan has been studied. A unique opportunity for a full-fledged study of their work is presented thanks to the activities of the Assembly of the People of Kazakhstan and systematic state policy, under the leadership of the First President. In 2017, the second book, entitled "The Historical Significance of the Assembly of the People of Kazakhstan in Interethnic Cultural Integration", was published, which became a fruitful result of the research project in 2015–2017. This book is a kind of continuation of the series, which began in the previous collective monograph "The Musical Art of the People of Kazakhstan", which was published at the end of 2014 and has undergone extensive testing not only among professionals, but also among fans of the musical culture of multinational Kazakhstan. Such research projects, which were not previously carried out in the domestic humanitarian science, are significant and in demand, since before their appearance in domestic musicology there were only separate reports on the activities of cultural centers, articles in the media and on Internet sites, a brief analysis of the work of specific masters in publications devoted to the study of the history of musical art of numerous national cultures. They give only fragmentary ideas about the art of the ethnic groups in question. The relevance and insufficient elaboration of these problems served as the basis for the study "The historical significance of the Assembly of the People of Kazakhstan in interethnic cultural integration", carried out by the Department of Musicology of the M. Auezov Institute of Literature and Art of the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan. The implementation of such a complex and significant topic for the national musical art, coverage of the activities of large cultural centers of different ethnic groups, and much more makes it possible to determine the contribution of each of them to the history of Kazakhstan's development and outline ways to preserve the traditional folklore heritage and identity. In this regard, these projects are relevant and socially and politically significant at the state level.

The Constitution is the fundamental law not only of the state, but also of society, expressing the will of statehood and the sovereignty of the people. The Constitution establishes the fundamental rights and freedoms of man and citizen, socio-political institutions of power and a system of self-government of the people and acts as a legal basis for the formation and development of civil society. The constitution can be viewed as a micromodel, a legal symbol of society. It is within its borders and on its basis that the mechanism of state power operates, the rights and freedoms of citizens are protected, the directions of social development are determined. The Constitution of the Republic of Azerbaijan is a fundamental legal document establishing sovereignty, independence and supremacy of state power. The Constitution of the Republic of Azerbaijan covers not only the structure of the state, but also non-state spheres - the foundations of the socio-economic structure, the cultural life of society, the rights, freedoms and duties of a person and a citizen. In modern conditions, it is interesting to study foresight as an effective tool for identifying new strategic scientific directions. Its purpose is to develop an algorithm for conducting qualitative expertise in the application of the foresight methods with the ability to integrate forecast estimates. Currently, the vast majority of research activities results do not contribute to the innovative development of the state. To solve this problem, it is necessary to ensure a stable systemic relationship between specific sectors of the economy and higher education. The algorithm is developed on the basis of a systematic approach to the foresight methods and the use of the methods of bibliometrics, scientometrics, patent analysis and forecasting. The results and conclusions of this study are: an algorithm has been developed for conducting qualitative examination of the results of scientific activities in order to increase its practical significance, in which the authors propose the foresight methods as the most optimal tool for choosing priority areas of science and technology. Putting this approach into practice will make it possible to increase the efficiency of the foresight methods by both reducing time costs, and rationally using monetary and human resources.

Opening ParagraphThe State in its essential nature is power. Its character is determined by the force with which it asserts its distinction from neighbouring states, by its dealing with the organic bonds in which the life of the people finds expression, and by its success in absorbing into and developing within its own structure the underlying spirit of those bonds. The origin of the State's consciousness of power lies at the point in the interlacing roots of tribal organization where the tension between associations based on kinship and those based on age brings about a change of balance, and leadership begins to pass to the latter, the age-class becoming a warrior class which outgrows the clan and subjects kinship-groupings to its own leaders. Once this change in leadership has taken place, that is to say, when no longer the spirit of the clan but the spirit of the age-class becomes dominant, then, by reason of the resulting tightening-up of the forces of war and of expansion, it is only a question of time before the age-class associations pass into a system of vassalage, with leaders who emerge from the age-grade system and acquire an authority more or less political in character. With the individualization of the leadership goes the differentiation of function in the State, which is first required in the organization of the army. Henceforward the tasks in the service of the State are no longer dependent on a man's place in the tribal organization, but upon accomplishments which can be learned. To acquire these forms of skill, to become proficient in their use and to obtain the advantages secured by them becomes an absorbing task which is pursued in common and given stability by associations for the purpose. This is the birth of organization. Without such organizations the State cannot take form, for they alone ensure to it the concentration of the primitive forces of the tribe for the accomplishment of the aims of the State. Thus these organized associations become agencies to develop and foster the consciousness of statehood. The tribal community consciousness which still persists in the organic tribal relationships and in their leadership systems is gradually, under the absorptive power of the new state-consciousness, forced back into the realm of mere emotion and habit and finally deprived entirely of its spiritual leadership. So that what is in reality the starting-point of man's spiritual existence, namely, his membership of an organic and tribal order of society, comes to be regarded as something purely natural and as the sphere of the instinctive preservation of the species.

The interest in Republican thought is on the increase again, now chiefl y thanks to the works of Quentin Skinner and the circle of so-called neo-Republicans (or civic Republicans) concentrated around Phillip Petit. They stress the peculiar perspective that Republicans have had on the state and society. This is seen in their distinctive view of freedom as the absence of domination, or attachment to the category of citizenship and the related role of civic virtues. These special characteristics justify, in their opinion, distinguishing the Republican trend of political thought (historically and now) from other positions, especially the liberal tradition. Accepting generally the above opinion, the paper draws our attention to signifi - cant differences within Republicanism itself. To do this, it cites the three conceptions of republic that were formed in the 16th century and refer to England (Sir Thomas Smith), Venice (Gasparo Contarini) and Poland (Wawrzyniec Goślicki). Although they were formed around the same time and have common roots mainly in Aristotle’s philosophy and Roman Republican ideas, each of the three perspectives views the republic from a different angle. While all three authors believe the coexistence of three elements – orderly institutions, wise law and virtuous citizens – to be crucial for any state, they rely in their deliberations on one element only. This has an impact on the way their conceptions fi nally appear and on the conclusions for the political system they draw. And so, Smith gives precedence to institutions, Contarini emphasises the key role of law and Goślicki gives primacy to virtue, concentrated in an ideal senator. Taking notice of such differences among thinkers openly admitting to an attachment to the Republican tradition should make us even more careful so as not to oversimplify it as if it were uniform and completely cohesive. Further, the awareness of such differences may provoke refl ection how justifi ed the use of the Republican banner is in respect of so different authors as, for instance, Machiavelli and Montesquieu.
