Human Capital Model as a Strategy for Development of Weaving Home Industry in Sambas District of West Kalimantan

Objective - Goals of economic development is to increase economic growth, increase employment opportunity, equalize income distribution, and increase standard of living which will reach out community welfare. Therefore, to achieve all those goals, programs which can enhance economic activities with high intensity are needed. It will create more job opportunities and higher income, which mean poverty can be minimalized. One of the efforts to increase economic growth and public income is to develop human capital. The research is aimed to create the development of human capital model which includes training, skill, experience, and other supports particularly creativity and innovation and regarding enhancing welfare of weaving industry's workers. Methodology/Technique - This research used quantitative and qualitative methods with primary and secondary data which were taken by interviews, questionnaires, and observation. The research took place in several villages/districts in Sambas Regency, those were Jagur, Tumuk Manggis, Tanjung Mekar, Sumber Harapan, and Sajad districts. Considering that population data was not available accurately, respondents were selected based on purposive method and was adapted with the research goal. Findings - The research showed that human capital model to develop weaving industry was very likely to be done through comprehensive development by stakeholders in Sambas Regency (government and public figures), higher education institutions, and companies (business group) so that labour income could increase. Novelty - This developed model, then, is one of means that can be used to improve welfare of weaving industrial workers so that it can be new finding for human capital theory development. Intellectual capital is one of the important factors that play a major role in various economic activities. However, its position in overcoming economic problems in Indonesia is still not too much considered. Based on this, this study aims to describe the role of intellectual capital, especially the Human Capital dimension, in overcoming the economic slowdown in Indonesia. The type of this research is qualitative. Research data in the form of secondary data is collected through documentation studies of data related to human capital and Indonesia’s economic growth, as well as the results of previous studies that have relevance to the topic of this study. The data is then analyzed using qualitative methods. The results of this study are: 1) Intellectual capital has a fundamental role in overcoming the economic slowdown in Indonesia. One dimension of intellectual capital, namely human capital, can have a diverse role, both as a factor of production and as an economic policy maker, so that its existence and quality determine the success of the strategy formulation and its implementation to overcome the economic slowdown in Indonesia; and 2) The role of intellectual capital, especially human capital, can be realized if Indonesia changes its development paradigm to become more oriented towards the development of human resources quality.

Role of public financing of human development (HD) is inevitable, especially for developing countries like India where access to resources and economic opportunities are not equitably distributed among people. Governments aim to achieve equity in distribution of resources through allocative and redistributive policies whereas macroeconomic stabilisation policies aim to achieve higher economic growth and stability in the price level. Expenditure policies of the governments envisage in delivering larger public goods and services to enable people to take part in economic activities by investing in human capital and infrastructure developments. Progressivity of the tax system helps in achieving equity by redistribution of resources among people. Being merit goods, expenditures on education, health, and poverty eradication make it a case for public investment which empowers people to improve human capital. The benefit of universal economic participation is expected to contribute in larger mobilisation of public resources over time. Lack of economic opportunities and earning a respectable income may increase dependence on public transfers which may reduce fiscal space of the governments to finance programmes to promote overall economic growth. The objective of this article is to review existing studies on public financing of HD in India and highlight emerging challenges.

Objective - Labor is one of the most important factors in production activities. Increased human effort in the production process will increase output, productivity and promote economic growth. This research aims to analyze the condition and potential of labor demand in Pontianak City, analyze job opportunities in Pontianak City and formulate a strategy of labor policy in Pontianak City. Methodology/Technique - The method used is descriptive with quantitative analysis which a qualitative interpretation. The data used is secondary data and related documents for data enrichment. Findings - The results show that: labor demand is showing an increasing trend year by year, increasing employment absorption from 233,788 in 2010 to 244,236 in 2014. The rate of absorption growth occurs primarily in the agriculture, building and transportation industries. Employment elasticity in Pontianak City is relatively low at only 0.02% which means the growth of labor absorption is smaller than the increase of economic growth. Novelty - This research shows that employment policy strategies in Pontianak City need to increase the role of Training Center (BLK), the enrichment of nutrition improvement and sustainability, encourage investment, increase competitiveness through increasing labor productivity and increase labor flexibility to the rules among other things. This research studies the role of human capital investment through the mechanism of improving education and health services in efforts to alleviate poverty and increase economic independence with dignity in the form of improving the performance of Indonesia's human resources which is reflected in Indonesia's economic growth. This study uses secondary data from world banks and processed regression using the moving average autoregression method. We find that investment in education and investment in health is positively related to economic growth. And, poverty is negatively related to economic growth. This indicates that human capital investment in Indonesia is able to promote economic growth and alleviate poverty in Indonesia.

This research aims toaanalyze the causal relationshipbbetween several variables including economiccgrowth using the value of PDRB at constant prices, the variable humanndevelopment index (HDI) and capitaleexpenditures in Jambi Province during 2010-2020 period. The data used in this research is secondary data with a database obtained from BPS Jambi Province and Regional Financial Statistics Jambi Province. The method used in this research is the Granger causality analysis method, which was previously tested using unit roots and cointegration methods to see the long-termrrelationship betweenrresearch variables. The results showed that there was a long-term relationship between the research variables. Economic growth has a one-way causal relationship with HDI. Economic growth increases the supply of resources needed for human development which in turn will encourage better human development. The capital expenditure variable has a one-way causal relationship with the economic growth variables. The allocation of capital for the implementation of various community economic activities and become an economic stimulus in Jambi Province.

Population data management involves many complex activities of different types of organizations, stakeholders, and knowledge. Innovation is essential in improving the efficiency of the public sector. Governance innovations will give the consequences of the success of innovation itself.  Good governance is a reflection of the innovation strategy of a government administration process. The focus of this research is to investigate the phenomenon of innovation in the management of population data and documents in Southeast Aceh regency. The qualitative method with phenomenological analysis is used to explain and identify how the phenomenon occurs.  The data collection is done inductively by having interviews, discussions, and participatory observation. The triangulation approach is used to explain empirical and secondary data. The results of this study found that the management of innovation should be supported by various supporting policies and the leadership capacity of policy maker. Community participation and cross-border cooperation also contributed to the management of innovation. The economic growth of Banjarnegara, Purbalingga, Banyumas, Cilacap and Kebumen regencies or known as Barlingmascakeb region is on average lower than the economic growth of Central Java Province. This study aims to analyze the influence of human capital that proxy from level of education and life expectacy, labor, and capital on economic growth in the Barlingmascakeb region. The data used is secondary data, time series starting from 2008-2015. This study uses multiple linear regression. Based on the results of the study it is known that the variable human capital, which is seen from the level of education and life expectancy, labor, capital has a positive influence on economic growth in the Barlingmascakeb region.Keywords: Level of Education, Life Expectancy, Labor, Capital, Economic Growth.

This study focuses on finding out whether human capital, which is an indicator of the quality of human resources, has a significant effect on economic growth. This study uses several indicators, including life expectancy, literacy, consumption, and the average length of schooling. One of the inhibiting factors for economic growth is poverty, so that the Government has implemented various programs aimed at alleviating poverty. This is quantitative research. The data used is secondary data obtained from the Central Statistics Agency (BPS) of East Java Province. The data obtained includes life expectancy, per capita consumption, average length of schooling, literacy rates, poverty, and economic growth in East Java during the 2010-2015 period. The results showed that Life Expectancy, Per capita Consumption, Average Length of Schooling, and Poverty had no significant effect on economic growth in East Java Province. However, literacy rate had a significant effect on economic growth in East Java during the 2010-2015 period.

ABSTRACT The purpose of this research is to examine the antecendent of Government Expenditure Realization, whether there is influence of Original Local Income (PAD) and Balance Fund against Government Expenditure Realization, and to examine the consequence of Government Expenditure Realization, whether there is influence of Government Expenditure Realization against Economic Growth. The population of this research is 33 Provinces of Indonesia, and used secondary data of Government Budgets-realization of Indonesia Provinces from 2009 until 2013. This research used multiple regression in antecendent of Government Expenditure Realization testing and simple regression in consequence of Government Expenditure Realization testing. The hypothesis testing consist of coefficient of determination test, F test, and t test. The research revealed that in antecendent of Government Expenditure Realizationtesting, partially Original Local Income (PAD) variable and Balance Fund variable influence Government Expenditure Realization, and in Consecuent Government Expenditure Realization testing, partially Government Expenditure Realization influence Economic Growth. ABSTRAK Tujuan dari penelitian ini adalah untuk menguji Anteseden Realisasi Belanja Modal yaitu pengaruh Pendapatan Asli Daerah dan Dana Perimbangan terhadap Realisasi Belanja Modal, serta untuk menguji Konsekuen Realisasi Belanja Modal yaitu pengaruh Realisasi Belanja Modal terhadap Pertumbuhan Ekonomi. Populasi dalam penelitian ini adalah Provinsi di Indonesia, dan menggunakan data sekunder yang berupa Laporan Realisasi Anggaran (LRA) tahun 2009 sampai dengan tahun 2013. Penelitian ini menggunakan regresi berganda dalam pengujian Anteseden Realisai Belanja Modal dan regresi sederhana untuk pengujian Konsekuen Realisasi Belanja Modal. Uji hipotesis terdiri dari uji koefisien determinasi, uji F, dan uji t. Hasil penelitian menunjukkan bahwa dalam pengujian Anteseden Realisasi Belanja Modal, secara parsial Pendapatan Asli Daerah dan Dana Perimbangan berpengaruh terhadap Realisasi Belanja Modal, dan dalam Pengujian kosekuen, Realisasi Belanja Modal secara parsial berpengaruh terhadap Pertumbuhan Ekonomi. Over a decade Pakistan has been facing severe electricity crisis. The electricity crises and load shedding of more than 10 hours in a day hampers all the economic activities both in rural & urban areas. The purpose of the study was to find out the association between Electricity generation resources (Energy Mix) and Economic growth. The study is quantitative in nature. Secondary data of energy generation of 46 years, from 1071 to 2016 has been taken from Economic survey of Pakistan for the statistical tests. ADF test was conducted to check the Stationery of the data. Later cointegaration test was conducted to check the association among variables. The key findings of the study were that in short term energy resources from Hydel & Thermal determine the Economic Growth. Whereas, in long run only energy generation from thermal sources has positive impact on Economic Growth. For a developing country like Pakistan, attainment of ideal energy mix is the key for energy crises. The current study is very much helpful for the policy makers for the decision of ideal energy mix for Electricity generation which is not only the economical one but also sustainable for the country.
