The article analyzes the approaches to the definition of the term "social infrastructure". The definitions based on the allocation of complexes of objects, industries and types of activity are highlighted. At the same time, the social infrastructure of rural areas is singled out separately. It is noted that the presence of social infrastructure is necessary to attract, retain and develop the population, especially of rural areas. The existing classification features of social infrastructure objects are analyzed. There are many approaches to the classification of social infrastructure. The main features are industry, field of activity, target, functional, etc. The features of the social infrastructure of rural areas are highlighted: one object of social infrastructure can simultaneously serve several settlements; not all social infrastructure facilities are needed in rural areas; objects of socio-cultural infrastructure are mainly municipal or state; low level of quality of services provided; lack of a part of services due to the need for large investments; low incomes and imbalance of local budgets are reflected in the quality of maintenance of social infrastructure facilities; changes in social infrastructure more often occur in connection with changes in legislation in a particular area; lack of an integrated approach to the development of social infrastructure in rural areas; low range of services provided.

A single-industry town, or monotown, is a socio-economic system that possesses specific goals and functions as vectors of its development. In this connection, relatively new social requirements appear along with the traditional evolutionary factors. These new requirements involve conditions for the formation of human capital assets, the level of sociocultural infrastructure, the quality of urban communities, and the degree of development of communications. Therefore, the list of strategic criteria for the development of single-industry towns should include indicators of the quality of the social sphere and the quality of life of the population. The research develops evaluation approaches based on identification of the concept and definition of the structural components of the urban social sphere. The paper proposes methods for forecasting the level of the social infrastructure of a single-industry city. The study features the case of Shakhty, a large mining community in the Rostov region. The research defines the necessity for monitoring the dynamics of the development of the social sphere in single-industry towns, formulates groups of criteria for effectiveness management, summarizes the principles of their scaling, and provides recommendations for evaluation of the socio-economic development level. An analysis of the dynamics of the social sphere development in a single-industry town should become an adequate non-ideological integral social and economic criterion for the effectiveness and efficiency of municipal management.

the quality of life of the population of the municipality depends on the level of development of social infrastructure facilities. The purpose of the article is to develop recommendations for the development of the social infrastructure of a small town based on an analysis of the activities of local governments in the urban settlement of Balabanovo, Kaluga region. In the course of the study, both general theoretical methods (analysis and synthesis, comparison, generalization) and empirical methods (document analysis, content analysis, questionnaire survey) were used. As a result of the study, the key problems of the development of the social infrastructure of a typical small town were identified: lack of the necessary specialists; training in two shifts, insufficient number of specialized classes in educational institutions; insufficient number of sports and cultural infrastructure facilities and their poor material equipment. In order to resolve the identified problems, recommendations were developed to local authorities on the modernization of the city’s social infrastructure.

The article aims to summarise theoretical conclusions and practical results of studying the activities of local bodies on managing the development of rural social infrastructure in the Republic of Kazakhstan. In the article, the objective and subjective indicators characterising the efficiency of managing the rural social infrastructure in rural areas of the Mangystau Region for 2013 – 2017 have been analysed. Through the example of a statistical study of the dynamics of the social infrastructure elements and living standards, the features and problems related to the administrative measures that regulate the socio-economic development of auls in the region have been identified. Using the questionnaire survey, the satisfaction of rural residents in the Mangystau Region with the quality of their social infrastructure has been determined. It has been proved that now the subjective assessment of the efficiency of managing the rural social infrastructure is positively correlated (correlated) with the degree of efforts taken by the local administration to improve the quality of rural life. Currently, rural settlements of the Mangystau Region have an average level of social infrastructure development. However, in different areas, the level of residents’ satisfaction with it varies from very low to sufficient.

Agriculture is one of the largest sectors of the domestic economy. However, along with the economic significance of agriculture, its social significance plays an important role. Rural settlements lag significantly behind cities in the development of social infrastructure and people’s life quality. A narrow-sectoral agrarian approach, including in areas with limited agricultural potential, has led to a one-sided agrarian development in rural areas and often an irrational distribution of productive forces on them, as well as underdeveloped social infrastructure and other serious problems. The authors propose to adhere to two main approaches in the development of rural areas: forming socio-cultural objects around the core of the cluster, or preservation of each settlement. The social component is analyzed by assessing the quality of life, which takes into account the following groups of indicators: socio-demographic (life expectancy, morbidity, fertility, mortality); economic activity of the population (level of unemployment, migration); social tension (dynamics of crime, the share of the shadow economy in GDP, participation in strikes and political actions); the level of development of the social sphere (the share of spending on education, science, health care, culture in GDP, the number of schoolchildren and students, and others); environmental (the content of harmful substances in the atmosphere, soil, water, food, environmental costs in GDP, contribution to environmental protection, rational use of natural resources); minimum wage, living wage, provision of the population with social infrastructure facilities. We concluded that the gross regional product does not have a strong influence on the size of the social component, and social expenses that determine the quality of life are distributed, most likely, without taking into account the growth of GRP. The data on the social infrastructure facilities provision can be used to substantiate minimum social standards with priority state support for the development of rural settlements provided with jobs.

The successful development of tourism requires proper legal regulation. At the same time, the diversity of the types of tourism is virtually neglected by the legislator and does not receive due attention of the legal scholars. This question is being regulated fragmentary and inconsistently on the level of bylaws and legislation of the constituent entities of the Russian Federation. Occasional use of improper terminology, discrepancy in understanding of the essence of same types of tourism, disregard of their peculiarities impairs the effectiveness of state administration of tourism sector, negatively affects the quality of tourism services, and distorts the representations of Russia as a tourism friendly country. The article analyzes the grounds for classification of the types of tourism that have legal bearing: depending on the place of permanent residence of the tourist, on the purpose of tourist trips, on the way of organization of trip, on the social and age category of tourists. The conclusion is formulated that the key direction in improving sectoral tourism legislation consists in consolidation of extensive classification of the types of tourism and definition of concepts included therein in the Federal Law “On the Fundamentals of Tourism Activity”. For the purpose of unification of terminology, further development of tourism legislation, and improved quality of state administration of the tourism sector, the author proposes the original classification of tourism.

The global COVID-19 pandemic has caused a transformation of virtually all aspects of the world order today. Due to the introduction of the world quarantine, a considerable share of professional communications has been transformed into a format of distance interaction. As a result, the specific weight of traditional components of the investment attractiveness of a region is steadily going down, because modern business can be built without the need for territorial unity. It should be stated that now the criteria according to which investors decide if they are ready to invest in a region are dynamically transforming. The significance of the following characteristics is increasingly growing: the sustainable development of a region, qualities of the social environment, and consistency of the social infrastructure. Thus, the approaches to evaluating the region’s investment attractiveness must be transformed. Moreover, the investment process at the federal level involves the determination of target areas of regional development. Despite the universal significance of innovative development, the region can develop much more dynamically when a complex external environment is formed that complements its development model. Interregional interaction, as well as an integrated approach to innovative development, taking into account not only the momentary effect, but also the qualitative long-term transformation of the region, will significantly increase the return on investment. At the same time, the currently existing methods for assessing the investment attractiveness of the region are usually heuristic in nature and are not universal. The heuristic nature of the existing methods does not allow to completely abstract from the subjectivity of the researcher. Moreover, the existing methods do not take into account the cyclical properties of the innovative development of the region, which lead to the formation of a long-term effect from the transformation of the regional environment. This study is aimed at forming a comprehensive methodology that can be used to evaluate the investment attractiveness of a certain region and conclude about the lines of business that should be developed in it as well as to find ways to increase the region’s investment attractiveness. According to the results of the study, a comprehensive methodology was formed to evaluate the region’s investment attractiveness. It consists of three key indicators, namely, the level of the region’s investment attractiveness, the projected level of the region’s investment attractiveness, and the development vector of the region’s investment attractiveness. This methodology is based on a set of indicators that consider the status of the economic and social environment of the region, as well as the status of the innovative and ecological environment. The methodology can be used to make multi-dimensional conclusions both about the growth areas responsible for increasing the region’s innovative attractiveness and the lines of business that should be developed in the region.

SYNOPSISOne hundred patients, selected to be representative of those attending general practitioners with non-psychotic psychiatric disorders were followed up for one year. standard assessments of mental state, personality, social stresses and supports were carried out for each patient at the outset and after a year. The outcome for this cohort determined both by the level of psychiatric morbidity at interview after one year and by the pattern of the psychiatric morbidity during the year has been analysed with reference to the assessment measures. Discriminant function analysis indicates that the initial estimate of the severity of the psychiatric morbidity and a rating of the quality of the social life at the time of follow-up are the only factors that significantly predict the psychiatric state after one year. Social measures also predict a pattern of illness charactorized by a rapid recovery after the initial assessemtn. Patients who reported continuous psychiatric morbidity during the year were, older, physically ill and very likely to have recevied psychotropic drugs. Receipt of this medication during the year was associated with initial assessments of abnormality of personality, older age, and a diagnosis of depression. The findings of this study are seen to support a triaxial assessment and classification of non-psychotic psychiatirc disorders, with symptoms, personality and social state being rated independently.

The article is devoted to the problem of implementation of intelligent control systems in transport. An important task is to assess the information parameters of the control systems. In the existing works the question of definition of one of the basic parameters of functioning of locomotive control systems - information value of separate signs of a train situation is not considered. This does not make it possible to determine the order of signal processing at the input and assess their contribution to the adoption of a control decision. Moreover, informativeness is a relative value, which is expressed in the different information value of a particular feature for the classification of different train situations. Also, the informativeness of the feature may depend on the type of decisive rules in the classification procedure. The quality of recognition of a train situation in which the locomotive crew is, depends on the quality of the features used by the classification system. The decisive criterion for the informativeness of the features in the problem of pattern recognition is the magnitude of losses from errors. To determine the range of the most informative features of train situations, the method of random search with adaptation was used. The results of the work make it possible to optimize the operation of automated and intelligent train control systems by reducing the amount of calculations and simplifying their algorithm.
