Economic development in the agricultural sector is intended to increase farmers' income and to equalize development in rural areas. The agricultural potential data collection information system is carried out to find out the various advantages or privileges that exist in the Talaud Islands Regency. One of the government agencies that carry out this activity is the Department of Food Security and Agriculture of the Talaud Islands Regency. This is the benchmark of this discussion and research. The author's team conducted research at the Department of Food Security and Agriculture of the Talaud Islands Regency by collecting data in the field, the authors used questionnaires and interviews. Interviews were conducted with the head of the plantation sector and one staff member of the plantation sector. Based on the results of research in the field and adapted to the needs of potential data by information users, the authors designed an application of information systems for data collection of agricultural potential in Talaud Islands Regency based on a website This system is made to facilitate potential data collection, access and quick information. Stakeholders in collecting data on agricultural potential in the Talaud Islands Regency can access potential data online without having to deal directly with agricultural potential managers

Water and water resources must be maintained by their functions and benefits to meet the needs of all sectors and future generations. One important part of sustainable water resource management that is of considerable interest to the government is irrigation which aims to achieve food security. Food security in Indonesia Development in the field of food security and poverty alleviation in rural areas is one of the leading sectors in the nine national development priority agendas contained in “Nawa Cita”. The development of food security in Indonesia faces many complex problems, such as irrigation infrastructures maintenance, regulations, land use change, population, policy implementation, coordination among stakeholders and also budget issues. The method in this study is a qualitative method through the literature review related to the management of water resources for food security in Indonesia. This paper seeks to evaluate the development irrigation policies as part of sustainable water management that supports food security in Indonesia. Literature sources are 5 main regulations, 5 papers and some government reports. To support increased food security, the direction of the Indonesian Government's policy in strengthening food security from the irrigated agricultural sector is realized through a strategy to increase production capacity and improve irrigation network services. The problem of the availability of irrigation water must be addressed quickly by upstream conservation, maximizing capacity through normalization of existing reservoirs, and continuing to build dams to have water storage containers that can accommodate planting season throughout planting. Air dan sumber daya air harus dijaga fungsi dan manfaatnya untuk memenuhi kebutuhan semua sektor dan generasi mendatang. Salah satu bagian penting dari pengelolaan sumber daya air berkelanjutan yang cukup menarik perhatian pemerintah adalah irigasi yang bertujuan untuk mencapai ketahanan pangan. Di Indonesia, pembangunan di bidang ketahanan pangan dan pengentasan kemiskinan di pedesaan merupakan salah satu sektor unggulan dalam sembilan agenda prioritas pembangunan nasional yang tertuang dalam “Nawa Cita”. Pembangunan ketahanan pangan di Indonesia menghadapi banyak masalah yang kompleks, seperti pemeliharaan infrastruktur irigasi, regulasi, perubahan penggunaan lahan, kependudukan, implementasi kebijakan, koordinasi antar pemangku kepentingan dan juga masalah anggaran. Metode dalam penelitian ini adalah metode kualitatif melalui studi pustaka terkait pengelolaan sumber daya air untuk ketahanan pangan di Indonesia. Tulisan ini berupaya mengevaluasi kebijakan pembangunan irigasi sebagai bagian dari pengelolaan air berkelanjutan yang mendukung ketahanan pangan di Indonesia. Sumber literatur adalah lima peraturan utama, lima makalah dan beberapa laporan pemerintah. Untuk mendukung peningkatan ketahanan pangan, arah kebijakan Pemerintah Indonesia dalam memperkuat ketahanan pangan dari sektor pertanian beririgasi diwujudkan melalui strategi peningkatan kapasitas produksi dan peningkatan pelayanan jaringan irigasi. Masalah ketersediaan air irigasi harus segera diatasi dengan konservasi di wilayah hulu, memaksimalkan kapasitas melalui normalisasi waduk yang ada, dan terus membangun bendungan untuk memiliki wadah penampung air yang dapat mencukupi kebutuhan pasokan sepanjang musim tanam.

For the first time in Russian African studies, the author examines the current state of agriculture, challenges and prospects for food security in Ghana, which belongs to the group of African countries that have made the most progress in achieving the Sustainable Development Goals (SDGs). The SDGs are a collection of 17 global goals adopted by UN member states in 2015 with a view of achieving them by 2030. The SDGs include: ending poverty in all its forms everywhere (Goal 1); ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture (2); ensuring healthy lives and promoting well-being for all at all ages (3), etc. These goals are considered fundamental because the achievement of a number of other SDGs – for example, ensuring quality education (4), achieving gender equality (5), ensuring sustainable consumption and production patterns (12), etc. – largely depends on their implementation. Ghana was commended by the world community for the significant reduction in poverty, hunger and malnutrition between 2000 and 2014, i.e. for the relatively successful implementation of the first of the Millennium Development Goals (MDGs, 2000–2015) – the eradication of extreme poverty and hunger. However, SDGs require more careful study and planning of implementation measures. In order to achieve the SDGs, the Government of Ghana has adopted a number of programs, plans and projects, the successful implementation of which often stumbles upon the lack of funding and lack of coordination between state bodies, private and public organizations, foreign partners – donors and creditors, etc., which are involved in the processes of socioeconomic development of Ghana. The author determines the reasons for the lack of food security in Ghana, gives an assessment of the state of the agricultural sector, the effective development of which is a prerequisite for the reduction of poverty and hunger, primarily due to the engagement of a significant share (45%) of the economically active population in this sector. The study shows that the limited growth in food production is largely due to the absence of domestic markets and necessary roads, means of transportation, irrigation and storage infrastructure, as well as insufficient investment in the agricultural sector, rather than to a shortage of fertile land or labor.

The article highlights the problems and prospects of human development, which is the basis for the long-term strategies of social and economic growth of different countries and regions at the present stage. Submitting strategies of this type provides an opportunity to focus on individual empowerment and to build a favorable environment for effective management decisions in the field of forming, maintaining, and restoring human potential. The analysis of the Vinnytsia region human potential dynamics in the regional system of social and economic development factors was carried out. Application of generalized assessment of the regional human development index components allowed the identification of the main trends that characterize the formation of human potential of the territory, including the reproduction of the population, social environment, comfort and quality of life, well-being, decent work, and education. The article emphasizes that despite some positive changes in the social and economic situation of the region and in assessing the parameters of its human development level relative to other regions of Ukraine, Vinnytsia region is now losing its human potential due to negative demographic situation and migration to other regions and countries. The main reason for such dynamics is proven to be related to the outdated structure of the region's economy, the predominance of the agricultural sector, the lack of progressive transformations in the development of high-tech fields of the economy. An important factor is the low level of urbanization of the region, which leads to the spread of less attractive working conditions and less comfortable living conditions. The key factors that cause the growth of urbanization in the region have been identified, including the significant positive impact of the transport and social infrastructure expansion, the lack of which in rural areas leads to a decrease in the level and comfort of life. Without progressive structural changes in the economy and the resettlement system, the loss of human potential will continue.

The description of the main characteristics of the modern stage of development of information technology and global trends in digitalization is given. A brief information is given on the state of informatization in Russia as a whole, as well as in the country’s agriculture. A comparative analysis of the level of digitalization in rural areas and urban districts is given, the main reasons for the differences are highlighted. The necessity of information technologies development in the agricultural sector of the economy, as a factor in ensuring the country’s food security and a factor in the competitiveness of domestic agricultural products, is substantiated. The features of intellectual agriculture, its benefits for producers and for the population are shown. The dynamics of innovative technologies development is given based on the digital economy in recent years with the release of lagging branches of the agro-industrial complex. The regional differentiation of digitalization of the economy among the population is shown, the interrelation of the informatization level of the population with the development of innovative technologies in the economy of the region is shown. Using the example of cellular communication development, the convergence of digitalization level in cities and villages of the country has been proved. The main problems hindering the information technologies development in agriculture and new solutions adopted at the level of the President and the Government of Russia on the development of informatization are highlighted. The most promising areas of agricultural transformation are shown, focused on the digitization of various aspects of the industry and infrastructure production and sales.

<strong>English</strong><br />Qualified human resources with a good commitment to develop agricultural sector is one of the determining factors toward sustainable agricultural development. However, agricultural development deals with significant issue especially reduction in the number of young farmers. This paper aims to review structural changes from perspective of aging farmer and declined number of young farmers in Indonesia and other countries. Specifically, this paper identifies various factors causing the changes and describes the policies needed to support young workers to enter agricultural sector. The method used in this paper is both descriptive analysis and cross tabulation. The results show that aging farmers and young farmers decline in Indonesia keep increasing. The phenomena are also found in other countries in Asia, Europe, America and Australia. Various factors causing lack interest of young workers in agricultural sector, namely less prestigious, high risk, less assurance, unstable earning. Other factors are small size land holding, limited non-agricultural diversification and agricultural processing activities in rural areas, slow farm management succession, and lack of incentive for young farmers. To attract youth to enter agricultural sector, it is necessary to transform youth’s perception that agricultural sector currently is interesting and promising. The government needs to development agricultural industry in rural areas, introduces technology innovation, offers special incentives for young farmers, modernizes agriculture, and conducts training and empowerment of young farmers.<br /><br /><br /><strong>Indonesian</strong><br />Sumber daya manusia yang berkualitas dan memiliki komitmen membangun sektor pertanian merupakan salah satu faktor keberhasilan pembangunan pertanian berkelanjutan. Namun, pembangunan pertanian menghadapi permasalahan cukup serius, yaitu jumlah petani muda terus mengalami penurunan, baik secara absolut maupun relatif, sementara petani usia tua semakin meningkat. Tujuan makalah ini adalah melakukan review tentang perubahan struktural tenaga kerja pertanian dilihat dari fenomena aging farmer dan menurunnya jumlah tenaga kerja usia muda sektor pertanian di Indonesia dan di berbagai negara lainnya, mengidentifikasi berbagai faktor penyebab perubahan tersebut, serta kebijakan yang diperlukan untuk mendukung tenaga kerja muda masuk ke  sektor pertanian. Metode penelitian yang digunakan adalah analisis deskriptif dan tabulasi. Hasil analisis menunjukkan bahwa secara umum fenomena penuaan petani dan berkurangnya petani muda di Indonesia semakin meningkat. Kondisi seperti ini bukan hanya terjadi di Indonesia, namun juga di negara-negara lain di Asia, Eropa, dan Amerika.  Berbagai faktor penyebab menurunnya minat tenaga kerja muda di sektor pertanian, di antaranya citra sektor pertanian yang kurang bergengsi, berisiko tinggi, kurang memberikan jaminan tingkat, stabilitas, dan kontinyuitas pendapatan; rata-rata penguasaan lahan sempit; diversifikasi usaha nonpertanian dan industri pertanian di desa kurang/tidak berkembang; suksesi pengelolaan usaha tani rendah; belum ada kebijakan insentif khusus untuk petani muda/pemula; dan berubahnya cara pandang pemuda di era postmodern seperti sekarang. Strategi yang perlu dilakukan untuk menarik minat pemuda bekerja di pertanian antara lain mengubah persepsi generasi muda bahwa sektor pertanian merupakan sektor yang menarik dan menjanjikan apabila dikelola dengan tekun dan sungguh-sungguh, pengembangan agroindustri, inovasi teknologi,  pemberian insentif khusus kepada petani muda, pengembangan pertanian modern, pelatihan dan pemberdayaan petani muda, serta memperkenalkan pertanian kepada generasi muda sejak dini.

The rapid population increase has consequences on food security in Africa. The policies of the colonialists protected European markets and discouraged the growth of indigenous agro- industries in Africa. In Ghana much food is produced during the harvest seasons but greater part of it gets rotten due to lack of preservation or storage facilities. Despite the negative attitude of the colonialists towards local products indigenous food preservation continued unabated although limited to the aging population in the rural areas. The purpose of this chapter is to share the Akan heritage of indigenous food preservation as a strategy to manage postharvest losses and ensure food security and sustainable livelihoods. The chapter which emanated from an ethnographic study used interviews and observations for data collection. The study found that the Akan communities without agro-industries use their indigenous knowledge and skills to preserve food and create jobs. The chapter concluded that in this era of Africa's rebirth its people should utilize indigenous food processing skills to reduce postharvest losses and ensure food security. It was recommended that the government of Ghana should provide financial support to make indigenous agro-industries sustainable.

The agricultural sector, especially the food crops sub-sector is an important sub-sector to realize food security which is a national development goal. Agricultural insurance is a solution offered by the government through the Ministry of Agriculture to overcome crop failure caused by extreme climate change, which will have an impact on national food security. The purpose of this study was to analyze factors associated with the participation of farmers in the successful implementation of the program asu warranty rice farming in the city of Padang . Data collection consists of primary and secondary data. Data collection techniques using surveys and interviews, with the number of research respondents as many as 60. Data analysis using quantitative analysis with the Structural Equation Modeling approach - martial Least Square (SEM-PLS). The results showed that the characteristics of farmers had a negative or opposite effect on the success of the AUTP program in Padang , the stronger the characteristics of farmers would reduce the success of the AUTP program . Variables that have a significant effect are the characteristics of the nut; level of education; s IKAP to change; farm experience ; and land area .Keywords: AUTP, Farmer Participation, SEM-PLS Analysis

Food security is one of the most important aspects of socio-economic development in Kyrgyzstan. Therefore, studies done in this field of research are of significant theoretical and practical interest. Resolutions of food security issues are one of the conditions for the preservation of state sovereignty, economic security and social stability in society, ultimately, national security. Food safety is important, in terms of strategic interests of the country, and its solution requires: to satisfy public demand for food products; providing industry with raw materials of local manufacture; preservation of social, political and social stability in society; to prevent dependency of the national economy on changes; conditions related to the world markets, the development of internal agricultural production, food and processing industry; neutralization of some import to ensure stable employment and income in rural areas; preservation of ethnic - national characteristics of the local population by creating opportunities for 'survival' of the village: prevention of major foreign exchange expenditure on food imports: the neutralization of the negative impact on the local food market crises in foreign countries - exporters and importers of food products.

Skyrocketing prices of food staples such as maize can lead to inefficient agricultural production and definitely have detrimental effects on the economic, social, and political growth of any country. Most studies on maize in Nigeria are focused on the increasing consumption or competitiveness, very few address the determinants of maize price change as a panacea for the increase of productivity. Filling this gap requires a study on the various factors that contribute to the variations in the price of maize. In this study, secondary data were used. The study used descriptive statistics tools to analyze the pattern of price variations and changes in the production of maize over a period of 36 years in Nigeria. Also, various factors affecting price variation of maize were examined. It was recommended that the positive and significant impact of country’s population to maize price change should serve as an impulse to encourage investment in agricultural sector of Nigeria in order to ensure food security in the country. Also, the government should use the inflation measures to regulate prices of maize in the country
