Human capital is an outstanding factor in any country’s competitiveness. This fact affirms the decisive role of education in the raise of a country’s economic and social prosperity in the international space. Reforming of domestic higher education system is carried out in the direction of new educational management support, universities management, scientific activity financing and intercultural interaction of universities with personalities, cultures and business. In that con­text most of the educational organizations become multicultural and multi­national ones. That is why universities as intercultural spaces are the focus of this paper. Contemporary universities face many challenges including the tasks of remaining intellectually and culturally viable in a fast changing world, pre­paring students to compete in the global labor market and interact with people from other ethnic, religious, cultural, national and geographic groups. Different approaches to the concept of “intercultural management in educational organi­zations” have been defined and its improvement resources in the higher edu­cation system have been identified. Taking into consideration that intercultural management is comprised of intercultural competences, the notion “intercul­tural competence” has been thoroughly analyzed. It was concluded that intercul­tural management, based on different dimensions of knowledge, attitudes, abili­ties and skills, is generally defined as the capability of successful communication and high performance of an organization in collaboration with other cultures.

Currently, the organizations have to adapt quickly in a forced way to the economic, social, technological and health changes that national and international society demands, especially when it comes to higher education, where those who will be part of the activity in the near economic future, and educational organizations are no exception. For this reason, the Tecnológico de Monterrey as an educational organization has seen the need to transform its educational model throughout its history, however, the most shocking change it has applied to its educational model has been in 2019 with the application of the Tec21 Model, which is considered unique due to its close relationship with organizations and challenges of working life, as well as being flexible and personalized. The Tec21 Model had to be modified earlier than expected, to adapt to the contingency of COVID-19, as a consequence, its educational management was also affected to develop the model as best as possible, the same situation that happened with all the institutions of higher education nationwide, taking similar strategies for their educational success.

The article aims to consider the problem of implementing distance learning at the micro-meso and macro levels. In the study, the authors rely on a systematic approach. Using the example of studies of the results of the introduction of distance learning during the pandemic, the problems faced by educational organizations at the regional level are shown. The actualization of the need for regional analysis led the authors to the conclusion that the issue is insufficiently developed at the macro level of administration of the process of implementing distance learning. The article also raises questions about the quality of “offline” and “online” training formats, the problem of commercialization of education and the transformation of university types as associated with unjustified expectations of the effectiveness of the introduction of distance learning format. The materials presented in the article will be of interest to those specializing in the field of education management: heads of educational organizations, employees of educational management bodies at all levels.

The article describes the individual components of higher education in the Tula region. The questions concerning the role of the state in the formation of the general educational vector and the degree of its influence on the training of highly qualified personnel are considered. The analysis of some statistical data characterizing the higher education system of the Tula region is carried out. The article proves the relationship between the higher education system and the prospects for the development of the labor market in the Tula region. The limitations that may affect the nature of interaction between market structures and the education system are identified. The prospects of interaction between educational and market structures for the formation of competitive labor resources in the cancers of the Tula region are formulated.

For its scope and the breadth of its available resources, the university system is one of the keys to implementing and propagating policies, with sustainability policies being among them. Building on sustainability performance in universities, this study aimed to: Identify the procedures deployed by universities to measure sustainability; detect the strengths and weaknesses of the Spanish university system (SUS) sustainability practice; analyse the SUS contributions to sustainability-related Research, Development and Innovation (R&D+I); and assess the efficacy of such practices and procedures as reported in the literature. The indicators of scientific activity were defined by applying scientometric techniques to analyse the journal (Web of Science) and European project (CORDIS) databases, along with reports issued by national institutions. The findings showed that measuring sustainability in the SUS is a very recent endeavour and that one of the strengths is the university community’s engagement with the ideal. Nonetheless, high performance is still elusive in most of the items analysed. Whereas universities account for nearly 90 % of the Spanish papers published in the WoS subject category, Green and Sustainable Science and Technology, their contribution to research projects is meagre. A divide still exists in the SUS between policies and results, although the gap has been narrowing in recent years.

Recently, the use of pay-for-performance systems has rapidly expanded into new industries. However, many employees resist these changes, mitigating effectiveness. Unfortunately, little scientific research has examined underlying reasons for the support or nonsupport of such systems, informed by theory. Grounded in behavioral reasoning theory and organizational change frameworks, this study examined antecedents and consequences of employees’ reasoning process to support or not support pay-for-performance systems. Structural equation results on 245 employees demonstrated that reasons for and reasons against supporting pay-for-performance systems predicted attitudes and intentions to support the systems. Significant antecedents of the reasoning included pay valence, top management support, and coworker support. Top reasons for supporting the systems included increased opportunities to make money and being recognized for high performance. Top reasons against supporting the systems included the political nature of pay-for-performance and concerns that performance would not be measured accurately. Implications for organizational change programs are highlighted.

The need for scientific and theoretical comprehension and normative registration of definitions and provisions related to the scientific support of the activities of internal affairs bodies, the importance of creating a sound system of organizational and methodological foundations of scientific activity of a teaching employee working in an educational organization of the system of the Ministry of Internal Affairs of Russia, taking into account the requirements of the time and current legislation (order The Ministry of Internal Affairs of Russia dated November 13, 2020 No. 767 approved the Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period until 2030) determines the relevance of the research topic both in theoretical and practical terms. The challenge of the research lies in the contradiction between the need to fulfill the requirements of the “Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period up to 2030” and the absence of a section that provides training in the organizational and methodological foundations of scientific activity in the programs of supplementary vocational education for pedagogical staff of educational organizations of the Ministry of Internal Affairs of Russia. The purpose of the study is to substantiate the didactic content of the section «Fundamentals of Scientific Activity» of the programs of supplementary vocational education for teachers of educational organizations of the Ministry of Internal Affairs of Russia. Research methodology – analysis of modern regulatory legal acts, scientific and methodological literature. The aim of the study was to show the differences in the game statistics related to the service in professional and junior category in three surfaces and to determine statistical differences during the game regarding both categories. A total of 269 individual Grand Slam tennis matches (Australian Open, Wimbledon and Roland Garros) were selected on three different surfaces (hard court, grass and clay). The data was collected from the official websites of the tournaments. A total of 10 variables were analyzed in professional category and 7 in junior. Absolute players obtained higher values (p <0.05) of aces, aces per set, percentage of 1st Services and points won with 1st and 2nd Service and committed fewer double faults per set than juniors in all surfaces. It is concluded that the increase in performance in the variables related to the service plays a decisive role in order to achieve a professional status.

The optimization of energy in a photovoltaic conversion chain remains a topic of study. The maximum power point tracking (MPPT) is considered the most appropriate solution to ensure the extraction of the maximum power which a photovoltaic generator can provide. Perturb and observe (P&amp;O) algorithm is the well-known MPPT tracker; it shows an important and decisive role in the development of photovoltaic (PV) systems. In This article we introduce a new improved adjustable step size P&amp;O (imVS_PO) MPPT method.The performances of the new algorithm are compared to the conventional P&amp;O MPPT techniques and to the existing adjustable step size P&amp;O (VS_PO) MPPT algorithm. The results clearly show the efficiency of the improved algorithm which contributed to the increase of the tracking speed with negligible fluctuations when the MPP is reached, and especially in rapid variation of insolation.

Creativity and innovation are crucial skills to face challenges in economy, environment and social context today, especially next decade with 2030 Agenda for Sustainable Development adopted by all United Nations Member States.  European Higher Education System considers STEM studies play a key role to lead the global labor market and address our economic system towards more sustainability and equality model. Innovative educational projects developed at the Universidad Politécinca de Madrid have identified lack of students skills in creativity and innovation to apply challenge based-learning and others methodologies in classrooms. Hovewer Higher Education institutions need a whole approach to include creativity in university curricula (graduate and postgraduate programs), at the same time, professors claim support to embebed innovative methodologies in their subjects. CHET Project is designed as a solid strategy aimed at developing an innovative process to modernization of Higher Education System in Europe. Step by step, the project begins by defining the learning environment, then developing creativity techniques and tools, and finally validating methodologies and processes. All this supported by free access online platform.

The research is aimed at developing and implementing proposals for automating the activities of scientific and educational organizations of the Federal Penitentiary Service of Russia for accounting, collecting, processing and analyzing the information on the results of scientific and scientific&technical activities of scientific and educational organizations of the Federal Penitentiary Service of Russia.The practical and scientific significance of the work lies in the development and testing of algorithms, the study of information flows and structures at the creation of an information system for recording the results of scientific activities of scientific and educational organizations of the Federal Penitentiary Service of Russia – the information system «UIS Nauka» (UIS Science). The research methodology is based on the use of methods of systems analysis, modeling of information flows, the theory of complex systems. The study made it possible to formulate functional requirements for the system for recording the results of scientific activity and implement them in a prototype of the information system «UIS Nauka» in the form of a cross-platform, cross-browser web application. The creation of this system made it possible to provide the Federal Penitentiary Service of Russia with an effective tool for planning, coordinating, and recording the results of scientific activities.
