Modern features of human life activity are characterized by the accumulation of risks of critical uncertainty, lack of predictability and rational basis for productive decision-making and social interaction. It actualizes the large-scale problems of various genesis. In particular, it is talked about global problems of the military-political, medical-social and cultural-economic context. The hybrid geopolitical confrontation, the COVID-19 sanitary crisis, the precariat-movements Gilets jaunes and BLM and others are the examples of this. Therefore, a modern person is faced with the critical urgency to find and use reliable means of life activity in such conditions. Scientific psychology has the task of creating and providing practical effective mental tools for a person’s life in the complex social conditions of everyday life. The development of such tools should be carried out on a multidisciplinary methodological basis. It is argued that the most important tool of human life under these circumstances is the phenomenon of the game which is in the subject field of philosophical, psychological, mathematical, sociological, cultural and political discourses. Comparative scientific analysis confirms that the game is a universal onto-phenomenal form and a productive program of subject’s rational life activity; a way of the person’s and a society’s being in difficult conditions. In the field of scientific methodology, the game becomes a canonical multidisciplinary basis for research of this range of problems. This opportunity is given to the game by its ability to ensure the processes of systemgenesis of human and social group, because it is the game as a metaprogram of the subject’s life activity that optimally ensures the implementation of the fundamental principles of systemgenesis: a) ordered integrity; b) self-stabilization; c) self-organization, d) hierarchization and e) interaction of system components. Among these principles, the leading role is played by the principle of mutual cooperation, which is provided by the mechanisms of releasing the components of the system from excessive degrees of freedom, creating a model of useful results for it. These principles are axiomatically and isomorphically implemented both at the level of personality and at the level of social communication. This is due to the game programming of the subject, which exactly corresponds to the situation relevant to him. A universal system-forming factor in the genesis of a personal game program here is usefulness. The game combines time-space indicators, indicators of the result quality, and the mechanisms of its verification. The game introduces a program-genetic context of influence on the formation of human behavior from the mode of imitation to the mode of full-fledged action in moments of uncertainty. The full-fledged application of the game as a metaprogram of activity in difficult conditions spreads in society the priorities of intersubjective communicative rationality. The canonicity of the game here is manifested in the isomorphism of its content and participation with the mechanisms of Pareto-optimality (mathematical game theory), communicative rationality (philosophy), and taxonomy of the types of leading human activity (psychology of activity).

This article reviews the definitions of budgeting and budget model, their role in cost management of investment construction projects, and the subject field of budget modeling of a project. The author indicates the relevance of implementation of budgeting in management of investment construction projects, as well as the factors of low efficiency of this process. The subject of this research is the system variables of the budget model: functions, content, structure, levels, quantitative and qualitative indicators, standards, methodological and analytical parameters, and financial modeling processes. The peculiarity of the subject of research lies in systematicity, need for consolidation of budgets in various aspects, and compatibility of the local budget models for creating a reasonably universal system for supporting managerial decision-making. Description is given to the basic methodological provisions of the development of budget models of investment construction projects. This article is first to elaborate on the analytical parameters of budget modeling of investment construction projects, as well indicate various parametric levels in reference to each other. The author develops the financial planning processes and the pattern of project budgeting, as well as adapts the cybernetic principles of “input – output”. It is suggested to use a special accounting scheme in the budget model of the project, which is based on the managerial accounting policy approved by the subject. For achieving compatibility of the methods of financial administration, the author offers to coordinate the cost pool in estimates and budgets, maximal expenditure accounting, reduce scheduling uncertainty, and consider dynamic factors. The budget model is viewed as an input parameter of cost control over the investment construction projects. The vectors of further improvement of budgeting of investment construction projects are proposed.

The article deals with the inequality problem based on S. Sassen’s work “Expulsions: brutality and complexity in the global economy”, in which the researcher presents her understanding of causes and essence of social exclusion processes in globalization context and there is assessment of the consequences of these processes in terms of the extent of impact on the social system. On the basis of the modern literature analysis the author considers problems of social inequality, determinates the subject field and perspective directions of the research, in terms of which S. Sassen’s work is a new and the most significant approach. The author highlights theoretical and methodological foundations of the S. Sassen’s work, focusing on research techniques to demonstrate implicit trends, which are often overlooked in sociological analysis courses. The examples, given in the article, illustrates the essence of the “expulsions” process, typical for the period of the late XX century. This is a capitalist system formation time, aimed to generate profits in all areas of human life (economic, social, legal, environmental, etc.), which is characterized by an uncontrolled nature. As a result, inequality is embodied not only in direct income inequality, but also forms a whole “excluded space” consisting of marginalized groups, those who are deprived of social benefits, those who migrate because of the large-scale redemption of land by foreign governments for production purposes, those who are detained, etc. It is important to develop statistical indicators and conceptual tools that would allow, in particular, to emphasize this part of the population, and, in general, to make an adequate representation of the real scale of social inequality and poverty.

Over the last decades, the extent of human impact on Earth and the atmosphere has been the subject of large-scale scientific investigations. It is increasingly argued that this impact is of a geologically-significant magnitude, to the extent that we have entered a new geological epoch—the Anthropocene. However, the field of Higher Education for Sustainable Development (HESD) research has been slow in engaging in the Anthropocene debates. This article addresses that research gap by offering a theoretical analysis of the role and position of HESD, and more particularly of the lecturer and the student, within the Anthropocene. At present, the majority of HESD research can be categorized as either instrumental or emancipatory. This article’s central aim is to develop a third, navigational approach toward HESD research. In order to do so, the article first argues that developing understandings of the Anthropocene reconfigure traditional humanist conceptualizations of time, space and collectives. The article proceeds with advancing new, relational conceptualizations of educational spaces (as learning milieus), educational times (as rhythms that slow the present) and learning (as a situated activity that takes place through belonging). Embedded within these new conceptualizations, the proposed navigational approach aims to enable educational actors to orient themselves and to consequently navigate in, and to learn by making connections with, our more-than-human world.

The paper analyses harmonization conditions of a color solution, obtained as a result of combining colors that create the united coloristic space-color field, able to create the esthetically full-value tonality of an accommodation. There have been elaborated main methods of using coloristics at achieving the ecological space and harmony of a color solution, including artworks. There has been proved a necessity to organize the subject-spatial environment by laws and means of coloristics at realizing ecological problems and esthetically improving the environment of human life activity. It has been noted, that under conditions of sustainable development of the environment, at searching for innovative approaches to methods of ecologization of an interior of different destinations, there is a necessity of special scientific methods, theoretical and practical steps that would be instruments for modern artists and designers. There have been defined a series of unalienable factors of the color environment, connected with each other that can be instruments of ecologization of an accommodation by means of coloristics. There has been offered a series of functional possibilities of artworks, placed in the coloristics of the spatial environment for creating optimally comfort conditions for human being in it. Using the conducted analysis and given examples, realized by the author of the paper, there are presented main methods that can be the same instrument in the work of an artist-designer that allows him/her to solve the problem of improving ecologization of the interior environment with more professionalism, and also the creative task in placing artworks in the coloristic space of an interior.

This article is dedicated to conceptualization of the subject field of imagination. Imagination stops being a byproduct of the creative process. It is defined as the ability to exceed boundaries of creative process in mental combinations of the aspects of knowledge and being, sensation and reason. Research methodology is substantiated by the complementarity and intersection of different discourses on imagination on the basis of dialectics as an ancient mode of thought. Imagination is determined from the perspective of ontoepistemology and accumulation of structural-organizational attachments into image. The unity of being and knowledge (ontoepistemology) manifests in segmentation of the image and derivation of structural generalizations, all of which allow determining multiple meanings of the objects discovered by means of visualization and symbolization. Being correlate of the symbol, image is visualized, and reveals the meanings of human life. Symbol saturates image with the content. Image has power over people and their mind by not complying with the rules. Imagination is a method for reconstructing cognitive process. It is perceived as an instrument for comparing, uniting, and coordination of diverse elements of cognition. Imagination mentalizes the image, helps to comprehend it through a number of transitions, inside which takes place integration of segments of the image into a symbol. Then, through generalization of the image (symbols, words, meanings), its form turns into a text, read by the mind, for example, a rhizome that removes contradistinction of internal and external, subjective and objective. Mentalization of the image, symbolization of its segments and their translation into in the text takes place by integration of structural attachments into the image. The author suggests that this conceptual construct allows determining the role of imagination among other representations of human sciences.

Philosophy is a search for a general understanding of values and reality by chiefly speculative rather than observational means. It signifies a natural and necessary urge in human beings to know themselves and the world in which they live and move and have their being. Hindu philosophy is intensely spiritual and has always emphasized the need for practical realization of Truth. Philosophy is a comprehensive system of ideas about human nature and the nature of the reality we live in. It is a guide for living, because the issues it addresses are basic and pervasive, determining the course we take in life and how we treat other people. Hence we can say that all the aspects of human life are influenced and governed by the philosophical consideration. As a field of study philosophy is one of the oldest disciplines. It is considered as a mother of all the sciences. In fact it is at the root of all knowledge. Education has also drawn its material from different philosophical bases. Education, like philosophy is also closely related to human life. Therefore, being an important life activity education is also greatly influenced by philosophy. Various fields of philosophy like the political philosophy, social philosophy and economic philosophy have great influence on the various aspects of education like educational procedures, processes, policies, planning and its implementation, from both the theoretical and practical aspects. In order to understand the concept of Philosophy of education it is necessary to first understand the meaning of the two terms; Philosophy and Education.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

Since its evolution environment has remained both a matter of awe and concern to man. The frontier attitude of the industrialized society towards nature has not only endangered the survival of all other life forms but also threatened the very existence of human life. The realization of such potential danger has necessitated the dissemination of knowledge and skill vis-a-vis environment protection at all stages of learning. Therefore, learners of all stages of learning need to be sensitized with a missionary zeal. This may ensure transformation of students into committed citizens for averting global environment crisis. The advancement of science and technology made the life more and more relaxed and man also became more and more ambitious. With such development, human dependence on environment increased. He consumed more resources and the effect of his activities on the environment became more and more detectable. Environment covers all the things present around the living beings and above the land, on the surface of the earth and under the earth. Environment indicates, in total, all of peripheral forces, pressures and circumstances, which affect the life, nature, behaviour, growth, development and maturation of living beings. Irrational exploitation (not utilization) of natural resources for our greed (not need) has endangered our survival, and incurred incalculable harm. Environmental Education is a science, a well-thought, permanent, lasting and integrated process of equipping learning experiences for getting awareness, knowledge, understanding, skills, values, technical expertise and involvement of learners with desirable attitudinal changes about their relationship with their natural and biophysical environment. Environmental Education is an organized effort to educate the masses about environment, its functions, need, importance, and especially how human beings can manage their behaviour in order to live in a sustainable manner.  The term 'environmental awareness' refers to creating general awareness of environmental issues, their causes by bringing about changes in perception, attitude, values and necessary skills to solve environment related problems. Moreover, it is the first step leading to the formation of responsible environmental behaviour (Stern, 2000). With the ever increasing development by modern man, large scale degradation of natural resources have been occurred, the public has to be educated about the fact that if we are degrading our environment we are actually harming ourselves. To encourage meaningful public participation and environment, it is necessary to create awareness about environment pollution and related adverse effects. This is the crucial time that environmental awareness and environmental sensitivity should be cultivated among the masses particularly among youths. For the awareness of society it is essential to work at a gross root level. So the whole society can work to save the environment.

AbstractThe article presents the results of the review of the empirical literature regarding the impact of quantitative easing (QE) on emerging markets (EMs). The subject is of interest to policymakers and researchers due to the increasingly larger role of EMs in the world economy and the large-scale capital flows occurring after 2009. The review is conducted in a systematic manner and takes into consideration different methodological choices, samples and measurement issues. The paper puts the summarized results in the context of transmission channels identified in the literature. There are few distinct methodological approaches present in the literature. While there is a consensus regarding the direction of the impact of QE on EMs, its size and durability have not yet been assessed with sufficient precision. In addition, there are clear gaps in the empirical findings, not least related to relative underrepresentation of the CEE region (in particular, Poland).

Nonacademic education functions outside the academic education, free from strict rules and regulations, it focuses on specific educational requests of different social, professional, demographic groups.
