Problems of the reliability of water supply and wastewater disposal systems, and ways of solution

Надежность и экологическая безопасность являются основными требованиями, предъявляемыми к системам водоснабжения и водоотведения. Трубопроводные системы – неотъемлемая часть инфраструктуры современных городов. Нарушения нормального уровня работы этих систем связаны в основном с авариями (отказами) на участках трубопроводов – наиболее функционально значимых, дорогостоящих и уязвимых элементов систем. Нарастающие темпы износа и неудовлетворительное техническое состояние значительного количества трубопроводов водоснабжения и водоотведения большинства городов и поселений России, ограничение в условиях реформирования жилищно-коммунального хозяйства России материальных ресурсов на их восстановление и обновление требуют научно обоснованного подхода к решению проблемы оценки и обеспечения их надежности. Отмечено, что до настоящего времени в отечественной практике накопление и использование статистических материалов, необходимых для определения показателей надежности элементов систем водоснабжения и водоотведения, а также планирование их восстановления организованы неудовлетворительно. Приведены методы оценки надежности трубопроводов, методика планирования их восстановления с использованием компъютерной программы, критерии выбора объектов восстановления трубопроводов и пути повышения их надежности. Reliability and environmental safety are the main requirements for water supply and wastewater disposal systems. Pipeline systems are an integral part of the infrastructure of modern cities. Malfunctions of these systems are mainly associated with failures in pipeline sections, that are the most functionally significant, expensive and vulnerable elements of the systems. The increasing rates of wear and unsatisfactory technical condition of a significant number of water pipelines and sewers in most cities and communities of Russia, the limited material resources for their rehabilitation and renovation in the context of reforming the housing services and public utilities of Russia require a scientifically based approach to solving the problem of assessing and ensuring their reliability. It is noted that up to now, in domestic practice, the accumulation and use of statistics for determining the reliability indicators of the elements of water supply and wastewater disposal systems, as well as planning their rehabilitation, have been arranged unsatisfactorily. Methods for assessing the reliability of pipelines, a methodology for planning their rehabilitation using a software application, criteria for selecting objects for pipeline renovation and ways to improve their reliability are presented.

The subject of the paper is the reliability and environmental safety of water supply and sewer pipelines of public water supply and sanitation systems. It is shown that the steadily increasing rate of deterioration of water supply and sewer networks in cities and communities in Russia, the limitations of material resources for their rehabilitation have aggravated the problem of ensuring their reliability in recent years. The paper presents the reasons for the low reliability of pipelines. It is shown that the determining criterion for the environmental safety of pipelines is reliability - one of the main quality indicators of any structure (system). The research method was a statistical estimation of the reliability indicators of water supply and sewer pipelines, and an analysis of the factors that shape their change. The paper results in suggestions for a planning strategy of the rehabilitation and renovation of pipelines and reduction of all types of water losses.

The knowledge of the current technical condition of the operated system is in the interest of the owner or operator of public water supply systems. Such information is the starting point when making decisions on investment projects or planning water mains renewal. The submitted paper introduces the methodology of preliminary assessment of the technical condition of water supply systems and outputs of the software application TEA Water, which makes it possible to assess the technical condition of the specific elements of the water supply systems and clear displaying with the presentation of the assessment results for the entire considered water supply system.

Water fittings are an integral part of the internal water supply system. The reliability of their work under operating conditions largely influence on the continuity of water supply to the population. The reliability indicators of sanitary fittings allow the services responsible for the technical condition of the indoor water supply of houses to pay priority attention to the factors that determine the uninterrupted water supply of the population and reduce the loss of drinking water. In this study, the results of indicators of operational reliability of faucets for sinks in kitchens and washbasins in toilet rooms of apartments of multi-store residential buildings in a residential neighborhood are presented. The study was performed based on the analysis of records in the logs of data on valve failures for 2016-2018. The main malfunctions are established, the random coincidence of which leads to failures. The reliability of sanitary fittings is affected not only by their structure and the characteristics of the materials, as well as by the exploitation conditions. The probability of failure-free operation of sanitary fittings in exploitation conditions for a time not exceeding the duration of the reduction of water supply to consumers in residential buildings is the basic parameter of its reliability.

С целью упорядочения и анализа информации о системе распределения воды и стоков г. Новокузнецка и исключения многократного дублирования данных в разных информационных средах было принято решение о внедрении разработки компании ИВЦ Поток Информационно-графической системы ГидроГраф из линейки продуктов под торговой маркой CityComТМ. В настоящее время система ГидроГраф активно используется многими подразделениями ООО Водоканал . Планирование производственной программы на сегодняшний день уже невозможно без системы ГидроГраф . С ее помощью осуществляется выдача технических заданий, подготовка отключений, составление планов производства работ, заключение договоров с новыми абонентами, оптимизация системы водоснабжения и водоотведения. Появление полноценной, выверенной и постоянно актуализируемой базы данных позволило оперативно и в удобной форме решать множество задач. При этом обеспечивается повышение эффективности и точности планирования ремонтов, сокращение издержек и в целом рациональная эксплуатация системы водоснабжения и водоотведения г. Новокузнецка.To provide for sorting and analyzing the data on the water distribution and sewer network system in Novokuznetsk and to avoid multiple data duplication in various IT environments, it was decided to introduce the product of Potok data processing center HydroGraph Information and Graphic System from the product line under CityComTM trademark. Currently, HydroGraph system has been in active use by many divisions of Vodokanal, LLC. Planning an operational program today is no longer possible without HydroGraph system. The system provides for issuing the performance specifications, preparing for shutdowns, compiling work execution plans, signing contracts with new customers, and upgrading the water supply and wastewater disposal systems. The development of a meaningful, verified and continuously updated database made it possible to quickly and conveniently solve many problems. Therein it ensures improved efficiency and accuracy of repair planning, cost reduction and generally rational operation of the water supply and wastewater disposal system in Novokuznetsk.

Качество услуг водоснабжения и водоотведения за первые двадцать лет XXI века вывело на новый уровень развития ГУП «Водоканал Санкт-Петербурга» благодаря внедрению инновационных технологий в системах водоснабжения и водоотведения. Использование технологий, таких как двухступенчатое обеззараживание питьевой воды, дезодорирование полигонов, геотубирование, применение центрифуг «Флоттвег», порошкообразного однокомпонентного флокулянта, порошкообразного активированного угля, внедрение системы измерения осадков, осуществлялись при активном участии Федора Ивановича Лобанова – помощника генерального директора ГУП «Водоканал Санкт-Петербурга» по работе с промышленностью, которому в ноябре 2021 г. исполнилось 80 лет. The quality of water supply and wastewater disposal services over the first twenty years of the 21st century has brought SUE «Vodokanal of St. Petersburg» to a new level of development owing to the introduction of innovative technologies in water supply and wastewater disposal systems. The use of technologies, such as two-stage disinfection of drinking water, odor control of landfills, geotubing, the use of Flottweg centrifuges, powdered one-component flocculant, powdered activated carbon, the introduction of a precipitation measurement system, were carried out with the active participation of Fedor Ivanovich Lobanov, Assistant to the General Director of SUE «Vodokanal of St. Petersburg» on dealing with industries, who turned 80 in November 2021.

The article analyzes the main indicators of the technical condition of buildings of outpatient medical organizations (units) in the Russian Federation for the period 2012–2019. The number of outpatient medical organizations (units) in emergency condition and requiring demolition tended to decrease from 215 units to 96 for the period from 2012 to 2017 in the Russian Federation. The number of units requiring reconstruction in the Russian Federation declined from 511 to 179 for 2012–2019. The number of units requiring major overhaul in the Russian Federation went down from 4,347 to 2,378 for the period from 2012 to 2018, and in 2019 rose sharply to 4,113. The number of units located in adapted premises increased from 6,723 to 8,126 for 2014–2019 in the Russian Federation. The number of units located in the rented area in the Russian Federation decreased from 1,443 to 1,414 for 2014–2019. The number of units with central water supply went up from 17559 to 19440 for 2012–2019 in the Russian Federation. The number of units with hot water supply in the Russian Federation increased from 13,012 to 15,124 for 2012–2019. The number of units with central heating rose from 16,893 to 17,546 for 2012–2019 in the Russian Federation. The number of units with a central sewer went up from 17,111 to 18,969 in the Russian Federation for 2012–2019. The number of units with telephone communication increased from 17,806 to 19,266 for 2012–2019 in the Russian Federation. The number of units with autonomous power supply rose from 941 to 1,227 in the Russian Federation for 2012–2019. The total number of outpatient medical organizations (units) in the study period increased by 7.9 %. The number of buildings requiring renovation and modernization between 2012 and 2018 tended to decrease. Not all indicators have a positive trend. Health care modernization is not completely structural.

It has been established that at present in the sphere of public administration in the field of land reclamation in the republic there are estuary irrigation systems, drainage systems and agricultural water supply facilities, as well as group water pipelines for water supply of rural settlements and irrigation of agricultural land.

The Ruhr, with an average flow of 80.5 m3/s at its mouth, is a comparatively small tributary to the Rhine River that has to perform an important task: to secure the water supply of more than 5 million people and of the industry in the densely populated region north of the river. The complex water management system and network applied by the Ruhrverband in the natural Ruhr River Basin has been developed step by step, over decades since 1913. And from the beginning, its major goal has been to achieve optimal conditions for the people living in the region. For this purpose, a functional water supply and wastewater disposal infrastructure has been built up. The development of these structures required and still requires multi-dimensional planning and performance. Since the river serves as receiving water and at the same time as a source of drinking water, the above-standard efforts of Ruhrverband for cleaner water also help to conserve nature and wildlife. Ruhrverband has summed up its environmental awareness in the slogan: “For the people and for the environment”. This basic water philosophy, successfully applied to the Ruhr for more than 80 years, will be continued in accordance with the new European Water Framework Directive, enacted in 2000, which demands integrated water resources management in natural river basins, by including the good ecological status of surface waterbodies as an additional goal.

In accordance with GOST 20793-2009, the tractor and its components are subjected to resource diagnostics before maintenance. The technical condition of the components of the tractor or machine should be checked with the use of control and diagnostic equipment. Currently, the criteria for the limit state are significantly outdated and require revision from the point of view of tightening modern requirements for operational and economic characteristics and reliability indicators. (Research purpose) The research purpose is in analyzing the state of the issue and the current regulatory documentation and making proposals for remote monitoring of the criteria for the limit states of individual components and aggregates. (Materials and methods) The article presents an analysis of scientific and technical documentation, State standards of the Russian Federation and scientific papers on the problems of minimizing technological risks, diagnostics and control suitability for determining the maximum technical condition, and staged studies on the possibility of monitoring the operation of individual components and units online. The article notes the need to adjust the criteria for the maximum technical condition in accordance with the new designs of resource-determining units, aggregates and existing technical regulations. (Results and discussion). The article presents the justification of the diagnostic process and identified contradictions in the design of tractors and existing scientific and technical documentation and standards, and proposed option of using meters-identifiers when upgrading tractors as a system of built-in online diagnostic tools. (Conclusions) Timely, automated monitoring of the technical condition of tractors, which is based on comparing data with the criteria of the limit condition, serves as a justification for the effective operation of equipment with built-in devices for diagnostics, which allows minimizing agrotechnological risks.
