ABSTRAK Untuk mencapai tujuannya maka kinerja organisasi harus lebih ditingkatkan. Kinerja adalah gambaran mengenai tingkat pencapaian pelaksanaan suatu kegiatan/program/kebijakan dalam mewujudkan sasaran, tujuan, misi, dan visi organisasi yang tertuang dalam strategic planning suatu organisasi. Perubahan Universitas menjadi BLU menjadi hal yang sangat perlu diperhatikan. Tujuan penelitian  ini adalah untuk mengetahui pengaruh terbentuknya Unsrat menjadi Badan Layanan Umum terhadap Peningkatan Penerimaan Negara Bukan Pajak (PNBP). Jenis Penelitian menggunakan penelitian assosiatif. Teknik analisis data menggunakan regresi linier berganda dan uji hipotesis t. hasil penelitian menunjukkan bahwa Secara parsial Terbantuknya Unsrat menjadi BLU tidak berpengaruh signifikan terhadap PNBP di Unsrat. Hal tersebut dikarenakan Unsrat baru menjadi BLU dalam 3 tahun terakhir sehingga tingkat dan proses pengelolaan masih merupakan transfomasi dari pengelolaan yang lama.  Kata kunci: BLU, penerimaan Negara bukan pajak  ABSTRACT To achieve its objectives, organizational performance must be improved. Performance is a description of the level of achievement of an activity / program / policy in realizing the goals, objectives, mission, and vision of the organization contained in the strategic planning of an organization. Changes in the University to BLU become a matter that really needs attention. The purpose of this study was to determine the effect of the formation of Unsrat into a Public Service Agency for Increasing Non-Tax State Revenues (PNBP). This type of research uses associative research. Data analysis techniques using multiple linear regression and hypothesis testing t. The results of the study showed that partially collapsing Unsrat into BLU did not significantly influence PNBP in Unsrat. This is because Unsrat has only become BLU in the last 3 years so that the level and process of management is still a transformation from the old management. Keywords: BLU, non-tax state revenue

The purpose of this study was to analyze the leadership strategy of the State University Public Service Agency  in improving the performance of institutions in Indonesia. The study was conducted at three State University Public Service Agency  in Indonesia on regional considerations and ranking of State University Public Service Agency institutions version of  The Ministry of Research, Technology and State University (MoRHE) for 2015-2017, namely the University of Lampung (West Region), Sebeles Maret University (Central Region) and Gorontalo State University (Eastern Region). Leadership strategy as an effort to improve the performance of institutions of State University Public Service Agency involves twelve experts, namely the highest leader (Rector), Vice Rector, Dean and Chair of the Institute for at least one period (four years). Development of strategies using Analytical Hierarchy Process (AHP). Leadership strategy of State University Public Service Agency can be implemented by integrating the leader selection system, leadership development and leadership performance evaluation. The performance measures include graduate quality, publication quality, innovation quality, student quality and service quality.

Collaborative leadership has been widely discussed in the theory of public-sector leadership and public collaborative governance studies. Based on the survey data of a public service agency in Taipei City Government, Taiwan, this study used path analysis to test the effect of four dimensions of collaborative leadership on the perceived organizational performance, and applied multidimensional scaling (MDS) method to estimate the dimensions of collaborative leadership and their structural relations. Findings of the empirical analyses support our hypotheses about the dimensions and influence of collaborative leadership and contribute to the theories of public-sector leadership. Public employees’ collaborative leadership skills facilitate their acceptance of organizational rules and their perceived organizational performance. Implications of these findings are presented in the discussion and conclusion.

University has the main task to develop science and technology to increase Indonesian competitiveness in the world. Researchers conduct the study based on the condition that the university governance and intellectual capital are not optimal to help achieve the expected performance at universities in Indonesia. The study aims to examine the influence of the Good University Governance and Intellectual Capital toward Performance in State-Owned Universities-Legal Entity (SU-LE) and State-Owned Universities-Public Service Agency (SU-PSA) in Indonesia. Researchers use quantitative methods and questionnaire instruments to collect data. The study concludes that good university governance and intellectual capital each positively and significantly influence SU-LE and SU-PSA performance in Indonesia. Moreover, good university governance has a positive and significant influence on the intellectual capital of SU-LE and SU-PSA in Indonesia.   Received: 26 October 2020 / Accepted: 12 December 2020 / Published: 17 January 2021

Universities obtain a lot of pressure from stakeholders to manage risk to achieve better performance. The enterprise risk management implementation and internal audit quality conditions are not optimal to help the university reach the performance target. This study aims to examine the influence of the enterprise risk management implementation and internal audit quality toward the performance of State-Owned Universities-Legal Entity and State-Owned Universities-Public Service Agency in Indonesia. Researchers use explanatory study and questionnaire instruments to collect data. The study concludes that the enterprise risk management implementation and the internal audit quality have a positive and significant influence on the Performance of State-Owned Universities-Legal Entity and State-Owned Universities-Public Service Agency in Indonesia. Improving university performance requires an effective enterprise risk management implementation and internal audit quality.

Universities that apply the concept of Public Service Agency (BLU - PK PTN ) in performing functions as an organ which is engaged in the service infrastructure support through goods or services . As an institution under the auspices of the government and the state budget receives PTN PK - BLU implement mechanisms to acquire goods or services in accordance with the law. However, the procurement process in obtaining goods or services sometimes poses problems that arise as a consequence of the passage of the procurement of goods or services involving the organs in it as PA / KPA , KDP , ULP , and Committee / Receiver Procurement Officer. Rector of the KPA in PK - BLU PTN has the authority to control the organs that carry out the process of procurement of goods / services in the environment . Errors in the procurement process of goods / services performed by the CO and the ULP / Procurement Officer causing state losses due to these errors, either due to negligence or unlawful acts. As the KPA in the process of procurement of goods / services Rector can control the organs in accordance with the authority given. The consequences are acceptable if the authorities ultimately the procurement of goods / services did not heed the warning Rector officials related procurement process of goods / services will receive sanctions. The research is proposed to test the influence of Leadership and Motivation Work on Public Service Quality. The population in this study was the Kantor Kementerian Agama Sungai Penuh who had received the last 1 year service at the Kantor Kementerian Agama Sungai Penuh, amounting to 260 people. Furthermore, by using the Slovin formula, a sample size of 158 people was chosen with a sampling technique based on Simple Random Sampling. This study uses primary data and secondary data. Data analysis techniques used are path analysis and hypothesis testing using t test with data analysis using SPSS version 20. The results of the study based on showing that partially the Leadership and motivation work have a positive and significant effect on Public Service Quality. The results also show that motivation work variables act as intervening variables between Leadership and Public Service Quality.

The study aimed at conducting an analysis towards the operation of Athlete Homestead for the National Sports Week in 2012 belonging to Riau Province. Regarding the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD), the researcher designed the Accounting System for the Regional Public Service Agency of the Rental Flats and Sports Venue. The data analysis in this study used the descriptive qualitative method by describing the accounting system design for the operation of Rental Flats and Sports Venue through the Sub-district Development Program-Regional Public Service Agency (PPK BLUD) with the procedure comprising: designing the rent system and procedure of the Rental Flats and Sports Venue, designing the system of cash management from the rent income, implementing focused-group discussion with the related parties and the government, working on the policy improvement draft for the operation of the Rental Flats and Sports Venue belonging to Riau Province.Based on the result of the study and discussion, it can be concluded that in order to improve the effectiveness of the service and operation of Rental Flats and Sports Venue with sound business practice, it is necessary to implement the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD). Although the relationships between public service motivation and work-related outcomes are contingent on an employee’s psychological state, little empirical evidence exists on whether psychological empowerment conditions the relationship between public service motivation and perceived organizational performance in public organizations. This study addresses this gap by examining data from the 2010 US Merit Principles Survey on psychological empowerment’s moderating role between public service motivation and the perceived achievement of organizational goals, as well as the perceived quality of work-unit products and services in the US federal government. First, the findings indicate that public service motivation and psychological empowerment improve both of these perceived organizational performance measures. Second, the findings indicate that the link between public service motivation and perceived organizational performance is slightly enhanced when public employees feel more psychologically empowered. Points for practitioners This article offers practical lessons for practitioners who are concerned about improving organizational performance. Emphasizing the importance of psychological empowerment in strengthening the link between public service motivation and perceived organizational performance, the article suggests a critical need to cultivate psychological empowerment in the public sector, which has been under heavy pressure to do more with less in a rapidly changing environment.

Explores the development of a clinical quality improvement pilot project at the University of Alberta Hospital and Stollery Children’s Hospital which aimed to establish a team of individuals that could disseminate a culture of quality improvement and develop a framework for a quality process that could be replicated and repeated. Outcomes of the clinical pilot project included improved performance as well as opportunities to learn some key lessons around team membership and involvement.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.
