scholarly journals Application Design of Electronic ID Card

The development and advancement of information technology has a lot of benefits for the institutions that implement it included in the field of government bureaucracy. The application of e-government to the government bureaucracy certainly can make the performance of government better. The application of information technology in the field of government such as in matters of making Identity Card, Bahasa: Kartu Tanda Penduduk (KTP), is certainly able to provide a change in the bureaucratic system of making Identity Card. As in the Pringsewu District that is originally used a manual system in making Identity Card that is certainly very inefficient and requires a long time so that many residents are reluctant to take care of making Identity Card. Surely this is very unfortunate remembering the importance of Identity Card. Because of this reason, the author tries to examine the design of an application for making an Electronic Identity Card with the aim to ease the public or to take care of making Citizenship Cards online, in addition to that, this application will also help the performance of the Population and Civil Registry Office so that the service provided to the public is more optimal. It is expected that people will no longer to be reluctant to take care of making a Electronic Identity Card with the application.

Government Policy on Matters of the Information SocietyWhile information technology has for a long time been utilized in public administration in Iceland, co-ordination and policy formulation only started in the mid-nineties. In 1996, the government made arrangements for a comprehensive policy formulation in this field, when the government formulated a specific policy on matters of the information society and established a provisional developmental project for this purpose under the direction of a special working group under the auspices of the Prime Minister's Office. While the project was to be completed within five years, from 1998 to 2002, it was decided at the beginning of this year to extend it to the end of the year 2003 while an appraisal of its implementation was carried out. Among the goals set in the governmental policy was that legislation, rules and the working methods of the public administration should be reviewed with a view to information technology, for the purpose of stimulating technological progress, and to make information accessible to the public irrespective of residence or economic resources. Furthermore, a special emphasis was put on the utilization of information technology in the dissemination of public information, and that all information systems used by government agencies should be structured so that they would provide information on laws, regulations, rights and obligations, and such matters, via a computer network, and also enable the public to go about their business, monitor the progress of important matters, and be provided with all such services which can be provided in this manner.

The conceptual model is based on a combination of the Technology Acceptance Model, Theory of Planned Behavior and indexes from the United Nation's database. Future research should validate the empirical model. Meanwhile, the implications of the model are presented.

Specificity of autonomy Jakarta as the Capital of the Republic of Indonesia that is placed on the area provincial level, so that the government area consists of 5 (five) City and 1 (one) Thousand Islands District up units at the lower level, namely District and Village is a unit of government administrative and technical services. Urban Village as a government bureaucracy that deal directly with the public is the frontline in the public service. The existence of the village chief and deputy village chief was reinforced by law No. 147 of 2009 on the Organization and Work Procedure village, which strengthened the position of deputy village chief duties and functions as an auxiliary Lurah such a heavy burden of their duties to serve citizens of the capital densely populated. The reform of the bureaucracy over the birth of Jakarta Bylaw No. 12 of 2014 concerning the regional Organization still beg the question why the position of deputy village chief who is still listed in the rules of the "vacated" in all regions of Village Capital. Occurred in the dilemma between the demands of expectations as a public service town, but on the other hand the reform of the bureaucracy is still a "maintenance of structures" without "tightening" of personnel staffing.

The goal of this research was to do a comparative study on the use of information technology in DKI Jakarta Provincial Government through Jakarta.go.id website and Surabaya City Local Government through Surabaya.go.id website. This research focused on public services and interactive use of communication media. Research method used was descriptive qualitative. Data were collected through a depth interview with Jakarta.go.id and Surabaya.go.id website administrators, observation of digital data, literature review, and through secondary data. Data analysis was done through a constant comparative technique. The results indicates that diffusion innovation theory is used by provincial government to give digital public services. It means that the government is seeking people to adopt the use of information technology in the interaction with the government. Local and Provincial Government provides a media center for public services, which the public can access information and provide input to the government. Some of the challenges show that society is not fully ready to change from conventional public services to digital public services received from the government. There is a massive need to educate society while also providing free mobile internet services. Other than that, there is also a gap in internal governmental human resources skill and competences. As a solution to some of these problems, both DKI Jakarta and Surabaya Provincial Government need to apply information technology to achieve e-government and cyber city.
