Ration card system is used for the distribution of essential commodities to India’s below poverty line population. The use of ration card to obtain the various goods such as sugar, rice, oil, kerosene, etc from the ration shop is common. The present ration distribution framework is with lot of irregularities such as ration delivered to open market and unavailability of ration goods. There is a possibility that ration shopkeeper sales the products to consumer at higher rates than that of recommended by the government. The proposal framework replaces these irregularities and provides efficient automated rationing system. It is having a python webpage. The personal details with bank account is linked with government website. Each card has serial number to communicate with the microcontroller which shows the details completely with accounts. It has a required cost for the goals which brought by the people and also cost will be transferred automatically to government account. The mechanics assemble along with the servomotor helps to power the required quantity of products of ration goods for the person and also the consumer to get the confirmation SMS automatically through GSM. As everything happens automatically there is no chance of irregularity.

Community Health Insurance is one of the government programs for the people of Indonesia in obtaining treatment services at Puskesmas. The program is very helpful for people who are low income and live below the poverty line. Indicators for the government in providing this service consists of 10 (ten) criteria that are House Ownership Status, Floor Area per Household Member, Type of Floor of House, Type of Wall House, Lighting House Used, Fuel Used, Frequency Of Eating In A Day, Ability Buy meat/chicken/milk in a week, Employment of head of household, Education of head of household. In the application, of course, has constraints in deciding who the participants who get the Jamkesmas service. With the application of one of Multi-Criteria Decision Making (MCDM) able to overcome obstacles faced by government. Some methods of MCDM such as Simple Additive Weighting(SAW), Weighted Product(WP), Weighted Sum Model(WSM) can solve this problem. By applying the WSM is relatively easy and fast, is believed to be able to get the best results.

Indian higher education has never received much prominence when compared to the primary level. Academicians of our country have already pointed out that for economic and social well-being of our country majorly depends on the quality and widespread of higher education in our country. The main obstruction is the misconceptions by the general public of our country which is accompanied by the economic issues. The vision of Ministry of Human Resource and Development heads the department of Higher Education whose aim is to realize India’s human resource potential to its fullest in the education sector, with equity and excellence. Higher education is a costly affair when we take into consideration the fact that almost 20% of the population still lie under the poverty line. There is still a gap in the level of enrolment between males and females. The government is trying hard to overcome this disparity. Skills have often been ignored in our country’s scenario. Thus, higher education should also promote and encourage technical education. An All India Survey on Higher Education was initiated only in 2011, only because none of the sources had a complete picture of the data on higher education. The large amount of population is also a problem as it becomes difficult to cater to the needs of each individual or group. The resources are scarce when compared to the people demanding for it. We should try to identify the problems, and then we should work towards solving those problems. Public of our country should be willing to send their children for higher education; they should be having a positive attitude towards higher education. This paper discusses several steps that can be untaken to bridge the gaps in the system of higher education in India.

This article has mainly focused on the innovative scheme of free bus travel and how it benefited the people and sparked to empower the women in the male centric society. Tamil Nadu is a welfare State which implemented innovative schemes for enhancement of people status gradually. On the consequence, the Government of Tamil Nadu has announced the scheme for women welfare and empowerment named “Free Bus Travel Scheme” which has given the free travel to all women in Tamil Nadu. The intention of the scheme was announced by the Government of Tamil Nadu to increase the mobility of women. This scheme has increased the women’s mobility and their savings. Tamil Nadu, being a role model for implementing the innovative free schemes for entire India. All the state has attributed the concept for their convenience and applied the different phenomenon. Earlier, Tamil Nadu Government has given the doles and freebies to the people, especially those have in the poverty line. Some of the electronic goods also provided to enhance the economic and educational enhancement. Now the tern has changed beyond the stereo type of schemes and programs. Conceptually, the Government has announced the free travel for all women might be stupendous character which directly or indirectly enhance the women status and empower the women in this society. The economic crisis and rising fuel prices cause the people of Indonesia isquite worse. Government seeks to issue a policy to assist people who areunderneath of the poverty line by distributing of rice for poor (Raskin). The goalof raskin is to reduce the burden of the poor people (especially for targetedhouseholds) by fulfilling their food needs in the form of rice. Since 2012, thetargeted households can buy only 15 kg of rice at a cost of Rp 1,600/ kg. In fact,there are still some lacks of discretion, due to the role of the village staffs is stilllacking in distributing raskin to the public. Other aspects are improper ontargeting, on amount, on price, punctuality and on quality. Those cause aproblem that needs to get the attention of the government of the village. Thegovernment of village needs to be more proactive in distributing raskin so thatthe problems above can be addressed as soon as possible.Keywords: staff performance; distribution; proactive

ABSTRACTThe essence of this study describes the theoretical study of the phenomenon transfortation services online. Advances in technology have changed the habits of the people to use online transfortation In fact despite legal protection in the service based services transfortation technological sophistication has not been formed and it became warm conversation among jurists. This study uses normative juridical research. This study found that the first, the Government must accommodate transfotation online phenomenon in the form of rules that provide legal certainty; second, transfortation online as part of the demands of the times based on technology; third, transfortation online as part of the creative economy for economic growth .

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

The establishment of the KPPU is to control the implementation of the Act. No. 5/1999 on Concerning the Ban on Monopolistic Practices and Unfair Business Competition in Indonesia. Various duties and authority of the KPPU contained in Article 35 and Article 36 of the Act. But in reality, KPPU does not have executorial rights so that the various decisions of the commission often could not be implemented. Therefore internally strengthening of institutional existence by way of amending the Law Commission is very appropriate to be used by the government and parliament agenda. Externally, stakeholder participation is something very urgent and that the KPPU’s strategic optimally capable of performing their duties according to its motto: “Healthy competition Welfare of the people”.

AbstractThis study aims to determine the social security system adopted by Indonesia, see Indonesia as a function of the welfare state as mandated by the 1945 Constitution has not done well, and to know the view of progressive legal theory legislation related to social security in providing solutions to the problems of social security the workforce. This research is devoted to the study of normative legal systematics, which is intended to determine the implementation of a theory of the legal conditions that exist in society. Results of this study produces a secondary data. The data obtained from the document collection process or library materials. Of the collection process, the data were analyzed qualitatively, systematically arranged, and presented descriptively. The results showed that Indonesia is still not able to fully administer social security for the people, where social security is still a “black and white” but the State has not been able in practice to assume responsibility for the implementation of social security as a whole. About social security, the Government is still not able to provide significant changes to the equalization gain social security for the workers, but changes in social security regulations on labor is performed repeatedly. Necessary party whom dared to take a policy or decisions that benefit the workers to realize the welfare of the workers. Parties reffered to the law is used as a progressive peeler, is a party that has an important role that enterpreneurs and the Industrial Relations Court Judge.Keywords: Social Security, Labour, Progressive LawIntisariPenelitian ini bertujuan untuk mengetahui sistem jaminan sosial yang dianut Indonesia, melihat fungsi Indonesia sebagai negara kesejahteraan sesuai amanat Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 belum terlaksana dengan baik, serta untuk mengetahui teori hukum progresif memandang peraturan perundang-undangan terkait jaminan sosial tenaga kerja dalam memberikan solusi atas permasalahan jaminan sosial tenaga kerja tersebut.Penelitian ini bersifat normatif yang dikhususkan pada penelitian sistematika hukum, yang dimaksudkan untuk mengetahui implementasi pelaksanaan suatu teori terhadap kondisi hukum yang ada di masyarakat. Hasil penelitian ini menghasilkan suatu data sekunder. Data tersebut diperoleh dari proses pengumpulan dokumen atau bahan pustaka. Dari proses pengumpulan tersebut, data yang diperoleh dianalisis secara kualitatif disusun secara sistematis dan disajikan secara deskriptif.Hasil penelitian menunjukkan bahwa Indonesia masih belum mampu secara seutuhnya menyelenggarakan jaminan sosial bagi rakyat, dimana jaminan sosial tersebut masih sebatas “hitam diatas putih” namun, negara belum mampu dalam pelaksanaannya untuk mengemban tanggung jawab pelaksanaan jaminan sosial tersebut secara utuh. Tentang jaminan sosial tenaga kerja, pemerintah masih belum mampu memberikan perubahan yang signifikan terhadap pemerataan perolehan jaminan sosial tenaga kerja bagi para pekerja tersebut, padahal perubahan peraturan tentang jaminan sosial tenaga kerja tersebut berulang kali dilakukan. Diperlukan pihak yang berani untuk mengambil suatu kebijakan atau keputusan yang bermanfaat bagi pekerja demi terwujudnya kesejahteraan bagi pekerja. Pihak sebagaimana dimaksud jika hukum progresif yang digunakan sebagai alat pengupas, adalah pihak yang memiliki peran penting yaitu pengusaha dan Hakim Pengadilan Hubungan Industrial.Kata Kunci: Jaminan Sosial, Tenaga Kerja, Hukum Progresif.

Fines are sanctions or punishments that are applied in the form of the obligation to pay a sum of money imposed on the denial of a number of agreements previously agreed upon. There is debate over the status of fines in Islamic law. Some argue that fines may not be used, and some argue that they may be used. In the context of fines for delays in payment of taxes, in fiqh law it can be analogous to ta'zir bi al-tamlīk (punishment for ownership). This can be justified if the tax obligations have met the requirements. Whereas according to Islamic teachings, fines can be categorized as acts in order to obey government orders as taught in the hadith, and in order to contribute to the realization of mutual benefit in the life of the state. As for the amount of the fine, the government cannot arbitrarily determine fines that are too large to burden the people. Penalties are applied as a message of reprimand and as a means to cover the lack of the state budget.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.
