Abstract This study aims to assess the harmonization of the authority of the organization of integrated licensing services. The research method used is a legal research method that focuses on the implementation of licensing principles. The results showed that licensing and non-licensing services in the One-Stop Integrated Service System (PTSP), including the Regional Government, had separate authority in regional units, including licensing and non-licensing various fields. Regulations concerning PTSP implementation, such as HR, Finance and Supervision, in addition to the institutional form is still in the level where SKPD is intersected with KP2T in the area has been in the form of Dinas or Agency. Therefore, PTSP implementation in the future will run optimally in serving the community. Keywords: Authority, One-Stop Integrated Services, Public Services.  Abstrak Penelitian ini bertujuan untuk mengethui harmonisasi kewenangan lembaga penyelenggaraan pelayanan perizinan terpadu. Metode penelitian yang digunakan adalah metode penelitian hukum yang meniti beratkan pada pelaksanaan prinsip prinsip perizinan. Hasil penelitian menunjukan bahwa kegiatan pelayanan perizinan dan non perizinan di daerah telah diatur untuk menggunakan sistem Pelayanan Terpadu Satu Pintu (PTSP), tidak terkecuali Pemerintah Daerah yang telah mendelegasikan kewenangan tersebut kepada unit perangkat daerah tersendiri, termasuk perizinan dan non perizinan di berbagai bidang. Pengaturan mengenai PTSP di daerah tidak mengatur secara detail beberapa aspek penting pelaksanaan PTSP itu sendiri seperti SDM, Keuangan dan Pengawasan, selain itu bentuk kelembagaannya masih setingkat kantor dimana notabene SKPD teknis yang bersinggungan dengan KP2T di daerah telah berbentuk Dinas atau Badan yang mengakibatkan kesenjangan eselon pimpinan. Oleh karenanya diperlukan perubahan terhadap pengaturan pelaksanaan PTSP di daerah kedepannya agar dapat berjalan dengan optimal dalam melayani masyarakat. Kata Kunci : Kewenangan, Pelayanan Terpadu Satu Pintu, Pelayanan Publik.

In the organization of the One-Stop Investment and Integrated Services Office of Sidoarjo Regency where there is a cultural clash in the organization, the baby boomer generation has a more rigid behavior in bureaucratic activities and is not following the development of ICT. The millennial generation is very flexible with ICT, is fast paced and wants ease in working in organizations, is bored with routine, and prefers to work behind the scenes. The purpose of this research is to uncover the motive of millennial generation competence in the implementation of electronic-based public services. The research method used is qualitative. Informants are employees of the One Stop Investment and Integrated Services Office of Sidoarjo Regency who fall into the millennial generation category of 8 informants. The results of this study that the motive for developing millennial generation competence in the implementation of electronic-based public services is obtained by millennial generation employees in addition to working to meet their basic daily needs, they want to work according to the rules (standard operational procedures) and the applicable system, achievement motives or rewards, and want to develop soft competence and hard competence to be more professional at work

Public service is a part that cannot be separated from the life of the nation and state. The 1945 Constitution mandates that the state must provide good service to all citizens to fulfill their basic needs. The government is one of the providers of public services must always carry out services that are in accordance with the rules and must know the conditions of those served. In fact, the community is often disappointed with the services provided by the government in terms of licensing arrangements such as long and convoluted service procedures, the issuance of a permit is sometimes not in accordance with the time set. Problem formula What is the quality of public services in the One Stop and Manpower Integrated Services Investment Office (DPMPTSP & TK) in Bone Bolango Regency?                This research uses qualitative methods. Techniques for collecting data through observation, interviews, documentation. The results of the service quality of Bone Bolango District's One-Stop Integrated Service and Labor Service (DPMPTSP & TK) have been good, seen from the dimensions of tangibles, responsiveness dimensions, empathy (empathy) but on assurance (assurance) dimensions and reability dimensions. corrected because there is still a relationship with the relevant office in issuing a letter of recommendation so that the permit issuance is not in accordance with the stipulated time.

Pada umumnya pemerintah daerah mempunyai kewajiban dalam menyelenggarakan pelayanan yang lebih baik kepada masyarakat. Dalam rangka menyelenggarakan hal tersebut pemerintah daerah telah mengeluarkan kebijakan yang bertujuan untuk mengefektifkan, mengefisiensikan dan mendekatkan pelayanan kepada masyarakat. Salah satu kebijakannya yaitu kebijakan Peraturan Presiden Republik Indonesia nomor 24 tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik. Kebijakan Sistem Online Single Submission (OSS) dilaksanakan dengan tujuan untuk membantu para pelaku usaha yang ingin membuat izin usahanya agar lebih mudah. Diharapkan dengan di terapkannya perizinan melalui Online Single Submission (OSS) akan memberikan dampak yang lebih baik lagi dan memberikan kepuasan bagi masyarakat. Penelitian ini menggunakan metode pendekatan kualitatif. Ruang lingkup penelitian ini yaitu dinas penanaman modal dan pelayanan terpadu satu pintu kabupaten suban. Yang menjadi sumber informasi (informan) yaitu penanggung jawab dari pemerintah daerah , dalam hal ini pihak yang terkait adalah pegawai pemerintah daerah (PEMDA) di bagian pemerintahan dan bidang pengembangan sistem informasi Online Single Submission di Dinas Penenaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Subang. Pengumpulan data dilakukan dengan teknik observasi, wawancara dan dokumentasi. Data yang diperoleh kemudian di analisa menggunakan teknik triangulasi, kemudian di susun secara sistematis sehingga pada tahap penarikan kesimpulan bersifat intepretatif. Hasil penelitian menunjukan implementasi sistem online single submission belum berjalan efektif sehingga tujuan dari OSS  untuk meningkatkan kualitas dan mendekatkan pelayanan kepada masyarakat belum efektif dan efisien.   In general, local governments have an obligation to provide better services to the community. One of the policies is the Republic of Indonesia Presidential Regulation number 24 of 2018 concerning Electronically Integrated Business Licensing Services. The Online Single Submission System (OSS) policy is implemented with the aim of helping business people who want to make their business licenses easier. It is hoped that licensing through the Online Single Submission (OSS) will have a better impact and provide satisfaction for the community. This research uses a qualitative approach. The scope of this research is the one-stop investment and integrated services department in Suban Regency. The source of information (informant) is the person in charge of the regional government, in this case the relevant party is a local government employee (PEMDA) in the government department and in the field of developing an Online Single Submission information system at the One-Stop Investment and Integrated Services Office of Subang Regency. Data collection is done by observation, interview and documentation techniques. The data obtained are then analyzed using triangulation techniques, then arranged systematically so that the conclusions drawn are interpretative. The results showed that the implementation of a single online submission system was not yet effective, so the purpose of the OSS was to improve the quality and bring services closer to the public that had not been effective and efficient.

AbstractBuilding function feasibility certificate is a certificate that is regulated by the regional government except for special function buildings by the government to declare the proper functioning of a building both administratively and technically, before its utilization. The research method used is normative legal research using a practical legal approach. The results of the study indicate that the building-worthy certificate or the term SLF has a legal basis in its arrangement. The practice of polygamy in Indonesia until now has drawn criticism from some feminists who did not agree. But on the one hand, both Islamic law and positive law permit various conditions. In this case, the Religious Court (PA) becomes the last fence which becomes the determining point for a man to be able to polygamy. For this reason, researchers conducted a study of PA decisions on polygamy, namely Jombang PA Decision No. No. 0899 / Pdt.G / 2018 / PA.Jbg . The focus of the problem is (1) the value of gender justice in the decision and (2) reasoning rechtvinding(legal discovery) judge. The method used in this study is a normative-qualitative legal research method with content analysis techniques from Charles Purse. The results showed that the practice of polygamy licensing in the Religious Courts had actually gone through processes that reflected gender justice. This is reflected in the obligation of the Religious Court to summon the longest wife of the applicant for polygamy to be asked for willingness and information. The results of subsequent studies show that PA Jombang judges used hermeneutic techniques in making legal discovery efforts. Because, they not only focus on aspects of legality, but also consider the contextualization.

Current sports activities are quite closely related to tourism. Tourism is the main source of livelihood for the people of Bali. Along with the development of sports in Bali, the implementation of sports tourism was also developed as an option in the development of local tourism. Bali Provincial Sports Regulation regulates sports tourism in Bali. However, the provisions of Article 14 paragraph (2) of the regulation require regional government recommendations prior to the implementation of sports tourism, which if not fulfilled can be subject to criminal sanctions in contravention of the SKN Law and the implementing regulations give rise to norm conflicts. The purpose of this study is to study the implementation of sports tourism based on the Bali Province Sports Regulations and analyze criminal sanctions for not being given the recommendations of the regional government by the organizers. The method used in this study is a normative legal research method with a statutory approach. The results of the study show that based on the Bali Provincial Sports Regulations the implementation of sports tourism must obtain recommendations from the regional government as Article 14 paragraph (2) of the Provincial Regulation on Sport in Bali. However, higher legal provisions related to sports, namely the SKN Law does not regulate this. The SKN Law which is a reference for organizing sports only requires a recommendation from the relevant organization of sports branch as Article 51 paragraph (2). The criminal provisions as Article 65 paragraph (1) of the Bali Province Sports Regulations for organizers who do not have a recommendation from the regional government are irrelevant and seem excessive considering the recommendation is an administrative requirement for an activity, it will be more relevant if administrative sanctions are imposed rather than criminal sanctions. In the event that this occurs, it will refer to the provisions of the SKN Law as well as the implementation rules. Kegiatan olahraga saat ini cukup erat kaitannya dengan pariwisata. Pariwisata merupakan sumber mata pencaharian utama bagi masyarakat Bali. Seiring dengan berkembangnya olahraga di Bali, penyelenggaraan pariwisata olahraga juga dikembangkan sebagai salah satu pilihan dalam pengembangan pariwisata lokal. Perda Keolahragaan Provinsi Bali mengatur pariwisata olahraga di Bali. Namun ketentuan Pasal 14 ayat (2) pada perda tersebut yang mewajibkan rekomendasi pemerintah daerah sebelum penyelenggaraan pariwisata olahraga, yang apabila tidak dipenuhi dapat dikenakan sanksi pidana bertentangan dengan UU SKN maupun peraturan pelaksanaannya memunculkan konflik norma. Tujuan studi ini yakni untuk mengkaji penyelenggaraan pariwisata olahraga berdasarkan Perda Keolahragaan Provinsi Bali dan menganalisis sanksi pidana atas tidak dikantonginya rekomendasi pemerintah daerah oleh penyelenggara. Metode yang digunakan dalam penelitian ini adalah metode penelitian hukum normatif dengan pendekatan perundang-undangan. Hasil studi menunjukkan bahwa berdasarkan Perda Keolahragaan Provinsi Bali penyelenggaraan pariwisata olahraga wajib mendapatkan rekomendasi dari pemerintah daerah sebagaimana Pasal 14 ayat (2) Perda Keolahragaan Provinsi Bali. Namun ketentuan perundang-undangan yang lebih tinggi terkait dengan keolahragaan, yakni UU SKN tidak mengatur demikian. UU SKN yang merupakan acuan dari penyelenggaraan keolahragaan hanya mewajibkan adanya rekomendasi dari induk cabang olahraga yang bersangkutan sebagaimana Pasal 51 ayat (2). Adapun ketentuan pidana sebagaimana Pasal 65 ayat (1) Perda Keolahragaan Provinsi Bali bagi penyelenggara yang tidak mengantongi rekomendasi dari pemerintah daerah tidaklah relevan dan terkesan berlebihan mengingat rekomendasi adalah sebuah syarat administrasi dari sebuah penyelenggaraan kegiatan, maka akan lebih relevan jika dikenakan sanksi administratif daripada sanksi pidana. Dalam hal itu terjadi, maka akan mengacu pada ketentuan UU SKN maupun aturan pelaksanaannya.

Abstract - The government as a public servant continues to strive to make positive perceptions by continuing to improve community satisfaction related to the various services that can be provided. Community satisfaction is strived to continue to increase by providing the best quality of service and continue to encourage employee performance to be more optimal in carrying out their duties. This study aims to determine the effect of service quality and employee performance on community satisfaction in the One-Stop Integrated Services Unit of the Ministry of Manpower. The sample in this study amounted to 45 people where the technique was taken by accidental sampling. The data collection method uses a questionnaire given to respondents who happened to come at the research location. Data analysis tools in this study used a regression test with a validity and reliability test conducted previously. The results of this study are simultaneous and partial service quality and employee performance have a significant influence on community satisfaction in the One-Stop Integrated Services Unit of the Ministry of Manpower where the calculated F value is 19,042 and sig 0,000. Keywords: Service Quality, Employee Performance, Community Satisfaction

Public services are services, both in the form of public goods and public services which are the responsibility and are carried out by the government in an effort to meet the needs of the community and in accordance with statutory provisions. One of the public services provided by the government is the One-Stop Administration System (SAMSAT). According to SAMSAT data in the city of Magelang, data on motorized vehicle ownership has increased and there has been an increase in the number of taxpayers. However, the tax payment service is considered to be less than optimal because there are still long queues when paying taxes.This also causes many people to make payments past the due date or entrust queues to brokerage services. Therefore, to overcome the problem, a mobile-based application (GO-PAJAK) was built which can be used to make tax payments by means of a vehicle document pick-up to pay motor vehicle taxes connected between drivers (SAMSAT employees) and customers (taxpayers). With this application, it is expected to improve service standards at the SAMSAT office and reduce taxpayer queues also reduce the use of brokers in administering public service administration that can increase public trust.

Implementation of services, especially in education and training services has not run optimally. Especially if the training is held in two different locations, Bandung and Cisolok. The purpose of this study is to analyze the implementation of education and training services in Diklat Teknis Pelaksana I (TP I) in 2018 held in Bandung and Cisolok, Sukabumi. The research method uses a qualitative descriptive approach based on the author's observations as one of the instructors in the training and analysis of the results of the evaluation of the training implementation and an interview. The informant is the one of the training officer that involved at Diklat TP I. The expected results of the study are recommendations for better implementation of Diklat TP I in the future and the implementation of education and training in the PPSDMA in general. The other expected results of this study is to be a reference for the implementation of training that is more optimal in accordance with the services applicable in PPSDMA. ABSTRAKImplementasi pelayanan, khususnya pada pelayanan diklat belum berjalan secara optimal. Terlebih jika penyelenggaraan diklat dilaksanakan didua lokasi yang berbeda Bandung dan Cisolok. Tujuan penelitian ini adalah menganalisa implementasi pelayanan diklat pada Diklat Teknis Pelaksana I (TP I) pada 2018 di Bandung dan Cisolok, Sukabumi. Metode penelitian menggunakan pendekatan deskriptif kualitatif berdasarkan pengamatan penulis sebagai salah satu pengajar pada diklat tersebut dan analisis data hasil evaluasi penyelenggaraan diklat serta wawancara. Informan penelitian adalah salah satu petugas di bidang penyelenggaraan diklat yang terlibat pada Diklat TP I. Hasil yang diharapkan dari penelitian ini adalah rekomendasi untuk pelaksanaan Diklat TP I yang lebih baik di masa depan dan penyelenggaraan diklat di PPSDMA secara umum. Hasil lain yang diharapkan adalah penelitian ini bisa menjadi referensi untuk pelaksanaan pelatihan yang lebih optimal sesuai dengan pelayanan yang berlaku di PPSDMA.

Illegal levies are a form of crime that is very familiar to the public. Basically, illegal levy and corruption are the same acts where the two acts use power for the purpose of enriching themselves by violating the law. Based on the background of this problem, this research was conducted with the aim of describing the implementation of public services at Pangsan Village office, Petang District and the effectiveness of illegal levies eradication on public services at Pangsan Village office, Petang District. This study employed an empirical legal research method. The results of this study indicated that the implementation of public services at Pangsan Village office, Petang District has met technical indicators in accordance with work procedures. In Pangsan Village, the standard procedures also have the function of forming an orderly, systematic, and accountable work system and workflow. the effectiveness of illegal levies eradication on public services at the Pangsan Village office, Petang District has been very effective through the efforts made to prevent illegal levies in administrative services.
