Senggowar Village is a part of Gondang sub-district, Nganjuk district, a village that wishes to become a village with a “catfish” icon. Economic problems cause many parents to work outside the home, so that their children are less attention and get along with the environment that is not true. Some people work in agriculture as agricultural laborers, especially primary products with inadequate income. Village officials and community leaders look for solutions in various opportunities by introducing villages with the icon "Lele Village". Because Catfish is now an animal necessity at a price that is quite affordable by the wider community. The Village Government formed 2 Farmer Groups namely: Mina Tirta 1 and Mina Tirta 2. The activities of these farmer groups are still limited to exhibition activities held by the Nganjuk District Government related to village potential. Sustainability activities have not been carried out optimally, due to the limited knowledge and technology of the community about catfish cultivation and diversification of food made from raw catfish. For this reason, a program of activities for the "Lele Village" was considered. The solution offered by making artificial ponds with tarpaulins that can be done in a narrow yard. Post-harvest handling of processed products from catfish include: Abon Catfish, Catfish Meatballs, Catfish Chips, Catfish Flour, Catfish Dumplings. Marketing with an online model, accounting books, and empowerment of farmer group cooperatives.

The specific objectives and targets of these community service activities are to provide counseling on the rejuvenation of oil palm and the legality of farmers' land so that there is a change in the knowledge, understanding and skills of farmers who are members of farmer groups in an effort to want to rejuvenate oil palm plants and to provide an understanding of the importance of legality Farmer's land as an inseparable part of the structure of the requirements in order to get financial assistance to rejuvenate oil palm plants. The methods used are counseling, outreach, demonstration and assistance when the extension activities take place. Counseling methods provide counseling and conduct training after counseling. The demonstration method is carried out at the time of delivery of material. Farmers immediately practiced how to rejuvenate oil palm plants, after that they were given counseling about the ways and functions of farmers' land legality and farmer group institutions in order to get funds in groups. The assistance method aims to monitor developments after counseling to farmers by involving agents of change, namely community leaders, traditional leaders, the village government and banking institutions. In general, the implementation of community service in Kerta Jaya and Tassel Jaya villages, Kempas Subdistrict, Indragiri Hilir Regency can run well and well..

A village land is an asset belonging to the village or common goods, not belonging to individuals, foundations, Institution or companies so that it must be used for the benefit of the village or the administration of government. This research identified the constraints on the use of Bengkok as a village land, exploring the format of collaborative management (co-management) in the utilization of Biogas installation and public facilities such as: composting, chopper, water tank, play group, meeting room and warehouse. The research method was taken with in-depth interview and observation to obtain the data through all member of the farmer groups, the religious and community leaders, and village government staff. The results indicated that the utilization and management of the village land by farmer groups were not yet optimal. The cow's milk production was still quite small, volatile, and tended to decline. The decreased milk production resulted in the loss of other processed products such as soap, candy and crackers from milk ingredients. Other impacts included the closing of the business opportunities for fertilizer from livestock manure, and the passive supply of household gas obtained from the biogas installation. This research initiated the need for the role of 5 stakeholders, namely Ungaran Regency government, village government, private parties, social institution, and the local communities in order to collaborate on Biogas and public facilities management. The social institutions were formed to repair or improve the Biogas management and water supply for all facilities on the village land.

Through the implementation of law No.28 of 2009 on local taxes and lavies, the tax collection authority of the land tax and rural and urban buildings (PBB-P2) is transferred to the local government. North Minahasa district government in this case Watutumou Village is one of the villages that have potentials in the local tax sector can maximize this policy as an effort to increase acceptance in realizing development in the region. This study aims to  determine the level of effectiveness of Land and Building Tax revenues before and after diverted into local taxes in Watutumou Village, the effort made by the village government to overcome the obstacles that arise in the process of acceptance of PBB-P2 and how the role of village government in optimizing the acceptance of PBB-P2. This study used descriptive quantitative method. The collection of data in this case is interview and documentation. The result of the research note that the effectiveness of PBB-P2 before and after deverted into the criteria effective. But in the year before and after diverted, the realization of PBB-P2 didn’t reach the target specified due to certain obstacles, so it requires the effort and role of government in increasing the acceptance of PBB-P2. For the village government can further improve the acceptance of PBB-P2 with attention to human resource training, socialization and up to date data available in the village.Keywords : PBB-P2, effectiveness, village government

The existence of women farmer groups in the use of land for agriculture, such as existing fruit and vegetables, deserves a response to the follow-up, considering that the activities of women farmer groups have great potential. However, the professions as farmers and agricultural laborers, the income of female farmers and agricultural laborers does not necessarily depend on the season. With the ability to manage further processed agricultural products, they can have reliable income and use a marketing system that is adjusted to the times. This research is a model trial with the title "Business Information Technology Models for Women Farmer Group in Indonesia" with the aim of minimizing disparities in the village. By utilizing knowledge, skills and technology, it is hoped that poverty and disparity can be minimized or even eliminated. This research at a macro level provides benefits to stakeholders, namely human resources who supply raw materials, female farmers who are metamorphosed into entrepreneurs, so that domestic and foreign consumers will get superior regional products with high quality.

The obstacles faced by the Regional Government both the Village Government and the District Government are the lack of control over the management of funds originating from Village Fund Allocation. So, the purpose of this study is to analyze themanagement funds and the use of village funds on regional development in Katingan Kuala District, Katingan Regency. The type of research used was qualitative and quantitative research and used casual research methods with characteristics of causal relationship problems. The results of the research showed The results of statistical analysis proved that village fund had no effect on regional development in Katingan. In other words the increase or decrease in village fund would not have an impact on the ups and downs in the progress of regional development. However, the descriptive percentage result indicated that there was an influence of village fund on regional development in Katingan.

Abstract. Electronic Desa (e-Desa) is a system that based on cloud computing technology, then the government shouldn't bothered by infrastructure suplly such as server, aplication, and system tendance. The hope with the introduction of this e- Desa system are village government is able to self-financed in the information management and administrative conducted. The aims of developing e-Desa are specificly for getting a management information model and administrative conducted by village government to increase service in apropriate with vission and mission Bandung Regency in regional autonomy spirit. This research has for giving basic contribution in government science esspecially to new concept about e-Government. This research used description method with qualitative approach then the determination technique of informants using purposive (taking informants based on the aims). Collecting data technique that used in this research is library studies and range studies long data validity in this research using triangulation. Result of the research showed that development of e-Desa policy model can be successful if it's supported by adequate technology educational qualifications of the village government. In fact, there was still lacking in the village government of bandung district government environment.Keywords: Policy, e-Desa, e-Government.Abstrak. Penelitian ini memiliki tujuan untuk memberikan kontribusi mendasar pada Ilmu Pemerintahan khususnya tentang konsep baru tentang e-Government. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif dengan teknik penentuan informan yang digunakan purposive (pengambilan informan berdasarkan tujuan). Teknik pengumpulan data yang digunakan dalam penelitian ini adalah studi pustaka dan studi lapangan serta validitas data dalam penelitian ini menggunakan triangulasi. Hasil penelitian menunjukkan bahwa pengembangan model kebijakan pembangunan e-Desa dapat berhasil bilamana ditunjang oleh kualifikasi pendidikan teknologi perangkat desa yang memadai. Kenyatannya, hal ini masih kurang di kalangan perangkat desa di lingkungan Pemerintah Kabupaten Bandung.Kata Kunci : Kebijakan, E-desa, E goverment

The community empowerment is an effort to provide power or empowerment to the community. According to one expert in which he defines community empowerment, namely as the community's ability to develop and be interrelated so that it has the aim of finding new innovations in a community development. (Mardikanto, 2014). The community Empowerment to be precise in the field of agriculture and several Farmer Groups in Tegal Kunir Lor Village is one of the places that becomes objects to improve the quality of agricultural products. This research uses descriptive study and uses qualitative research methods. Based on the research results, empowerment and development needed to be increased towards planting and farmer motivation. The obstacles faced need to be conquered with the problem of not optimal irrigation or irrigation channels to the rice fields. The paddy fields and irrigation infrastructure and agricultural tools are not yet complete. So, it has not made the agriculture managed by the Farmer Group not able to optimize the paddy fields. Implementation of community spirit has not been optimal regarding several issues of awareness that had not been overcome. Enthusiasm of the community has not fully volunteered to enter the Farmer profession in the village of Tegal Kunir Lor so that only a few people, especially the elderly, are doing rice planting in the fields. Village Government, BPP Agricultural Extension Agency, Village Office Staff need to go counseling to encourage residents around the village. This effort is made to create a resilient agriculture that requires quality human resources and make a successor for future progress through agricultural extension activities with an approach farmer groups that support agriculture-based agribusiness system.

Good governance has been an important discourse in the development administration and democracy studies during the last two decades. The socialization process of Uu No. 6 of 2014 concerning Villages in Rancasenggang Village, Sindangkerta Subdistrict, West Bandung Regency, was carried out through a village law socialization program held by the Sindangkerta Subdistrict government, West Bandung Regency simultaneously with the village apparatus in all Sindangkerta Subdistrict, West Bandung Regency. The obstacles experienced by village officials and the community in the implementation of the Village Law in Rancasenggang Village, Sindangkerta Subdistrict, West Bandung Regency, are the existence of multi-interpretation regulations that burden the village government and Sindangkerta District government, West Bandung District in distributing village funds. The village apparatus in the implementation of the village law in the Rancasenggang Village Sindangkerta Subdistrict, West Bandung Regency, basically has understood the contents of the village law but has not been maximized because the socialization of the new village law was carried out once by the Sindangkerta District government, West Bandung Regency.

Akbarini D, Iskandar J, Partasasmita R. 2017. Collaborative planning for development of the Pelawan Biodiversity Park in Bangka, Indonesia. Biodiversitas 18: 1602-1610. Pelawan Biodiversity Park is located in the village of Namang, Sub-district of Namang, District of Central Bangka. The Pelawan Biodiversity Park with a size of approximately 47 hectares is intended as a conservation area in Bangka to protect various distinctive plants and animals, especially the plant species Tristaniopsis merguensis (Griff.) Peter G.Wilson & J.T.Waterh. A preliminary review of Pelawan Biodiversity Park management planning was undertaken between January and March 2017. The purpose of this preliminary review was to obtain information for planning and managing the Pelawan Biodiversity Park which has an important function for conservation, ecotourism and research in the Central Bangka District. The method used for the study was qualitative with field data collection; namely observation, intensive interviews with informants and analysis of documentation. The results of the study show that the management planning for Pelawan Biodiversity Park has not been implemented collaboratively with stakeholders. Furthermore, the potential for biodiversity in the Palawan Biodiversity Parks has not been properly analyzed and used to develop strategies for conversation, ecotourism and research. The proposed solution to this deficiency in the planning of the Pelawan Biodiversity Park is to invite relevent stakeholders comprising village government, community leaders, universities, researchers, non-governmental organisations and private organizations to actively collaborate in the process.
