Abstract. Electronic Desa (e-Desa) is a system that based on cloud computing technology, then the government shouldn't bothered by infrastructure suplly such as server, aplication, and system tendance. The hope with the introduction of this e- Desa system are village government is able to self-financed in the information management and administrative conducted. The aims of developing e-Desa are specificly for getting a management information model and administrative conducted by village government to increase service in apropriate with vission and mission Bandung Regency in regional autonomy spirit. This research has for giving basic contribution in government science esspecially to new concept about e-Government. This research used description method with qualitative approach then the determination technique of informants using purposive (taking informants based on the aims). Collecting data technique that used in this research is library studies and range studies long data validity in this research using triangulation. Result of the research showed that development of e-Desa policy model can be successful if it's supported by adequate technology educational qualifications of the village government. In fact, there was still lacking in the village government of bandung district government environment.Keywords: Policy, e-Desa, e-Government.Abstrak. Dengan e-Desa maka pemerintah desa tidak perlu direpotkan dengan penyediaan infrastruktur sistem seperti server, aplikasi dan perawatan sistem. Harapan dengan adanya sistem e-Desa ini adalah pemerintah desa dapat mandiri dalam pengelolaan informasi dan administrasi yang dilakukan. Pembangunan e-Desa ini ditujukan khusus untuk mendapatkan model pengelolaan informasi dan administrasi yang dilakukan pemerintahan desa guna meningkatkan pelayanan sesuai dengan visi dan misi Kabupaten Bandung dalam semangat otonomi daerah. Penelitian ini memiliki tujuan untuk memberikan kontribusi mendasar pada Ilmu Pemerintahan khususnya tentang konsep baru tentang e-Government. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif dengan teknik penentuan informan yang digunakan purposive (pengambilan informan berdasarkan tujuan). Teknik pengumpulan data yang digunakan dalam penelitian ini adalah studi pustaka dan studi lapangan serta validitas data dalam penelitian ini menggunakan triangulasi. Hasil penelitian menunjukkan bahwa pengembangan model kebijakan pembangunan e-Desa dapat berhasil bilamana ditunjang oleh kualifikasi pendidikan teknologi perangkat desa yang memadai. Kenyatannya, hal ini masih kurang di kalangan perangkat desa di lingkungan Pemerintah Kabupaten Bandung.Kata Kunci : Kebijakan, E-desa, E goverment

A fundamental change in the government system in Indonesia after the reforms is the implementation of decentralization and real regional autonomy. Giving village funds is a form of fulfilling the village's rights for the implementation of its own autonomy to grow and develop following diversity, participation, autonomy, empowerment, democratization of the community and increasing the role of the village government in order to provide services and improve the welfare of the community in areas that are adrift . Therefore, this study aims to reveal the impact of village fund policies on improving people's welfare and reducing unemployment in Ponggok Village, Tegalrejo Village, and Kalangan Klaten Village. Ponggok village was chosen because it is a pilot village that has managed to manage village funds provided for the welfare of its people. Ponggok Village uses its village funds to provide infrastructure to support the sustainability of Ponggok Tourism Village, conduct training programs, toilets for each house, as well as other assistance that can improve the welfare of its citizens, and the entire community participates in the programs. As a result, the program can significantly reduce unemployment. Tegalrejo Village uses its village funds to improve village infrastructure and train its community. Desa Kalangan uses its village funds to improve village infrastructure, reforestation, training and community development. However, the results of the management of the village fund of the two villages have not been able to improve the economy and reducing unemployment, due to the lack of community participation in the programs being implemented. Keywords: regional autonomy, village funds, community welfare, unemployment

This research aims to determine the role of the village government in improving the welfare of the people of Bulili Village in Duhiadaa District, Pohuwato Regency. The research approach uses descriptive research which provides an overview of how the government plays a role in improving the welfare of the community in the village of Bulili, Duhiadaa District, Pohuwato Regency. Informants were the village head, village head, BPD chairman, LPM Chair, village treasurer and Bulili village community leaders. The results showed that the Bulili Village Government in improving community welfare carried out three programs such as: 1) agricultural production improvement program. For the economic sector the Bulili village government planned assistance that would improve the economy of Bulili villagers such as providing rice seeds, corn seeds, tractor assistance, Hansplayer (tengki) assistance, fertilizer assistance, and PNPM assistance, 2) program to increase livestock production, namely the collaboration of district government, sub-district government and Bulili village government in the form of providing assistance for productive superior cows and productive goat seeds to village community livestock farmers bulili which was formed by the village village government. 3) development of village livestock agribusiness, which is to form a group of livestock farmers who are given the assistance of productive cow and goat seeds to each group to be managed as part of a government program in order to improve the welfare of the village community. In addition, the formation of livestock farmer groups is one of the right solutions in increasing livestock business in the village, various livestock businesses such as the procurement of productive seeds, prevention of livestock diseases and access to marketing can be done in groups and work together which in turn increases profits and business income in order to improve the welfare of the people in Bulili village.

Initiation is the policy of the Bener Meriah Regency Government to evaluate the use of funds in development at the village level so that the use of funds is more targeted. Considering the existence of the village as a government organization has certain authority to manage and regulate the residents in this matter, the village is at the forefront in achieving development success, it is necessary to have an evaluation to lead to improvement. The initiation policy in evaluating as a model or new breakthrough by the District Government of Bener Meriah how to give appreciation in the form of additional funding for villages that can manage the budget on time, on quality and on target. To implement the policy model, a legal umbrella has been prepared in the form of a Perbub. The research objective is to describe and analyze the initiation policy model of the Bener Meriah Regency Government in evaluating the use of village development funds and To find out and analyze the initiation policy model strategy carried out by the Bener Meriah Regency Government in evaluating the use of village development funds. The method is a procedure carried out to find out something using systematic steps, so in this study the researcher used a descriptive qualitative method to describe the initiation policy model in evaluating the use of village development funds. Determination of informants was carried out by purposive sampling, while data collection techniques through observation and interview. The results showed that the policy model of the initiation of the Bener Meriah Regency Government in evaluating the use of village development funds as a new breakthrough was born because it was based on the improper use of funds amidst the abundance of the budget given by the government. The initiation policy model strategy undertaken by the Bener Meriah Regency Government in evaluating the use of village development funds through musrembang which then enters the implementation stage through the link between the results of the development planning and implementation becomes an evaluation of the use of funds.

This study aims to identify, analyze, and describe the accountability of village governments in the management of village fund allocation in 2018 budget year which includes the planning, implementation and accountability phases in Tumbu Village, Karangasem, so that it can be used by the government so that government organizations can run well, and efficiently. In this study, qualitative approach with descriptive analysis method was used. The results of the research indicate that administratively the Tumbu Village Government has been transparent and accountable in every stage of planning, implementation, and accountability of village fund allocation. However, the village government still finds it difficult to prepare the Budget Realization Report for the Implementation of the Budget Year 2018, so that the sub-district government needs to provide assistance and guidance Keywords: accountability, village government, management, village fund allocation, planning, implementation.

The great agenda of reform is the government system of the State of Indonesia in the form of decentralization that is a government that gives authority to the regions to manage their own households. The emergence of regional autonomy is marked by the issuance of Law No. 22 Th 1999, then revised into Law No. 32 Th 2004, and refined into Law No. 23 Th 2014. Regional autonomy gives authority to the village to manage the potential of the village owned by this is reinforced by the issuance of Law No. 6 Th 2014 About Village. The purpose of this research is; 1). To know the implementation of the checks and balances principle of the Village Consultative Body with the village government in drafting the village regulations, 2). To know the implementation of the checks and balances principle of the Village Consultative Body with the village government in the discussion of village regulations draft, 3). To know the implementation of the principle of checks and balances of the Village Consultative Body with the village government in determining the village regulation draft. The type of this research is qualitative research object in Tegalombo Village, Tegalombo District Pacitan Regency, the type of research used is case study, the procedure used to collect data is observation, interview, and documentation. Data analysis techniques used data reduction, data presentation, and conclusions. The results of this study are: 1). In the preparation of village regulation draft has not happened checks and balances because the formulation of village regulations is dominated by the village government where the Village Consultative Council is powerless to propose the draft of village regulations there are three factors that menyebapkan the empowerment of the Village Deliberation Agency include: Anggae Angotanya, weakness of political education resulting perception errors In relation to its position and duties, and the Village Consultative Body does not have administrative and kaitanya communication with its duties and authorities, 2). In the discussion of the village regulation draft, there have been no checks and balances since the Village Consultative Board has no effort to control the village regulation draft proposed by the village government. This empowerment is not permitted because BPD does not have a set of rules for the preparation of village regulations because it lacks political education 3) . In the determination of village regulations there has not been any checks and balances due to the regulations set forth although the Village Deliberative Council agreed but the approved draft regulation does not contain the following principles: protection, justice, equality, orderliness, and balance. The core has not been able to prosper the community as a whole.

The village as the smallest entity of a regional government has an important role to succeed in national development. Therefore the existence of the village remains inseparable from the central government regulation and accommodated its existence through the Law of the Republic of Indonesia Number 6 of 2014 concerning Villages. This study aims to find out and analyze the village government policy model in the implementation of the role of the Village Chief in managing the village market Sungai Gelam Subdistrict, Muaro Jambi Regency and to identify and analyze the constraints faced by the Village Head in managing the village market. and input for competent parties, especially in carrying out the duties of the village head in the management of the village market, especially in the Sungai Gelam District, Muaro Jambi Regency. The research method used is a type of empirical juridical research with a legislative approach and a conceptual approach. The procedure for sampling is done by purposive sampling. Legal materials in this study were collected through document studies (library research and field research) and literature studies. With primary and secondary data sources. Data analysis in this study was conducted qualitatively and then described descriptively. The results showed that the role of the Village Chief in managing the village market in Sungai Gelam Subdistrict, Muaro Jambi Regency had not been done properly and correctly because the village government had not been able to formally issue a policy so that it did not provide benefits to the village treasury and was considered unproductive due management that is regulated directly by the district government. On the contrary according to the fact that the village market can be managed by third parties or individuals, the obstacles faced by the Village Head in managing the village market in Sungai Gelam District are that the village government has not been given full authority in managing the village market by the Muaro Jambi district government and besides do not understand the provisions of the Minister of Home Affairs Regulation Nomor 1 of 2016 concerning Village Asset Management. In addition, the Village Requirement Agency as a village legislative body does not carry out its oversight function. While the expected results in this study are the creation of a model that is in accordance with the system and mechanism of the implementation of authority and legislation that applies in the country of Indonesia.

Government administration plays an important role in the smooth running of village government affairs because the involvement of the gampong government in the administration system is very much needed. With this in order that the objectives of the village government can actually be achieved as expected, then what needs to be considered is that government officials who have the quality or ability must be adequate. In order to carry out village administration effectively, it is necessary to provide guidance and supervision carried out by the sub-district government on the village government apparatus, especially in the field of government. For this purpose, village officials can carry out their duties and obligations properly in serving and administering administration in the community. The existence of the village government is a tool to achieve national development goals and as an organization that strengthens the governance structure of the Indonesian state. The implementation of the gampong kuala tuha government has been running for four years, but in its implementation there are still a number of things that need to be considered by the Village Government. This research uses approach approaching training activities that are organized using practical methods, training and discussion, from the results of this study the researchers concluded that the Government in the village of kuala tuha has not been able to regulate or organize village administration properly and effectively.

This study aims to explore village authority in village financial management to realize village governance in accordance with the principles of Good Governance. One of the financing for the Village Government program is the Village Fund Budget (ADD). The research method used is descriptive analysis to get a clear picture by examining secondary data. Secondary data is obtained through literature studies from primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Government, particularly with regard to the performance of Village-Owned Enterprises based on Law Number 6 of 2014 concerning Villages. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.

This research aims to analyze the Implementation of Village Financial System (SISKEUDES)  towards the government organization in Suwaan Village Kalawat Subdistrict North Minahasa Regency. This research using qualitative research approach as using primary data, which were in the form of interview and secondary data. The informants are the village head, the village secretaries, and the head of village government affairs. The result showed that : (1) The implementation of Village Financial System in Suwaan Village has running well (2) The procedure of SISKEUDES utilization done by 4 stages which are : Planning, Implementing, Administrating, and Reporting (3) Village Financial System has been giving the positive influence towards the performance of each employee. Therefore, Village Financial System holds an important role upon village government that impact directly by the employee of village. This is as accordance with the purpose on the implementation of Village Financing System which is to assist the work of villagers’ employee.Keywords: Village Financial System, Village Government

Through the implementation of law No.28 of 2009 on local taxes and lavies, the tax collection authority of the land tax and rural and urban buildings (PBB-P2) is transferred to the local government. North Minahasa district government in this case Watutumou Village is one of the villages that have potentials in the local tax sector can maximize this policy as an effort to increase acceptance in realizing development in the region. This study aims to  determine the level of effectiveness of Land and Building Tax revenues before and after diverted into local taxes in Watutumou Village, the effort made by the village government to overcome the obstacles that arise in the process of acceptance of PBB-P2 and how the role of village government in optimizing the acceptance of PBB-P2. This study used descriptive quantitative method. The collection of data in this case is interview and documentation. The result of the research note that the effectiveness of PBB-P2 before and after deverted into the criteria effective. But in the year before and after diverted, the realization of PBB-P2 didn’t reach the target specified due to certain obstacles, so it requires the effort and role of government in increasing the acceptance of PBB-P2. For the village government can further improve the acceptance of PBB-P2 with attention to human resource training, socialization and up to date data available in the village.Keywords : PBB-P2, effectiveness, village government
