<p>Society is one of the elements in the formation of legal products by the government so that the legal products that are formed do not cause harm to one or both parties. Formation of legal products or laws and regulations in order to meet legal objectives (for example justice, expediency, and legal certainty), it is also necessary that a legal product is made by an authorized official or government which by law is given the authority to form regulations laws or legal products. This is important because it relates to the relief of a legal product or the needs and issues of village law between one village and another because of the different environmental and community conditions between one village and another. Community participation in the formation of village regulations is important because the community knows about legal issues in the community, so it is important when establishing laws and regulations, especially village<br />regulations to find out the aspirations of the village community concerned. In addition, public legal awareness is important in the context of enactment to achieve the goals of what is the goal of a legal product that is made. The method used is a normative juridical approach to the legislation and the doctrine of law and using qualitative analysis.</p>

The spearhead of collecting physical data in the process of land registration is the measurement activity carried out by the measurement officer or known as the Cadaster Surveyor. Cadastral measurement is the main activity that determines the quality of land data. One of the guarantees of legal certainty in land registration is the assurance of certainty of physical data consisting of data on the location of boundaries and area of land. This research is a descriptive qualitative normative juridical law study which analyzes the study of legal changes related to the role and expansion of the cadastral surveyor's authority in the land registration system. In an effort to realize the accuracy of physical data in the form of the location and size of land parcels to accelerate land registration and land services, it is necessary to expand the authority and a strong legal umbrella. The authority according to the prevailing laws and regulations is very limited. To extend the licensed surveyor's authority as a form of community participation in the land registration system, there are several strategic steps that must be taken, one of which is the change / revision of legislation related to the land registration system, namely the need for new articles or the addition of new paragraphs in certain articles on The Basic Agrarian Law and Government Regulations regarding land registration.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

A fundamental change in the government system in Indonesia after the reforms is the implementation of decentralization and real regional autonomy. Giving village funds is a form of fulfilling the village's rights for the implementation of its own autonomy to grow and develop following diversity, participation, autonomy, empowerment, democratization of the community and increasing the role of the village government in order to provide services and improve the welfare of the community in areas that are adrift . Therefore, this study aims to reveal the impact of village fund policies on improving people's welfare and reducing unemployment in Ponggok Village, Tegalrejo Village, and Kalangan Klaten Village. Ponggok village was chosen because it is a pilot village that has managed to manage village funds provided for the welfare of its people. Ponggok Village uses its village funds to provide infrastructure to support the sustainability of Ponggok Tourism Village, conduct training programs, toilets for each house, as well as other assistance that can improve the welfare of its citizens, and the entire community participates in the programs. As a result, the program can significantly reduce unemployment. Tegalrejo Village uses its village funds to improve village infrastructure and train its community. Desa Kalangan uses its village funds to improve village infrastructure, reforestation, training and community development. However, the results of the management of the village fund of the two villages have not been able to improve the economy and reducing unemployment, due to the lack of community participation in the programs being implemented. Keywords: regional autonomy, village funds, community welfare, unemployment

Involving the community in the process and business development of tourism will be able to foster a sense of ownership and responsibility so that people take care of and preserve the beauty of these attractions. The purpose of this study was to determine the level of community participation in the management of Tretes Taman Tani tourism in Samiran Selo Boyolali Village. This type of research is a qualitative approach with descriptive analytical methods. Data was collected using interview techniques and field observations and documentation, while also utilizing data from books, journals, theses, theses, dissertations, newspapers, the internet, and other relevant materials. The results of his research are the management of the Tretes Taman Tani tourist attraction involving the participation of the village government, landowners and the community in this case involving youth organizations. Community participation is shown by their active participation in managing the parking lot, entrance window, managing the hall and canteen. The role of the government is expected to be a facilitator by giving a greater role and benefit to the community as well as providing an opportunity to channel aspirations or suggestions as well as criticism of the development activities of these attractions. Tourism education needs to be given to the community. Increasing cooperation between tourism institutions, which aims to increase the promotion of Tretes Taman Tani tourism. And people should be more creative in organizing and innovating their products and stall layout arrangements to beautify and provide comfort to the region

This study was written to see the village of Sukoreno, Mumbulsari District, Jember Regency, which has the characteristics of biodiversity diversity. The population consists of followers of Islam, Christianity, Hinduism and Hindu culture. This study seeks to examine tolerance in inter-religious relations in the village of Sukoreno Umbulsari, the extent to which harmony between religious communities and how the role of religious extension agents are in caring for and maintaining religious harmony in Sukoreno. This research uses qualitative research methods field research (field reaserch). Community in Sukerone village Umbulsari sub-district is a community consisting of many different ethnicities, cultures, traditions and even traditions, but the attitude of mutual respect, giving freedom of religion, accepting other religions gracefully, and always having a positive attitude between religions. Religious extension workers, as an extension of the government, continue to carry out their duties, from providing counseling to advocating for religious issues to improve the quality of harmony between religious communities. The village head has an urgent function in development, empowering village communities. As a village head, as a public office, the decisions taken must comply with legality, the principle of protection of human rights, and the general principles of good governance. The fact is, the village government's problems do not always run smoothly because they get rejection and resistance from the community. The refusal and resistance, even to the point of legal issues or resolved through reporting. One of the cases occurred in the Berora Village administration, Lapok District, Sumbawa Regency, in the form of a decision by the Village Head to dismiss four Regional Heads. The above case basically will not happen if the principles of legal certainty and orderly administration of government according to the Sumbawa Regency Regulation Number 3 of 2015 can be carried out correctly. Researchers made in-depth observations of the subjects involved, starting from the Village Head, Hamlet Head, BPD Desa Berora, Camat Lapok, and possibly an in-depth investigation of the regional regulations themselves through the Sumbawa Regency law bureau. The results showed that the Dispute on the dismissal of the Village Apparatus by the Village Head of Berora resolves through two media, namely Administrative Efforts and the Mataram State Administrative Court. The decision has given through administrative efforts (Camat, strengthened by the Head of the Village Community Empowerment Service and the Regional People's Representative Council through Commission one decided that the dismissal of the Berora Village Apparatus must be annual.

Regional disparities between rural and urban areas in Indonesia are still being an important issue inthe economic development. The government has carried out an economic stimulus in the village,one of them is through the Village Fund program for village development. One of the potentialpositive effects of implementing the Village Fund in Indonesia is creating a local economicinstitution that is expected to be able to develop the competition between villages through Village-Owned Enterprises (BUMDes). This study aimed to find out the empirical evidence whetherBUMDes, as one of the programs driving the village economy affected the welfare of ruralcommunities by looking at the differences in the improvement of the village economy. This studyused BUMDes and Village Potential (Podes) data in 2014 and 2018, and Village Fund Allocationas a proxy for economic activity at the village level by using the econometric model approach ofPropensity Score Matching and Difference in Difference with a fixed effect model. The resultsshowed that villages that had BUMDes gave a greater effect than the ones which did not haveBUMDes in improving the economy of the village community.

The purpose of this study was to identify and describe the role of the Village Community Empowerment Institution (LPMK) in accommodating and channeling community aspirations in development in Mamasa Village, Mamasa Regency and the role of the Village Community Empowerment Institution (LPMK) in increasing community participation in development in Mamasa Village, Mamasa Regency. The type of research used is descriptive qualitative research. The results of the study indicate that the role of LPMK in accommodating and channeling community aspirations has not been maximized. LPMK does not schedule the right time to hold a meeting with each head of the environment, so it is not effective in conveying the aspirations of each head of the environment to LPMK.

The limitations of the village in management in various sectors, both in the economic, health, education and infrastructure sectors make the village the main focus of the government in implementing development. Based on Law Number 6 of 2014 concerning villages, making villages have an important role in the implementation of development and empowerment. One of the implementations of the village law is by issuing village fund programs that are prioritized in achieving sustainable development goals (SDGs). To assist the government in accelerating the achievement of the SDGs, the Minister of Villages, Development of Disadvantaged Regions and Transmigration Regulations Number 19 of 2020 concerning Amendments to the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 18 of 2019 concerning General Guidelines for Assisting Village Communities has been presented. Medan Estate Village is located in Percut Sei Tuan District, Deli Serdang Regency. Community empowerment can be carried out by local village assistants who assist in facilitating the achievement of SDGs data collection starting from socialization to inputting data on applications. The purpose of this study was to determine the role of local village facilitators in assisting empowerment activities in Medan Estate Village. This research method is descriptive qualitative research. The results of this study indicate that the role of local village assistants in facilitating the village government runs according to its duties but in empowering the community it has not run optimally. The supporting factor in mentoring is the openness of the village government in establishing cooperation and the obstacle in mentoring is the lack of village community participation in village meetings.
