Georgian Customary law embraces many types of punishments. Among them the suffering and corporal punishments are commonly known, such as cutting, cursing, stoning, public humiliation , property or compositional punishments and etc. These are forms of punishment, which were widespread in almost all part of Georgia. Some of them were characteristic for separate region, for example, cutting was characteristic for Georgian law in Pshavi. It is undoubtedly proved with historic and ethnographic materials that in Adjara, as an administrative unit of Upper Kartli, punishments of Georgian customary law were used against to criminals. Especially before the period of Ottoman occupation, however, the norms of Georgian customary law used to continue existance even after the occupation in Adjara, but locally and under an influence of Islam. Finally, as a result of implemented law policy by the Russian governance customary law was completely exiled from active life and only occasionally was used in the public relations, mostly when an foreign law was incompatible with Georgian character or it was inaccessible for a lower social classes.

AbstractToday the security environment is characterized by a continuous increase in uncertainty - we are faced with numerous non-traditional threats and challenges. Regardless of time and place, these threats have an impact not only on individual regions and countries. They are generating different risks and negative consequences on a global scale. The radically altered security environment has increased the need to improve ways and mechanisms for interaction between institutions throughout the security sector. Developing coordinated policies and a strategic conceptual framework for countering new threats, including hybrids, has proved to be a key task in security. Obviously, all of this can’t happen without the help of the communication experts in the structure. In almost all security-related institutions, units have been set up to support and inform the public of all actions of the security authorities. It is clear that the PR in the security sector must derive from the specific nature of the sector in which they take place. In crisis situations, activities related to PR include speaking to members of the media, crisis communication, etc. The goal in PR is to have interaction between the organization, the media and the society. It is generally good that the PR activity is proactive, not reactive, to outpace events, not to run after them.

Special customary law of customary criminal comes from the custom of the community so it is referred to as the law born from below. Customary law as an unwritten law is the basis in determining good and bad behavior in a particular traditional society. Customary law, especially customary criminal law, has certain sanctions if one or more members of the traditional community commit irregularities or actions that are not in accordance with the norms and rules of decency (Adat Law). Article 332 of the Penal Code is understood to be taking away an immature woman with a view to mastering it, by our society is often associated with the term eloping.  Eloping itself when it is interpreted simply is between a man and a woman who performs marriage without being approved by his parents or guardians. Taking away an underage woman or child abduction is again widely talked about by the public. Cases of fleeing underage women are spread almost all over Indonesia, our concerns are becoming even greater because the victims of child abduction are the majority of underage girls. To investigate, investigate and dismantle the chain of cases that are quite complicated it takes "extra energy and spirit" because of the problems of unemployment, poverty, education, gender inequality, patriarchy culture, as well as the lack of rule of law, public awareness, and the role of the authorities in addressing the problem.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

The main content of the work consists of certain systematization and addition of longexisting, but eventually deformed and partly lost qualitative ideas about the role of thermal and wind factors that determine the physical mechanism of the World Ocean’s General Circulation System (OGCS). It is noted that the conceptual foundations of the theory of the OGCS in one form or another are contained in the works of many well-known hydrophysicists of the last century, but the aggregate, logically coherent description of the key factors determining the physical model of the OGCS in the public literature is not so easy to find. An attempt is made to clarify and concretize some general ideas about the two key blocks that form the basis of an adequate physical model of the system of oceanic water masses motion in a climatic scale. Attention is drawn to the fact that when analyzing the OGCS it is necessary to take into account not only immediate but also indirect effects of thermal and wind factors on the ocean surface. In conclusion, it is noted that, in the end, by the uneven flow of heat to the surface of the ocean can be explained the nature of both external and almost all internal factors, in one way or another contributing to the excitation of the general, or climatic, ocean circulation.

The negative stereotypes of librarians’ work perpetuated in the public consciousness and their harmful character. The need to change the public relations of libra-ries and librarians with a view to improving the realization of the tasks they face. Showing the public relations tools which may serve to change the image of librarians and libraries with particular emphasis on social media. This article is a review article, highlighting selected research on the librarian’s stereo-type and suggesting actions that change the image of librarians and libraries.

The approach of this research is qualitative and descriptive. In this study those who become the subject of research is an informant (key figure). The subject of this study is divided into two main components, consisting of internal public and external public that is from the Board of the Central Executive Board of Gerindra Party, Party Cadres, Observers and Journalists. The object of this research is the behavior, activities and opinions of Gerindra Party Public Relation Team. In this study used data collection techniques with interviews, participatory observation, and triangulation of data. The results of this study indicate that the Public Relations Gerindra has implemented strategies through various public relations programs and establish good media relations with the reporters so that socialization goes well. So also with the evaluation that is done related to the strategy of the party. The success of Gerindra Party in maintaining the party’s image in Election 2014 as a result of the running of PR strategy and communication and sharing the right type of program according to the characteristics of the voting community or its constituents.Keywords: PR Strategy, Gerindra Party, Election 2014

The current study examines the importance of planning and management documents (notably the forest management plan and the regional forest plan) for public relations purposes. 17 people (15 forest engineers and 2 forest guards) were interviewed using a semi-structured questionnaire. The results of our survey show that some of the information used for public relations is taken from the planning documents. The forest management plan is primarily considered to be an internal document, but it also provides information on the objectives of forest enterprises, justifications of the planned measures, numbers and maps. The regional forest plan contributes to the public relations in three ways: its content provides information about objectives, description of forest functions, projects and measures. In addition, the participation of the public in the process of elaborating this plan is an ideal opportunity to heighten awareness in society and further public understanding of the forest and forestry services. Finally, as the regional forest management plan is in the public domain, it functions as a type of «show case» of the forest service.

IntroductionThe COVID-19 pandemic has dramatically affected the Italian health systems and drastically impacted healthcare workers’ daily routine and training. Simulation is an efficient tool to provide medical education, especially in the case of incoming public health emergencies. This study investigated the role and activities of Italian simulation centres (SCs) during the acute phase of the COVID-19 pandemic.MethodsThe population was identified through a web search. The directors of Italian SCs were contacted via email and then enrolled. A structured interview was created, internally validated and administrated by phone to participants.ResultsFollowing the government’s ordinance, 37 (88.37%) SCs had to be closed to the public. Twenty (46.51%) SCs organised in situ simulation while 7 (16.28%) of them organised simulation inside the centre. Twenty-three (53.49%) SCs resorted to telematic modalities to provide training about COVID-19 and 21 (48.84%) of them for other training. Up to date, 13 SCs are still closed to the public.ConclusionsItaly has been severely hit by COVID-19, with differences between the regions. Almost all the SCs were closed, with only a few delivering training. The SCs took advantage of emergent technologies to create new ways to train people safely. Unfortunately, nearly one-fourth of Italian SCs have not reopened yet. The evolution of the COVID-19 epidemic calls for reconsideration about training activities including adequate safety measures implemented for all individuals involved.
