2020 is the year of Covid-19, Indonesia feels the enormity of this pandemic in various aspects of development. The Indonesian economy during the year slowed down to minus 5.3 percent in the second quarter of 2020 and in aggregate growth was minus 2.1 percent in 2020. The target of development planning in the National Medium Term Development Plan (Rencana Pembangunan Jangka Menengah/RPJMN) 2020-2024 was revised through the updating of the Government Work Plan (Rencana Kerja Pemerintah/RKP) in 2020, with the main priority of overcoming Covid-19. Then development began to be intensified in 2021 to pursue national priority targets that were abandoned due to Covid-19. The 2020 State Budget allocates around IDR 937.42 trillion for the prevention of Covid-19, including the accumulated APBD (Regional Revenue and Expenditure Budget) IDR 86.32 trillion, which makes the deficit financing for that year reach IDR 1,226.8 trillion. The Covid-19 pandemic control policy through Large-Scale Social Restrictions Policy (Pembatasan Sosial Berskala Besar/PSBB) has had ups and downs, especially when coupled with the new normal policy. The Policy for Limiting Micro-Community Activities (Pemberlakuan Pembatasan Kegiatan Masyarakat/PPKM) as a substitute for PSBB was implemented in early February and the parallel national vaccination program is expected to support accelerated development as outlined in the RKP 2021. In 2021, the Covid-19 pandemic is still high in the world, and the acceleration of development proclaimed by the government gets a stretch of road that extends to be traversed.

Since the beginning of 2020, Indonesia has become one of the countries affected by the Covid-19 pandemic. Various efforts have been made by the government to prevent wider disease transmission. Large-scale social restrictions are one of the efforts that have been made by the Government. Bali Province is one of the areas where there are quite a lot of community activities, considering that Bali is a tourist destination that is in great demand by local and foreign tourists. This study aims to see the incidence of positive cases of Covid-19 based on the type of Covid-19 transmission that has occurred in all areas of Bali, so that the mitigation design can be adjusted based on the characteristics of the source of infection in various existing areas. The results show that based on the transmission source, it can be grouped into four clusters that have their respective characteristics. The proposed mitigation strategies include restrictions on local transmission and domestic travel for areas in clusters 1, 2, and 3. Meanwhile, restrictions on local transmission and overseas travel are in the 4th cluster. Sejak awal tahun 2020, Indonesia menjadi salah satu negara terkena pandemi Covid-19. Berbagai upaya telah dilakukan oleh pemerintah untuk mencegah transmisi penyakit yang lebih luas. Pembatasan sosial berskala besar menjadi salah satu upaya yang telah dilakukan oleh Pemerintah. Provinsi Bali merupakan salah satu wilayah yang cukup banyak terjadi aktivitas masyarakat, mengingat Bali merupakan kawasan destinasi wisata yang banyak diminati wisatawan lokal maupun mancanegara. Penelitian ini bertujuan untuk melihat kejadian kasus positif Covid-19 berdasarkan jenis transmisi Covid-19 yang terjadi di seluruh wilayah Bali, sehingga rancangan mitigasi dapat disesuaikan berdasarkan karakteristik sumber infeksi di berbagai wilayah yang ada. Hasil menunjukkan, bahwa berdasarkan sumber transmisi dapat dikelompokkan menjadi empat cluster yang memiliki karakteristik masing-masing. Usulan strategi mitigasi yang diberikan antara lain pembatasan transmisi lokal dan perjalanan dalam negeri untuk wilayah yang berada pada cluster 1, 2, dan 3. Sedangkan pembatasan transmisi lokal serta perjalanan luar negeri pada cluster ke-4.

As global public health is under threat by the 2019-nCoV and a potential new wave of large-scale epidemic outbreak and spread is looming, an imminent question to ask is what the optimal strategy of epidemic prevention and control (P&C) measures would be, especially in terms of the timing of enforcing aggressive policy response so as to maximize health efficacy and to contain pandemic spread. Based on the current global pandemic statistic data, here we developed a logistic probability function configured SEIR model to analyse the COVID-19 outbreak and estimate its transmission pattern under different “anticipate- or delay-to-activate” policy response scenarios in containing the pandemic. We found that the potential positive effects of stringent pandemic P&C measures would be almost canceled out in case of significantly delayed action, whereas a partially procrastinatory wait-and-see control policy may still be able to contribute to containing the degree of epidemic spread although its effectiveness may be significantly compromised compared to a scenario of early intervention coupled with stringent P&C measures. A laissez-faire policy adopted by the government and health authority to tackling the uncertainly of COVID19-type pandemic development during the early stage of the outbreak turns out to be a high risk strategy from optimal control perspective, as significant damages would be produced as a consequence.

Improving educational quality and equal learning opportunities in basic education can be achieved if supported by adequate infrastructure. Based on 2006 data on the number of existing facilities and infrastructures indicate that approximately 35% of 131,402 primary schools are still in poor condition and require rehabilitation. To cope with the condition of facilities and infrastructure in primary schools, the Government has implemented various programs, one of which is the Special Allocation Fund Program (DAK) in the Education Sector which has the objective to help fund special activities into regional affairs and is a national priority. This paper aims to provide a snapshot of the flow of funds sourced from the state budget and whether its use is in accordance with the objectives (technical instructions) or there are irregularities. This paper aims also to give a real case in public administration in the era of reform that is absolutely required to keep transparent and accountable records. Samples are taken from schools in the province of Maluku due to their geographic location that are difficult to implement development programs, especially education.

Impacts Lack of transparency over financing of the state budget will preclude large-scale donor budgetary assistance in the short term. The private sector will increase its calls for the government to renegotiate the scheduling of domestic debt repayments. The ongoing debt fallout could raise infrastructure financing costs and delay several liquefied natural gas (LNG) mega-investments.

Abstract. Village management is a crucial as the government closest unit to the community. So it needs a clear planning and arrangement to realize the welfare of the local community. A transparent planning involving citizens through the Village Mid-Term Development Plan (RPJM Desa) and the Village Government Work Plan (RKP Desa). Citizens’ engagement will produce results like meeting the needs of clothing, food and shelter, as well as to have an easy access to various services and other social activities. But creating a prosperous village community is uneasy; a government policy should be in place to regulate the welfare efforts, one of which is through a development policy. This research uses a descriptive qualitative approach. Data collection is performed through observation, interviews and documentation study. The findings show that the village development planning policy carried out based on the stages adjusted to the policy promulgated by the central government through Village Law Number 6 of 2014. Furthermore, it contains the elaboration of the stages of village development planning adjusted to the priority development policies. It is through this policy priority that Cidokom Village conducts a development program to improve the welfare of the village community. Abstrak. Pengelolaan desa menjadi penting, sebab unit pemerintahan tersebut paling dekat dengan masyarakat. Sehingga perlu perencanaan dan penataan yang jelas untuk mewujudkan kesajahteraan masyarakat setempat. Perencanaan yang transparan dan juga melibatkan warga dapat melalui Rencana Pembangunan Jangka Menengah Desa (RPJMDesa) dan Rencana Kerja Pemerintah Desa (RKPDesa). Pelibatan Warga akan membuahkan hasil terhadap terpenuhinya kebutuhann sandang, pangan, dan papan., serta untuk memiliki akses yang mudah pada berbagai layanan dan kegiatan sosial lainnya. Namun mewujudkan masyarakat desa yang sejahtera tidaklah mudah, perlu adanya kebijakan pemerintah yang mengatur langsung usaha kesejahteraan, salah satunya melalui pembangunan. Penelitian ini mengunakan pendekatan kualitatif deskriprif. Tujuannya untuk memudahkan peneliti dalam menjelaskan bagaiman hasil temuan diperoleh di lapangan. Adapun metodenya melalui observasi, wawancara dan juga studi dokumentasi. Hasil penelitian menunjukan bahwa kebijakan perencanaan pembangunan desa dilakukan berdasarkan tahapan yang disesuaikan dengan kebijakan yangtelah dibuat olehpemerintahpusat melalui undang- undang desa nomor 6 tahun 2014. Selanjutnya berisi penjabaran tahapan perencanaan pembangunan desa yang disesuaikan dengan kebijakan prioritas pembangunan. Melalui prioritas kebijakan inilah Cidokom melakukan program pembangunan untuk meningkatkan kesejahteraan masyarakat desa.

ABSTRAKPerubahan demografi dan cepatnya modernisasi yang mengakibatkan tergusurnya penduduk asli Papua telah memicu antipati serta tuntutan untuk merdeka. Para pendatang dengan pendidikan yang lebih baik mendominasi pasar ekonomi dan dalam prosesnya menyisihkan penduduk lokal dari keuntungan ekonomi dan kesejahteraan. Perpindahan penduduk dalam skala besar yang disebut ‘program transmigrasi’ ke Papua juga mendorong timbulnya perasaan identitas yang terenggut diantara penduduk asli. Seluruh proses tersebut membangun persepsi bersama bahwa mereka menghadapi pemusnahan ras, atau paling tidak ancaman serius atas kelangsungan demografi dan budaya mereka. Di sisi lain, diprediksikan bahwa kebijakan penurunan tingkat kelahiran akan membawa kesempatanbagi Indonesia mengalami ‘bonus demografi’ pada tahun 2020-an. Esai ini akan fokus ke Papua karena kompleksitas masalahnya di berbagai bidang seperti ekonomi, pendidikan serta kesehatan yang timbul seiring perubahan demografi. Memanfaatkan data sekunder dari Sensus Penduduk terakhir pada tahun 2010 yang diolah dengan program Stata, esai ini menggunakan metode komparasi untuk mengetahui perbandingan komposisi demografi di Papua dan menganalisa secara deskriptif sumber-sumber data terkait. Sebagai simpulan,memang terdapat ketimpangan dalam komposisi demografi masyarakat Papua yang dapat menghambat kesempatan menikmati bonus demografi 2020. Esai ini menyarankan agar pemerintah merevitalisasi program keluarga berencana yang fokus kepada partisipasi perempuan untuk mencapai rasio 2,1 kelahiran per perempuan. Pemerintah juga hendaknya membuat kebijakan yang ditujukan untuk meningkatkan akses masyarakat asli Papua ke pelayanan dasar seperti pendidikan dan fasilitas kesehatan.Kata Kunci: ABSTRACTDemographic change and rapid modernization that resulted in the displacement and dislocation of indigenous Papuan, has been stimulating their antipathy and demand for independence. Better educated settlers have dominated the growing market-economy and sidelined local people from the benefits of economics and welfare. Large scale flows of migration have also drive a sense of identity being wrenched among Papuans. Together these processes have given rise to a collective perception that Papuans are facing a serious threat over their demographic and cultural survival. On the other hand, it was projected that in 2020s, lower fertility rate policy will bring opportunity to Indonesia experiencing ‘demographic bonus’. This essay will focus on Papua Island due to its problems complexity in many sectors that arise along with demographic change. Using secondary data of population census 2010, this essay adopts comparation method to find demographic composition in Papua and analyze the data descriptively. In conclusion, there is inequality in Papua’s demographic composition which could challenge the opportunity of demographic bonus 2020. This essay recommends The government to revitalize family planning program which focus on women and girls participation to reach 2.1 fertility rates. The government should also execute policies which aimed to increase access of indigenous Papuans to basic services such as education and health facilities.Keywords: Demographic bonus, fertility rate, inequality,HDI, migration, family planning.

Coronavirus Disease 2019 (Covid-19) is infectious disease caused by the Severe Acute Respiratory Syndr ome Coronavirus2. Sars-Cov-2 is a new type of coronavirus that infects thousands of millions of people in the world in a short time. Anticipating the increase in the spread of infection due to COVID-19, the government urges all people to adopt a new lifestyle during the pandemic. Prevention efforts carried out by the government are the implementation of Health Protocols, Adaptation of New Habits, Large-Scale Social Restrictions, and Enforcement of Restrictions on Community Activities. This scientific work aims to determine the prevention efforts made by the government in reducing the spread of covid-19. This research method uses literature studies or studies of journals regarding the prevention of COVID-19. The results show that the efforts made by the DKI Jakarta Government in preventing the spread of covid-19 by implementing Health Protocols (washing hands with soap, wearing masks, social distancing, maintaining distance, self-isolation), New Adaptations/New Normal, Large-Scale Social Restrictions, and Enforcement Restrictions on Community Activities. The conclusion is the efforts to prevent the spread of covid-19 carried out by the DKI Jakarta Government as a change in the order of people's lives by applying various rules. This is done to reduce the spread of COVID-19 in the community. Then it is necessary to enforce strict and real punishments for violators in the form of fines large enough to create a deterrent effect for people who violate the policies and rules that have been applied.

Economic activities in society during this pandemic need to be increased. Among them is by moving the economy from small community groups in residential areas. There is a huge opportunity for economic activity in today's residential areas, especially after the government adopted the PSBB (Large-Scale Social Restriction) policy, which in the end, many community activities were transferred to their respective areas of residence. This is an opportunity for the surrounding community to build their economic passion. One of the strategies is to create a forum in order to improve marketing, increase capabilities through knowledge sharing sessions and rotate the economy between people. The activities carried out in this service area by creating a business community in the WhatsApp group (WAG) platform and managing the business activities in it. There are approximately 226 residents of the Puri Depok Mas (Depok) cluster area who are members of this community. PDM Market Partners, which are business communities in the cluster area, have been established since the pandemic, with members as members of sellers and buyers. Sellers are dominated by new businesses, some of which were established during the pandemic. With the existence of a business community through this WAG, it can accommodate all the needs of the seller with regard to the scope of his business and to the buyer for the goods he needs.

This paper reviews the impact or influence of the COVID-19 Pandemic on the application of Government Accounting Standards (SAP) in the presentation of Government Financial Statements, especially Operational Reports (LO) during the pandemic. This study aims to determine the suitability of the presentation of the Operational Report with the applicable accounting regulations and policies during the COVID-19 Pandemic by making the Makassar II KPPN as the object of research. This research is based on data from the unaudited Financial Statements of KPPN Makassar II in 2020, especially the Operational Report and Notes to Financial Statements (CaLK) and based on the results of interviews with related parties. The results of this study are expected to provide input in an effort to prepare quality and accountable government financial reports. Certain circumstances and extraordinary events (COVID-19) have a significant influence on the quality of the financial reports of a government work unit. For this reason, the government issued policies related to the management of state finances in order to maintain financial system stability during the handling of the COVID-19 pandemic, including accountability for the implementation of the state budget.

Coronavirus Disease 2019 (COVID-19), a virus founded in China, has spread worldwide as it has become pandemic. As a result, significant and detrimental impacts are undeniable to global citizens, including those in Indonesia. With the government's suggestions like introducing physical distancing and large-scale social restriction, they slow down economic growth. Also, they impact religious practices, particularly those performed by Muslims in Indonesia. This paper will discuss the impact of the COVID-19 pandemic through the lens of Islamic law. There are two main issues to analyze. First, what is the impact of COVID-19 on community activities in the view of Islamic law? Second, what is the impact of COVID-19 on religious communities in carrying out worship? This paper finds that the COVID-19 pandemic has adversely impacted religious worship activities in public places by considering this virus's rapid transmission. It is followed by the closure of worship places to encourage citizens to practice their religious activities at home. Thus, the whole community was urged, and some were prohibited following the mapping zone experienced by each region. Given Islamic law believed and trusted by Muslims, in the end, the government has issued a new normal policy by opening places of worship with health protocols.
