Further improvement of the quality of life is closely connected with the development of domestic tourism in the Russian Federation. To provide autotourists and road users with civilized conditions tourism and recreation and autoturist clusters are developing, as well as elements of their networks and diverse areas of road and roadside services. According to their functional purpose, the latter are divided into enterprises servicing car tourists and road users and those which function is the maintenance of rolling stock. Development of infrastructure for technical services for wheeled vehicles of autotourists and road users and providing them with a single high standard of quality of specialized and related services must meet certain requirements, including the scope and structure of the fleet of wheeled vehicles and their lineup; growth of domestic and inbound tourism flows; increase in the range and volume of services provided; geographical expansion, regions and types of autotravel; individualization of services; road safety and compliance with environmental safety. Until recently, the existing enterprises specializing in services for wheeled vehicles of autoturists and road users have had a low level of technical equipment and workload for productive employees. Formation of infrastructure maintenance and repair of rolling stock is advisable to be developed by types of services based on the block principle. A strategic step in improving the quality of services and efficiency of enterprises is the introduction of interactive elements of acceptance: focus primarily on the client, efficient organization of services, the use of modern information technology, competent staff, additional services and sales of related products and accessories.

Data of the Federal Information Fund for Social Hygiene Monitoring conducted on the basis of the Federal Center for Hygiene and Epidemiology of Rospotrebnadzor have been analyzed to assess environmental risks, as well as to develop environmental safety system as a factor for sustainable development of the territory in the regions of the Russian Federation. Atmospheric air pollution in Russian regions was evaluated by content of priority pollutants. Ranking of Russian regions according to the quality of drinking water supply was carried out. The possibility of using Federal Information Fund for Social Hygiene Monitoring as an integral part of the model for optimizing the social and environmental conditions of populated areas is estimated.

The results of ecological researches in the Arctic zone of the Russian Federation (Purovski district of Yamal-Nenets Autonomous okrug) are presented. The characteristics of emissions in the atmospheric air in Ustpurovsk-Tazovsk (Samburg) and Purovsk geocreology areas (Tarko-Sale) are considered and also the surface concentration of harmful substances in atmospheric air is predicted. A calculation of dispersion of polluting substances in the atmosphere is made. Based on the obtained results the conclusions were drawn about exceeding of the maximum-permissible concentration in the air.

The right of everyone to a safe environment for life and health and to the compensation for the damage caused by the violation of this right. This right is preceded by the duty of the state to ensure environmental safety and maintain environmental balance on the territory of Ukraine, as stipulated in article 16 of the Constitution of Ukraine. ABSTRACT The Copenhagen agreement concerning Cooperation in Measures to Deal with Pollution of the Sea by Oil came into force in October 1971. The new Copenhagen agreement, signed on March 29, 1993, encompasses cooperation regarding measures to deal with pollution of the sea by oil as well as other harmful substances. This will be done through cooperation in contingency planning, research and development, response actions, and aerial surveillance. The agreement extends the parties’ internal water, territorial water, and other areas at sea to the limits of the continental shelf, fishery zone, and economic zone. During the past three years great efforts have been made to cooperate more closely, for example, in areas with joint borders of territorial waters, in aerial surveillance, technical development, research and development, and education.

The issue of improving the environmental safety of locomotive-type diesel engines by using hydrogen is considered. The analysis of pollutants that pose a special danger to the atmosphere. To ensure reliable operation of locomotive-type diesel engine with hydrogen supply, an on-board system has been developed. To solve environmental problems in rail transport, the article provides experimental data on the assessment of the effect of hydrogen additives on the levels of emissions of harmful substances on the example of a diesel shunting diesel locomotive ChME3.
