The people of Azerbaijan have lost bright faces, outstanding teachers and world-famous scientists who make up the intellectual wealth of the nation. Among them were Haji Karim Sanili (1878-1937); Bekir Behbud oglu Chobanzade (1893-1937); Hanafi Baba oglu Zeynalli (1896-1937). Presentation of repressed Azerbaijani educators to the world should be the main task of young researchers - teachers, as well as journalists. For this reason, it is recommended that this article be made available to the general public. The holy book “Avesta” is one of the magnificent creations of the world, which contains valuable information about religion, literature, culture, geography, history and mythology of the ancient peoples of Central Asia. For several centuries, many scholars of various specialties have been interested in “Avesta”. In numerous comments they discussed the history of the appearance of the book and its hymns, the personality of Zarathustra, his homeland, geographical objects, historical characters and mythological images, the ideological basis of the collection of holy books, etc. Many of the above mentioned questions are still being discussed among specialists, causing and over-colouring certain problems. In their work, the authors tried to find something in common between the “Avesta” and the Kazakh literature, exploring the spiritual relationship of the “Avesta” with the mythology of the people. As practice shows, various phenomena in the folklore of the peoples of the world are experiencing their birth, formation, flourishing, decay and death. Forms are modified, disappear, replaced by others. But sometimes the most ancient layer of folk art is preserved as a relic. Sometimes it is very difficult to see the traces of the most ancient representations in national folklore. Therefore, the authors of the article analyzed the works of Kazakhstani authors who studied some points in the “Avesta” and they made only an attempt to investigate the remains of the Kazakh archetype in this ancient literary monument. This article, without claiming to completely cover the available material, sees the main task in providing a holistic conceptual overview of the Kazakh literature on the above mentioned problem.

Up until very recent times in Western political philosophy, theory, science, and discourse, the words predominantly used to describe the democratic pole of Aristotle’s political continuum were direct democracy, indirect democracy, social democracy, and, in Aristotelian terms, republic or representative democracy. The latter half of the 20th century, however, saw dramatic changes in democracy around the world in its spread, variation in form, and in the use of the word. In fact, there have been a number of books in recent years that have discussed a wide array of models or degrees of democracy (Held, 1996; Sartori, 1987). Phrases such as participatory democracy, managed democracy, strong democracy (Barber, 1984), and semidirect democracy (Toffler & Toffler, 1994) are just some of the clusters of terms now used to define particular kinds of democracy that exist or are theorized to be better forms of it. Also, as the 20th century drew toward a close, there was a virtual consensus among Western political scientists that a potentially dangerous schism has grown between the citizens of both representative and social democracies and their governing elites. Indicators of such are public-opinion polls that manifest an increasing discontent with the political class and politicians (usually termed alienation) and a general decline in voter turnout (albeit with occasional upticks). Most of this dissatisfaction with, or alienation from, various forms of representative democracy is considered to be due to the growth of the influence of those who lavish large sums of money on the public’s representatives in these political systems. Another widely perceived cause of this gap between the people and their governments is the inertia of bloated, entrenched bureaucracies and their failure to acknowledge the wishes of the general public in policy implementation. Both of these phenomena seem to be present in all modern, industrialized, representative democracies, and they even seem to become manifest in the youngest, least industrialized countries as well. For example, in the fall of 2004, Cerkez-Robinson (2004) reported that the turnout in the Bosnian national election had fallen precipitously because most Bosnians are tired of repeated fruitless elections. As this complex problem in modern representative democracies seems to have become systemic, a potential technological solution has also come upon the scene. This involves the previously unimaginable proliferation of information and communications technologies of the late 20th century and early 21st century. This new and rich mixture of rapid, electronic, interactive communications has been seen by many political thinkers and actors as an excellent medium by which to close the gap between the people of representative democracies and their elected and administrative officials. This has led to a plethora of new adjectives and letters to prefix the word democracy, each referring to some theoretical or experimentally tested improvement in the present and future forms and practices of both direct and/or indirect democracy using ICTs. Thus, in the past decade or so of reinventing government (Osborne & Gaebler, 1992), we have come to learn of such new ideas and ideals of democracy as electronic democracy (or e-democracy), digital democracy, cyberdemocracy, e-government, and teledemocracy (Becker, 1981; this listing is far from exhaustive.) Taken together, they demonstrate that the future of democracy around the world is in flux, that there is a broadly perceived need by those in and outside government for some changes that will ultimately benefit the general public in various aspects of governance, and that these new technologies are seen by many as part of the solution. As alluded to above, there are numerous experiments and projects along these lines that have been completed, many are in progress, and there are multitudes to come that probably will be a part of any such transformation in the future of democracy on this planet.

Mutual duties and rights between people and sovereignty is one of the strategic and significant issues in the contemporary world. In the Islamic teachings especially Nahjulbalaghah it is not that the right is allocated to the ruler and government and on the other hand people only have duties and responsibilities. Rather the ruler has the significant duties even if he would be innocent. Among the strategic tasks of the ruler and leader are: Benevolence, Fair distribution of wealth and management of education system. These duties are, at the same time, the rights of the people and the ruler. On the other hand, people have duties in front of the Islamic ruler. In other words, these duties are rights of Religious Governance including loyalty to sovereignty, Support and response to demands of authority and etc. It is worthy to mention, the main aim of these rights and duties has been devised to provide the felicitous life for people in the world and hereafter.

Abstract The Western world, communication technology and mass media, have a big hand in building and establishing the moral principles of society. Internet media in particular, have a major role in introducing new norms of society. For the Islamic Ummah it is necessary to strengthen the missionary motivation which takes up so much time and attention of the majority Muslim community. Even now the technological means have been dubbed by the people of various terms for example, as a corona screen, a magic box, a window to the world and so on. The rapid introduction of new norms was made possible because the media moved with the principle of freedom of expression without preaching motivation, so that these principles were often used as a pretext for pursuing worldly interests. Unfortunately, many developing countries, including those claiming to be Muslim countries, follow this trend. As a result, Muslims around the world have been trapped in a foreign conceptual framework, which resulted in a media invasion of their value system, ethical perceptions, moral standards, sociocultural views, and even their religious beliefs. Therefore, Islam needs to set a da'wah strategy in all aspects of life through communication systems, especially electronic media that affect many people. This should not be ignored, and must be directed in accordance with Islamic perinsif which covers all aspects of life through the da'wah strategy. Technological development cannot be dammed. The role of Muslim communicators must defend the truth so that justice remains upheld. Justice cannot possibly be upheld without safeguarding the truth and this is the main task for the Islamic Ummah to carry out scientific charity including one of which is the application user in the mass media.   Keywords ; Da'wah, technology, mass media

The new mechanism, which is proposed, should be based on the understanding of naturalness for a certain nation, race, take into account primarily the mental, historical, cultural, and other realities of the people living. The underlying assumption of this article is that fragments 1–4 and 14 of 4Q158 represent an independent composition, not related to fragments 5–12 of 4Q158, where Exodus 19–22 in its proto-Samaritan version is copied. Identification of a common denominator for fragments 1–4 and 14 (labelled here as 4Q158b) is the main task of this article. This study shows that 4Q158b expresses a particular exegetical understanding of the biblical covenants and that its author's intentions and exegetical processes are best clarified in light of the book of Jubilees. According to Jubilees, two covenants were made by God at the creation of the world: one with humanity and another with the people of Israel. 4Q158b collects biblical passages (Gen. 31–32; Exod. 3–4; Exod. 24) in which it discerns hints of various expressions of commitment to these two covenants between the period of Abraham and the events at Sinai. The author of the text rewrites these passages with the intent of revealing to the reader these covenantal references only hinted at in the Bible.
