The scientific hypothesis about the influence of the components of the informational environment on the expansion of human development is tested. The trends in the Ukrainian information space on the level of implementation of informational technology in human life are revealed. The sample survey about living conditions of households in Ukraine in general and the oblasts of the Carpathian region, in particular, is conducted. The ways of use of Internet services by households for involvement of the population in various spheres of public activity and their influence on human development of the oblasts of the Carpathian region are analyzed. The analysis showed a significant reduction in the share of households by objectives: education and training (formal education in school and higher education, distance education, including online activities); software download. The search for information related to health issues and interaction with public authorities has great potential for human development. The paper concludes that the population of the Carpathian region is insufficiently involved in the use of Internet services. Based on the analysis of indicators of the Global Competitiveness Index, the problems in the field of expanding human development opportunities in Ukraine are described. There is mainly a downward trend in the development of areas involved in expanding human development opportunities in the transition to the information economy – education, health, labor, science and innovation. Relevant guidelines for the implementation of state social policy in this area are identified. Social policy as a direction of state regulation of the economy requires a transition from mostly passive to active and effective state social policy. It is necessary to update the mechanisms for conducting active social policy at the level of the state, various administrative, public organizations, and enterprises. Social policy must be closely linked with the implementation of internal reforms in the country (education, health, pensions, taxes and wages, etc.). Social policy measures should be coordinated with measures of other types of state policy – migration, the formation and development of the middle class, the policy of investing in human capital.

The scientific and methodological approach to the evaluation and analysis of the efficiency of system management by innovation factors for sustainable development of national economy from the point of view satisfaction vital interest’s population is developed. This is the calculation of the modernized index human development based on the adjective model based on 26 indicators (social, economic and environmental subsystems), as well as using the methods of the main components and the slip matrix. The resultant value is the modernized Human Development Index (MHDІ) of Ukraine. The architectonics MHDІ of Ukraine in 2007–2017 from the position of sub-indices of the ecological, social and economic subsystems is analyzed. Consequently, the scientific and methodological approach based on the MHDI change allows us to draw conclusions regarding the effectiveness of the work and public administration bodies in the context of making managerial decisions regarding the satisfaction of the vital interest’s population. MHDI considers the main regulated parameter of the system management in the innovation factors of sustainable development in socially oriented economy. The tendency of steady decline MHDI of Ukraine in 2007–2017 on 53.45 % was confirmed, which confirms inefficient state regulation of crisis situations in Ukraine. In order to increase the efficiency management of innovative factors by sustainable development of the national economy, from the standpoint of satisfaction vital interest’s population, it is proposed to intensify the use of public debt and savings bonds, market and non-market methods of relief and debt load. This is due to the fact that at the current stage of development in the national economy, public external debt is one of the most significant indicators of the state economy. It is at the same time a criterion for the effectiveness of public financial policy, as well as a threat and opportunity for the Ukrainian economy. In order to optimize its size, various methods, approaches, tools are used. Based on the analysis of world experience, it has been established that the securities market, in particular debt securities, plays a strategic role in regulating this issue. Therefore, it makes sense to recommend government debt bonds and government savings bonds to optimize the amount of external public debt.

Living in a world where we can expand our economic wealth and the richness of human life is the core of the human development concept. Greater well-being for all can be achieved by improving people’s capabilities and more importantly, by giving individuals the ability to use their knowledge and skills. The economic complexity index (i.e., ECI) is a new indicator that defines a country’s complexity. Through a vast network, citizens can transfer an enormous quantity of relevant knowledge, leading to the creation of diversified and complex products. However, the relationship between economic complexity and human development is not that simple. Thus, this paper aimed to understand it deeper—international migration and logistics performance are used as moderators. Hierarchical linear modeling was the statistical tool used to analyze two groups of countries from 1990 to 2017. For robustness and to deal with possible endogeneity issues, different year lags were also included. The results show that international migration and logistics performance are decisive moderators as they change the relationship between economic complexity and human development.

We put the core of Modernity in the emerging phenomena of individuality, understood as a process of emancipation from the ruling groups. Its two ways, always in tension, would be to develop an individuality autocratically or to understand the individual as a unique and autonomous human being, but only in reference to humankind. It looks like that the individualist model has imposed itself dominating the economical and political systems, supposedly self-made and self-regulated. Modern christians have always existed, but they had always to deal with the contradiction of the Church as institution. The Vatican II discerned that the human being is historical and while making history we form themselves; recognized that the civilizing benefits propitiate human life, but they do not equate to true human development. This is only eschatological. The responsibility towards brothers and history, that we perform in our caring incarnation, is the new humanism. We go beyond modernity when we pass from the individual alone or in relation to humankind intrinsically relational, that becomes a person by acting as a son and brother while anchored in indelible individuality.
