The relevance of an independent assessment of the quality of the conditions for the delivery of services (IAQ) as a tool for assessing the state of the social sphere is determined by the ability to use it to identify the expectations of a modern consumer, his needs, to detail shortcomings in the delivery of services and develop measures to eliminate them. The aim of the study is to consider the potential of using IAQ in solving problems of public administration. The research methods used in the work serve as a significant empirical base based on the results of monitoring studies of the implementation of IAQ in the regions of the Russian Federation based on surveys of government representatives and citizens who receive services, as well as on the basis of information provided on the official website for posting information about state (municipal) institutions bus.gov.ru, and have a formal and logical component in terms of conducting a comparative analysis of regulatory sources, using analytical methods of functional and statistical analysis. The choice of research tools was determined by the presence in the current database of the functioning of the IAQ from the moment of its creation in 2013 to the present. The analysis of the results of an independent quality assessment made it possible to identify key shortcomings in the social sphere, the structure of problems that are most often found in the regions and their relationship with the main directions of socio-economic development of the constituent entities of the Russian Federation. Abstract. The article discusses the issue of spatial distribution and diversity of educational potential of Higher Education (HE) urban centres described by the number of students and HE institutions as well as their structure in terms of types in the regions of France in 1998‒2008. According to the research results it appears that the actions undertaken in order to level the socio-economic development of the regions of France, i.e. increasing the quality of human capital, resulted in an even distribution of HE centres, their high educational potential and lack of regional specificity in terms of the structure of the educational offer.

The proven leading role of education in the identification of society as a whole and of each individual is revealed specific historical conditions of development. In particular, the classics of economics emphasize that a person's income depends on his craft and qualifications. Ukrainian scholars have largely linked the country's economic development to the level of education its managers. The causal relationships between education and socio-economic development at the individual and social levels in the works of A. Marshall and G. Becker are analyzed. The influence education on economic development at the macro level in the scientific works scientists of the ХХ century is studied. The role of education in the transformation of scientific knowledge into technology is considered. The place and role education in the formation, reproduction and development of human capital are substantiated. Preservation and development of the knowledge base is possible only with a high level of education of the workforce and quality training, which is closely linked to the growth of investment in this area of the economy. Investments in education give the highest economic return and they also have great social significance for human development. The peculiarities of the impact investments in education and their economic efficiency are considered, including the growth of human capital and increase of labor productivity, increase of innovative opportunities of the economy, acceleration of knowledge transfer. Structural changes, economic growth, raising living standards largely depend on the level of education and quality of human capital. A country that is unable to use the potential of education and ensure the quality of population development will be at the bottom of global economic development. Today knowledge has become an independent factor of production, such as land, capital and labor. Without a society with a high level of education and intelligence, there can be no question of building a «new economy».

Rural settlements occupy a significant part of the territory of Russia, where about 25% of the population lives and significant natural resource potential is concentrated, but the level of their socio-economic development is significantly inferior to urban ones. Increasing depressiveness of rural areas and spatial socio-economic differentiation is a systemic problem and an obstacle to the balanced development of the national economy, reduces its competitiveness due to insufficient use of economic potential, creates challenges to the economic and national security of the state. A powerful tool for countering such trends is the formation and implementation of the potential for the development of small agribusiness, which is mainly based on households created in the form of peasant (farmer) and personal subsidiary associations. The article ana-lyzes the potential of small agribusiness development in rural areas.
